    he Marine Corps does not tolerate hazing, and its

    critical for all Marines to continually learn and re-

    evaluate the difference between firm leadership and

    hazing.

    Hazing, as defined by Merriam-Websters dictionary is, an

    initiation process involving harassment. Marines are taught

    to never harass another individual, and are instructed to treat

    others with firmness, fairness, dignity and respect.

    Although some college and university fraternities and so-

    rorities have been known to practice hazing rituals behind

    closed doors similar acts are never acceptable in Marine

    Corps units.

    Marine Corps Order 1700.28 states, hazing is defined as

    any conduct whereby one military member, regardless of ser-

    vice or rank, causes another military member, regardless of

    service or rank, to suffer or be exposed to an activity which is

    cruel, abusive, humiliating, or oppressive.

    Hazing takes many forms, including any form of ini-

    tiation or congratulatory act that involves physically striking

    another to inflict pain, piercing anothers skin in any manner,

    verbally berating another, encouraging another to excessively

    consume alcohol, or encouraging another to engage in illegal,

    harmful, demeaning or dangerous acts.

    Furthermore, coercing another Marine to participate in the

    activity is also considered hazing. Therefore, urging Marines

    to keep quiet and play along is considered hazing.

    The order also states hazing activity can also be psycho-

    logical, not just physical.

    Hazing can take the form of verbal harassment and the

    effects can be very detrimental to a persons self worth.

    Hazing can damage a persons self esteem and self effica-

    cy, their belief that they are capable of accomplishing things,

    said Dr. Leslie Slosky, Family Advocacy Programmanager and

    clinical supervisor of the counseling section of Behavioral

    Health Branch of Marine and Family Programs. In addition,

    hazing can contribute to depression and anxiety.

    Slosky said psychological hazing can take many forms.

    Psychological hazing can vary from name calling, dispar-

    aging performance, to demands for meaningless tasks such as

    making someone run to the flight line and back repeatedly or

    ordering them to do some task over and over, she said.

    Hazing can also occur over digital channels, like over the

    internet, she said.

    One current trend is hazing (and) bullying using the inter-

    net blogging or social networking sites, sometimes referred to

    as cyber-stalking. This kind of hazing or bullying has contrib-

    uted to suicide deaths among teenagers and young adults.

    All Marines earn a right of passage in the Corps during

    recruit training, where Drill Instructors use intense military

    training tactics and discipline techniques developed over time

    to properly train troops.

    The intense programs administered in recruit training,

    such as incentive training, are always command directed and

    authorized.

    Its important to note, activities like mission and opera-

    tional training, administrative corrective measures, extra mili-

    tary instruction and command authorized physical training

    programs dont constitute hazing. These activities would also

    always be initiated and monitored by a service members com-

    mand.

    In short, hazing is prohibited, and no Marine should ever

    participate in, condone or consent to the unlawful act.

    Leaders should always use intrusive leadership in order to

    identify and prevent hazing activities within Marine Corps

    units. The key is to get to know Marines, and to treat all Ma-

    rines fairly.

    Marines in leadership positions must set the example by

    refusing to tolerate hazing activities, said Master Sgt. James

    M. Harris, Headquarters and Headquarters Squadron equal

    opportunity officer. Leaders who ignore hazing in their re-

    spective units are indirectly contributing to the problem.

    According to statistics published by Purdue University,

    people who haze others have a negative self-image, and often

    use hazing to feel better about themselves. The involvement

    of multiple violators can often fuel the hazing trend.

    Those who do any type of hazing usually have a group of

    friends or colleagues who support and encourage the hazer

    (or) bullys behavior while those being hazed or bullied are

    often loners or at least people with less power, Slosky ex-

    plained. While many people who bully or haze others justify

    it as a joke or trying to help the person being hazed, it is often

    damaging in both the short and long term.

    Service members who participate in any hazing activity

    may be punished according the laws cited within Article 92

    of the Uniform Code of Military Justice, among others.

    If a Marine knowingly allows another service member to

    haze him or her, the victim could also face charges if the be-

    havior isnt reported to the appropriate authorities.

    Without question, it takes a tremendous amount of

    personal courage to come forward if the hazing activity is

    happening to you, Harris said. My recommendation for

    a Marine in this position is to recognize clearly if hazing is

    happening to you, and if so, waste no time reporting it. Have

    faith in our system that it will hold violators accountable.

    Leaders are reminded to comply with the order, and en-

    sure all Marines are properly trained in hazing prevention.

    Hazing is simply counter-productive to what we stand for

    as an institution, Harris added. As a collective, our Marines

    have proven themselves in garrison and in combat.

    Marines who have questions concerning hazing should re-

    view MCO 1700.28, seek guidance from their official chain of

    command, or contact a unit equal opportunity representative.

    MarAdmin changes

    guidelines for TA

    eligibility, funding

    and restrictions

    The Marine Corps Administrative message 616/11

    which covers Marine Corps tuition assistance eligibility,

    funding provision and restrictions was issued recently and

    has made a few changes that current and potential students

    should be aware of.

    The changes covered in the MarAdmin, which affect all

    Marines with different education stipulations, have taken

    effect Oct. 1.

    According to the MarAdmin, This new approach to TA

    recognizes the education funding options that are intended

    to support a broader continuum of learning or achievement

    of educational degrees or certification that may be necessary

    for those Marines transitioning out of the Marine Corps after

    successful service.

    This includes a ceiling of $175 per semester hour for

    undergraduate courses, $225 per semester hour for graduate

    courses and $3,500 per fiscal year.

    However, Marine Corps TA analysis confirmed that most

    Marines who use TA only take four or five semester hours

    per year.

    Therefore, Marines are restricted to five semester hours

    per year for TA reimbursement, or $875 per fiscal year,

    according to the MarAdmin.

    Other fees, such as lab, technology and distance learning

    are not to exceed $30 combined. Also, TA cannot be used

    for application and registration fees, credit examinations and

    non-refundable student fees, such as credit matriculation or

    graduation.

    Both officers and enlisted personnel new to a duty station

    must spend at least a year there before TA can be authorized.

    They also must have passed their last physical fitness test or

    combat fitness test and must be recommended for promotion

    or advancement, if applicable.

    Marines who have undergone non-judicial punishment or

    court-martial within the past 12 months cannot be authorized

    TA.

    Finally, when Marines meet all other requirements for TA,

    they must have already completed the Marine Corps Institute

    courses on Leadership, course ID 8112A, or personal financial

    management, course ID 3420F.

    According to additional TA information gathered by Maj.

    Shawn Haney, public affairs officer with Manpower and

    Reserve Affairs, the $875 per FY for each Marine applies to

    undergraduate courses only.

    The graduate course maximum amount per FY for each

    Marine is $1,125, based on the rationale that graduate courses

    are more expensive than undergraduate course and the Marine

    Corps intends to maintain funding for both capabilities in

    FY12, said Haney.

    bined Federal Campaign

    Station New River, Marine

    Corps Base Camp Lejeune

    and members of the lo-

    cal community have raised

    more than $187,000.

    While some Marines

    consider their duty sta-

    tion their local community,

    others are still deeply con-

    nected to their hometowns.

    Since the CFC is an interna-

    tional foundation designed

    to offer all government

    employees an opportunity

    to donate, Marines can con-

    tribute to charitable organi-

    zations in their community.

    The campaign covers

    everything from human

    interest to research, said

    Alica Hill, executive direc-

    tor of the Onslow County

    CFC. People can always

    find something that has

    touched their lives in some

    way.

    Depending on how a

    charity is set up, Marines

    can either donate to the

    campaign on a national lev-

    el or chapter level.

    Some people see the

    merit of the whole cam-

    paign, but are specifically

    tied to one chapter and

    want to make a difference

    there, Hill commented.

    In order to set a dona-

    tion for a specific chapter

    of an organization, donors

    use the chapters five digit

    CFC code when donating.

    Donors should contact

    the organizations chap-

    ter to inquire if they have

    a specific location code or

    inquire from the local CFC

    campaign, Hill said.

    Since all government

    workers are offered a

    chance to donate, every re-

    gion of the world with U.S.

    government employees will

    fall under a chapter. Donors

    can find their hometown

    CFC through the campaign

    locator at http://www.opm.

    gov/cfc/.

    Since many service mem-

    bers are stationed far away

    from their hometowns and

    then deploy, the CFC offers

    an opportunity to still help

    in their community, Hill

    said.

    Another reason for the TA changes is due to the

    fact that the budget for each FY has dropped more

    than $37 million since FY08, with FY11s budget

    being only $28 million, said Haney.

    On average, approximately 15 percent of all active

    duty Marines participate in the TA program annually,

    said Haney. With the high operational tempo, the

    priority for all Marines both officers and enlisted

    is on learning their Marine Corps profession. Leaders,

    mentors, and peers are dedicated to providing every

    Marine training, experience and opportunities they

    need to develop within their military occupational

    specialty first and foremost.

    Haney said troops need to understand that Marine

    Corps leadership remains committed to providing

    opportunities and financial assistance benefits to

    Marines as they pursue their educational goals.

    With the introduction of the Post 9/11 GI

    Bill, funding options available to Marines for their

    education has increased, allowing greater choices in

    the academic institutions they can choose to attend,

    said Haney. Implementation of these proposed TA

    funding cuts and revised eligibility policies in FY12

    are intended to maintain a reduced benefit for the

    majority of eligible Marines.

    Haney added that due to budgetary constraints

    within the Marine Corps, the intent of the TA

    program has shifted from providing funding for

    degree attainment to primarily providing first term

    Marines the opportunity to start their pursuit of their

    higher educational goals.

    We have carefully reviewed the utilization data

    for the TA program and found that 87 percent of

    Marine TA users only took five semester hours or less

    during FY10, said Haney. Therefore, the additional

    semester hour restriction in the new policy should

    have a minimum impact on the majority of Marines.

    Additional funding options through the Post 9/11

    GI Bill and Montgomery GI Bill offer additional

    funding opportunities to offset the cost of higher

    education expenses for Marines.

    Due to an overlap between the end of Federal

    Government Fiscal Year, Sept. 30, and the various

    start dates for academic institution, Marines who

    received tuition assistance in August or September

    2011 received the amounts specified in the previous

    policy. For Marines who started classes after Sept. 30,

    TA was authorized under the recently released revised

    policy.

    Marines and their dependents aboard Marine

    Corps Air Station New River dont have to look

    any farther than the air stations education office

    for help advancing their education.

    Patrons are offered support and guidance

    while pursuing a college or vocational school de-

    gree, employing tuition assistance or applying to

    the education offices tenant schools.

    To use tuition assistance, the college must be

    accredited by the Department of Education on

    a regional or national level and the student must

    be seeking a degree, but can change majors, said

    Christine Yancey, the air stations education chief.

    Before applying for TA,Marines must complete

    an initial screening, conducted on a walk-in basis,

    and a TA briefing which provides detailed infor-

    mation about using TA, on Wednesdays only.

    The education office also offers financial aid

    information for students to obtain grants and

    scholarships.

    This is especially helpful to dependents who

    dont have the financial aid military members do,

    Yancey said.

    Patrons can also put themselves ahead on

    classes by taking College-Level Examination Pro-

    gram tests, which can count as class credits as de-

    termined by each college.

    Upon finishing their preparations, patrons can

    begin applying for colleges. The following col-

    leges have representatives conveniently located in

    the air station education office: Costal Carolina

    Community College, Southern Illinois Univer-

    sity, University of North Carolina Wilmington,

    American Military University, National Training

    Incorporated, Campbell University, Boston Uni-

    versity, Webster University and the University of

    Phoenix.

    Craven Community College, also located in

    the education office, offers air station Marines a

    unique opportunity.

    Qualified airframe mechanics, flight line me-

    chanics or those who have completed sufficient

    on-the-job training can attend a Federal Aviation

    Administration licensing preparation course,

    Yancey explained. They can either attend gen-

    eral airframe mechanic or general powerplant me-

    chanic classes.

    Once enrolled in classes, patrons of the edu-

    cation office can take advantage of placement

    testing and tutoring in the Learning Lab, which is

    located in rooms 210-205 of air station building

    213 and is open Tuesdays and Thursdays, 10 a.m.

    to 2 p.m.

    The education office is located on the second

    floor of air station building 213 and is open Mon-

    day, Tuesday and Thursday, 7:30 a.m. to 5 p.m.;

    Wednesday, 7:30 a.m. to 1 p.m.; and Friday, 7:30

    a.m. to 2 p.m.

    Patrons are encouraged to visit for walk-in ap-

    pointments whenever they have questions.

    We dont make set appointments, Yancey

    said. We take all the time necessary to ensure

    each Marine will leave with enough information

    to make a sound decision. We are here to edu-

    cate Marines make them better at their jobs

    and give them opportunities when they get out of

    the Corps.

  • The New River Knights played the

    Cherry Point Eagles at Marine

    Corps Air Station Cherry Point,

    Oct. 11. It was a tough battle for both

    teams, but this time, the Knights did not

    take home the victory.

    The first half of the game ended with

    neither team scoring due to the great

    defenseof both teams.TheEagles defense

    was trying to furiously strip the ball from

    the Knights hands, while the Knights

    defense was putting heavy emphasis on

    making hard tackles.

    The first two quarters showed two

    strong defenses, said Knights coach Bill

    Stankowski. Each teams defense held

    their own and prevented the other team

    from scoring.

    In the third quarter the Eagles made a

    30-yard pass into the end zone where their

    receiver out-jumped the Knights defender

    for a touchdown. However, the Knights

    defense still showed their determination

    by rushing the kicker and blocking the

    kick for the extra point.

    I just out-maneuvered them, said

    Joshua Goretzke, Knights defensive back

    who blocked the Eagles kick. They just

    couldnt stop me.

    Before the quarter ended, the Knights

    offense came back but could not make it

    all the way to the end zone. The Knights

    then won three points by kicking a field

    goal. Although it was three points less

    than the Eagles, making a kick right after

    blocking the opposing teams kick was a

    boost to Knights morale.

    The final quarter was a blur as both

    teams used different offensive tactics.

    First, the Knights scored a touchdown

    and a two-point conversion, turning the

    score to 11-6 in the Knights favor. The

    Knights winning momentum halted after

    the Eagles got possession of the ball and

    scored a touchdown with a two-point

    conversion themselves, leaving a score of

    14-11, with the Eagles ahead.

    The Knights fought tooth and nail

    to advance down the field. The Knights

    almost made a come-back, but failed a

    field goal attempt from beyond the 40

    yard line. This would have put the game

    into overtime.

    It was a tough, physical game we

    played today, said Stankowski. The

    Eagles play the game a lot like we do, with

    a strong defense. Were going to out-work

    them next time.

    When all was said and done, the

    Knights left the field with their

    heads held high, knowing they played

    a good game.

    With this loss, the Knights record this

    season is 2-2. However, if the Knights win

    their next two games they should still be in

    the playoffs.

    he New River Knights beat the Naval Hospital

    team 30-13, at Camp Lejeune, and made a

    much needed comeback, Oct. 19.

    The Knights used an even combination of passing

    and running plays that kept the Naval Hospital

    guessing what would come next. They also showcased

    their defenses ability to get possession of the ball.

    Over the course of the game, the Knights defense

    made six interceptions, three of which were made

    by Joshua Goretzke, Knights free safety.

    Its just my knack for jumping up and catching

    the ball, said Goretzke. When I see the ball in the

    air, I cant help but automatically try for it.

    The Knights had a rough start to this game. The

    Naval Hospital team ran the first kickoff of the

    game to a touchdown, and made the kick for the

    extra point.

    The Knights brought the score closer by moving

    the ball up the field and making a touchdown of

    their own, but missed the extra point. This left

    the Knights with the uneasy score of 6-7. Those

    uneasy feelings were heightened by an interception

    from the Naval Hospital which resulted in another

    touchdown, and a failed extra point attempt. This

    put the Naval Hospital team at 13 to the Knights

    6.

    It was really upsetting, said Ryan Grose, a

    linebacker for the Knights. We were the ones

    moving the ball up the field and stopping them every

    time, and they were the ones winning.

    The tide turned in the end of the second quarter

    when the Knights made a big pass down the field to

    Goretzke, who caught the ball at the 10 yard line,

    just before falling out of bounds. The Knights ran it

    for a touchdown, and made the extra point, tying the

    game at 13, right before halftime. This touchdown

    set the pace for the rest of the game.

    During halftime, Knights assistant coach Joshua

    D. Mount asked his team what the score was if the

    game was tied at halftime. The entire team yelled in

    response zero-zero!

    If we are all tied up during halftime, its a whole

    new game after this, said Mount. We have the

    momentum, and anything can happen now.

    And it did.

    After the third quarter kickoff, the Knights moved

    the ball with lightning speed down the field. First

    they made a field goal putting them ahead by three

    points. They quickly stopped the Naval Hospitals

    offense, and continued to move toward the goal.

    In the fourth quarter, Shawn Monaghan,

    Knights wide receiver, caught the ball in the end

    zone for a touchdown. The following kick was

    good, leaving the Knights ahead with 23 to 13.
