15. Brief description of the project with special reference to specific pollution and its control measures.

During mining operations fugitive dust emissions will be generated. Control devices such as water sprinklers and covering drill with cloth will reduce the generation of dust. Noise levels may be increased during operations and these will be controlled with ears protection/use of latest noise controlled equipment. Vibrations level during blasting operations and these will be minimized by using low explosives and low quantities. Garland drains with sedimentation pits will be provided all along the working pit. The mined out pit will be backfilled and afforested. Greenbelt will be developed all along the mining lease area.

1.0 EXECUTIVE SUMMARY

1.1 Introduction

The mining area of 1 .500 Ha. in survey no. 127 of G.Kottala Village, Pamidi Mandal, Anantapur District has been leased to Sri. Y. Rajkumar for a period of 10 years by Deputy Director of Mines and Geology, Kurnool.

The proposed area is not fit for agriculture and the Department of Mines and

Geology indicate that the subject area has mineral deposits for extraction. The

salient features of the project are given Table 1.1.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

2.1 Identification of Project and Project Proponent

The Quarrying area for Road Metal & Building Stone has been leased to M/s.

Sri Lakshmi Venkateswara Stone Crushers in Sy.No. 127, G. Kottala

Village, Pamidi Mandal, Anantapur District by the Deputy Director of Mines

& Geology, over an extent of 1.500 Ha. for a period 10 years.

M/s. Sri Lakshmi Venkateswara Stone Crushers has proposed the project

in the above mentioned notified area and has been in this business since the

last 10 years.

2.2 Brief Information about the Project

The mining lease area is about 1.500Ha. is located in Government land. Open

cast semi mechanized mining is followed and it has been proposed to

produce approximately 24214 Cum/annum of building stone material. The

nearest habitation from the proposed project is at a distance of 0.80 km ie.

Kottala village.

2.3 Need for the Project and Its Importance to the Country or Region

The demand for Road Metal & building stone has increased due to rapid

industrialization and growth in infrastructure. So the number of building

stone producing quarries is increasing in India. Building Stone and M-Sand

have to produce as they form the aggregate in the concrete mixture used in

the construction industry. The Indian Railways also requires the material for

the maintaining the existing network and also for the never ending expansion.

As per EIA notification 2006 project proponent is submitting the proposal to

get Clearance for production capacity of 24214 Cum/annum of from District

Level Environmental Appraisal Committee/District level Impact Assessment

Authority of Andhra Pradesh constituted by MoEF&CC, GOI for the purpose

of grant of quarry lease for which Notification is issued.

2.4 Demands-Supply Gap

There is huge demand since the material is used extensively in Construction,

Railways, Roadways and many other sectors. This project will help in

reducing the Demand-Supply gap in the area.

2.5 Domestic/ Export Markets

The material is used in the domestic market and in there is no scope for

exporting the material.

2.6 Employment Generation

Proposed mining is semi mechanized method and this project operation will

provide livelihood to the 34 workers. It will provide employment to the people

residing in vicinity.

3.0 PROJECT DESCRIPTION

3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.

The proposed mine area is of 1.500 Ha. area, No interlinked projects are

associated with this project.

3.2 Location of the project

The mining lease area is located in Survey No. 127, G. Kottala Village, Pamidi

Mandal, Anantapur district, Andhra Pradesh. The mine lease area falls in

3.3 Details of Alternate Sites

No alternate site was considered as the project is mineral specific and site specific.

3.4 Size or magnitude of operation

The proposed mine has lease over an area of and the 1.500Ha., production rate is

24214 Cu.m/annum. The lease follows open cast semi mechanized mining.

3.5 Geology and Reserves

3.5.1 Topography

Topographically the QL applied area is a plain land gently slopes towards all

directions. Generally it is low lying plain land with an average altitude of 328m

above M.S.L. and dendritic to dendritic drainage is observed. The area is elevated

towards Centre & West of the QL applied area and sloping towards North, East &

South directions. The area is devoid of any forest or tree cover. It comprises big size

Boulders and shrubs only. The subject area covers the part of the Pediment

comprising negligible soil cover along the depressions of the big size Boulders &

sheet rock exposed over the subject area. The drainage pattern is dendritic to sub-

dendritic. The applied area belongs to rocky terrain it does not have much

vegetation.

3.5.2 Geology

The subject area is Granitoid gneiss belonging to Peninsular Gneissic Complex of

Archaean age. The outcrop exhibits multiple sets of joints both closely spaced and

widely spaced as such it is most suitable for quarrying Road metal and Building

stone

3.5.3 Exploration

This is an existing mine excavation has been done.

3.6 PROJECT DESCRIPTION WITH PROCESS DETAILS

3.6.1 Method of Mining

The quarrying in the sanctioned area is of open cast method other than fully

mechanized mining method with drilling and blasting. The ROM will be sized and

sorted in the crusher established outside the quarry lease area loaded on to tippers

and tractors using JCB, Mining will be carried out by formation of benches of height

6 m each. Considering the technical parameters like surface topography, quality

variations, geo-technical aspects are required for production and extraction of

building material in the area. It is proposed to work from the deposit by adopting

benches formations with ultimate pit slope of 45°. The benches height and the width

will be maintained as specified by D.G.M.S. The width of the working benches shall

not be less than the height. The year wise production and development plan

indicates the site for disposal of waste, site for afforestation as shown in map. The

plan showing position of the working pit proposed for extension etc. Due care has to

be taken in designing the benches and advancing the benches for production. The

ground water table is much below the proposed working level.

The machinery used to carry out the mining operations are given Table 3.2

3.7 Raw Material Required Along With Estimated Quantity, Likely Source,

Marketing Area of Final Product/S, Mode of Transport of Raw Material and

Finished Product

No raw material will be required in the proposed project. The operation

involves the extraction of material and dumping in stock yard. Loading of the

building stone material will be done mechanically by tippers and transported

from the quarry to the required site. The rejected material will be dumped

separately.

3.7.1 Use of Mineral

The extracted material will be used in Construction, Railways, Road ways and

many other sectors

3.7.2 Processing

No processing at site is involved.

3.8 Resource Optimization/ Recycling and Reuse

Not envisaged.

3.9 Availability of Water Its Source, Energy/ Power Requirement and Source

3.9.1 Water Requirement

Water is required only for drinking purposes and dust suppression. The

number of working people is around 34 so the total water requirement will be

around 3.0 KLD. This water will be supplied from bore wells of nearby area.

3.10 Quantity of Wastes to be Generated (Liquid and Solid) And Scheme for

their Management/ Disposal

3.10.1 Solid Waste Generation& its Disposal

In this type of extraction the recovery factor is as high as 95 % so only 5%

comes out as rejects. The ROM will be fed in to crusher established outside

the applied QL area where it will be crushed to desired sizes and utilized for

state highway project from Pamidi to Bangalore. The entire ROM is intended

for captive consumption.

3.10.2 Liquid Effluent

No liquid effluent will be generated at the mine site. The domestic wastewater

generated will be sent to septic tanks followed by soak pits.

4.0 SITE ANALYSIS

4.1 Connectivity

4.1.1 Nearest Railway Station

Pamidi railway station is about 2.2 km distance towards SE from the mine

area.

4.1.2 Nearest Airport

Kempegowda International Airport is about 198 km distance from mine site.

4.2 LANDFORM, LANDUSE AND LAND OWNERSHIP

The notified area is Government land. It is barren with boulders and followed

sheet rock is exposed in the area and also sheet rock is seen in the surface

level with soil cover.

4.3 Climatic data from secondary sources

The average annual rainfall is about 346.6 mm. The observed maximum

temperature is 380C in summer season and minimum temperature is 180C in

winter seasons. The rainfall does not disturb the mining activities.

5.0 PLANNING BRIEF

5.1 Planning Concept

The quarrying in the sanctioned area is of open cast method other than fully

mechanized mining method with drilling and blasting. The ROM will be sized and

sorted in the crusher established outside the quarry lease area loaded on to tippers

and tractors using JCB, Mining will be carried out by formation of benches of height

6 m each. Considering the technical parameters like surface topography, quality

variations, geo-technical aspects are required for production and extraction of

building material in the area. It is proposed to work from the deposit by adopting

benches formations with ultimate pit slope of 45°. The benches height and the width

will be maintained as specified by D.G.M.S. The width of the working benches shall

not be less than the height. The year wise production and development plan

indicates the site for disposal of waste, site for afforestation as shown in map. The

plan showing position of the working pit proposed for extension etc. Due care has to

be taken in designing the benches and advancing the benches for production. The

ground water table is much below the proposed working level.

5.2 Population projection

The project will employ mostly workers from nearby villages. There will not

be any increase in population due to the project.

5.3 Land use planning

The project site is Government land. There will be change in land use as the

material is excavated.

On the basis of the preliminary site visit, the infrastructure demand in the

villages was assessed on the basis of need and priority. The existing

infrastructure is satisfactory but the approach road has to be maintained

regularly.

5.5 Amenities/Facilities

Site Services like Work shed, First Aid, Drinking water as required will be

provided within the leased area.

6.0 PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area)

No infrastructure is proposed.

6.2 Residential Area (Non Processing Area)

As the local persons will be given employment, no residential area/ housing

is proposed within the mining lease area.

6.3 Green Belt

Green belt will be developed along the boundaries of mine lease area.

6.4 Water Management

About 1.0 KLD will be required dust suppression and 0.5 KLD for greenbelt

purpose, 0.5 KLD is for processing, 1.0 KLD for Domestic use, therefore total

water requirement is 3.0 KLD. This water will be supplied from bore wells of

the nearby area.

6.5 Sewerage System

The domestic wastewater generated will be sent to septic tanks followed by

soak pits.

6.6 Industrial Waste Management

Transportation activity within the mining lease area is mainly for transportation of

overburden by tippers from the mine pit to crusher units. The length of the haulage

road is approximately 90 m and varies with progress/ increase of mine area.

Green belt Development

As per the conservation of Mineral and Mines Act, it is required to leave a barrier of

0.7 m width all along the mining lease area and all along haulage roads.

I) Land management Measures

A) Solid waste management

The ROM will be fed in to crusher established outside the applied QL area where it

will be crushed to desired sizes and utilized for state highway project from Pamidi to

Bangalore road.

5. SOCIAL WELFARE MEASURES

The mine will provide employment to 34 persons and equal number of persons will

be employed indirectly for transportation and other activities. Local persons will be

given preference.

6. OCCUPATIONAL HEALTH MEASURES

Fugitive dust, noise and fines may affect the health of workers. Safety of employee

during operation will be taken care as per mine regulations act 1961. To avoid any

adverse effects on the health of workers due to dust & noise, the following measures

will be implemented:

Provision of rest shelters for mine workers with amenities like drinking

water, fans, toilets etc.

Dust suppression of haul road.

First - Aid facilities within lease area.

Height, slope and width of dump development as per the approved

Mining plan.
