1. Introduction

This document describes the applied procedure for lecturer selection for preparation study materials

and direct teaching within deployment of master course programme in pilot run. The detailed

calendar of lessons and activities of master programme is also a part of this report.

The master course programme is composed by 12 basic modules according to the approved TEMPUS

TecTNet project. The detailed description of modules can be found in the report “Master programme

structure and content design”. Each learning module is managed by one teacher selected among the

consortium staff: 2 teachers from each EU partner university, and 4 teachers from the MD agencies

(AGEPI, MTTN, AIIT). The learning modules are composed of the following didactical elements: (i)

frontal lessons; (ii) e-learning lessons; (iii) home work; (iv) internships; (v) visits; (vi) team projects;

(vii) intermediate evaluations; and (viii) examinations. In particular, about the internship for the 12

non-staff trainees is scheduled a trip of one month at the EU partners’ sites. For the 8 staff trainees

the training activities will continue as described in work package related to the setup of the OTTs.

The selected managing teachers coordinate the preparation of study materials in cooperation with

teachers from associated project partners as it was agreed during the first consortium meeting. The

teachers dedicated for particular modules also realise the direct teaching as it is scheduled in agreed

calendar of the lessons and activities of the master programme.

2. The requirements and the selected teachers

The selection process of teachers managing the particular modules was distributed among all project

partners. The distribution of modules among the partners was performed and agreed during the first

consortium meeting together with requirements on quality and professionalism of selected teachers.

The basic requirements are:

Pedagogical qualification: full or associated professor. Exclusion can be applied for teacher from TT agencies

Scientific qualification: the selected teacher must be active in research in the given or similar fields. The scientific quality must be proofed by a list of selected publications (5 the most important publications from last 6 years, papers in current content journal are preferred) and the list of scientific project from last 6 years. Exclusion can be applied for teacher from TT agencies: here a proof of experience and skill in the given field is required.

Recognition of the professional community: the selected teacher must me recognised by the professional community. It must be proofed by:

o number of citation registered by Web of Science higher than 25, or o membership of editorial board of international journals, or technical o other international or national recognition forms, such as memberships in

international professional organisations, e.g., IEEE, scientific boards, technical committee of international conferences, etc.

2.1.1. Technology Management

The responsible partners: TUIASI + SAUM

The teacher from TUIASI: Dorin LUCACHE (prof. Ing. DrSc.) is full professor at „Gheorghe Asachi”

Technical University of Iasi, Romania. His teaching activities at home university are focused on

various utilizations of the electric energy, low voltage electrical installations, management of the

public lighting and related areas. He has rich experience in basic technology management first as

field engineer in an enterprise with more than 2000 employees, then he graduated a two-year post-

university master program in business administration. His main research interests are focused on

electric lighting and heating, electric networks, but also different automotive applications (hybrid and

electric vehicles etc.). He has rich experiences in cooperation with industry especially trying to build

links between the faculty and several companies or SMEs acting in automotive or lighting sector.

Teacher from SAUM: LITVIN Aurelia (Doctor habilitatus) is full professor at State Agrarian University

of Moldova. Her teaching activities at home university are focused on management, financial

management, production management. She has rich experience in basic and applied research and

development with technology and innovation transfer to agro food sectors. Her main research areas

are: management of promoting agricultural exports, methodology of impruving the production

tehnology, financial management, business administration. She has rich experiences in cooperation

with entrepreneurs, especially trying to build links between the faculty and several enterprises.

The teachers from AGEPI Ion TIGANAS is Deputy Director General of the AGEPI. Mr. Tiganas is Doctor in law with a vast expertise in intellectual property field. He is lecture of intellectual property law in the University of State and University of Sports of the Republic of Moldova. He is teaching IP law within the specialised certified IP courses; participate as an invited speaker to different training and education programs.

Iurie BADAR is head of Economic Division of the State Agency on Intellectuala Property of the Republic of Moldova since 2001. He is Doctor in economy with a vast expertise in economic issues. Mr. Badar is author and co-author of about 50 science publications on economic reforms, privatization and economic development, including IP and innovation. He has been actively involved in the development of the National Intellectual Property Strategy and drafting of innovation strategy. Mr. Badar is lecture of economy and invited speaker at different IP trainings events.

Andrei MOISEI is Head of the Legal Department of the AGEPI and is employed with AGEPI since 1993. He is responsible for the elaboration and monitoring the IP legal framework, ensures the proper implementation of the legislation. Mr. Moisei is teaching IP law within the specialised certified IP courses; participate as an invited speaker to different training and education programs. He is (co)author of a series of publications in IP law, including a “Practical Guide on intellectual property protection in the Republic of Moldova in the field of applied sciences”.

Petru GROSU is Head of Patent Examination Division of the AGEPI with more than 10 years’ experience in examination patent applications and education in the field of patent protection. Mr. Grosu is teaching the “Protection of invention” module within the AGEPI training course “Counsellor in Intellectual Property” delivered by AGEPI and has been involved in several other projects involving teaching and presentation of patent protection system (both nationally and internationally). He is also responsible for elaboration of proposals for law amendments in the field of patents, development of methodological materials and guidelines in the field.

The teacher from USARB: Mariana SPATARI (PhD, lect. super.) is PhD in Law, full senior lecturer at Alecu Russo Balti State University, Moldova, Department of Law, Faculty of Law and Social Sciences. Her teaching activities at home university are focused on copyright and related rights, intellectual property right. Her main research areas are: the correlation between noncriminal and criminal norms in the sphere of intellectual property, the role of the state in the legal protection of copyright.

2.1.3. Data Processing

The responsible partners: IST + USM

The teacher from TUKE Helena Maria G. Ramos is Associate Professor in Instituto Superior Técnico,

Universidade de Lisboa, Portugal, where she is a member of the teaching staff since 1980. She is a

Senior Researcher at Instituto de Telecomunicações (IT). Her main lines of research include non

destructive testing of conductive materials, PC based instrumentation, transducers, measurement

interfaces, ADC testing and ferromagnetic materials modelling. She was and still is involved in many

research, national and international, projects in these areas. She is author or co-author of 3 book

chapters, 40 scientific papers in international journals and more than 150 conference proceeding

papers. She supervised 3 PhD thesis already concluded, more than 40 Master thesis and internship

supervisions and participated in several national and international academic juries. She has been a

regular peer reviewer in international conferences and journals. She is “senior member“ at the

Institute of Electrical and Electronics Engineers (IEEE), Instrumentation and Measurement Society.

Presently, she is Vice-president of IST Scientific Board and as the most significant management

positions that she has already exercised one can refer Member of IST Board of Directors, Vice-

President of the Electrical and Computer Department, Director of IT and Member of the Scientific

Board of the Electrical and Computer Department. She acts regularly as an expert evaluator at FP6

and FP7 RTD Programmes from the European Commission. She is also a member of the evaluator’s

board of R&D projects requiring funding to the national Innovation Agency and of the Italian

Research Assessment Exercise.

Instituto Superior Técnico (IST) in 1974. Joined the Department of Electrical and Computer

Engineering (DEEC) in 1977. Received the PhD degree from IST in 1990. He is an Associate Professor

at IST/DEEC since 2000. He was coordinator of the DEEC Scientific Area of Applied Electromagnetism

in 1994-96 and Electronis in 2005-08 and Vice President for the Scientific Issues of the DEEC in 2011.

He is also researcher at the Instituto de Telecomunicações since 1991. From 1993 until 2006 he

coordinated the group of Optoelectronic Devices and since 2006 he works as a researcher in the

Instrumentation and Measurements group. He participated in several national and European

projects. He is the author of 83 papers in International Conferences and Scientific Journals.

Teacher from UniSannio: Angelo RIVIEZZO is a PhD, Assistant Professor at the University of Sannio,

The teacher from AITT: Igor PLĂMĂDEALĂ – is project manager at the Agency for Innovation and

Technology Transfer of Moldova were he is employed since January 2014. He holds a master's degree

in Administration, Finance and Control from the faculty of economics of the University of Padua in

Italy. His has extensive experience in quality management due to his activity at AITT, as quality

management represents a very important element of all Technology Transfer project funded by the

agency. He also has relevant experience with quality management in international projects as he is

WP leader for Quality Management in the Tempus TechNet project. His main activity is project

writing and management thus having thorough experience in QM related to this area.

The teacher from AITT: Veronica EȘANU – is leading specialist of the Infrastructure Development

Department within the Agency for Innovation and Technology Transfer of the Academy of Science of

Moldova since September 2012. Her main responsibilities at the agency are: monitoring the

performance indicators of STP, innovation incubators and of their residents; verification the quality

of infrastructure development projects, verification of financial reports, etc. In addition to this, she is

responsible for quality management within the Tempus project "Technological Transfer Network".

The responsible partners: TUM

The teacher from TUM: Stela GUVIR – MSc in English Language and Literature. Currently, she is also

the head of the VET Department at the National Agency for Quality Assurance in Proffessional

Education. Mrs. Guvir has 9 years of teaching experience at TUM. Courses taught: “English for

Mechanics”, “English for Business Studies”, and “English for Engineering”. She has been involved in

11 national and international projects as member of different task force missions, conducting

research, benchmark analyses, writing reports, translating and providing expertise in different areas,

such as academic autonomy, implementation of a sustainable e-learning system, development and

implementation of the quality management system at the university etc.

The teacher from USARB: Corneliu VRABIE (PhD, lect. super.) he has the PHD degree in law, full

university lecturer at Alecu Russo Balti State University, Moldova, Department of Law, The Faculty of

Law and Social Sciences. His teaching activities at home university are focused on qualified legal

assistance in civil matters, the rights of the consumers, the family, the fields of commercial,

contravention and penal matters. He is a scientific researcher in the Laboratory of Comparative

Private Law. He is the tutor and the adviser regarding the free legal aid within the University Legal

Clinic, supported by the American Lawyers’ Association.

3. Detailed calendar of lessons and activities

The detailed calendar of the lessons and activities required by deployment of developed master

course programme was produced by MD universities lead by USM with respect to Moldovan rules

and regulation as well as the habits and systems of educational process realisation in particular

universities. The calendar was also discussed and synchronised with teachers from EU partner

universities with the goal to synchronise their duties at home universities and one week teaching in

Moldova. Because of the limitation on the length of stay of EU teachers in Moldova for one week the

3 weeks block teaching for each module was implemented. It means that the EU teachers realise 14

hours contact teaching within their one week mobility at Moldovan partner university and the rest of

contact teaching - two weeks covering 21 contact hours - is realised by the selected teacher from MD

partner university.

4. Conclusions

Applying the strict and clearly defined criteria for TEMPUS TecTNet teacher selection allowed

building highly specialised teaching team ensuring high quality of education within the developed

study program. Although the teacher from EU countries have been involved only in the pilot run of

the developed master study program, the quality of selected teacher from Moldova ensures that the

quality of educational process will keep the quality standard also in the future when the program will

be realised only by the staff of Moldovan universities and agencies.
