1) Climate Proofing Mechanism as to incorporate climate resilient practices into a national legislations 2) Increasing financial support of CSOs through the GEF Small Grants Program (SGP). In particular, in 2013 from the GEF-5 STAR "Land degradation" for SGP has been allocated 800 000 $ US. 3) Mainstreamed the methods of land degradation based on the LADA principles which has also been incorporated into learning programe of Tajik Agrarian University 4) Established Jamoat Resource Centers 5) "Economic evaluation mechanisms to improve decision-making and management of the obligations under the global environmental agreements" The main objective of this project is the development of individual and institutional capacity for economic valuation of global environmental goods and services, which may affect the proposed policies, programs, plans and projects.

A country has accepted a number of new codes, laws, bylaws, strategic programes and directives. The main issues that reduces the law enforceability is that there is not enough feedback mechanism between the decision makers and resource uses. However, in the last years due to mediatory role of the International projects including UN agencies a number of laws and bylaws have been revised in close participants of the representatives on national NGOs and technocrats., In addition in 2013 by the support of the FAO Tajikistan a national drought mitigation programme has been updated and minstreamed into a national action plan of the State Service for hydrometerology under the Committee on Environmental Protection. The law on ecological audit and law on environmental monitoring provides a basic principles and indicators for the conducting the impact analyses on the environmental sector of Tajikistan. Tajik Hydromet Long-term and short-term weather and climate monitoring air pollution, pollution of surface (natural streams) water, soil, background monitoring; monitoring with / agricultural land. Meteorological, hydrological, agricultural meteorological observation and monitoring of hazards; Ministry of Water Resources: Monitoring the quantity and quality of irrigation and drainage water; Tajik Geology Monitoring groundwater contamination and hazardous geological processes; Commitee on Geodesy and land management: land melioration, monitoring and effective use; Ministry of Health, Sanitation and Hygiene Monitoring of the environment; Ministry of Agriculture of RT- promotes the principles of Agrarian Sector Reform Programme Committee on Emergency situation promotes the principles of the state programme on disaster risk management.

1) Phase 1 CACILM 2006-2009, the project developed, the National Framework to Combat Desertification and small projects for SLM. 2) Cross-country project CACILM improve capacity for sustainable land management. 2010, 2012. Project Objectives: integrating the principles of sustainable land management into national development plans and legislation effective mobilization of resources for implementation of SLM initiatives, better cooperation between government agencies and land users, as well as to study and disseminate best practices for SLM. To perform the above tasks in the project, together with its partners were conducted various activities aimed at improving the institutional and human capacities of stakeholders, including training seminars and workshops, round tables and workshops, study tours and field visits.

As part of the multi-GEF / UNDP / GM / GIZ CACILM "Capacity building for SLM" (2010-2012) developed the basic provisions of the Integrated Financing Strategy (IFS) for coordination and support of the Global Mechanism, UNDP and GIZ, with the participation of all target groups at national level. Strategic objectives NIF: (i) creating an enabling environment for resource mobilization; (ii) improving the efficiency of resource mobilization and allocation of domestic resources; (iii) expansion of outsourcing, (iv) expansion of innovative mobilization of resources. It is planned that the NIF will be part of the NAP and its implementation with the participation of all stakeholders will significantly expand the financial and technical capabilities of the updated NAP to combat desertification and drought in Kazakhstan.

The country in accordance with the Master plan to develop Energy efficiency in Tajikistan untill 2020 rehabilitate more then 246 micro hydro power stations that are not effectively functioning and hance provide with electricity the communities living on the mountains community as well as community living in or around the protected areas. The UNDP/GEF project on Technology Transfer and Market Development for Small Hydropower provides financial and technical support to improve the accessibility of the renewable energy sources through establishment of local service centers for maintenance of energy efficiency tools and modification of the work of relevant structures to promote the energy efficient mechanisms in the country, Presently, due to shortage of state funding support most of the state program are not getting enough funding support which backwards the effective implementation of the state program as well as hampers the enforceability of the national legal and policy documents. The same realted to the implementation of the Agrarian reform programe due to which most of the best practices in the agricultural sectos are inadequately supported.
