To provide engineered documentation of flooding effects at Elmen Acres Subdivision and to
develop a scope of work for a project to mitigate adverse flooding effects to property along
Spring Creek Tributary and Spring Creek and to provide support necessary to formulation of an
effective Benefit Cost Analysis and subsequent Mitigation grant proposal in January of 2011.
1. Spring Creek Tributary at Elmen Acres Flood Elevation determination and
2. Spring Creek Tributary and Spring Creek Mitigation Project Scope of Work:
Existing Floodplain and Base Flood Elevations: Determine overflow from Spring Creek Tributary
into Elmen Acres Basin and determine base flood elevations. Collect lowest adjacent grades
for 46 affected structures to determine impact to structures. (This study is required to lift our
current building restrictions and determine appropriate levels of insurance. It is also
prerequisite to determine the need for and sizes for any changes to culverts.) (Clark Eng.)
Mitigation Project Scope of Work: Develop preliminary project plans and costs for culvert and
channel size changes, excavation and installation, and possible detention along Spring Creek
Tributary and Spring Creek from approximately ¼ mile West of Highway 11 to the Big Sioux
River. Evaluate alternatives and options necessary for an effective mitigation project with at
least a 1:1 benefit to cost ratio and compliance with SDCL drainage requirements. Completed
scope shall comply with FEMA Benefit Cost Analysis requirements. (Clark Eng.)
Benefit Cost Analysis: Estimate potential damages from several flooding events within the study
area. Collect and produce documentation of costs associated with damage to structures
(including contents), loss of function to roads, displacement, rental or loss of income and
Emergency Mgt costs to calculate comparison with estimated project costs. (Lincoln Co.)
Project Grant Application: Prepare grant application; attach documentation (benefit cost analysis,
project scope of work w/narrative, existing floodplain and flood elevations), review, submit.
upon award of grant; final design, construction plans and specs, permitting, bidding,

Requirements for Mitigation Project Grant Funding
• The Existing Floodplain and Elevation are needed to compare with structure elevations to
show the location and amount of damages expected. These amounts are compared to project costs
to determine the benefit of doing a project. All location and elevation information must be verified
by certified engineer and surveyor
• A Project Scope of Work is a required element of Benefit Cost Analysis. It will thoroughly
describe the project and estimate all direct and indirect project costs. Additional narrative may be
included to justify the project or point out extenuating circumstances such as extensive urban growth
impacts contributing to the need for the project
• A Benefit Cost Analysis is necessary to apply for a Project Grant. FEMA provides computer
software that uses historical flooding events and FEMA standard values to estimate damages
(including contents, loss of function, displacement, rental or loss of income, casualties and
emergency management costs) compared to project costs to calculate Benefit to Cost ratios. The
Benefit to Cost Ratio of a proposed project must show benefits to be greater than project costs in
order to be approved for funding.
• A Hazard Mitigation Grant Program Project Grant application must include the existing
floodplain and elevations, the Project Scope of Work with proposed floodplain and elevations and a
Benefit Cost Analysis, together with all support documentation and showing a ratio of at least 1:1.
The State Hazard Mitigation Officer will review the application before forwarding it to a state board
for approval. It is then sent to FEMA for final review and determination.
• Funding may be awarded upon approval of the grant application by FEMA but may not be
dispersed until our Pre-Disaster Mitigation Plan has been completed. Projects must be listed in the
plan in order to receive funding. The estimated completion of our Pre-Disaster Mitigation Plan is
October of 2011.
• Local match of the grant amount is 25% and may be In-kind contributions. Pre-award costs
associated with development of an effective Benefit Cost analysis may be counted toward the
required 25% local match In-Kind contributions for awarded grants.
• Final design for construction and permitting may commence upon award and dispersement of
funding. The earliest possible timeframe for groundwork to begin would be Spring of 2012.
Construction progress is documented with periodical progress reporting and a final report.
• All counties in the State of South Dakota are eligible to apply for assistance under the Hazard
Mitigation Grant Program.
