REQUEST FOR PROPOSALS (RFP) ENGINEERING SERVICES FOR ERIE COUNTY/ ERIE COUNTY SEWER DISTRICT NO. 2 (ECSD No. 2) NO FEASIBLE ALTERNATIVE ANALYSIS REPORT

RESPONSE TO REQUESTS FOR CLARIFICATION

The following are the Erie County Division of Sewerage Management (ECDSM) responses to each of the questions received.

(1.) Are proposals to include the County of Erie Standard Insurance Certificate

(Exhibit D, Schedule B)?

No. Only the successful firm will be required to complete the County of Erie Standard Insurance Certificate at the time of Agreement execution.

(2.) Item C.4 of the written proposal section of the RFP indicates that a statement regarding the length of time to complete the work is required. Does this imply that Exhibit D, Schedule C must be completed and included in the proposal, or is a statement in the proposal text sufficient?

Exhibit D, Schedule C of the RFP identifies the date in the Agreement by which all work in Schedule A must be complete such that the final ECSD No. 2 NFA can be submitted to the New York State Department of Environmental Conservation by December 1, 2022. Item C.4 provides the criteria for which this item is evaluated pursuant to the scoring matrix included in the RFP. Please state the length of time that will be necessary for your firm to complete all work identified in Exhibit D, Schedule A.

(3.) Should the separately sealed priced proposal contain only the Cost Summary Form from Exhibit D, Schedule E, and is that form available in a modifiable electronic format?

The proposed costs and fees are to be presented on the ECDSM’s Cost Summary Form. The Cost Summary Form will be posted a fillable PDF file to the County website (https://www2.erie.gov/purchasing/index.php?q=requests-proposals-amp-construction-bids) along with this response to requests for clarification.

(4.) Are Schedules G, H, I, and J of Exhibit D included in the RFP for reference purposes?

Yes. (5.) Have there been any sewer system improvements completed since the end of the

flow monitoring study conducted by Arcadis, February 2019? No.

(6.) Will the pre-proposal meeting presentation slides be made available? The pre-proposal meeting slides are included as Attachment A of this response. (7.) Will a list of the pre-proposal meeting attendees be made available? The pre-proposal meeting attendee list is included as Attachment B of this

response.

(8.) Has a specific funding amount been determined for this project? No.

(9.) Will a site visit be offered for this project? An optional pre-proposal site visit was conducted for this project, with prior

notice posted on the County’s website, on Wednesday, August 12, 2020.

(10.) Are ORF flow data, including instantaneous peaks, available? The best available ORF flow data information is included in Attachment C of this

response.

(11.) Does ECSDM have a budget for this project? No. A specific budget has not been set for this project. The ECDSM is seeking

input from the engineering community in regards to the necessary level of effort.
