Questions Sent in from the Participants:CDTM and KM/DS
What is going on with CDTM and KM/DS?• It’s all about fiscal constraints• CDTM: Permanent shutdown, effective 15 April
– The hardware will be repurposed– Save your CDTM documents in Word format– Develop a plan to submit documents for JROC
staffing either via e-mail to your Service Gatekeeper or directly into KM/DS
– Further instructions on the Intellipedia Wiki Page:
https://intellipedia.intelink.gov/wiki/CDTM#CDTM_Shutdown_Preparation_Directions • Impact on RQM 310?
Requirements Webinar – March 2013
Questions Sent in from the Participants:KM/DS
• KM/DS: Transition to a Business Process Modeling (BPM) COTS solution
• The new system should be online 30 May• Between 22 April and 30 May, staff documents via e-mail• Potential for delays
10
Event As of DateDo not enter documents into KM/DS for “document review”
22 April
Do not enter documents into KM/DS for “FCB Draft”
6 May
Do not enter new data in KM/DS 16 May
Requirements Webinar – March 2013
Questions Sent in from the Participants
• How is integration done within the Joint Capabilities Integration and Development System (JCIDS)? – The JROC is charged with shaping the force– IT integration remains challenging– J-8 is looking at leveraging DODAF products
• How is DAU approaching the sequester?– The strength of online training– Classroom offerings (RQM 310, RQM 403) will
continue– DAU will continue to fund RQM 310 travel costs– Does the training make RMs 10% more effective?
That means 208 more hours per year
11
Requirements Webinar – March 2013
Frequently Asked Questions
• Developing IT requirements– DAU is working on an extension to RQM 310
• Upcoming changes to JCIDS– When can we expect the next update?– Latest information on Rapid Response activities
• Working with DAU:What can DAU offer to your shop?
12
Requirements Webinar – March 2013
When to Schedule the Next Requirements Webinar?
• Suggest: 1500 EDT, Thursday, 20 June 2013
• Later in the day allows better West Coast and Pacific participation
• Fridays have too many scheduling conflicts
Reminder:
Requirements Workforce Working Group meeting at the Pentagon Conference Center, 0900, Friday, 29 March
13
Requirements Webinar – March 2013
Problems that Have Come up LatelyPage 1
• IS ICDs for projects that should not be delegated away from the JROC– IS ICDs are supposed to be for narrowly scoped
software development efforts• Too much detail in ICDs
– ICD requirements should NOT look like KPPs and KSAs
– ICDs should have high-level operational requirements of what needs to be done, NOT how to do it
• Documents presented before the AoA is complete– CDDs and CPDs must NOT be presented until the
AoA is completed and out-briefed to the JROC
14
Requirements Webinar – March 2013
Problems that Have Come up LatelyPage 2
• Services are not considering joint approaches– Services are presenting ICDs for Service-specific
problems and are not considering related Joint and other Service ICDs
– We need to work common approaches and architectures rather than allowing divergences to continue
– Update a Joint ICD if there is something missing for a particular Service, rather than five ICDs attempt to address the same overarching problem set
