ACCORDING to Andrew Moore,chief executive officer of HarcourtsWestern Australia, the company’schoice to expand its sales force will reaprewards in the future despite havingexperienced a tough year in the market.
Choosing to buck the general trend,Harcourts WA has picked up the mantlefor new people to the industry by givingthem a strong and career propelling pathwithin real estate.
“As industry leaders in WA, it is up togroups like Harcourts to think about thefuture and build a team of well-trainedand professional real estate people totake the industry forward. It’s not about
the market right now really, it’s aboutwhere we are going and how we getthere,” said Mr Moore.
In the past year, the group hasrecruited over 30 new sales consultantsand the Harcourts training facility, TheHarcourts Academy, has introducedseveral new training programs aimed atthe beginner and experienced level.
The Academy has gone back to basicswith regular training provided forexisting members of the organisation.

Wise up before you buyIT is important tolearn as much abouta property aspossible beforesigning the contractto purchase,according to RealEstate Institute ofWA Peel spokes-man Kent Murphy.
“Homebuyerswho can proceedwith the purchase of a new propertywithout having to sell their existing homewill usually allow around five weeksbetween signing a contract and thesettlement date,” he said.
“Settlement is the real estate term forthe time needed for a property title totransfer from the seller to the buyer.
“A licensed settlement agent will usuallyattend to this as part of the sale process.”
Mr Murphy said there was plenty to doduring this period, such as arranginghome-loan finance and attending to anyconditions on the contract.
“Home-loan finance approval is acommon condition and most lenders nowrequire at least four weeks to process aloan application,” he said.
“Termite clearances and buildinginspections are also quite common asgeneral conditions on a contract to securesettlement.
“You may want to do some pre-purchase checks before signing thecontract, or ensure that some certainconditions form part of the conditions of asale.
“This might include checks of theproperty title and that building approvalswere obtained for any renovations andextensions.
“You should also ensure that newhomes and recently renovated homeshave valid building insurance.”
Mr Murphy said when checking aproperty title home buyers should lookfor any restrictions that may allow the useof the property for other purposes, suchas Water Authority sewer lines.
“This may affect future renovations,” hesaid. “One of the benefits of dealing with alicensed real estate agent is that they mustdo an official search of title details whenthey are contracted to sell a property.
“If you are buying a property withrenovations or other work that includemajor structural additions such as a patio,check if building approvals were requiredand properly completed.”. ■

Median price steady at $485,000LATEST data from the Real Estate Instituteof WA shows late settlements from theSeptember quarter have lifted the medianprice from that period by $5000 to$485,000.
REIWA president Alan Bourke said theinstitute’s reiwa.com data is showing thatproperty sales had increased duringOctober and November, while the medianprice had remained steady at around$485,000.
“The high number of listings had peakedat 17,600, but is now trending downfollowing a 14 per cent jump in sales overthe last couple of months,” he said.
“We saw a decline in sales for the startof December, but this was a seasonaloccurrence and was to be expected.”
Mr Bourke said around 10 per cent ofsellers took properties off the market overthe summer holiday period with theintention of re-listing them in the new year.
“Our data do not show any particularshifts in price ranges or geographic areas,suggesting a steady market acrossmetropolitan Perth,” he said.
Recent finance data released by
Australian Bureau of Statistics showed thelevel of overall finance approvals for WA inOctober had a modest 0.9 per cent fallafter the 5 per cent growth in approvals forSeptember.
Mr Bourke said there was a dip in newhousing construction finance in October,
but overall level of approvals were upjust 1 per cent in recent months, indicatingthat the market is ‘bumping along thebottom’.
“Refinancing approvals, representing 32per cent of all loan approvals in the threemonths to October, were up by 2 per centas borrowers looked to fix rates or changelenders for a better deal,” he said.
Median rents remained steady, despitepreliminary figures from the rental vacancysurvey suggesting that Perth’s vacancy rate was trending down from 3.4 per cent from the September quarter to 3.1per cent in the three months toNovember.
Mr Bourke said overall market signalswere encouraging with a lift in salesturnover, the median price stabilising andproperties on the market declining. ■

FIGURES released late last yearprovide a sobering update on theresidential sector early in the2010/11 financial year, according toHousing Industry Association chiefeconomist Harley Dale.
“Updates on housing conditionscontinue to paint a picture of under-performance as the industry grappleswith rising borrowing costs and slowor no progress in reducing supplyside barriers, including veryrestrictive credit conditions,” hesaid.
“New residential building workdone fell by 7.1 per cent in theSeptember 2010 quarter in reflectionof declines across almost all regions.
“Work done on major alterationsand additions turned in a flatquarterly result.
“It has been clear for some timethat a first stage, stimulus drivenhousing recovery will not transforminto a more sustained upturn, butrather will be replaced by renewedweakness.
“That situation portends aworsening of Australia’s housingshortage and further pressure onalready very tight rental markets.”
Mr Dale said there wasconsiderable pressure evident inhousing and many other industriesnot directly benefiting from theresources boom.
“There is certainly no justificationfor contemplating further ratehikes,” he said.
“We’ve already moved too far,too quickly.
“Furthermore, action needs to betaken to end the debilitating effectthat a lack of available credit is havingon residential development.
“Concrete measures to ensuregreater competition in our bankingsystem need to take into account theobstacle that a lack of credit presentsto boosting Australia’s housingsupply.”
