Facility Documented Safety Analysis
Secretarial commitment in DOE Implementation Plan, dated

STD-1020-2012, and STD-3009-2014
Evaluate Appendices A, B, C, and D for potential relocation to
more appropriate technical standards or handbooks
Update format to be consistent with industry codes and
standards
Clarify requirements for change control of safety design
documents and support of the critical decision milestones
Clarify requirements for identifying ‘major modification’ projects
Streamline format of CSDR and PDSA to be in-line with DSA

Scope Details
Provide consistency with DOE O 420.1C. Chg 1,
DOE O 413.3B, STD-1020-2012, STD-3009-2014:
• Significant changes were made in above listed directives
since DOE-STD-1189 was issued, such as, requirements
for confinement ventilation systems, Fire Protection,
NPH design, use of industry codes and standards,
hazard analysis, co-located worker safety, chemical
safety, defense-in-depth, and critical decision processes.

Evaluate Appendices A, B, C, and D for potential
relocation to more appropriate technical
standards or handbooks:
• Intent is not to duplicate requirements; DOE-STD-1189
will focus on ‘design process requirements’, not ‘design
requirements’ or ‘safety analysis requirements’.
• Many of the requirements in Appendices A-D are
addressed in DOE O 420.1C. Chg 1, DOE-STD-1020 and
DOE-STD-3009.
