The meeting was called to order at 4:01 p.m.

ELECTION OF BOARD OF DIRECTORS CHAIR

The Administrator called three times for nominations for the office of Chair of the Board of Directors pursuant to the provisions of Section 792 of the Local Government Act.

Director Dirk nominated Director Nicol.

Director Macnabb nominated Director Cyr.

Board of Directors Minutes - Regular - 2 - December 5, 2012

Voting by secret ballot was conducted. Director Nicol was declared elected as Chair of the Board of Directors.

Director Nicol assumed the Chair.

ELECTION OF BOARD OF DIRECTORS VICE CHAIR

The Administrator called three times for nominations for the office of Vice Chair of the Board of Directors pursuant to the provisions of Section 792 of the Local Government Act.

Director Dirk nominated Director Fairbairn.

There being no other nominations, Director Fairbairn assumed the role of Vice Chair of the Board of Directors by acclamation.

Moved and seconded by Directors Fleming and Cyr That the ballots used in voting for Chair and Vice Chair for the Board of Directors, be destroyed.

STAFF RECOGNITIONS

Lisa Jantz, Receptionist I Clerk and Kelly Kirkland, Senior Clerk, for Engineering were acknowledged for their 5 years of service to the Regional District of North Okanagan.

NEW BUSINESS

Bylaw 2548 - Electoral Area "F" Official Community Plan Amendment Bylaw 2549 - Rezoning WATSON, Joanne and Roderick clo Brian Monaghan [File No. 11 -0692-F-OR]

Moved and seconded by Directors Pearase and Fairbairn The following recommendations were passed as follows:

That Electoral Area "F" Official Community Plan Amendment Bylaw No. 2548, 2012 which proposes to amend the land use designation of the property legally described Lot 1, Sec 27, Twp 18, R9, W6M, KDYD, Plan 30041 and located at 52 Twin Lakes Road, Electoral Area "F" from Country Residential to Small Holding be given Second Reading and referred to Public Hearing.

And,

That Rezoning Bylaw No. 2549, 2012 which proposes to rezone the property legally described as Lot 1, Sec 27, Twp 18, R9, W6M, KDYD, Plan 30041 and located at 52 Twin Lakes Road, Electoral Area "F" from the Country Residential Zone (C.R) to the Small Holding Zone (S.H) be given First and Second Reading and referred to Public Hearing.

Development Permit with Variance Application LOLAND, Mark and Darlene [File No. 12-0432-CSS-DP I 12-0428-CSS-DVP]

Moved and seconded by Directors Macnabb and Fairbairn That a Development Permit with Variance be issued for the property legally described as Strata Lot G, DL 1355, ODYD, Strata Plan KAS1259, Together with an Interest in the Common Property in Proportion to the Unit Entitlement of the Strata Lot as Shown on Form 1 and located at 129 Silver Lode Lane, Electoral Area "C" to allow a variance to Section 501.15.b of the Silver Star Zoning Bylaw No. 1926, 2004 by reducing the side yard building setback requirement from 3.0 metres to 1.45 metres subject to the following:

1. the dimensions and siting of the building on the land be in general accordance with the site plan attached to the report from the Planning Department dated November 14,2012;

2. the exterior design and finish of the building on the land be in general accordance with the building elevations and colour scheme attached to the report from the Planning Department dated November 14, 2012.

North Okanagan and UBCO Connector Transit Service

Moved and seconded by Directors Sawatzky and Cunningham That a phased in approach for additional UBCe services be adopted; and further, That the first phase would be to adopt option one from the BC Transit letter dated November 7, 2012, including summer service adjustments; and further, That the results of these initiatives, and the approved trip time changes be reviewed in May 2013; and further, That staff be directed to assess the effects of these service changes and report back with further recommendations for service enhancements.

Moved and seconded by Directors Foisy and Fairbairn That pursuant to Section 8 of Advisory Planning Commission Bylaw No. 1748, 2002, the following person be reappointed to the Electoral Area "E" Advisory Planning Commission for a two year term to expire on December 31 , 2014:

Memorandum of Understanding for the Establishment of a Sub-Regional Parks Service

Moved and seconded by Directors Macnabb and Sawatzky That the Memorandum of Understanding for the Establishment of a Sub-Regional Parks Service, which was signed by the Greater Vernon Parks, Recreation and Culture Service Review Committee on November 21 , 2012 be ratified .

Vernon Recreation Complex Boiler and Hot Water Tank Replacement

CARRIED

That staff be directed to undertake the replacement of the boiler and hot water tank at the Vernon Recreation Complex at an estimated cost of $64,000; and further, That the Financial Plan be amended to include this expenditure with the funding to be drawn from operating reserves.

2013 Community Sports Facility Referendum

Moved and seconded by Directors Dirk and Sawatzky The following recommendations were passed as follows:

CARRIED

That the April 6, 2013 referendum ballot only include the question of borrowing for the Community Sports Facility.

And ,

That staff be directed to examine the estimated costs of the Community Sports Facility and bring back lower cost options for the Community Sports Facility such that:

• These options meet all the requirements of the property lease agreement with Okanagan College,

• The options may include removing items, reducing the scale of items, or phasing in at a later date any of the proposed facility items not included in the property lease agreement with Okanagan College,

• Staff include in this exercise, negotiations on requirements for offsite works with the District of Coldstream to reduce costs,

• Staff investigate the costs of other similar facilities at UBCO in Kelowna and Thompson River University in Kamloops as part of this exercise.

And further, That the information and options from this exercise be brought back to the Greater Vernon Advisory Committee for decision regarding the borrowing amount for the April 6, 2013 Community Sports Facility Referendum.

Moved and seconded by Directors Dirk and Sawatzky That suitable locations for the Vernon Public Art Gallery and Greater Vernon Museum and Archives be determined by the City of Vernon; and further, That locations for the Vernon Public Art Gallery and Greater Vernon Museum and Archives be reviewed by the Greater Vernon Advisory Committee once the Memorandum of Understanding for the North Okanagan Arts Culture and Youth Service has been signed; and further, That upon signing of the Memorandum of Understanding for the North Okanagan Arts Culture and Youth (NOACY) Service, a plan be developed by the partners of the NOACY Service to address the future goals of the Vernon Public Art Gallery and Greater Vernon Museum and Archives.
