    Foreword

    The literature review in this document relating to Life Cycle Costing (LCC) and Life CycleAssessments (LCA) in construction has been assembled as part of the research for the projectLife-cycle costing (LCC) as a contribution to sustainable construction towards a commonmethodology, commissioned by the EU, in January 2006.

    An extensive body of literature exists on both subjects as well as wide-ranging literaturereviews were carried out in the past as part of other research projects.

    The latest available reviews date to 2002-2003. In order not to duplicate information whichis already publicly available and well known, we have decided to concentrate ondevelopments within the last 3-4 years. Obviously if the documents we have to refer to dateolder than 2002, we shall still list them, but without the in-depth analysis.

    Glossary of Terms

    Discount Rate Factor reflecting the time value of money that is used to

    convert cash flows occurring at different times to a commontime (as per ISO/DIS 15686-5 (2006)).Externality Costs or benefits that occur when the actions of firms and

    individuals have an effect on people other than themselves such as non construction costs, income and wider social and

    business costs (as per ISO/DIS 15686-5 (2006)).Inflation/Deflation Sustained increase/decrease in the general price level (as per

    ISO/DIS 15686-5 (2006)).Life Cycle The defined service life cycle of the constructed asset, shall be

    the period of time between the inception and completion of thefunctional need (which maybe cradle to grave) - or only forlife cycle assessment of the period of interest in a system,component or the constructed asset. This may include

    replacements or adaptation of the asset or its parts. The lifecycle assessment period shall be governed by defining thescope and the specific performance requirements for the

    particular asset (as per ISO/DIS 15686-5 (2006)).Life Cycle Assessment Life cycle assessment (LCA) is a method of measuring and

    evaluating the environmental burdens associated with a product, system or activity, by describing and assessing theenergy materials used and released to the environment over thelifecycle (as per ISO/DIS 15686-5 (2006)).

    Life Cycle Costing A tool and technique which enables comparative costassessments to be made over a specified period of time, takinginto account all relevant economic factors both in terms ofinitial capital costs and future operational and assetreplacement costs, through to end of life, or end of interest inthe asset also taking into account any other non constructioncosts and income, defined as in scope (as per ISO/DIS 15686-5(2006)).

    Life Cycle Inventory Collection of environmental input/output data for LCA. Net Present Value Net Present Value is the sum of the discounted future cash

    flows. Where only costs are included this may be termed NetPresent Cost (NPC) (as per ISO/DIS 15686-5 (2006)).

    Nominal Discount Rate Rate used to relate present and future money values incomparable terms taking into account the generalinflation/deflation rate (as per ISO/DIS 15686-5 (2006)).

    Period of Analysis Length of time over which an LCC assessment is analysed.This period of analysis shall be determined by the client at theoutset (e.g. to match the period of ownership) or on the basisof the probable life-cycle of the asset itself (i.e. cradle tograve, including acquisition/construction to disposal) (as perISO/DIS 15686-5 (2006)).

    Risk Likelihood of an event, or failure, incurring and theconsequences, or impact, of that event or failure (as perISO/DIS 15686-5 (2006)).

    Risk Analysis A systematic use of available information to determine how

    often specified events may occur and the magnitude of theirlikely consequences.

    Sensitivity analysis Test of the outcome of an analysis by altering one or more parameters from initial value(s) (as per ISO/DIS 15686-5(2006)).

    Sustainability A systemic concept, relating to the continuity of economic,social, institutional and environmental aspects of humansociety (as per ISO/DIS 15686-5 (2006)).

    SustainableConstruction

    LCA can be used to measure the impact of externalities andtherefore be used to aid WLC decisions that include a measureof the external cost of investment. Consideration of theenvironmental impact of potential investments allows for thedelivery of decisions also based on sustainability issues.Further guidance on LCA is found in the ISO 14000 series ofstandards and the link between service planning and LCA isdealt with in ISO 15686-6. The integration of service life

    planning into the procurement and management of constructed

    assets may involve assessment of the cost implications ofadopting sustainable building policies and/or strategies. Heretypically the assessment will measure the savings inenvironmental impacts per unit of cost. LCC may also berelevant when assessing compliance with legislation on e.g.carbon trading or avoidance of landfill (as per ISO/DIS 15686-5 (2006)).

    Uncertainty Lack of certain, deterministic values for the variable inputsused in a LCC analysis of an asset (as per ISO/DIS 15686-5(2006)).

    Whole Life Cost The systematic economic consideration of all agreedsignificant costs and benefits associated with the acquisitionand ownership of a constructed asset which are anticipated

    over a period of analysis expressed in monetary value. The projected costs or benefits may include those external to theconstructed asset and/or its owner (Note may include finance,

    business costs; income from land sale) (as per ISO/DIS 15686-5 (2006)).

    1 Introduction

    Life cycle costing (LCC) is a technique to estimate the total cost of ownership (OGC, 2003).In the building and construction industry, LCC is applied to quantifying costs of whole

    buildings, systems, and/or building components and materials, and monitoring the occurredthroughout the lifecycle (Woodward, 1997; Lindholm and Suomala, 2005). The techniquecan assist decision-making for building investment projects (Flanagan et al., 1989). Most ofthe life-cycle issues, including life cycle costs can be determined in the design stage (UNEP,2004), and hence, LCC is particularly useful for estimating the total cost in the early stage ofa project (Pulakka, 1999; Bogenstatter, 2000). A LCC process usually includes steps such as

    planning of LCC analysis (e.g. definition of objectives), selection and development of LCCmodel (e.g. designing cost breakdown structure, identifying data sources and uncertainties),application of LCC model, and documentation and review of LCC results (NSW Treasury,2004). There have been extensive research and reports on LCC. Nevertheless, LCC is notcommonly applied in Europe.

    There have been signs that certain human activities such as industrialisation and urbanisationhave caused irrecoverable environmental impacts to the earth. Thus, sustainabilitydevelopment, which aims to ensure that the environment is sustainable for future generationsin the dimensions of social, environmental and economic, has been advocated in recentyears. Due to the substantial environmental load imposed by the construction industry, therehas been an urge to make the construction supply chain more sustainable (CIB, 1999).Research work has been actively undertaken to develop methods and tools to assess thesustainability of a building in the European Union (EU). Life cycle assessment (LCA) has

    been adopted as the technique to assess the environmental performance of a buildingthroughout its life cycle, and ISO standards have been established to provide a commonframework.

    The purpose of this report is to provide a critical review on both LCC and LCA. Their

    framework, implementation, available methods and tools, and barriers are discussed. Recentacademic research work that attempts to integrate both cost and environmental performanceof a building is also reviewed.

    2 Project framework for literature review

    The whole of the body of literature was grouped according to the overall project plan draftedearly in the process. Figure 2.1 below shows the project plan and its phases as seen after theinitial review.

    Topic coverage as shown in the main part of the model is set within the decision processstages and elements of the facility as illustrated in Fig. 1 of TG4 Report (TG4, 2003).

    3 Implementation of Life Cycle Costing (LCC)

    Procurers of buildings generally wish to lower costs and increase profits (where applicable).Decisions in all stages of the facilitys life (acquisition, operation, maintenance, replacementand disposal as per ISO/DIS 15686-5 (ISO, 2006)) bear economic implications. Designers,engineers, contractors, managers, FM operators and owners, all make decisions which affecteconomics of the facility/project. Implementation of the economic optimisation andevaluation to the whole cradle to grave duration of the projects life has identified savingsand benefits which are particularly vigorously pursued in public procurement, which isgoverned by the European public sector procurement directives (URL27), such as CouncilDirective 93/36/EEC for coordinating procedures for the award of public supply contractsand Council Directive 93/37/EEC concerning the coordination of procedures for the awardof public works contracts.

    However there is another facet to the procurement and management of assets - governmental,local, regional, etc. legislation, which govern the methods and approaches. Varied types ofownership and management of public assets imply different methods of public procurementnot only among EU countries but even at the national level.

    3.1 UK

    In the UK, bodies such as OGC (OGC, 2003 & 2005), HM Treasury (2000), NAO (2001)have issued and endorsed several initiatives and policy reviews in order to change theapproach of the public sector to procuring construction projects.

    The UK Government also introduced the Private Finance Initiative (PFI) as a policy to allowand regulate privately financed public projects, which was launched in 1992 (Boussabaine,2007). Public Private Partnerships (PPP) were introduced by the UK Government to delivermodern, high quality public services and to promote UKs competitiveness. According to theHM Treasury (2000) PPPs are a form of long-term relationship between the public and

    private sector for the benefit of both parties and covers wide range of business partnershipagreements including joint ventures, concessions, sale of equity stakes in state owned

    businesses, PFI, franchises and outsourcing of public services.

    Life Cycle Costing is seen as the most reliable method for determining the cost effectivenessof the PPP projects and this view is supported by OGC in their Procurement Guide 7 (2003).The OGC directly links LCC to VFM (value for money) and emphasises that it is therelationship between life cycle costs and benefits that can be generated from PPP deals thatconstitutes VFM. The UK Government issues guidelines to all procuring authorities toensure that procurement of all new projects demonstrates VFM over the long term. As amatter of policy, all public investment and disposal decisions over a certain level require anoption appraisal and life cycle costing (LCC) assessment.

    With the policy support from the public bodies, the implementation has been guided for along time by the BCIS (The Building Cost Information Service), the trading division ofRICS (The Royal Institution of Chartered Surveyors). They have issued in 1969 andreprinted in 1987 Standard Form of Cost Analysis which provides definitions, guidanceand templates for costing of constructed assets. The templates have been used for producing

    bills of quantities (BoQ) by the whole of costing community in the UK. The product and costdata is then drawn from BCIS databases.

    The initiative has also been taken to develop a generic LCC IT tool for the UK localgovernment (Hunter, K. et al.., 2005). The tool will be applied to calculating LCC costs forschools, hospitals and offices.

    However there are no formal methodologies or legislation supporting life cycle costing in theUK with organisations are developing own approaches. Some awareness exists amongst lead

    practitioners of ISO/DIS 15686-5 often because they are aware of Part 1 and the factormethod of predicting service lives.

    3.2 Ireland

    Medium to small Quantity Surveying firms infrequently use LCC. The technique may beused to compare options in respect to building components. Government Departments withinterests in educational and health care buildings use capital cost limits. This does notencourage the consideration of whole life cycle costing.

    There are now new requirements for energy certification for buildings which will create a

    need for LCC.The very large Q.S firms in Ireland, of which there are only a few, do use LCC more than thesmaller firms. Major property developers and financial institutions in some instances requireLCC. These developments involve leasehold interests of varying lengths and maintenanceconditions and there is a need to evaluate life of the various components. The methods usedinclude NPV and pay back period.

    Building Services Engineers use the pay back method to compare options.

    3.3 Netherlands

    At state level in the Netherlands, the public client is essentially represented by theGovernment Building Agency which, within the Ministry of Housing, Land Use

    Management and the Environment (VROM), is responsible for building and managing public buildings (MIQCP, 2002). The local authorities (650 municipalities, 12 provinces) play asmall role as public client for buildings, they are responsible for schools, a certain number ofsports and leisure amenities and social housing operations.

    A Community outline law that came into force in 1993 has included the Service Directivewithout distinguishing between the different call for tender categories (works, supplies andservices) and applies both to State departments and local authorities. Severalrecommendation initiatives have been developed in the Netherlands to simplify theapplication of the Services Directive by public clients and, in particular, where localauthorities are concerned.

    There are 'some procedures' in social housing and some practitioners have their ownapproaches. But there is no one method with the status of a 'standard'. Main focus of LCC in

    NL is in the housing sector. Housing Associations are part of the private sector in NL. They procure based on LCC, and have been for some time, but without taking full advantage ofLCC modelling. They assess investment payback in a very rigid way, with standardisedexpectations about how long materials, components, etc will last. The remainder of the

    public sector is not so very structured or scientific in its use of LCC. There are differentapproaches in different parts of the Dutch public sector - e.g. health sets budgets on the basis

    of past performance (a sort of 'crude' life cycle thinking), whereas in education there is morelong-term budgeting of building costs.

    Government Building Agency (GBA) provides a national, real estate service covering alldepartments, including Defence, Education and Health. GBA has a 'standard' method forLCC, which has been developed in Excel and includes add-ins from the @RISK program.This also uses the Netherlands NEN (equivalent to BSIC standard for measurement), andthere are also standards for cost classification and for asset management and maintenance.GBA has developed another separate model for PFI/PPP, focused on 'services' (e.g. FM)costs. However, model outputs are very uncertain, and all users/stakeholders need to startwith a common understanding of the inputs and how these are measured. GBA thereforeinsist that, on PFI/PPP projects, bidders must use their standards and definitions formeasurement, cost breakdown, etc. It is a requirement in the Netherlands that GBA mustinvestigate the PFI/PPP option for all projects of value greater than 25m.

    3.4 France

    In France, private financing of motorways was introduced in the late 1960s and early 1970s,hence in France there is a history and acceptance of the public private partnerships.

    CSTB, which is a state-owned industrial and commercial research and evaluation centre has been carrying out numerous national and EU funded projects on building economics,investments and life cycle analyses http://international.cstb.fr/ . MIQCP (2006) representsgovernment policy on the quality of work in the public sector with LCC being an approach

    promoted in their official publications. However the nature of the public client isunstructured in France, with LA (Local Authorities) having authority to manage their town

    planning, building and maintenance of assets. On State level, the trend is for Ministries toincreasingly externalise their real estate functions and place these in the hands of nationaladministrative statutory bodies. At the same time there are still some which retain the

    property aspect of their activity within their organisational structure and these made use ofthe services provided by the Departmental Public Works Departments (Public Buildingsunits). This fragmentation is the main reason of the lack of common approach to LCC in

    public procurement, despite the governmental support and existing research and evidence of benefits.

    A society called Apoge for building facility managers has developed a codification for building elements in order to assess running costs and to develop a benchmarking model. Soa lot is happening in the field of asset purchase and management but no formalimplementation or application methodology is in use.

    Because no methodologies or formal governmental publications exist, internally developedtools are used, data is also collected internally, however no reliable source of data can bequoted yet as PPP/PFI projects are only 5-7 years old. LCC expenditure has not matured yet.

    However Ouvrages publics et cot global une approche actuelle pour les constructions publiques (January 2006) has become the first concise guide book and is gaining popularity(7,000 copies were distributed by Sept. 2006).

    3.5 Germany

    Germany has a decentralised federal structure. The regional and municipal levels are largelyautonomous and these different administrative and institutional levels have specific fields ofcompetences.

    Also following reunification (1990) a strong and widespread privatisation of the publicsector followed and was accelerated by the introduction of fiscal devices to encourage

    private investment. The amount of public contracts is continuously falling and the proportionand the nature of the public and private clients is also changing. Public clients are can be theones operating with Federal State or LA or operating under the public or private law (e.g.hospitals, insurance funds, etc.). The government foregoes its client role. Certain localauthorities have chosen the lease contract solution by placing the building and financing oftheir project in the hands of one or more competing private operators .

    The general trend is to make use of external service providers (architects, designers, privatecontractors, semi-public companies, publicly-owned companies operating, under private law,

    etc.). Bogenstatter (2000) described several cost databases for buildings in Germany.The characteristics of these three groups of trends (political, administrative and operational)as described above shape up the type and extent of the LCC market and potentialimplementation (MIQCP, 2002) in Germany. Therefore there is no governmental support orendorsement of any official guidance or methodology. However Germany has developed avery strong research and body of knowledge regarding the implementation of sustainabilityassessments into life cycle costing (see Chapter 11).

    Because there is no formal methodology, a lot of organisations develop their own approach.Since December 2006 the first German code referring to LCC exists as a draft by GermanFacility Management Association (GEFMA 220-1). Also DIN 276 supports any LCC by

    providing cost information of above ground constructed assets.

    3.6 Finland

    Finland although is very active in research and developing LCC models both at the homefront as well as on the EU forum has not got much of the government support. LCC tends to

    be primarily associated with capital budgeting and the financial assessment of investmentalternatives rather than be perceived as part of continuous long-term cost and profitabilitymanagement. The provision of LCC calculations by suppliers to customers in the acquisitionor bidding phase is not very common, although practices differ depending on the industry(Lindholm and Suomala, 2005).

    In order to ease the day-to-day procurements of municipalities and other local governmentauthorities and to direct public purchases towards energy efficient and environmentally

    friendly choices, a unique internet-based tool for public procurement has been developed.

    Efektia Ltd, a consulting company owned by the Association of Local Authorities, developedthe tool HYMONET in close co-operation with public sector organisations. HYMONET isan internet-based decision support system for environmentally friendly procurement,including energy efficiency. This database of purchasing, products and their environmentaleffects was put into operation in June 2001.

    In autumn 2001, the Ministry of Trade and Industry launched an internet-based service on public procurement, JULMA. The intention of this public market service is to improve theinteraction between buyers and suppliers in the public tendering process. National legislationrequires procurement units to submit competitive tenders for procurement that fall below the

    threshold value. The goal of the JULMA service is to upgrade the efficiency of public procurement. The main principles are that the purchases should be made on an open andefficiently competitive basis, and that suppliers should be treated equally and withoutdiscrimination (Faninger-Lund, 2002).

    Despite few isolated developments promoting and supporting LCC, there is no formalmethodology in Finland. LCC is not extensively used, not even in the social housing sector.A number of Finnish municipalities are outsourcing certain social services, includinghousing and that private sector providers therefore have to take account of predictions offuture costs, which may, in time, lead to more extensive adoption of LCC.

    3.7 Sweden

    In 2003, public procurement in Sweden was 28% of the GDP, which is not insignificant. TheAct on Public Procurement ENEU 94 legislation (Sveriges Verkstadtsindustrier 1996) basedon EG-directives and GPA (Agreement on Public Procurement, within WTO that Sweden isaffiliated to) controls public procurement in Sweden. Public sector projects can be evaluated

    by means of a weighted LCC calculation where the investment cost can be given more orless importance, or weight, in the decision-making process. The general approach is thatfrom a methodological aspect, Life Cycle Costing (LCC) is well developed with respect toconventional costs. However, when it comes to costs related to environmental issues, neitherthe items, nor their estimation is advanced enough and this is where the core efforts ofSwedish R&D are focussing on. Already in the 1990s discussions started to include externalconsiderations in the LCC method, e.g. cost of environmental impacts caused by the product(Steen, 2003).

    LCC is mainly used in energy management systems, where there is LCA standard whichmentions LCC . Here is an initiative "build and live" which provides an incentive for clientsand larger companies to consider sustainability and LCC is recommended as an assistingtool.

    STEM (Energimyndigheten) is Sweden's National Energy Agency and deals both withsupply and use of energy since 1998 - www.stem.se . STEMs main task is to promote a safe,efficient and environmentally sustainable supply and use of energy. It does so by supportingresearch on renewable energy sources and technology procurement of energy-efficient

    products and by providing investment support for the development of renewable energy.STEM runs a voluntary programme for the energy-intensive industry called Programme for

    energy efficiency (PFE). In PFE it is mandatory to use LCC calculations. STEM also givesadvice and publish information on motors and motor driven systems from a LCC

    perspective. In an earlier project called Eco-energi, STEM provided energy andenvironmental audits and the companies committed themselves to obtain an environmentalcertificate (either EMAS or ISO14000). STEM also carries out very detailed energy auditswith recommendations of future energy conservation projects. Finally, STEM gives coursesin how equipment should be purchased when using the Life Cycle Cost (LCC) principle. The

    LCC principle is promoted through the ENEU94 programme. The ENEU94 programme is a programme that promotes procurement of energy efficient equipment.

    The survey conducted by Sterner (2000) showed that the use of LCC models in Sweden isstill limited, though its benefits are appreciated by the industry. From the survey, lack ofexperience in LCC and relevant data are the two major constraints for implementing LCC.

    No standards or methodologies for LCC specifically exist in Sweden; there is a standard onenergy consumption of materials to be used in the running costs. By then, the whole buildingsolutions are already selected (using mainly historical data).

    3.8 Norway

    Norway has taken public procurement a stage further and have issued a standard NS 3454(1998) identifying and detailing the life cycle costs and methods of economic evaluation.

    This has led to several developments, however LCC there has been still too little focus onhow the results can be implemented into all the activities of the sector professionals

    including e.g. project managers. Through the revised law about public procurements in Norway (June 2001), it is now required to implement LCC calculations in the planning stageof all construction projects in the public sector.

    Several acknowledged and recognised by public sector methods and tools are available to perform these calculations. And focus is now on increasing a number of organisations andnetworks endorsing and ready to embrace LCC (Bjorberg, 2005).

    Norways Directorate of Public Construction and Property (Statsbygg) demands LCCcalculations at early stages of the design phase (which has started in 1998 with theintroduction of the NS 3454, but the design sector is slowly taking it into their profession).Subsequently, Norway has introduced a new paragraph in Legislation on Public Procurementin 2001. LCC key figures are increasingly used for benchmarking purposes. There arethematic networks being set-up in hospital and municipality sectors. In the field of private

    property there is a network called "Norwegian Facility Management Network" who consistof approximately 35 biggest users of LCC and suppliers of the benchmarking data (Larssen,2005).

    NS5434 and Statsbygg have developed an accompanying model in Excel (LCProfit),freeware and it is based on NS 3454 and the reason was to give a practical support to thestandard. Also three manuals accompany the Standard - Calculation methods, Buildingoperations (in use) and Examples. Initial purpose was to develop guidance for theuniversities, but after the books were published LCProfit was developed by Ramboll(company), which is supporting the software.User manual is also available in English.

    3.9 SpainFollowing the administrative reorganisation that took place after the approval of the newconstitution in 1978, Spain has become highly decentralised (MIQCP, 2002).

    On the other hand, a single law applies to the entire country which regulates all publiccontracts. Public contracts are regulated by Law 2/2000 concerning Public AdministrationContracts which was established in accordance with the requirements of the European UnionServices Directive (Directive 92/50). It is a national law that is applied in the same way to all

    the countrys public client-bodies at all administrative levels. The awarding of the contractcan be based on two systems, according to the lowest priced bid or according to generallymost advantageous bid, based on a set of criteria in which the price represents one elementamong others .

    Projects funded using public money are very wide-ranging: town planning, projects,remodelling of urban cores, infrastructures, building rehabilitations, housing construction,and facilities management. On operational level, in the case of public contracts, the lawrequires that the professionals answering the ITT (Invitation to Tender) first put together atechnical team. There is also a tendency to break up contracts according to projectdevelopment phases (preliminary design, works, PM (project management), etc.), which is

    blamed for declining coherence of the projects.

    The combination of legal, contractual and technical aspects is quite favourable to implementLCC to win public contracts. There are companies which have developed their own internalmodels (e.g. Dragados). However no formal governmental endorsement or backing exists.

    3.10 Greece

    There are no officially endorsed publications, methodologies or standards supporting LCC.Private sector is starting to consider LCC together with the arrival of initial BOTs (build,operate, transfer) some companies obtain funding particularly for infrastructure projects,operate and then return them to the government (e.g. airport - consortium - 25 years).Limited amount of such projects exist. Need for LCC is coming from private sector, someFM companies are beginning to be interested as well as small property managementcompanies. Sector of renting/leasing assets is not well developed, e.g. a shopping mall will

    belong to one company which will hire small company to manage it. A developmentcompany will sell apartments in social housing buildings and 70-80% of tenants are owingtheir flats, so renting sector is small.

    3.11 Czech Republic

    It has been widely recognised that private sector uses the LCC calculations in a muchunstructured way, for their internal purposes. They rarely rely on it for the environmental orquality choices. The implementation of LCC is driven by public sector and is gettingrecognition and subsequently support in most EU member countries. The effectiveimplementation of life-cycle costing involves utilising a thoughtful, comprehensive designalong with quality material and construction practices with selected environmentalconsiderations. Level of detail in the LCC calculations and extend of the model can renderthe LCC process as overcomplicated and laborious which can defeat the ultimate purpose ofit being the strategy incorporated into the frequent decision-making process throughout the

    life of the facility. After all, the ultimate goal for carrying out LCC calculations is to aiddecision-making in: Assessing and controlling costs and identifying cost significant items. Producing selection of work and expenditure planning profiles.

    LCC allows for economical justification for the sustainability considerations, asimplementing LCC in planning for construction projects shows that, over a projects life,incorporation of sustainable elements proves cost-effective as well as environmentally

    4 Relevant EU and national standards, regulations and guidancenotes for LCC

    Life cycle costing (LCC) is used to evaluate the cost performance of a building throughoutits life cycle, including acquisition, development, operation, management, repair, disposaland decommissioning. It allows comparisons of cost among different investment scenarios,designs, and specifications. Nevertheless, the use of LCC is still limited. Different sourcesof information are required in LCC, and thus, the analysis process is viewed as complicatedand time-consuming (see Chapter 2). In view of this, LCC documents, guidelines, andstandards have been developed to give practitioners the necessary advice for implementingLCC. This Chapter reviews some of the standards, guidelines and reports available for theEuropean Union (EU).

    4.1 ISO 15686-5: Building and constructed assets service life planning (draft)

    ISO/DIS 15686-5 (ISO, 2006) is currently in preparation. The review was conducted on thedraft version. This part of ISO 15686 aims at providing the procedures for performing LCCanalyses of building and constructed assets and their parts, including cost or cash flows,arising from acquisition through operation to disposal. The abundant information in it isforeseen as a major reference for LCC in construction. Its main content covers principles oflife cycle costing, instructions for LCC appraisal of options/alternatives, appraisal of lifecycle costs in investment options, decision variables, uncertainty and risk, and workedexamples.

    The key objectives of this part of ISO 15686 are as follows: Establish clear terminology and a common methodology for life cycle costing (LCC). Enable the practical use of LCC so that it becomes widely used in the construction

    industry. Enable the application of LCC techniques and methodology for a wide range of

    procurement methods. Help to improve decision making and evaluation processes, at relevant stages of any

    project. Address concerns over uncertainties and risks, to improve the confidence in LCC

    forecasting. Make the LCC assessments and the underlying assumptions more transparent and robust. Set out the guiding principles, instructions, and definitions for forms of LCC analysis and

    reporting. Providing the framework for consistent life cycle cost predictions and performance

    assessment, which will facilitate more robust levels of comparative analysis and cost benchmarking.

    Provide a common basis for setting life cycle cost targets during design and construction,against which actual cost performance can be tracked and assessed over the asset lifespan.

    Clarify the differences between whole life costing (WLC) and life cycle costing; when toundertake it, to what level and what costs and should be considered.

    Provide a generic menu of costs for WLC/LCC compatible with and customisable forspecific international cost codes and data structure conventions.

    Help unlock the real value of effectively doing LCC in construction using service life planning.

    ISO 15686-5 intends to distinguish between WLC and LCC. Life cycle cost is viewed as part of whole life cost. Figure 4.1 indicates the cost components of LCC and WLC.

    Nevertheless, ISO 15686-5 attempts to create a useable cost structure for assessing LCC inconstruction, which could be customised and aligned to specific cost coding conventions tosuit national application of LCC analysis. For example, acquisition and disposal costcomponents could be added to LCC. It is reminded in the standard that clients should beclear about the boundaries of the LCC.

    A substantial part of the Principles of Life Cycle Costing section is allocated to elaboratingon the stages of whole life cycle of building project. The content of the subsequent sectionsis also briefly discussed in this section.

    In the Instruction for LCC Appraisal of Options/Alternatives section, the parameters for LCCare discussed. The parameters required include:

    The equations for computing LCC decision criteria, such as nominal costs, discounted costs,and net present value (NPV) are provided in the Decision Variables How to Calculate LCCsection. In the Uncertainty and Risk How to Inform Decision Making Using LCC section,the issues that contribute to uncertainty are first discussed. Two more commonly used riskanalysis techniques, Monte Carlo analysis and sensitivity analysis are also discussed.

    In the Reporting section, the items that should be included in a LCC report are listed. It alsogives advice on data and analysis structure, and necessary records for future reviews. This

    part of ISO 15686 provides examples of LCC in the appendices.

    4.2 NS 3454: Life cycle cost for building and civil engineering work principlesand classification

    The Norwegian standard, NS 3454 covers all types of construction projects and buildingcomponents, and is a tool to facilitate programming and design as well as management,operation, maintenance and development (MOMD). NS 3454 contains the followinginformation:

    4.3 Task Group 4: Life cycle costs in construction

    In September 2001, a task group, TG4, was formed under the framework of the WorkingGroup for Sustainable Construction (2001) for drafting a paper on LCC in construction andto make recommendations on how LCC can be integrated into European policy making.This Task Group (TG4) composed of representatives of different European countries, someMember States and Commission DGs. The report can be downloaded via URL1 (see theReferences section). In the report, the following seven recommendations are made (Table4.2)

    The content of the report, with the emphasis on the seven recommendations, is as follows: Introduction LCC Methodology (Recommendation 1) Data Collections, Benchmarking and Manuals (Recommendation 2) LCC and Public Procurement (Recommendation 3) Promoting Sustainability through LCC (Recommendations 4, 5, 6 and 7)

    In the LCC methodology section, the issues that improve the LCC process are firstmentioned. A three-level LCC process, which is make up of three appraisal levels: strategic,system and detail is elaborated. The strategic decision level is mainly for the initial

    appraisal stage in the pre-construction phase. In this stage, a lot of assumed inputs are used.The system and the detail decision levels are mainly used in the design stage (pre-construction phase). In these levels, the assumptions made earlier are eventually defined.The life cycle stages considered include acquisition (including pre-construction andconstruction), operation, maintenance, replacement (or refurbishment), and demolition. Theinformation and decisions for these stages are discussed. In this section, the development ofa common methodology of LCC with a classification of cost components at various stages oflife cycle is recommended.

    In the Data Collections, Benchmarking and Manuals section, the necessity to reduce theuncertainties in data is recognised. More reliable product information should be used, and/orthe uncertainties should be accommodated in the LCC system. More research is suggested to

    address the relationship between the environmental quality and the performance of buildings.In the recommendation, public and private clients are advised to share their cost data. LCC

    benchmarks at national and European levels, with comprehensive criteria, and maintenancemanuals that contain comprehensive maintenance details should also be developed. In theLCC and Public Procurement section, it is recommended that LCC should be incorporated inthe Economically Most Advantageous Tender (EMAT) method (Working Group onAbnormally Low Tender, 2001). EMAT is a tender evaluation procedure developed by the

    EMAT task group. In this procedure, a tender is selected based on not only the price, butalso other criteria.

    In the Promoting Sustainability through LCC section, the methodology of predicting theservice lives of components elaborated in ISO 156861 is viewed as an essential step formore accurately estimating the LCC. The Construction Products Directive (89/106/EEC),which was developed for harmonising construction products, is mentioned. The last fourrecommendations are related to this section, and the explanations on these fourrecommendations are as follows:

    Recommendation 4 LCC indicators assessed on the basis of the Common EuropeanMethodology should be clearly displayed in all new and renovated buildings exceeding1000m 2 floor area accessible by the public.

    Recommendation 5 The opportunities for modifying the costs of a project are the greatestat the beginning of a project.

    Recommendations 6 members states should examine their fiscal regimes in order todetermine whether adjustments can be made to promote life cycle costing linked to theCommon European Methodology.

    Recommendation 7 Develop guidelines and fact sheets to demonstrate the benefits ofadopting a LCC approach to procuring new and refurbishing existing buildings. Theseshould be supported by case studies.

    The appendices contain a lot of useful information about LCC such as LCC methods, toolsand case studies. Reports and presentations prepared by TG4 participants, industrial

    practitioners and researchers are also attached. EuroLifeForm, which was a European RTD project for developing a generic probabilistic LCC approach, is included. Anotherinteresting information in the appendices is the investigation of integrating LCC and lifecycle assessment (LCA).

    4.4 Procurement guide 07: Whole-life costing and cost management

    Procurement Guide 07: Whole-Life Costing and Cost Management (URL2) was published by Office of Government, UK for providing a guideline on managing cost in the WLC. Theguide outlines the principles of whole-life cost management and describes a process made upof:

    A framework for cost management Establishing baseline costs expected operational costs of the asset Estimating whole-life costs every cost likely to be incurred from inception of the

    project to disposal, construction costs and risk allowance Cost management and reporting.

    Since this guide mainly discusses the strategic issues of WLC, it does not elaborate on thetechniques used in the process. Nevertheless, it provides references for certain techniques.For example, it suggests the reader to refer to HM Treasurys Green Book for the advice onsensitivity analysis.

    4.5 The Green Book by HM Treasury, UK

    The Green Book was published by HM Treasure UK, and is available on the internet(URL3). It aims at promoting efficient policy development and resource allocation acrossgovernment. It describes how the economic, financial, social and environmental assessmentsof a policy, programme or project should be combined. A policy circle ROAMEF, which isthe acronym of R ationale, O bjectives, A ppraisal, M onitoring, E valuation and Feedback, isthe core of the process, and is extensively elaborated in the book.

    Although the Green Book is not specifically written for LCC, certain techniques provided inthe book are used as the reference for LCC in the UK. There is a comprehensive section ondiscounting in the Green Book. In addition, the risk management approach to controllingrisks affecting the policy, programme and project lifecycle is elaborated. Risk analysistechniques, Expect Value (EV), Decision Tree, and Sensitivity Analysis provided in thissection are applicable to LCC.

    A discount rate of 3.5% is proposed in the Green Book, and Annex 6 in the book shows how

    the value is derived. This discount rate is commonly used for public works in the UK.

    5 Financial variables, decision criteria and measures of economicevaluation

    5.1 Present Value (PV), Net Present Value (NPV) & Net Present Cost (NPC)

    Project costs that occur at different points in the life of a building cannot be compared orsummed directly due to the varying time value of money. The present day equivalence of afuture cost, i.e. the present value, can be thought of as the amount of money that would needto be invested today, at an interest rate equal to discount rate, in order to have the moneyavailable to meet the future cost at the time when it was predicted to occur. The effects ofinflation can also be included in these calculations.

    The above formula was adopted by the American Society for Testing and Materials (ASTM1989) and then by the EU in their TG4 report (2003). The initial ASTM standard practice onLCC was based in part on a publication dated as early as 1980.

    PV can be calculated using nominal costs and discount rate based on projected actual futurecosts to be paid, including general inflation or deflation, and on projected actual futureinterest rates. Nominal costs are generally appropriate for preparing financial budgets, wherethe actual monetary amounts are required to ensure that actual amounts are available for

    payment at the time when they occur.

    PV can be calculated also using real costs and discount rate, i.e. present costs (includingforecast changes in efficiency and technology, but excluding general inflation or deflation)

    and real discount rate (d real), which is calculated according to the following formula, where(i) = interest rate and (a) = general inflation (or deflation) rate, all in absolute values pa. e.g.2% =0.02.

    The present value of future costs reduces rapidly over time for different discount rates. Thismakes capital investment for better long-term performance unattractive to a developer inmonetary terms.

    In LCC analysis, all relevant present and future costs (less any positive cash flows)associated with an energy system are summed in present or annual value during a givenstudy period (e.g., the life of the system). These costs include, but are not limited to, energy,

    acquisition, installation, operations and maintenance (O&M), repair, replacement (lesssalvage value), inflation, and discount rate for the life of the investment (opportunity cost ofmoney invested).

    Criteria for cost effectiveness can be subjective depending on the investment decision maker.Generally, a project is cost effective if it has an SIR greater than one, an AIRR greater thanthe discount rate, an LCC lower than the next best alternative energy system, and a simple

    payback period shorter than the life of the building.

    5.1.1 Dealing with Net Present Value (Sarja, 2005a)

    A central feature of LCC is the application of Net Present Value. However, even at modestdiscount rates, the NPV reduces rapidly, hence making Capital investment for long-term

    performance unattractive to the developer in simple cost terms (Figure 4.1). For example, ata discount rate of only 4%, the NPV is less than 50% of the cost at 20 years, and at higherdiscount rates the NPV reduces even further. On purely economic grounds this makes itmore attractive to spend less now and more later.

    Furthermore, the uncertainties associated with predicting changes in future interest andinflation rates can be greater than those attached to predictions of service life. Care should betaken, therefore, when applying discount rates within a LLC calculation.

    Almost all models found in the literature employ the NPV approach. However, differentnomenclature and/or cost breakdown structure are used to describe principal components ofLCC. The American Society for Testing and Materials (ASTM 1983) published thefollowing model:

    The ASTM WLC model distinguishes between energy and other running costs which isuseful in adopting different discount rates for these two cost items.

    NPV can be defined as the present value of cash flows minus the present value of costs. Theanalysis is conducted for a previously determined time span and discounted to the presentcash flows and costs; a discount rate has to be arbitrated. In the analysis the value of thediscount rate used is crucial since NPV is sensitive to the discount rate chosen. Life cyclecosting analysis differs from NPV since cash flows are left out.

    5.2 Measures of economic evaluation

    5.2.1 Equivalent annual cost (EAC)

    The equivalent annual cost (EAC) is the cost per year of owning and operating an asset overits entire lifespan.

    EAC is used as a decision making tool in capital budgeting (planning process fordetermining long time investments) when comparing investment projects of unequal lifespans. EAC is calculated by dividing the NPV of a project by the present value of an annualequivalence factor, A t,r . Equivalently, the NPV of the project may be multiplied by the loanrepayment factor for t years.

    The use of the EAC method implies that the project will be replaced by an identical project.

    5.2.2 Discounted payback period (DPP)

    The payback period is the length of time until the sum of an investments cash flows equalsits cost. The payback period rule is to take a project if its payback period is less than some

    pre-specified cut-off. Or in other words: time required for the cumulative savings from an

    alternative to recover its initial investment cost and other accrued costs, taking into accountthe time value of money.

    The discounted payback period (DPP) is the length of time until the sum of an investmentsdiscounted cash flows equals its cost. The discounted payback period rule is to take aninvestment if the discounted payback is less than some pre-specified cut-off. It isrecommended that it should only be used a screening device in LCC calculations and DPBshould be less than study period.

    5.2.3 Internal rate of return (IRR) and adjusted Internal Rate of Return (AIRR)

    Internal rate of return (IRR) is the discount rate that makes the estimated NPV of aninvestment equal to zero. The IRR rule is to take a project when its IRR exceeds the

    required return.

    Adjusted internal rate of return (AIRR) is an annual yield from an alternative over the study period, taking into account reinvestment of interim returns at the discount rate. AIRR should be greater than discount rate and is used for ranking projects.

    5.2.4 Net benefits (NB) and net savings (NS)

    The net savings (NS) is calculated as the difference between the present worth of the incomegenerated by an investment and the amount invested. Or in other words: operational savingsless difference in capital investment costs. Preferred alternative has the maximum NS (> 0)for optimal cost effectiveness. The option with the highest NS will also have the lowestLCC.

    5.2.5 Savings to Investment Ratio (SIR) and Benefit to Cost Ratio (BCR)

    SIR is the ratio of the present worth of the income generated by the investment to the initialinvestment cost. Or in other words: the ratio of operational savings to difference in capitalinvestment costs. Preferred alternative should have the greatest SIR (> 0) for ranking

    projects.

    5.3 Financial variables

    5.3.1 Discounting and discount rate (real and nominal)

    Discounting

    Discounting is a technique used to compare costs and benefits that occur in different time periods. It is a separate concept from inflation, and is based on the principle that, generally, people prefer to receive goods and services now rather than later (OGC, 2005). This isknown as time preference. This guidance does not cover the topic in great detail as it is a

    procedure common to many cost appraisal methods and well understood by purchasingofficers. The subject is fully explained in The Green Book: Appraisal and Evaluation inCentral Government (URL3). When comparing two or more options, a common base isnecessary to ensure fair evaluation. As the present is the most suitable time reference, all

    future costs must be adjusted to their present value. Discounting refers to the application of aselected discount rate such that each future cost is adjusted to present time, i.e. the time whenthe decision is made. Discounting reduces the impact of downstream savings and as suchacts as a disincentive to improving the reliability of the product. The procedure fordiscounting is straightforward and discount rates for government purchases are published inthe Green Book. Discount rates used by the industry will vary considerably and care must betaken when comparing LCC analyses which are commercially prepared to ensure a commondiscount rate is used.

    It is important not to confuse discounting and inflation. The Discount Rate is not the inflationrate but is the investment premium over and above inflation. Provided inflation for allcosts is approximately equal, it is normal practice to exclude inflation effects whenundertaking LCC analysis.

    In LCC analysis, the discount rate is the parameter used to represent the time value ofmoney. It reflects the opportunity cost of capital to an investor over time. If it does notmatter when costs and benefits incur they can be added without consideration. However, ifthe timing of costs and benefit flows is important, the investment calculus needs to reflectthis. A common technique is the use of discounting. The time value of money, expressed as adiscount rate, depends on inflation, cost of capital, investment opportunities and personal

    consumption preferences. If the discount rate is set to 0% this means that the timing does notmatter; the higher the discount rate the more importance is given to the near-present.

    Two types of discount rates are used in computing the present value: a real rate or anominal rate. The real discount rate reflects the time value of money without accountingfor the effects of inflation and deflation. That is, it reflects the real earning power of moneyover time. The real discount rate (excluding the rate of inflation) is used when all cost dataare denominated in terms of constant currency, that is, currency with constant purchasing

    power. Nominal or market discount rates take into account general inflation or deflation plusthe real earning power of money. A nominal rate is used when all cost data are denominatedin current currency, that is, currency that change in value from year to year depending onthe general price level. The need for a nominal or market discount rate often arises when thefuture cost estimates are based on a maintenance contract that is typically specified to be

    paid in current currency in future time periods.

    In the private sector, an individual investors discount rate is determined by the investorsminimum acceptable rate of return for investments, as governed by available investmentopportunities and his or her risk tolerance. Because different investors have differentinvestment opportunities available to them as well as different levels of acceptable risk,

    private discount rates vary greatly.

    Most environmental projects will be sponsored by government agencies rather than by private investors. Government agencies in member countries generally publish discount ratesto be used in the economic analysis of government projects. The frequency and level ofdetail vary from country to country.

    It is recommended to use two real discount rates, e.g. 0 and 2 percent and then evaluate possible differences of these results. Real discount rate reflects general productivity of producer, sector or field. Usually general productivity has been between 0 and 2 % in longterm. Buildings have long service lives. Because of difficulties to predict inflation in longterm, it is recommendable to use real costs (without inflation) and the real discount rate.Over a long period of time, the real discount rate is usually 0 - 2% pa only. At low discountrates, long-term future costs and savings are immediately meaningful, and therefore,investment for a better future would look more rewarding.

    The Treasury discount is i = 3.5 percent. For the majority of public sector projects, particularly at the options appraisal stage, the Treasury discount rate of 3.5 percent will beused. Whilst it would be incorrect to say that this rate is net of inflation it does not need to beadjusted for inflation.

    Selection of Discount Rate

    As the life cycle costs are discounted to their present value, selection of a suitable discountrate is a crucial decision in a LCC analysis. A high discount rate will tend to favour optionswith low capital cost, short life and high recurring cost, whilst a low discount rate will havethe opposite effect. The discount rate may reflect the effect of only the real earning power ofmoney invested over time or it may also reflect the effects of inflation (Woodward, 1997).

    Much of the literature in this area offers little in the way of firm recommendations regardingthe final selection of an appropriate rate - estimates vary between 3-4% and in excess of20%. Furthermore, there is a variety of views within the general discourse regarding theactual composition of the discount rate. The most popular methodologies appear to be:

    at the current or expected rate the organisation must pay for the use of its borrowed funds; at the rate of return that could be expected from the loaning of money, but which is

    denied to the organisation by the need to fund its own projects (sometimes referred to asthe opportunity cost);

    at the lowest rate of industrial borrowing for a financially sound, well-establishedcompany;

    a test discount rate can be used based on the assumption that when inflation rates arereasonably low there is a stable relationship between inflation and base rate, implying areal discount rate of 4%;

    investments in long-term treasury bonds can be assumed to have no risk. Therefore, thediscount rate can be taken as the Treasury bond rate less an allowance for the expectedrate of inflation.

    The appropriate discount rate will vary significantly from organisation to organisation, andwill need to be determined by the skill of the industrial accountant rather than by mere

    arbitrary selection. As in the case of estimating the appropriate rate of inflation, calculatingthe relevant discount rate is rarely easy. However, help is available from the financialmanagement sub-discipline of accounting, where over the years many sophisticatedtechniques have been developed to assist with this particular problem.

    When undertaking a LCC analysis, there may be some key parameters about whichuncertainty exists, usually because of the inadequacy of the input data. How sensitive are theresults to variations in these uncertain parameters? For example, the following variablescould be suggested to be the subject of sensitivity analysis:

    frequency of the maintenance factor; variation of the asset's utilisation or operating time; extent of the system's self-diagnostic capability;

    variation of corrective maintenance hours per operating hour; product demand rate; product distribution time (the 'logistics pipeline'); the discount rate.

    According to NSW Treasury (2004), the discounting of costs takes account of threeelements:

    the interest rate available from long term investment in bank or government bonds the interest rate that business would expect as a return for risk the inflation rate that would affect the purchasing power of the currency.

    Discounting does not incorporate changes due to price movements as a result of changes inefficiency, technology, etc. since these are in essence real changes in value. The discount ratereflects the net changes in real value due to the compounding effect of interest (potentially)earned on money and the discounting effects of inflation as expressed in the followingformula. The Discount Rate reflects the real rate of interest at which money is borrowed orlent i.e. the absolute (or nominal) interest rate at which money is borrowed or lent discountedfor the effects of inflation. Consequently, the terms discount rate and real interest rate aresynonymous.

    In general, if a project alternative is to be considered cost effective on a life-cycle cost basis,it must have a lower LCC than the base case, Net Savings greater than 0, an SIR greater than1.0, and an AIRR greater than the minimum acceptable rate of return (i.e., the discount rate).These are all consistent measures of economic analysis; that is, they will all show that agiven project alternative is either cost effective or not cost effective relative to the specified

    base case.

    Discount Rate Philosophies as per Ozbay et al. (2003)

    In practice, estimating the discount rate is not a straightforward matter. Most of the public projects are financed by more than one funding source. Furthermore, there is no consensuson how to value the real earning capacity of these public funds. The choice of the discountrate is one of the most debatable topics in public project evaluation. Several philosophieshave been suggested over the years for choosing the appropriate discount rate. Importantamong them are:

    Opportunity Cost of Capital: Opportunity cost is the cost of the forgone investment thatwould have been taken if not invested by this project. The opportunity cost of capitalrationale assumes that the money used for funding public projects is withdrawn from

    private savings, which would have gone otherwise into private investment. Accordingly,the discount rate should be the pre-tax rate of return that would have been experienced onthe private uses of funds.

    Societal rate of time preference: This is the interest rate that reflects the governments

    judgment about the relative value, which the society as a whole assigns, or which thegovernment feels it ought to assign, to present versus future consumption. The societaltime preference rate is not observed in the market and bears no relation to the rates ofreturn in the private sector, interest rates, or any other measurable market phenomena.

    Zero Interest Rate: Advocates of a zero interest rate argue that when tax monies (e.g.,highway user taxes) are used, such funds are free money, because no principal orinterest payments are required. The counter argument is that zero or very low interestrates can produce positive benefit/cost ratios even for very marginal projects and thereby

    take money away from more truly deserving projects. A zero interest rate also fails todiscount future expenditures, making tomorrows relatively uncertain expected costs justas important to the decision as todays known costs.

    Cost of Borrowing Funds: The interest rate should match the rate paid by government for

    borrowed money. This approach is favored by many agencies and is supported by theargument that government bonds are in direct competition with other investmentopportunities available in the private sector.

    Handling Inflation and Increasing Costs

    In an inflationary environment, the future price increases for goods and services are greateror less than the general inflation rate, and the costs or benefits associated with an alternativeare expressed in actual currency. Actual currency reflects both the earning power and the

    purchasing power of money, and before they can be discounted they must be adjusted toconstant currency to negate the effect of inflation or deflation. If the specific inflation rate(k) for a particular cost item is increasing at a faster rate than the general inflation rate (j), the

    future value of the item expressed in constant currency will also increase. This increase infuture constant currency may have a significant impact on the PV.

    Many times an increase in costs is due to an increase in the quantity or quality of goods andservices rather than inflation. For example, as building systems or components age they mayrequire an increasing level of maintenance and repairs. Such a non-inflationary escalation(e) will also increase the constant currency value of future costs.

    The following general formula shows the relationship between today's and future constantcurrency in an inflationary environment.

    e, k, and j can be negative, zero, or positive and are expressed as a decimal

    5.3.2 Discounted costs

    Discounted costs are calculated by taking costs that occur in future years and reducing them by a factor derived from the discount rate. Different discount rates apply depending onwhether nominal costs or real costs are being discounted. With nominal costs, the discountrate should include an inflation factor. If real costs are used, the discount rate should notinclude an inflation component (Glucha & Baumannb, 2003).

    Different discount rates also apply to different organisations and individuals.

    An alternative given by for example Gray et al. [25] is to use an environmental hurdle ratetechnique. This technique is exemplified in the box by three hurdle rates: a green discountrate for costs that do not contribute to negative impact on the environment, a yellow ratefor costs that have an uncertain contribution to negative impact on the environment, and ared rate for costs that have a certain negative impacts on the environment. If red rates areset to 0% in the LCC calculation, red types of costs do not get discounted over time andtherefore cause a more significant contribution to the total result when discounted. The useof red rates is valid as long as future damage is assumed as negative as todays. Forexample, discharging toxic waste tomorrow should be as negative for the environment asdischarging toxic waste is today. However, from an environmental point of view, the timingof the emissions depends on the state of the environment, which can improve or deterioratewith time. In addition, waste management technology may also improve in the future.Because of such developments, it may be more viable that certain environmental costs areconsidered as green or yellow and thus discounted in the LCC calculation.
