Q44. Potential bid respondents may have hundreds of financial institution relationships that may provide JAA with multiple solutions, funding and pricing options to select from. The RFP requirement in Sect. 1.11, precludes larger payment acquirers/processors from leveraging their financial institution relationships to provide JAA with multiple solution options in bid submission proposals to select from.

We ask that you please remove the requirements in Section 1.11 to enable payment acquirer/processor entities to partner with different settlement financial institutions to offer viable solution, funding and pricing options to meet JAA's objectives?

R63. JAA will require three accounts. Two will be card present, one will be card-not present. Online seems the same as card-not present.

Q64. Are you processing PIN debit transactions that require external pin pad devices? If yes, please list pin

pad devices. R64. No. Q65. Will Jacksonville Aviation Authority use Oracle’s Payment Processing module for Card-Not-Present

transactions? R65. No. Q66. In order to provide JAA with an accurate cost estimate for a bank account, would JAA use wires or

“REVISED” ARTICLE III – SCOPE OF SERVICES 3.01 GENERAL OVERVIEW JAA owns and operates the Jacksonville Airport System which consists of the Jacksonville International Airport serving the commercial passenger and air cargo aviation needs of Northeast Florida and Southeast Georgia; Jacksonville Executive Airport at Craig, serving corporate and general aviation; Herlong Recreational Airport, serving the recreational and sport flyer; and Cecil Airport, ideally suited for major aircraft maintenance, repair and overhaul. As the owner and operator, JAA seeks proposals from qualified financial institutions to provide merchant card services. 3.02 SCOPE OF SERVICES The Respondent shall be required to provide Merchant Card Services, including but not limited to the following: A. Process credit card payments (MasterCard, Visa, Discover, and American Express). Respondent shall

specify location of clearing house used.

B. Process debit card transactions. C. Provide automated or on-line reporting services including user friendly summary reports on a daily

basis, and on chargebacks/disputed charges.

D. Services shall be PCI compliant.

E. Provide a detailed monthly analysis statement for each individual merchant location and a consolidated statement showing charges for all account services and include the use of subaccounts if possible.

G. Provide a process for data transitioning specifically, the transfer of credit card information on file.

H. Provide innovative solutions for ecommerce solutions to enhance customer experience (i.e. online customer payments).

3.03 CONTRACT Respondent must specify if JAA’s Contract is acceptable (see, Exhibit B). Respondents shall acknowledge acceptance of the Contract on the Proposal Form or by acquiescence through submitting a proposal in response to this solicitation. All noted exceptions to the Contract and all other documents that will need to be executed by JAA must be submitted with the Respondent’s proposal.

In the event JAA’s Contract is not acceptable, Respondent must submit a written request to have any and all contract provisions or requirements herein addressed pursuant to section 1.06 above. 3.04 PERFORMANCE MEETINGS The Respondent is required to attend performance meetings as requested and designated by JAA. The intention of this meeting is to provide a forum for JAA and the Respondent to identify areas of concern so they can be resolved in a timely manner.

B. RESPONSIBLE RESPONDENT CRITERIA - EVALUATED

1. Experience and Qualifications. (Maximum 30 points)

a. Submit a concise overview of the experience and qualifications to provide the servicesrequested. Include a brief history of your organization, including parent and/or subsidiarycompanies and the overall number of employees. Include a description of your experiencewith providing similar banking services for governmental agencies, and whether or not youhave had any banking relationship with the JAA over the past ten (10) years. In addition,please indicate whether any governmental entity has terminated the banking servicesrelationship with the Respondent outside of the normal procurement process.

b. The bank’s response shall include its credit ratings. At a minimum, the proposal must includethe long-term and short-term issuer ratings from Fitch, Standard & Poor’s and Moody’sInvestors Service.

c. Submit a concise description of how Respondent will approach the service of the JAAaccount, and include resumes of account executives, including their educational background,years with the bank, position/title, job/role responsibilities in regard to JAA’s account,professional memberships/designations, experience working with government and otherpublic entities. Submit a concise description of the personnel who will be involved in the dayto day handling of the account, including an organizational chart for the chain of commandfor problem resolutions and whether customer service support is available at the localbranches.

d. Submit the following documents: a) Audited Annual Financial Statement, b) Latest 10-K, andc) SSAE 16 Report.

2. Services Offered by Respondent. (Maximum 30 points)

Submit a concise narrative on the bank’s bankcard and debit card processing capabilities,including the daily volume processed for all clients and whether the bank acts as its ownprocessor or if it use the services of a third-party processor. In the event a third-party is used,specify the length of time the bank had the relationship with the institution. Submit the nameof the previous third-party if the relationship is less than three (3) years.

b. Submit a concise narrative on what differentiates the Respondent’s service from that of otherproviders. In describing the Respondent’s capabilities, please include the ability toaccommodate internet and telephone transactions, complete information on security systemsand secure payment technologies, encryption methodologies, CPI compliance, authorizationmethods for customers to authorize reoccurring payments, the bank’s on-line capabilities forJAA staff to review merchant card transactions, and how the transaction information isavailable.

c. Submit a funds availability schedule by card type and indicate whether the schedule isnegotiable.

d. Submit a narrative describing how settlement is made and whether by ACH or Fedwire.Regarding settlement, please indicate how amounts are listed and whether settlementamounts can be differentiated by merchant location.

e. Specify the procedures to reverse an incorrect authorization.

f. Submit a sample reports on merchant card activity
