Delivery Verification Guidance

• May 2015: RTF approved the delivery verification guidance for the first batch of measures– RTF established a 30 day review period for the

three “complex” measures• July 2015 (today): Report out on that feedback• September 2015: Batch 2• November 2015: Batch 3

Feedback on Complex Measures

• RTF recommendation to include materials requirements for performance based duct sealing

• Bonneville submitted comments on all three documents– Weatherization and Performance Based Duct Sealing:

• Clarifications to the specification and guidance• Staff accepted all comments

– Commissioning Controls and Sizing• Proposed four clarifications to the specification and guidance• Staff addressed 1 (clarified the intention of the spec)• Staff did not address 3 (2 covered by existing text; 1 change to the spec

itself)

New Measure Proposal: DHP for MF

• Measure Specification: Install a ductless heat pump in the main living area of a multifamily unit

• Savings Estimated Procedure: Billing analysis estimate (planning); calibrated engineering (proven)

• Data to Leverage:– PSE has data from custom, whole building retrofits– SCL may also have some data– ETO is in process of completing a billing analysis and may have cost

data– BPA/Ecotope have data and a report from 2012 looking at a small

sample of DHP for MF retrofits
