Staff prepared a Remuneration Comparison Table for 2014 (attached) which includes municipalities of similar size and characteristics. 3.3. The current council remuneration rates are $28,000 for the Mayor and $14,000 for each Councillor. 4. FINANCIAL IMPLICATIONS 4.1. In total, the 2015 budget will be increased by $10,000 per year. 5. DISCUSSION 5.1. The current council remuneration rates have been in effect since December 1, 2011 (Mayor 28,000, Council 14,000) 5.2. Council practice has been periodic adjustments, not annual increases as stated in attached Policy C-16. 5.3. Bylaw No. 1757, being a bylaw to authorize the payment of a monthly indemnity to the Mayor and Councillors of the City of Revelstoke requires updating. 5.4. incentive for potential candidates that may otherwise be reluctant to run to the cost of being on council.

5.5. Disadvantages for adjusting the remuneration rate at this time is that council may feel this is more appropriate for the incoming council to consider as they review a number of policy issues.

8. RECOMMENDATION AND OPTIONS

8.1. Recommendation:

THAT Council remuneration be adjusted to Mayor $33,000 and Councillor $15,000 effective January 1, 2015.

AND THAT staff provide potential revisions for the Policy C-16 and Bylaw 1757 for discussion at a future finance committee early in the next council term.

8.2. Option 1: Council could choose to refer the CAO’s report on Council remuneration to the next Council for consideration.

8.3. Option 2: Council could choose to retain the current remuneration rates.

BYLAW No. 1757

Being a Bylaw to Authorize the Payment of a Monthly Indemnity to the Mayor and Councillors of the City of Revelstoke

The Council of the City of Revelstoke, Province of British Columbia, in open meeting assembled, enacts as follows: 1. It shall be lawful for the City of Revelstoke to pay an indemnity to the Mayor of

the said City out of annual general revenue, effective January 1, 2004 and thereafter, in the sum of One Thousand Eight Hundred and Thirty Three Dollars and Thirty Three Cents ($1,833.33) per month.

2. It shall be lawful for the City of Revelstoke to pay an indemnity to each

Councillor of the said City out of annual general revenue, effective January 1, 2004 and thereafter, in the sum of Nine Hundred and Sixteen Dollars and Sixty Six Cents ($916.66) per month.

3. One-third of the indemnities authorized under Sections 1 and 2 of this Bylaw shall

be paid as an allowance for expenses incidental to the discharge of the duties of office.

4. That Bylaw No. 1647, 2000 be repealed in its entirety. 5. That this Bylaw shall take effect upon the date of its’ adoption by Council. 6. That this Bylaw may be cited for all purposes as the "City of Revelstoke Council

Indemnity Bylaw No. 1757".
