A Message from the Rosalind Fire Chief
As spring is around the corner so is the fire season. As
a reminder, from April 1 until October 31 it is required
to obtain a fire permit for any outdoor fires, unless for
camp fires, cooking or warming purposes, or house-
hold garbage burning under control criteria.

services, burning permits. It is also required to let the
local fire dept know before you light the fire.

MELVILLE CEMETERY
The Melville Cemetery Board wishes to thank all those who
donated to the cemetery during the past year.
We have been able to hire out the regular mowing to ease
the volunteer load, and would appreciate any donations given

The two scheduled community/family volunteer clean-ups

Councillor’s Report for Division 3
It’s A Taxing Time
It seems to me that I wrote a very similar message about a year ago when our roads were absolutely ter-rible, spring seeding conditions were deplorable, road bans were on and I delivered the news that your County taxes were increasing.
While the roads are in much better condition then they were a year ago, some areas of the County are experiencing culvert washouts and flooded roads. Here are some statistics from Public Works from April 10 to April 23:
• 170 complaints were received, and corresponding Work Orders were filed.
• 67 hours overtime has been put in to date by the la-bor crew, dealing with water, flooding, washouts, road closures and culverts.
• 40 Road Locations were barricaded and closed.
• Approximately 20 culverts will have to be replaced due to failures.
• Overtime has been approved to get the roads in shape as soon as possible.
Road bans of 75% are on but the intention is to re-move them as soon as possible given the need to move loaded trucks full of seed grain and fertilizer.
As I write this on April 25, we are having the first real warm week of spring and there is a great deal of wa-ter in fields and roads in many areas. Our spring wa-ter problems are shared by other municipalities across Alberta who are dealing with the same issues; 17 Municipalities are under Emergency Alerts due to rising water.
Now For The Other Shoe
Yes, the County tax rate is increasing by 2%.
By approximately mid-May you will receive your tax notice for 2018. The 2% increase will mean an extra $18.51 on a $300,000.00 house and $17.28 on an av-erage farmland quarter. Council intends to maintain services and balance the budget.
For complete details, check out the “County Annual Report” which would have arrived in the County sec-tion of the Camrose Booster. Copies are available at the County office, or, if you call me, I will get you a copy.
What percentage of the County tax base comes from residential homeowners?
Answer... 21% 12% comes from Farmland. 67% comes from non-residential and linear taxes. ("Non residential and linear" refers to commercial/industrial
businesses, power lines, pipelines, oil and gas installa-tions). This is why the price of oil becomes very rele-vant to Camrose County and why we want to attract industry which pays taxes which reduces the load of residential taxpayers.
Acreage Taxation
One question that keeps coming up is why does the County tax acreages so much? I asked County Asses-sor Wes Bowie to answer this question and here is his answer.
How assessments are prepared for acreages and farm residences
The Municipal Government Act sets out two types of valuation standards to value property for assessment and property taxation purposes in Alberta:
Market Value based standard Regulated procedure based standard The difference in how acreages and farm residences are assessed is due to provincial legislation. Acreages are assessed 100% based on Market value base stand-ards which means the residence, outbuildings and the total parcel of land are assessed on its market value based on mass appraisal. Farm residences also have a portion assessed based on market value, but there is also a regulated portion to account for the land being used apart of the farm-ing operation. The residence and any outbuildings used for residential purposes are assessed at market value, along with 3 acres (regulated) at market value which is to account for the residential use on the par-cel of land. The remainder of the parcel (minus the 3 acres is assessed based on its farmland productivity value which is significantly below what it would sell for on the open market. Farming operations also get additional legislated as-sessment/tax advantages by having any outbuilding used as part of the farming operation tax exempt - i.e. shops, Quonsets, sheds , and by the rural assessment policy "RAP" where the regulated value of the farm-land you own is applied against the taxed value of your residence to a maximum of $61,540 for your main residence, and to a maximum of $30, 770 for each additional residence. I hope this helps to clear up the misconception that the County is discouraging new acreage owners by charg-ing them higher taxes. The residential mill rate is the same for farm residences, acreage residences and ham-let residences. 4-H Beef Report—Ryan Bacso
On Sunday April 8 th at 2:00 pm our club painted tack boxes at Kellands house. Mini show is April 21 st in
Camrose CRE. Henry and Rose are demo animal for mini show. There will be more demo animals at mini
show. At last meeting we had a potluck for supper and after we had finished eating we ate ICE CREAM!!!!!
Thank you Bill and Crystal Kelland for having things set up for Rosalind 4h members to paint there tack boxes.
April 21 the club members loaded up their animals to Barn B at the CRE and held their mini show. Members
learned how to clip their animals, thank you Tia Albers for the clipping demonstration.
Charlie Gould also came up and shared his wealth of knowledge to the kids on judging and showmanship.
Thank you very much Charlie for helping out our club.
May 5 is highway cleanup day, please watch out for us as we work to keep our community
clean!

Garbage nobody wants.
A recycling system that isn’t effec-
tive.
The planet and how I am living in
it have been on my mind a lot
lately.
There is so much information
out there about the state of our
planet; many of which contra-
dicts each other, and almost all
of which is politically and emo-
tionally charged. So much so,
that it can be very challenging to
figure out who and what to be-
lieve. It can feel impossible to
navigate the ‘best’ practices and
how we are called by our faith to
live in respect with creation.
For a long time, I have wanted to
build a sustainable home. I am
living vicariously through our
eldest daughter as she is building
herself a Tiny Home. Tiny Homes
are trendy right now and they are
almost scriptural –
“Sell everything you own...And
come follow me.” Luke 18.22
Living Tiny requires significant
downsizing from the bulk of pos-
sessions often found in a regular
household. This can make it feel
like one is selling off all their pos-
sessions. Most Tiny homes are on
wheels; thus, one is free to follow
their dreams or career with the
security of always having a home.
Although living Tiny sounds fun,
downsizing can be challenging.
When others talk about our need
to give up things, we tend to get
defensive. It is natural to want all
the comforts that others enjoy or
the things that society tells us
reflect success. Downsizing is
hard when it impacts the life-
styles that we have become ac-
customed to. For example, I am
not sure how well it would go over
telling our family the number of
electronic devices we would have
to give up in order to run effec-
tively off of solar power. This con-
versation gets even harder when
it impacts how we make our liveli-
hoods: farming, oil and gas, lum-
ber, etc.
It is likely not that practical to
take the passage from Luke liter-
ally, but it does have a certain
wisdom to it. We may not be able
to end our dependence on fossil
fuels over night (or perhaps ever),
and in our rural context we all
need to drive at some point, but
perhaps we can take a critical
look at how we live. Our lives are
varied so there will not be ONE
solution for us all.
Perhaps what we are being called
to go of is our tendency to make
rash conclusions and judge-
ments. Perhaps what God is call-
ing us to is an internal dialogue;
weighing our thoughts and ac-
tions in the world against each
other continually. God knows that
life is complex. God calls us to
simplify as much as possible. God
calls us to love our neighbour as
ourselves.
We are all in this together. Let us
support each other in our journey
to live in respect with creation as
we are called to. For this is God’s
world. Thanks be to God for that.
