Introducing government transactions into SuperStream
• Fund Validation Service (FVS) – list of APRA Fund electronic end service addresses and bank accounts for data
and payments
• SuperTICK – allows funds to correct member TFNs supporting rollovers and contributions
• EmployerTICK – allows employers to correct employees TFNs during on-boarding
• Electronic Portability Form (EPF) – allows a member to request a fund to fund rollover through MyGov

residents USM
• Complete readiness checklists for production cutover

Summary of Industry response to APRA/ATO letter April 2016 (published on SIPO)
• Responses received from majority (194 large APRA funds and 100% of small APRA
funds)
• 5 funds have indicated that they will not meet the designated Oct/Nov production
cutover windows;
• ATO will be working with gateway operators and their clients to schedule funds for
production cutover
• Funds have indicated readiness for G2B testing with ATO from August;
Early adopters - after gateways have completed interoperability testing expected to
commence in July.

The FVS will be updated
B2B - after trustees notify of readiness to receive in v2 of the standard, and
G2B - on completion of testing with ATO for G2B.
Details of who and how FVS will be update will be determined shortly
Trustees will need to be able to send new values (FVS Update) and retrieve new
values (FVS Get and List) to accurately manage the change.
New values will include:
• ROLL2.0-X: able to receive industry rollovers v2
• GROL2.0-X: able to receive Government rollovers v2
• CONT2.0-X: able to receive industry contributions v2
• GCON2.0-X: able to receive Government contributions v2

Finalising design and documentation to support testing in EVTE including scope
resources/responsibilities, points of contact, test data, process etc.
ATO acknowledges feedback about previous experiences with EVTE and are
looking to upgrade performance and provide additional resources to support
rollover testing in EVTE. The data set and business scenarios that will be used in
EVTE are also consistent with standards and patterns industry are using/designing.
Further details of production cutover approach including nerve centre, production
support model and production cutover schedules and certification processes to be
finalised by end of July

• Consultation Contributions draft v2 published on 15 March
• Principally adding government contributions, introducing new functionality to
contribution interactions to enable automated processing of amendments (G2B),
and incorporating refund design and relevant guidance notes. Scope of
release includes all trustees and payrolls for B2B and all trustees and
Government for G2B contributions.
• This release was originally targeted at the May 2017 release window to coincide
with an anticipated Single Touch Payroll upgrade - the timing of Single Touch
Payroll rollout has now changed based upon the Government announcement in
December 2015
• The need for further consultation on timing and scope was acknowledged at the
Business Engagement Forum in March and the subsequent ATO/APRA letter

The ATO has now revisited the scope of the May 2017 upgrade, noting that
deferring the contributions G2B change is not considered possible without it being
possibly deferred indefinitely and forgoing the benefits involved.
• The ATO is proceeding with a G2B release in May 2017 based upon the
published Contributions V2 MIG, and will allow Trustees to implement over a
three month period.
• The existing contributions (B2B) standard will continue to run in parallel, whilst
the experience of implementing V2 utilising G2B is refined with Trustees.
• Implementation of the contribution V2 B2B changes will be scheduled to align
with a future single touch payroll change.

Benefits of revised approach:
• Manage any risk associated with the single touch payroll change, in particular allow for
finalisation of the Superannuation reporting event, and possible changes from the Single
Touch Payroll Pilot
• Created an opportunity for further refinement and return on investment from the
implementation of contributions V1, in particular for trustees to continue to refine internal
changes supporting the implementations.
• Would allow further consideration and consultation on possible improvements for B2B V2
implementation
• Will enable trustees to focus on implementing the G2B contributions design
This position has been tested with a small group of trustees and subsequently the
Superstream Reference Group. Both supported the revised position.
As part of finalising release documentation during July 2016, the ATO will further
investigate and advise on managing any impacts of the change.
