I. FundingOpportunityDescriptionA. BackgroundandScopeofWork
The Philippine-California Advanced Research Institutes (PCARI) is a project of the Philippinegovernment’sCommissiononHigherEducation (CHED) incollaborationwithCalifornia-basedand leadingPhilippineacademic institutions.PCARIaims toestablishaplatformforcapacity-building to fulfill the Philippine government’s goal of mobilizing knowledge for greaterproductivityandeconomicgrowthintheareasofInformationInfrastructureDevelopmentandHealthInnovationandTranslationalMedicine.
InformationInfrastructureisthebasic,underlyingframeworkofanorganization'sinformationresources. Modern information infrastructure involves both human and technologicalcomponents. Today, most information is stored, processed and communicated throughcomputers and electronic media. These include the technological and human components,networks,systems,andprocessesthatcontributetothecreation,floworexchange,processingandmanagementofelectronicinformation.
TranslationalMedicinetechnicallymeansfrom“bench-to-bedside”or, fromthe laboratorytotheclinics,hospitalsorhealthcenters.Theinstituteaimstobringtogetherexpertsinclinicalandtranslational research, product and technology development, clinical trials, clinical care, andhealthpolicyandtrainingtoaddresspressinghealthchallengesinthePhilippines.
Twovirtualinstitutes,representingthesetwokeytechnologyareashavebeenestablished:1)theInstituteforInformationInfrastructureDevelopment(IIID),and2)theInstituteforHealthInnovationandTranslationalMedicine(IHITM).
PCARI-IIIDwillbringtogetherleadingacademics,researchersandindustrialpartnerstopromoteinnovation through researchanddevelopmentandcapacity-building in vital informationandcommunications technologies for the Philippines, with emphasis on resilient cyber-physicalinfrastructure,energy,onlineeducation,e-governanceandagriculture.Theinstitutewillworkacrossaportfolioofhigh-impact,innovativeprojectsthataimtodeveloprelevanttechnologiescloser to commercialization, as well as upstream scientific projects that will build researchcapabilities and infrastructure in selected local Higher Education Institutions (HEIs). BystimulatinganecosystemofResearch/Development/Deployment(RDD),theIIIDaimstohelpthe Philippines “leapfrog” the development of an advanced and globally-competitiveinformationandcommunicationstechnologyindustry.

PCARI-IHITMwillundertakeresearchanddevelopmentactivities,includingcapacity-building,toaddresspressinghealthchallengesinthePhilippinesbybringingtogetherexpertsinclinicalandtranslationalresearch,clinicaltrials,clinicalcare,andhealthcaredeliverytodrivehealth-relatedinnovationinthePhilippinestheimplementationofscience-basedhealthpolicy,andbeyond.Buildingonexistingmodelsandexpertise,theinstitutewillfocusondevelopingrobustresearchandclinicalcapacitywithinthePhilippinesinordertoimplementascience-basedhealthpolicy.The research and capacity-building activities aim to introduce new devices and methods ofdiagnosisanddrugdevelopmentleadingtothetestingandimplementationofhigh-quality,cost-effectivemodels of delivering healthcare. At the same time, PCARI-IHITMwill develop newmaterialsandproductsfromagriculturethatwill improvenutritionandgeneralwell-beingaswellasplatformsforpreventivemedicine,thus,enhancingthequalityoflifeandincreasinglifespan.
B. ThematicAreas
ProjectproposalsmustbejointlydevelopedandsubmittedbycollaborativeteamscomposedofresearchersfromCalifornia-USAbasedhighereducationinstitutionsandPhilippine-basedhigher education institutions in the thematic areas indicated below. These include projectproposalsintheSocialSciencesrelatedtoInformationInfrastructureDevelopmentandHealthInnovationandTranslationalMedicine.
PCARI-IIID:Advancesinelectronicsandcomputinghaveledtosmaller,lowpower,capable,connecteddevicesandsystemsbeingdeployedubiquitously thatenable robustnetworkedsocietiescharacterizedbyon-demandavailabilityofinformation.Manyphysicalsystemssuchas power grids, water distribution utilities, transportation and supply chain networks, forexample,increasinglydependonreliablecomputingandcommunicationsinfrastructurethatprovide timely and accurate information to enhance reliability, efficiency and quality ofservice. This information infrastructure involves devices, networks, systems, andprocessesthatcontributetothecreation,storage,exchangeandprocessingofelectronicdatatowardsenablingsuchactionableinformation.
SubmittedproposalstoPCARI-IIIDmusttargetinnovationsthatenableresilientinformationinfrastructureforapplicationsin,butnotlimitedto:

D. ExpectedOutputsandOutcomes
Expected outputs from the research and development and capacity building projects to befundedunderthisannouncementshouldincludeanyofthePCARIThematicAreas.Thetermoutputmeansanactivity,effort,and/orassociatedworkproductrelatedtoprojectgoalsandobjectivesthatwillbeproducedorprovidedoveraperiodoftimeorbyaspecifieddate.
Outputsmaybequantitativeorqualitativebutmustbemeasurableordemonstrableduringafundingperiod.Specificoutputsandoutcomesmustbeclearlyidentifiedintheproposalform,includingcontentand timing.Newknowledgeexpected fromtheprojectshouldbeclearlydefinedanddifferentiatedfromsimilarresearchundertakingsinotherpartsoftheworld.
ThereportingrequirementsforeachprojectaredescribedinSectionVI.B.Fundingformulti-year projectswill be continued subject to satisfactory performance and favorable technicalreview.Reportsexpectedat theendof theprojectmay includeacommercializationand/ordeploymentplan,marketingplan,patentablematerials,technicalpapersorpublications,andcurriculum materials. For each project, the Project Leader (PL) (Philippine-side) and thePrincipalInvestigator(PI)(Californiaside)willworkwiththeirInstituteleadtoensureoutputsandoutcomesarerelevantandaffordable.
Projects to be funded under this announcement are expected to significantly impact andcontribute toscienceandthePCARIMission.Hence, theprojectsmustmeet the followingcriteria:
a) Impact:(1) AddressesPCARIresearchprioritiesasidentifiedintheThematicAreasdescriptions
above.(2) Addressesasignificantneedorsocietalscaleproblem;thereisapotentialtobring
about and sustain technology transfer or commercialization activities and/ormeasurablyimprovehealth.
(3) Targetsawidescopeofstakeholdersincludingthepoor,marginalizedandvulnerablesectors.
(4) Contributestothedevelopmentofacriticalmassoffaculty-scientistsandfaculty-researcherswithcapacity forR&Dthat translate to technological innovationsandsocialinterventionsintheidentifiedfocalareasoftheproject.
b) Science&Achievability:(1) Clearly defines new knowledge expected from the project and differentiates this
fromsimilarresearchundertakingsinotherpartsoftheworldwhichmustbefullydocumented;

(2) Exhibits strong scientific rationale, preferably with preliminary work alreadyperformed;
(3) Has potential for demonstrable results in the short-term (1-2 years). Results areexpectedtosolvePhilippinesocietalneedsandbesuperiortoexistingsolutionsinthemarket;
(4) DemonstratesstrongrationaleforacompetitiveadvantageforthePhilippinesortheresearchteaminthefieldofstudy;
(5) Involvescapableresearchteam;(6) Hasreasonablebudget;(7) Proposessufficientdurationtocompleteactivities;Projectproposalmaybe
designedinphasesoftwoyearssubjecttoanannualreviewtosufficientlycoversupportforscholars;
(8) Exhibitsdevelopmentfeasibility;(9) Possessescommercialattractiveness;(10) Disclosesintellectualpropertystatus,potentialrestrictionsforuseandrelated
issues.
c) ContributiontooverallmissionofPCARI:(1) PresentsstrongpotentialtobenefitPhilippinesocietythroughimprovementofthe
PhilippineeconomyandimprovementinthequalityoflifeofFilipinos.(2) Presents strong potential for sustained partnerships between researchers in the
PhilippinesandCalifornia-based institutions (guidancewillbeprovided to facilitatethesepartnerships).
(3) IntegratestraineesandstudentsfromthePhilippinespursuinggraduatedegreesintotheproject.
(4) Createsre-usableinfrastructure(services/resources/networks)inthePhilippinesthatcanbeleveragedforfutureprojects.
(5) Identifiesthepotentialend-usersandindicateshowtheprojectgainsmaybeutilizedandsustained.
II. AwardInformationA. FundingOpportunity
The award range will be subject to availability of funds and the quality of the proposalsreceived.PhilippineProjectLeadersofsuccessfulproposalsareeligiblefortheCHEDResearchChairAward(CMONo.18seriesof2015).PhilippineProjectLeadersofsuccessfulproposalsareeligiblefortheCHEDChairAward(CMONo.18,seriesof2015).OnlythePhilippine-basedprojectcomponentsareeligibletopurchaseequipment.
Ifadditionalfundingbecomesavailableaftertheoriginalselections,PCARIreservestherighttomakeadditionalawardsunderthisannouncement,consistentwiththePCARIpolicy.
B. FundingAgreement
The funding for selected projectswill come fromCHED andwill be covered by a tripartiteResearch Funding Agreement (RFA) among CHED and the implementing higher educationinstitutions(HEIs).

III. Application Requirements
Projectproposalsmustbe jointlydevelopedandsubmittedbycollaborativeteamscomposedofresearchers fromCalifornia-USAbasedhighereducation institutionsandPhilippine-basedhighereducationinstitutions,preferably:• CHEDCentersofExcellence/Development(COE/COD);• memberuniversitiesoftheNationalScienceConsortium(NSC);and• memberuniversitiesoftheDepartmentofScienceandTechnology-EngineeringResearch
andDevelopmentforTechnology(DOST-ERDT)
Other Philippine higher education institutions are encouraged to participate in PCARI bycollaboratingwiththeabovelistedinstitutions.
ThePhilippinecollaboratingProjectLeadermustcollateandsubmitthejointprojectproposalsonorbeforethesetdeadline.

o Full time scholarships are already funded by the PCARIScholarshipProjectmanagedbySEIandshouldnotbeincludedin the research project budget: However, dissertation andthesis support that are not included in the scholarshipprivileges must be incorporated into the project researchproposal, e.g., travel expenses, sample analysis, laboratorytests,etc.

2.1PHILIPPINES
2.1.1 The allowable direct costs are included in the budget template section.Applicantsmustitemizethecostsrelatedtopersonnel,travel,equipment,supplies,otherdirectcosts,andtotalcosts.
2.1.2 Personnel requirements of Philippine-based proponents shall observe thepositiontitlesandsalarylevelsindicatedintheattachmenttotheLineItemBudgettemplate.Furthermore,honorariashallbeinaccordancewithrelevantDepartmentofBudgetManagement(DBM)issuances.
2.1.3 All travel charges directly relating to the research exchange visits betweenCaliforniaandPHsidesshouldbeincludedinthePhilippinebudget.
2.1.4Equipmentspecificationsandtheircostsshouldbe included intheproposalsubmission.
2.1.5 Equipment and other large expense items should be supported withjustification.AllequipmentabovethecapitalizationthresholdofPhp15,000aretobe included in the budget for CapitalOutlay,with price, general description andusagejustification.
2.1.6 Semi-expendable property below the capitalization threshold of Php15,000shallbeincludedundersuppliesandmaterials.
2.1.7 Repairs and maintenance shall refer to minor repairs of equipment andfacilities.TheconstructionofbuildingsforboththeUSandPhilippinecomponentscannotbefundedbythePCARIProject.
2.1.8Counterpart fundingwhether in cashor in kind shouldbe indicatedby theproponents in their proposals. US and PH components must submit a two-yearbudget.
2.1.9Amaximumfixedindirectcostof20%oftotaldirectPSanddirectMOOEitemsshallapply.Indirectcostreferstothosefacilitiesandadministrationcoststhatareincurredforcommonorjointactivitiesand,therefore,maynotbeidentifiedreadilyandspecificallywithaparticularsponsoredproject.
2.2CALIFORNIA
2.2.1 For personnel requirements of California-based proponents, postdoctoralresearchersarepreferredovergraduatestudentresearchers.USbasedpersonnelandotherprofessionalservicesshouldbechargedtotheUCbudget.
2.2.2 Travel of California-based personnel to attend non-Philippine-basedconferences,etc.cannotbesupportedbythegrant.
2.2.3 California-based Principal Investigators (PI) should not include equipmentrequestsintheirbudget.EquipmentforUScomponentswillnotbefundedbyPCARI.
2.2.4Amaximumfixedindirectcostof20%oftotaldirectPSanddirectMOOEitemsshallapply.

B. ProposalSubmission
Submissions must be received electronically by the PCARI Secretariat [email protected],11:59PM,Manilatime;(31July2017, 07:59 AM, PDT) in order to be considered for funding. All proposals submitted inaccordancewiththesubmissioninstructionswillreceiveanacknowledgmentreceiptfromPCARIorthecontactpersonmentionedinSectionVII.
C. Pre-ProposalAssistanceandCommunication
PCARI staff are available to provide appropriate pre-proposal assistance to eligible applicantsinterested in applying for funding under the PCARI Project. Eligible applicants are defined inSection III above. The assistance may include answering questions from potential applicantsaboutadministrativeissuesrelatingtothesubmissionofaproposal,andrespondingtorequestsfor clarification of the announcement. PCARI shall announce a briefing schedule to assistPhilippine-basedresearchersinpreparingtheirproposals.Alladjustmentsintheproposalsshallbemadebytheproponents.

Proprietaryinformationshouldnotbedisclosedintheproposals.Nonetheless,proposalswillbetreatedconfidentiallyandonlysharedwithreviewersforthesolepurposeofdecidingwhichprojectswillbefunded.ReviewersshallberequiredtosignaNon-DisclosureAgreement(NDA)andConflictofInterestStatement(COI).
Each proposal will be given a numerical score and will be rank-ordered according to thenumericalscore.FinalfundingdecisionsshallbemadebytheCHEDCommissionenbancbasedon the recommendationsof thePCARI ProjectAdvisoryGroupguidedby the findingof theTechnicalReviewPanel.
VI. AwardAdministrationA. NoticeofProjectApproval
1. Theresultsofthereviewwillbereleasedwithinsix(6)monthsafterthedeadlineofthesubmissionofproposals.
2. TheNoticeofProjectApprovalshallbeissuedwithinoneweekuponapprovaloftheCommissionenbanc(CEB).
B. NoticetoProceed
1. TheNotice toProceed (NTP)willonlybe issuedupon thecompletionof theResearchFunding Agreement (RFA) which shall be executed between and among CHED, thePhilippineHEIandthecollaboratingCalifornia-basedHEI.
2. ApprovedprojectsmuststartwithintheperiodindicatedintheNTP,inconsultationwiththeprojectproponentbutnotlaterthanthirtydaysuponreceiptofthefunds.
C. ReportingRequirementandReleaseofFunds
Philippines
Forthefirstyear,100%oftheyear’sbudgetshallbereleaseduponsubmissionofthefollowing:• SignedResearchFundingAgreement(RFA)• Approvedjointresearchproposalincludingtheprojectworkplanandbudget,schedules
