Research Goal
● The research provides analysis of existing models for competence evaluation and suggests an approach to implement e-CF professional competence descriptions to academic competences evaluation for Software Engineering Master Program graduates (e-CF, 2016).

Competence Definition
● Competence is “demonstrated ability to apply knowledge, skills and attitudes for achieving observable results” (CWA 16234:2014).

Knowledge Definition
● Knowledge represents the “set of know-what” (e.g. programming languages, design tool) and can be described by operational descriptions.

Skills Definition
● Skill is the “ability to carry out managerial or technical tasks”.
● Managerial and technical skills are components of competences and specify some core abilities that form a competence.

Proficiency Definition
● “Proficiency” can be defined as a level of being capable or proficient in a specific knowledge, skill domain expertise or competence.
● Proficiency indicates a degree of mastery that allows an individual to function independently in the performance of a specific knowledge application, skill domain, expertise or competence .

Connection with European e-Competence Framework Project (e-CF)
● The European e-Competence Framework (e-CF) provides a reference of 40 competences as applied at the Information and Communication Technology (ICT) workplace, using a common language for competences, skills, knowledge and proficiency levels that can be understood across Europe.

e-CF goals
● The e-CF supports the definition of jobs, training courses, qualifications, career paths, formal and non-formal learning paths, certifications etc. in the ICT sector.
● In this way, local, national, European and global ICT vendor and user companies as well as qualification and certification providers have access to a shared reference.

European Qualifications Framework (EQF)
● The core of the EQF is its eight reference levels defined in terms of learning outcomes, i.e. knowledge, skills and competence.
● Learning outcomes express what individuals should know, understand and be able to do at the end of a learning process. Countries develop national qualifications frameworks (NQF) to implement the EQF.

Research Approach
● The set of templates for subject structure description from the point of Learning Outcome as well as a competence structure (Model for Implementation) were created.
● On this basis a Conceptual Model was developed.

The Final Goal
● To provide a common service for learning outcomes information exchange support, referring to a graduate’s knowledge, skills and competence upon completion of the Master of Science in Software Engineering Programs.
