Currently LASOONA is seeking services of individuals’ consultants to build capacity of the Community resource persons (CRPs) on Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy under NPGP as master trainers who are supposed to carry out training sessions and awareness campaigns in the communities targeted under NPGP. Detail ToRs are the consultant is attached as annexure (A). 2: Terms and conditions:

2.1 Logistics arrangements for trainer and participants:

2.1.A. LASOONA will arrange and manage all expenses of the trainees/CRPs including boarding lodging stationery and travel to be incurred on the participants/CRPs of the ToT.

2.2.B. LASOONA will pay lump sum for overnight stay and travel during the course of training. Also will provide lunch and two-time tea during the training sessions to two trainers of the selected consultant, while the dinner, breakfast and accommodation will be arranged and paid by the consultant/trainers themselves.

2.3: Require documents to be submitted along with proposal:

a. Covering letter referencing the source of advertisement

b. Technical proposal explaining the training intended for

c. Financial proposal on the prescribed quotation form given below dully signed and stamp.

d. Profile of the consultant/trainers who will facilitate the ToTs and develop the training manual IEC material

f. List of the similar nature trainings (ToTs) conducted in the past mentioning the duration, when where and for whom the assignment was carried out.

g. Copy of NTN and GST registration form (if applicable).

h. Copy of registration/certification (if applicable)

2.4: Financial proposal/Quoted rates:

All quoted rates in financial proposal / quotation must be indicated in PKR currency, including unit rate and total amount. Quoted rates stated in currencies other than PKR will not be considered in the awarding process. All rates must be inclusive of all government taxes, (current and imposed during the contract period) including income and sale as well as all other applicable taxes/charges (Where and when applicable). The rates shall be inclusive of all cost to be incurred on the assignment including travel logistics etc. quotation mentioning travel logistics cost and taxes separately will not be considered in the awarding process.

2.5: Duration of contract:

Duration of the assignment is maximum for 12 months starting from November 27, 2020 with possible extension on mutual agreement of both parties.

1st installment 50 % will be paid at the end of the single training event of ToT. The payment will be made upon submission of request on Original Commercial Invoice (addressed to LASOONA as per terms and conditions in the signed service contract) expenses for commercial courier to be covered by the consultant.

2nd (final installment) of 50 % will be made on submission of quality1 training report. The payment will be made upon submission of request on Original Commercial Invoice (addressed to LASOONA as per terms and conditions in the signed service contract) expenses for commercial courier to be covered by the consultant.

Payment for consultancy fees of Manual, hand books and IEC material will be paid in one installment 100% after completion of the first training event on the developed training manual.

2.7: Shortlisting and Selection criteria:

After receiving all proposal, LASOONA will analyze the proposals according to the following criteria:

a. Adequate technical capacity specified in the (ToRs) attached b. Financial proposal/Rates offered is within the available budget c. Agreement on all the terms conditions specially time frame of the assignment. d. Out of 100 marks weightage of technical proposal will be 70%2 and financial proposal will be

30%. e. Final selection will be subject to approval of PPAF based on LASOONA recommendations.

2.8: Procedure of consultant selection:

a. In the first stage after opening of the bids the shortlisting of the potential consultant will be carried out.

b. In the 2nd stage the shortlisted consultants are invited to LASOONA head Office in Swat for in person interview, where the capacities of proposed training facilitators will be assessed by the selection panel.

c. The selection panel will assess the quality of previous experience, quality of training reports and may ask for means of verification for the assignments accomplished in the past.

d. The selection panel will check the reference of previous work carried out by the consultant, upon request of the selection panel the consultant has to submit the means of verification of previous work experience.

Annexure A: Term of Reference (ToRs)

Hiring of Training Consultant (individual) for

Training of Trainers of Economic Sector CRPs - Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy under NPGP

INTRODUCTION The Islamic Republic of Pakistan has received a loan from the International Fund for Agricultural Development (IFAD) for National Poverty Graduation Programme (NPGP). Pakistan Poverty Alleviation Fund (PPAF) is “Implementing Agency” for this project which will be implemented through Partner Organizations in the selected districts of Pakistan in all provinces. Total cost of the programme is USD 150 million in which USD 50 million is contribution from the Government of Pakistan for Interest Free Loan (IFL) component. The Programme has two major components; 1) Poverty Graduation (USD 130.8 million); and 2) Social Mobilization and Programme Management (USD 19 million). The first component mainly focuses on assets creation, interest-free loan and, training of assets and IFL beneficiaries. The second component entails social mobilization, formation, and training of Community Resource Persons (CRPs), capacity building of Community Institutions (CIs), research studies, conferences, policy briefs and operating cost of both PPAF and its Partner Organizations (POs). NPGP is designed to catalyse change at the grassroots to pull people out of poverty, building largely (but not exclusively) upon BISP beneficiaries and leveraging PMIFL to build a smooth ‘seamless service’ where the poorest can move from consumption support to asset transfers to interest fee loans to microcredit. PPAF works on multi-dimensional aspects of poverty, addressing economic, social, and institutional aspects which are reflected in the NPGP design and in the composition of the Poverty Score Card. I. OVERALL OBJECTIVES OF THE ASSIGNMENT: The overall objective of this assignment is to develop a cadre of economic sector specialists at village and union council (UC) levels to continue facilitation of target households for economic development.

II. SPECIFIC OBJECTIVES OF THE ASSIGNMENT:

• To design and conduct Training of Trainers (ToT) for Economic 3Sector CRPs with the consultation of LASOONA and NPGP PMU.

• To design and develop training material (including Trainer’s Manual, Participant’s Handbook, and IEC Material) covering topics of Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy.

• To plan and conduct 7-day long ToTs for Economic Sector CRPs. • To enable CRPs with knowledge and skills to facilitate target households in developing

their learning and best practices on Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy.

• To equip CRPs with the required tools and techniques to cascade capacity building sessions with the target households on key economic sector topics.

III. SCOPE OF WORK:

• Review of Project Implementation Manual (PIM). • Travel to field and conduct of field-based ToTs at target training locations in NPGP

districts of KP.

i) Training Material Development: The training consultant individual will be required to develop Trainer’s Manual, Participant’s Handbook, and IEC material/handouts (to be given to female and male participants of capacity building sessions) on the Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy themes to help CRPs effectively deliver the capacity building sessions to the target households. Trainer’s Manual will include visual illustrations, background material, and guidance notes on session plans for the CRPs. The key topics, for the training course for CRPs, which are to be further cascaded down to target households are listed below, and details of sub-topics and potential resource material are mentioned as Annexure A. All material will be developed in context of economic activities associated with NPGP. Enterprise Development Training (EDT)

ii) Training material (Trainer’s Manual, Participant’s Handbook, IEC material/handouts) will

be developed according to profile of target community and its language will be either the provincial language or Urdu.

iii) Draft copy of Trainer’s Manual and Participant’s Handbook will be submitted to LASOONA and the individual will be responsible to induct all proposed suggestions from LASOONA/PPAF. Training will be delivered after approval of Trainer’s Manual from PPAF.

iv) Final copies of Trainer’s Manual, Participant’s Handbook, and IEC material/handouts will be submitted to LASOONA/PPAF in well-designed printable version.

v) ToT Delivery: The selected individual will deliver the ToTs according to Trainer’s Manual and session plans approved by PPAF for Economic Sector CRPs. The training participants (CRPs) would be identified by LASOONA.

vi) Evaluation and Grading of Trainees: Evaluation and grading of trainees will be conducted on the final day of training as per evaluation criteria and ranking of CRPs as A, B+, B, and C (descending order of performance, respectively). Handholding of CRPs after the ToT and random spot-checking of the training sessions will be conducted to identify gaps and provide timely feedback.

vii) Reporting: The individual must submit detailed report of each ToT for CRPs as per following format.

• Title page • Table of contents • Training schedule (with date, location, session, and name of CRP) • List of participants • Attendance sheets and registration form • Results of pre- and post-test with analysis • A group photo and a few more photos of training activity • Participants’ feedback about training and trainer • Training proceedings (brief)

Training Duration and Participants The duration of CRPs ToT will be 7 days for each group. Number of participants will vary between 20 and 25 CRPs per event. However, considering SoPs of COVID-19, the number of participants per session my decrease. Daily training time will be at least 8 hours (0900 - 1700 Hours). The basic detail is listed below.

IV. QUALIFICATION AND EXPERIENCE: The individual consultant shall have demonstrated capacity and capability to undertake similar assignment. The following criteria (separately outline for individual consultants will form the basis for selection.

• He/she should have significant experience in leading and co-leading similar assignments with valid documentary evidence and should be on active taxpayers list of Government of Pakistan.

• Strong track record with at least 5 years of experience in developing training modules, and in designing and rolling out training programmes (of national/provincial scale) with national and/or international agencies including UN agencies, World Bank, ADB, IFAD and others.

• Demonstrated experience of successfully designing and conducting trainings specifically on themes of Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy, and having successfully completed at least 5 ToTs on same/similar thematic areas.

• Have adequate knowledge and understanding about local and regional gender dynamics as well as understanding of context related to culture, security, rural life, and training of women and diverse participants.

V. SCHEDULE & TIMELINE:

Total duration of the assignment is stretched over 12 months and the individual will conduct batch-wise ToT of CRPs. The individual is required to develop a detailed workplan and submit along with proposal. The individual will be required to develop inception report and year-wise training plan. Activity-wise timeline of the assignment is given below.

VI. SUPERVISION & REPORTING: The final shortlisted consulting/training individual will report to Manager Programmes LASOONA related to this assignment.

VII. SELECTION METHOD:

Hiring of consultant will be done in accordance with the procurement procedures method as outlined in IFAD procurement handbook.

VIII. ETHICAL CONSIDERATIONS: The consultant individual may adapt/customize material from other sources developed by international organizations, including but not limited to Oxfam, GiZ, IFAD, FAO and other UN agencies. However, the individual will have to ensure adherence to the standard protocols of citation/referencing by seeking permission/acknowledgement of the sources from where training material/contents are to be adapted/customized for the proposed training. The onus of any liability/claim from any party regarding plagiarism or misuse of their material will be on the training individual, and PPAF or its POs will not bear any responsibility in this regard. The consultant individual will ensure use of provincial languages in conducting all the training sessions with the CRPs in their respective provinces.

The consultant individual will have to seek prior permission for documenting and using visual still/moving images for specific purposes i.e. for report and presentations for this assignment. The individual will ensure the participants’ anonymity and confidentiality and will ensure the visual data is protected and used for agreed purposes only. All training material developed under this consultancy will be the property of PPAF. The consultant individual or any of their representatives will not use part or whole of the training material and/or any associated materials for any other assignment either for PPAF or any other client without prior written permission from PPAF’s authorized unit.

IX. DELIVERABLES:

• Trainer’s Manual, Participant’s Handbook, and IEC Material on thematic areas of Enterprise Development, Asset/Basic Business Management, Functional and Financial Literacy (4 hard and 2 soft copies will be submitted in ready-to-print version).

• Conducting of 06 ToTs to train 124 Economic Sector CRPs as per above listed plan. • Detailed Report of each ToT (in both hard and soft copies).
