ON ATMOSPHERIC AIR PROTECTION
Article 20. Transboundary pollution of the atmospheric air
In order to decrease the transboundary pollution of the atmospheric air generated by sources of pollutant (harmful) emissions located at the territory of the Russian Federation, it should provide the necessary support in order to carry out the activities aimed at the pollutant (harmful) emission reductions, as well as implement other activities in accordance with the international RF obligations in the field of atmospheric air protection.

given project are considered:
1. Training of the Russian GAINS model users
2. Looking into possibilities of GAINS model applicationin order to provide the ecology-economicaloptimization of the economic and other types ofactivities carried out in the Russian Federation.

GAINS model runs in the ONLINE mode
The current model version allows to get access to the:
Emission inventories and projections, as well as cost estimations concerning the control over pollutant atmospheric substances (SO2, NOX, VOC, PM, NH3)
Greenhouse gas emission projections and inventories (CO2, CH4, N2O и F-gases)
Projections concerning data on the main types of emission-related activity related
Control measures and costs of emission control with a view to the most efficient scenarios
Air quality indexes (atmospheric concentrations and depositions)
Health and environmental impact estimations

The development of Russian GAINS
module will allow to
Carry out the online assessment of the environmental effects related to the adoption of the economical decisions at the
federal and regional levels (for instance, changes of the fuel-energy balance, location of the new enterprises etc.)
In particular: to carry out the online assessment of the pollutant emission change in the region;
to carry out the health and environmental impact assessment not only in the
considered region but also in other RF regions;
to carry out the cost and efficiency evaluation of the proposed emission control
measures;
etc…
We will get the useful tool that will help us to develop and adopt the decisions in the field of the environmental
protection
