12/18/12 - It is anticipated that the engineering andenvironmental stages will be completed in FY 13. Constructionwill begin as directed by TDOT after all clearances areobtained. It is anticipated that this project will not require thefull expenditure of funds that are designated in the current TIPand are being requested to move into the 14-17 TIP, but untilcompletion of the project this cannot be known for certain. Anyfunds that are left unexpended would be moved to one of theother Greenway projects.It should be noted that all of thefederal funds on this and all of the greenway projects are HPPfunds designated directly to Smyrna by Congress. The projectwill be managed by Town staff, including the Town Plannerand the Director of Parks and Recreation in conjunction withTDOT. The Town of Smyrna has constructed approximately9.9 miles of greenways over the past several years, much ofwhich has been constructed as recreation trails within localparks as well as connections between the library, parks, andneighborhoods. Many of these have also been constructed assidewalks in conjunction with road improvement projects,including 3 different phases ofimprovements to Rock SpringsRoad and two phases of improvements to Enon Springs Road.

1/29/13 -**Like the Chaney Boulevard widening project, thisproject was put on hold while the city finished up the massiveWaldron Road/Parthenon Parkway widening and water-linereplacement project, but the city is ready to move forward withthis project in the next few years. Preliminary engineering forboth NEPA and design in 2014, with ROW acquisitionoccurring in 2015, and construction starting in 2015. Finaldeliverables will include the newly widened roadway, full, six-foot concrete sidewalks, benches, handrails, pedestrianlighting, curbs, shoulders, and marked crosswalks. The cityplanner andcity engineer, along with the grants manager, headof finance, and the streets supervisor, will be fully involved inthe day-to- day management of the project and coordinationwith the various parties ranging from TDOT to the contractors.The city has a great deal of similar project managementexperience, and current city staff is well versed in the policiesand procedures of TDOT’s Local Programs.**The city of LaVergne recently completed the Waldron Road/ParthenonParkway five-lane widening project, whichincluded a massivewidening and realignment process, sidewalk installation, theshifting of underground utilities, reroutingof daily trafficcirculation patterns, and the removal and replacement of anold water line. Due to the scale, scope, andgeneral length ofthe project, there were slight modifications made bycontractors, TDOT, and other parties, the city notincluded, butthe project met timeframe and budget constraints. Funds wereobligated in 2009 and construction wascompleted in 2013, alengthy process but representative of the scope and scale ofthe project. Unlike the Waldron Roadproject, this proposedwidening project is much smaller in scale, scope, andprojected timeframe, and therefore it should be an easilymanaged project for the city.

1/29/13 -**This project is a carryover from the previous TIP.The city has had a small amount of funding for this project forsome time, but a recent amendment shifted a large amount ofHPP funding to the project to allow the city to enhance thescope and scale of the project. The amendment was approvedby TDOT in January 2012. The city held a meeting with thecontractor in January 2013 to discuss the preliminaryengineering design and proposed timeframe for constructionafter the bid process, selection, concurrence, and notices toproceed. Construction is expected to begin approximately oneyear from now in May/June of 2014. The final deliverable willbe 1.7 miles of new greenway with a trailhead, parking area,pavilion, playground equipment, educational signage,benches, and boardwalk-type crossings for low-lying areasalong the greenway.**The city of La Vergne recentlyconstructed its first phase of the city’s overall GreenwayMaster Plan with the completion of the Brookside greenwaypiece. A ribbon-cutting ceremony with the Mayor andAldermen, citizens, staff, and coverage by Larry Flowers onChannel 4 WSMV highlighted the success of the project andthe excitement of the city. After the project opened to thepublic, the city partnered with the Department of Forestry andplanted trees along the stretch of the completed greenway, aswell as added some pedestrian lighting, all of which was doneto further enhance the project and which also shows the city’sdedication to the project as a whole.

The final deliverable willbe 1.7 miles of new greenway with a trailhead, parking area,pavilion, playground equipment, educational signage,benches, and boardwalk-type crossings for low-lying areasalong the greenway.**The city of La Vergne recentlyconstructed its first phase of the city’s overall GreenwayMaster Plan with the completion of the Brookside greenwaypiece. A ribbon-cutting ceremony with the Mayor andAldermen, citizens, staff, and coverage by Larry Flowers onChannel 4 WSMV highlighted the success of the project andthe excitement of the city. After the project opened to thepublic, the city partnered with the Department of Forestry andplanted trees along the stretch of the completed greenway, aswell as added some pedestrian lighting, all of which was doneto further enhance the project and which also shows the city’sdedication to the project as a whole.
