Introducing government transactions into SuperStream
• Fund Validation Service (FVS) – list of APRA Fund electronic end service addresses and bank accounts for data
and payments
• SuperTICK – allows funds to correct member TFNs supporting rollovers and contributions

On 20 April 2015 the SuperStream Reference Group endorsed the scope and
business case for an upgrade to Rollovers v2.0.
- the upgrade was scheduled for October 2016 and cover both B2B and B2G
functionality.
The rollover change was to principally add government rollovers and new
functionality to enable automated processing of refunds.
Direct benefits to trustees are:
- ATO processes aligning with industry with minimal change to the industry design
- removal of existing ATO paper processes, allowing for a scalable electronic option for
outbound USM Rollovers.
- the design is also reusable for inbound unclaimed super monies (USM) rollovers to
the ATO in 2017.
Through consultation, the ATO has significantly decreased the scope of this
change, to manage cost and improve the benefits that can be achieved.

Final rollovers specification issued 18 December, including cutover plan to
assist trustees
Compliance dates
- Business-to-business: 17 October to 11 November – 1 group per week
- Government-to-business: 15 November to 16 December – scheduled with ATO
- Business-to-government: November 2017
- We are seeking trustees able to start early

Fund Validation Service changes

The FVS will be updated to support trustees notifying of readiness to
receive in v2 of the standard.
Trustees will need to be able to send new values (FVS Update) and
retrieve new values (FVS Get and List) to accurately manage the change.
New values will include:
- ROLL2.0-X: able to receive industry rollovers v2
- GROL2.0-X: able to receive Government rollovers v2
- CONT2.0-X: able to receive industry contributions v2
- GCON2.0-X: able to receive Government contributions v2
SuperTICK v3 changes

All trustees must move to SuperTICK v3 by January 2017, with
v1 and v2 being decommissioned.
As part of this change the ATO is requiring mandatory reporting of open
and closed accounts through SuperTICK v3. This is for all accounts to align
to existing MCS Reporting, not just SuperStream aligned transactions.
This will produce significant benefits:
- to trustees through reduced error rates
- to members through improved visibility of accounts
- allows the ATO to improve the alignment of error messaging in the rollover and
contribution implementation.
Business to business testing plan and certification

Trustees to advise the ATO by 30 April of planned dates as part of their
release cycle for the following:
- Commencement of integration testing with a gateway
- Commencement of peer-to-peer testing
- Release to production
ATO will be publishing a conformance suite outlining trustee
requirements to support change process.
Trustees are required to advise the ATO of final readiness for production
by 15 September.
ATO to finalise process for allocation of trustees to cutover period.

Contributions draft v2 published on 15 March for consultation until 8 April
Principally adding government contributions, introducing new functionality to
contribution interactions to enable automated processing of amendments (G2B),
and incorporating refund design and relevant guidance notes.
This release was originally targeted at the May 2017 release window to coincide
with an anticipated Single Touch Payroll upgrade - the timing of Single Touch
Payroll rollout has now changed based upon the Government announcement in
December 2015
ATO is proposing to revisit do-ability of May 2017 upgrade to consider:
- Splitting B2B from B2G
- Leaving as is with a G2B deployment by May 2017 and B2B from July 2017
