A BRIEF PROFILE OF REGION 4• Region 4 is located in the South-Western portion of the

City of Tshwane Metropolitan Municipality (CTMM) area.• Borders on the City of Johannesburg, Ekurhuleni,

Madibeng and Mogale City.• Strategically located on major transportation routes (N1,

R21, N14 (R28), Gautrain, Two Military Airports (AFB Waterkloof & AFB Swartkop) and railway line parallel to R21.

• Region 4 falls within the Triangular Economic Core identified by the South African Government for Gauteng Province as the economic growth focus, with OR Tambo

International Airport on the eastern side and the City of Johannesburg on the southern side.

Strengths of Region 4:• The region enjoys excellent regional accessibility via the

N1, R28 and R21 linking it to the economic areas in the South.

• This region connects the City of Tshwane with Johannesburg and the Oliver Tambo International Airport.

• The region forms the Southern gateway of the City of Tshwane.

SWOT ANALYSIS OF REGION 4Strengths of Region 4: • The N1 development corridor/high technology belt is a

major development strip in South Africa.• The region is part of the Economic Core of Gauteng

Province.• There is a railway line passing through the eastern

portion of the region.• The Waterkloof Airport is a gateway for VIP travel.• The region accommodates well-developed, high quality

residential areas.

SWOT ANALYSIS OF REGION 4Strengths of Region 4• The region has access to private sector investment.• The Gautrain plus Centurion Gautrain Station Precinct

will unlock more economic opportunities.• The region is in close proximity to airports and coastal

transport routes.• The region enjoys high levels of visibility.• The region consists of comparatively low levels of

outstanding debt for Municipal Services and Assessment Rates.

SWOT ANALYSIS OF REGION 4Weaknesses:• The current structure is based on private vehicle

transport, with a very poor developed public transport system.

• The current railway infrastructure only serves the eastern part of the region although development is taking place towards the South and the West.

• The Western part of the region is not sufficiently served by bulk infrastructure although this is the general direction of development.

• Underlying dolomite dictates the intensity of development as well as typologies.

• Squatters, vagrancy and land invasion.• Water pollution in Kaalspruit catchment (Kaalspruit,

Hennopsriver, Ses Myl spruit, and Centurion Lake).

SWOT ANALYSIS OF REGION 4Opportunities:• The proposed development of a Gautrain Station

Corridor in the core has improved public transport opportunities in the region and will unlock further development opportunities.

• Potential corridor development along the R21 will create new opportunities.

• The development of the PWV 9 will complete the ring road system around the metro and greatly improve accessibility at a regional level.

services lacking behind accompanied by• Growing high levels of unemployment• Uncontrolled and uncoordinated development outside

the boundaries of the Municipality, placing pressure on the international movement system and engineering services of the region.

• Western growth could be threatening ecologically sensitive environments.

towards lower density development or alternative land uses.

• Underlying of Provincial Roads lagging behind development growth.

• Upgrading of Local Roads, needed to facilitate economic growth.

• Squatting, vagrancy and land invasion (Mooiplaats).• Crime Rates (Wierda Brug Police Station has the highest

crime stats in the Province).

freedom becoming a reality for all residents of the City of Tshwane and the whole South African population.

• The most important question that has to be answered by this gathering is:

-What are your ideas about what we need to do to make

our economy grow faster and absorb more people into

the economic activities?

-Tshwane needs more job opportunities for all.

CONCLUSION

• We have to capitalize on the strengths and explore the opportunities that the region has in support of the realization of an Economic Freedom for all.

• In the same breath we have to address the ills, i.e. the weaknesses to increase the possibilities of adding more economic activities in the City of Tshwane and to

• Eliminate the threats to avoid hindrance of the goal of achieving the Economic dream, which is Economic Freedom for all.
