REQUEST MADE, PROPOSED USE, LOCATION: Petitioner, West Lafayette Junior-Senior High School Building Corporation (represented by attorney Kevin Riley of Reiling Teder & Schrier LLC and surveyor Patrick Williams of TBIRD Design Services) is seeking primary approval to combine several lots and unplatted land into a single lot on 12.91 acres, located on the west side of Grant Street, between Leslie Avenue and Meridian Street, in West Lafayette, Wabash 18(SE)23-4. AREA ZONING PATTERNS: The site is zoned R1 (Single-family Residential) and is part of a large R1 district north of Meridian Street. South of Meridian Street is a large R1U (Single-family Residential Urban) area. AREA LAND USE PATTERNS: The north half of the site is occupied by the West Lafayette Junior / Senior High School building and the parking lot, running track and football field are located on the south half. Underlying the east half of the school property are the 36 lots of the Charles W. Ross Addition. The west half of the site was never platted. Except for two neighborhood churches near the south end, the surrounding area land use is predominantly single-family residential. TRAFFIC AND TRANSPORTATION: Leslie Avenue is classified as an urban local road and will have the total required right-of-way of 50-ft after dedication of a 20-ft wide strip of land on the final plat. Because Grant and Meridian Streets are classified by the Thoroughfare Plan as urban secondary arterials, they are both required to have half-width rights-of-way of 35-ft. The existing half-width right-of-way for Grant Street is 30-ft (requiring 5 more feet). Most of a 50-ft wide full right-of-way is in place for Meridian Street, which has an offset centerline (20-ft on the north side and 30-ft on the south). The sketch plan shows a planned dedication of 20-ft to complete the 50-ft wide right-of-way along the full frontage. However to comply with the urban secondary arterial standard, an additional 10-ft would need to be dedicated along the north side of Meridian. Variances have been requested with this subdivision application to waive the required secondary arterial right-of-way dedication. Both Grant and Meridian Streets fully occupy the existing rights-of-way. Dedicating the additional right-of-way would place the existing running tract inside public street right-of-way along both streets, potentially requiring the track relocation. These subdivision variances were submitted to the West Lafayette Board of Public Works and Safety and at its May 8th meeting the Board voted to recommend approval of both requests. Along with the 36 lots in the Charles W. Ross Addition, the plat includes rights-of-way of two streets with connecting alleys – Hayes and Raymond Streets. Petitioner has started the process to vacate all of these public ways. On June 4th, the West Lafayette Common Council is scheduled to have the second reading on Ordinance No. 11-18, and if approved will vacate these rights-of-way.

Sidewalks along the north side of Meridian and south side of Leslie Avenue are currently located outside the street right-of-way. Staff recommends that sidewalk easements be shown on the final plat to cover these existing features. ENVIRONMENTAL AND UTILITY CONSIDERATIONS: The site is served by city sanitary sewer and the Indiana American Water Company. CONFORMANCE WITH UZO REQUIREMENTS: Most of the required building setbacks have been shown correctly. Because Meridian Street is classified as an urban secondary arterial, a 40-ft building setback is required as opposed to the 25-ft setback shown. Petitioner has submitted an application for height, parking, vegetative and building coverage zoning variances to allow the construction of an aquatic center addition. These zoning variances are set to be heard at the May 23rd hearing of the Area Board of Zoning Appeals. STAFF RECOMMENDATION: Conditional primary approval, contingent on the following:
A. Subdivision Variances
1. A variance to not dedicate the additional 5-ft of right-of-way required along the west side of Grant Street.
2. A variance to not dedicate the additional 10-ft right-of-way required along the north side of Meridian Street.
B. Conditions
FINAL PLAT – The following items shall be part of the Secondary Application and Final Plat approval:
1. Submit a copy of the West Lafayette Common Council approval of Ordinance No. 11-18, which vacates all public ways in the Charles W. Ross Addition.
2. If there is a mortgage on this property, a recorded partial release or written acknowledgment from the mortgage company must be obtained in order to dedicate the necessary right-of-way.
3. Pedestrian access easements shall be platted along the rights-of-way of the north side of Meridian Street and the south side of Leslie Avenue for the existing sidewalks.
4. All existing easements, covenants or restrictions shall be shown and referenced with the corresponding recording information (Document Number and date recorded).
5. All required building setbacks shall be platted.
6. The street addresses and County Auditor's Key Number shall be shown.
