General The Albany Jewish Community Center has received funding for certain security enhancements for its building via the NYS Department of Homeland Security and Emergency Service’s Federal Non-Profit Security Grant Program. This FY2018 grant requires completion by February 28, 2022 that includes the completion of all projects, submission of bills and payment to contractors. The project has an approved EHP. The general description of the project is as follows: The project has three facets of added security. Lighting, video monitoring/recording and access control. All three parts work together to improve safety and security. RFPs are being let out for each of the three facets. This project will include exterior lighting, both replacement and new fixtures in our rear parking lot which is the parking area for the main entrance. These fixtures to be installed will be brighter and more efficient LED lighting. The idea is to illuminate the largest possible area which will increase visibility and safety, improve camera image detail and make members and guests feel secure and protected. The second part will be to replace existing external analog cameras with new digital cameras and add new digital cameras in all blind spots as indicated below. The new system will cover key areas of the building, will improve video surveillance and increase storage capabilities as listed below. The third facet is the access control. We will install a card reader/keypads at our main membership entrance in the rear of the building. This entrance is a full glass wall and door that currently allows walk-in access. The new system will mean that members and staff can scan in using their current membership and staff key tags to enter the building. The system would permit guests and vendors to be buzzed in after identifying who they are. The glass wall/door allows staff to see who is coming in before they are actually in the building.

In addition, the following will be expected of the selected contractor(s):

- Clean up daily of any debris or product to ensure the safety of staff and members - Contractor shall provide 48 hr. notice to the JCC Facilities Maintenance contact person if areas will be inaccessible for a period of time to

allow us to minimize disruption of services to our members - Disposal of any old fixtures/devices/hardware in a manner consistent with current lawful disposal procedures - Coordination with the JCC Facilities Maintenance contact person - Adherence to JCC Covid-protocols at the time of work.

Schedule The full schedule of the project is as follows:

RFPs appear on the Albany JCC Website: Friday January 7, 2022 Walk-through of JCC can be scheduled: Monday-Wednesday January 10-12 Bid questions by 5 p.m. Wednesday January 12 “Sealed” bids returned via email by: Monday January 17, 2022 Successful bidders notified: Wednesday January 19, 2022 Contract development, finalization, 50% down Wednesday January 19 – Wednesday January 26 Work

Notes to Prospective Bidders Bidders may bid on one, two or all three of the RFPs. Those choosing to bid on more than one RFP will need to allocate any project-wide costs across specific RFPs to arrive at a bid cost for each RFP. “Sealed” bids in the form of a .pdf attachment are to be sent via email to [email protected] no later than close of business on Monday January 17. No email will be opened until the bid due date. Such an attachment will contain the following information, on company letterhead.

The information on the company letterhead shall be signed by the responsible party with both signature and printed name, title, and dated.

General

In addition to the descriptions below, the approved EHP for the project has diagrams of the project containing locations of lighting and cameras. Those pages appear under the descriptions. Effective 8/13/20 FEMA has prohibited recipients, sub-recipients and their contractors and subcontractors the ability to obligate or expend federal funds on certain telecommunications products (CCTV) and contracting with certain entities for national security reasons. With that, FEMA has prohibited the use of products, systems or services provided by various entities related to the People’s Republic of China. Some of the entities include Hangzhou Hikvision Digital Technology Company, ZTE Corporation, Hytera Communications Corporation, Dahua Technology Company, and Huawei Technologies Company. With that, please be sure that you do not obtain any system, product, or service from these entities or any entity related to the People’s Republic of China. Request for Proposal #1 - Lighting

Current lighting on the perimeter areas as shown in the EHP diagrams, primarily facing and illuminating the lower parking lot, are to be upgraded and additional security lighting be installed. These include on the façade of the building, entrances, on the surrounding grounds and within parking areas. It is essential that lighting be installed with optimal positioning in order to reduce night glare that could affect the performance of video surveillance. For additional information on security lighting, please refer to guidelines produced by the Illuminating Engineers Society of North America (IESNA).

Exterior parking lot lights will include replacing 5 (five) building mounted fixtures and adding 3 (three) new building mounted fixtures.

Fixtures must provide for a minimum of the following:

- 17-18,000 Lumens - 100,000 hour rating - 5 year Factory rating - 4K Color Temperature

Request for Proposal #2 - Exterior cameras

Cameras should be installed to monitor the perimeter of the building and property, all exterior access points, approach from the street, parking lot,

playgrounds and sensitive areas. This should include installing 14 exterior fixed high-resolution cameras. This will require replacement of 9

cameras, and installation of 5 new cameras.

The exterior cameras (between 10 and 15 megapixels) should be capable of recognizing an individual or license plate at approximately 150 feet.

The high megapixel cameras will enable live and recorded zoom-in capability more efficiently than standard pan-tilt-zoom cameras. To enhance the

facility’s capability to rapidly identify critical security breaches or suspicious activity, 3 monitoring stations should be installed. Monitors need to be

a minimum of 36”. The system must be capable of identifying a suspicious person at a minimum of 150 feet for live and recorded images.

This includes all necessary equipment (installation, software, programming, hardware, upgrades, PCs, monitors, computer storage, licensing fees

etc.) to control, monitor, and record video images into one integrated system. The contractor is responsible for making all electrical connections,

and may use existing wiring such that it supports the new system. Images from all cameras should be digitally recorded at a minimum of 15 frames

per second on high-resolution; the video surveillance system should have motion detection and analytic capability, be color cameras with low-light

B&W mode and long distance IR illumination, be secure IP accessible on fixed or mobile devices and recorded footage should be stored for a

minimum of 30 days. All cameras should also have a wide dynamic range, day and night lighting compensation, a wide-angle field of view, motion-

triggered capture and vandal-resistant enclosures.

Request for Proposal #3 – Door control access

Door control access shall be installed on the JCC’s rear main entrance, commonly referred to the membership entrance. The system must integrate

with and communicate with the JCC’s existing membership database software from Daxko LLC. When door control access was last installed on

another entrance of the JCC, the controllers utilized to enable such integration were the Brivo ACS300 General Series Controller. It is the

responsibility of the successful bidder to confirm with Daxko that these controllers are still the preferred model.

Access control should be enabled through the use of membership cards or key fobs through a dual credential access reader as pictured below.

Contractor will supply the reader, lock, battery back-up, buzzer, components. Please note that the entrance door at which work is to be done is

located on the right side (not pictured) of the membership entrance; the pictured door is currently the exit and will remain so. An additional

requirement for controlled access is the provision of and installation of equipment (e.g. buzzer with intercom to the membership desk and camera

facing the door with a 24” monitor at the membership desk) to control access for guests, vendors and deliveries.

Finally, the system must integrate with and provide for handicap accessibility, using or upgrading the current handicap accessibility device.
