Contracted crew will only be responsible for production elements of the project, including staffing necessary positions (videographer, audio tech, grip/production asst.) as well as camera, audio, and lighting equipment. Our overall goal with hiring an outside contractor is to take over the production work (crew and equipment) of the shoot. ODE will direct and edit.

This video will be a blend of scripted and non-scripted content, with the scripted portion covering the stories of Ohio students (played by actors), who are finding their way through a college centric mindset of the world around them, while the third story features a business leader coming into schools and mentoring students to find career paths before graduating. Full script to come, but a brief outline of the project is attached.

The Ohio Department of Education (ODE) is seeking to hire a video crew for a blended scripted and non-
scripted project. The project will involve light travel to multiple locations, working with actors for scripted
content, and setting up interviews for non-scripted content. The crew will handle the production side of the
project, while ODE will handle the producing, directing, and editing of the project, locations, and talent.

All applicant responses received on or before the submission deadline will be reviewed by a panel of
independent raters and consensus scored. The following evaluation criteria will be used to score applicant
responses that meet the minimum requirements listed above:
(1) Experience with video production; and
(2) Pricing
The scale below (0-5) will be used to rate each proposal on the criteria listed above. ODE will score all
applicant responses by multiplying the score received for each of the evaluation criteria listed above by its
assigned weight and adding all categories together.
• 0 points: Response is not related to the evaluation criteria or is not provided.
• 1 point: Response was poorly related to the evaluation criteria.
• 2 points: Response partially relates to the evaluation criteria.
• 3 points: Response meets expectations.
• 4 points: Response exceeds expectations.
• 5 points: Response exceeds expectations and contains at least one enhancing feature that
provides significant benefits.
