To strengthen the Lebanese German business relations, the LGBC was founded in 1997 by a group of Lebanese and German businessmen and supported by the German Embassy in Lebanon to become a forum allowing the members to actively work and lobby for a better business environment.

The Council closely cooperating with German officials and institutions is a non-governmental and non profit-seeking institution.

Every two years a new Board is elected by the General Assembly, consisting of about 200 members.

Dear Readers,

Lebanon, as commonly known, is such a small country, that it is hardly seen on the world map when you try to look it up.

But, Lebanon is a big and a proud country due to it’s human resources, who are cultivated, hard workers and smart people, to their personal achievement and their success stories in different fields (cultural, arts, entreprenial, engineering, banking, financial, medical, educational and telecommunication) of the Lebanese national all over the five Continents.

After being re-elected for a new term as President of the LGBC, I will still urge my fellow compatriots to be courageous enough and self confident to approach the German market and try to adjust the balance of exchange between our countries. The Lebanese German Business Council can develop and grow through its Board and Members and its network locally and abroad, by identifying projects and activities and get better approach in both Lebanon and Germany markets and business environments.

The economic department in the German Embassy promotes trade and commercial relations between Germany and Lebanon.

In this regard, it interacts closely with the Lebanese-German Business Council and supports German companies in searching for investment and trade opportunities in Lebanon, the surrounding countries and MENA region.

The economic department observes and reports on the local economic developments to the Federal

Government and co-ordinates German experts of development aid. Earmarking and funding small grants projects belong also to the responsibilities of the economic department.

LGBC has put in place a platform for the reconstruction of Syria with the close collaboration of:

ING-BW (Baden – Wurttemberg Chamber of Engineers) and ESCWA.

Despite its relatively small size, Lebanon offers interesting business opportunities for German companies. While only a small number of firms such as Lufthansa and Commerzbank have their own branches in Beirut, there are more than 600 Enterprises representing companies like Mercedes, Audi, VW, BMW, Bosch and Siemens, as well as many others small- and medium-sized companies from various German federal states and various fields. Most of these agents have joined forces to form the Lebanese German Business Council.

At present, there is no German chamber of commerce in Lebanon.One of the main targets of LGBC is to establish the Lebanese-German Chamber of Commerce.In addition, German companies regularly participate in calls for tenders

Relations between Germany and Lebanon have traditionally been friendly. Germany is held in high regard in Lebanon for the assistance it has provided to help deal with the flood of refugees from Syria.

With the international Conference on the Syrian Refugee Situation – Supporting Stability in the Region, which was held on 28 October 2014 at the Federal Foreign Office in Berlin, the Federal Government laid important groundwork for increasing support to Syria’s neighbours. At the conference, which was co-hosted by Federal Foreign Minister Steinmeier and Federal Development Minister Müller, Lebanon’s Prime Minister Tammam Salam and Foreign Minister Gebran Bassil drew particular attention to the burden being placed on Lebanese hosting communities.

The United Nations Regional Refugee and Resilience Plan 2015-2016 is implementing the principal, developed at the Berlin conference, of combining plannable humanitarian assistance with increased development cooperation. Germany – along with the United Kingdom, Norway and Kuwait – have being co-hosting the conference Supporting Syria and the Region on 4 February 2016 in London, which focuses on providing assistance to Syria’s neighbours.

During a trip to Lebanon in March 2015, Federal Development Minister Gerd Müller pledged a further increase in financial support. Federal Defense Minister von der Leyen paid a visit to the German UNIFIL contingent in April 2014. and various fields. Most of these agents have joined forces to form the Lebanese German Business Council.

assistance in the areas of education, vocational training and water supply. In 2014, Germany provided EUR 34 million just to enable the children of Syrian refugees to attend primary school.

The 1,600 Lebanese refugee-hosting communities are also benefiting from special measures, such as the expansion of sanitation infrastructure or the rehabilitation of schools, to ease their burden.

In the years before 2006, Germany also made available to Lebanon, as part of bilateral development cooperation, a total of some EUR 42.3 million in Financial Cooperation, in the form of low-interest loans, and some EUR 155 million in Technical Cooperation.

Germany resumed its development cooperation with Lebanon after the war in July 2006 and the destruction of the Palestinian refugee camp Nahr al-Bared during the fighting in summer 2007.

Aggregate bilateral German development cooperation with Lebanon for the period 2006-2009 totals EUR 85.2 million.

Information about current public calls for tenders is available on the websites of the Lebanese authorities. If drilling licenses were to be issued for exploration of suspected gas and oil resources off the Lebanese coast, this could open up further business opportunities for German companies.Lebanon records a marked deficit in its trade with Germany. In 2014, it imported from Germany goods worth EUR 781.6 million, mainly motor vehicles and vehicle parts, machinery, pharmaceutical and chemical products and data processing equipment. By contrast, Lebanon exported to Germany goods worth EUR 44.6 million, principally raw materials (processed gems), measuring and control technology, iron and steel, textiles, foodstuffs and animal feed.

A bilateral investment protection agreement was signed in 1999. There are, however, hardly any German direct investments in Lebanon.

At present, there is no double taxation agreement between the two countries.

Development cooperation, humanitarian assistance and crisis preventionSince the outbreak of the conflict in neighbouring Syria, Lebanon with its population of approximately four million has absorbed around 1.1 million refugees from Syria. Germany is funding the provision of supplies to refugees through UN agencies and other organizations operating in Lebanon. In 2015 alone, the Federal Government made available EUR 160 million to help Lebanon deal with the consequences of the Syrian crisis.

Priority areas of German support include health care and education. The Federal Foreign Office and the Federal Ministry are making the funding available for Economic Cooperation and Development.

In view of the large numbers of refugees in Lebanon, the Federal Government is resuming bilateral development cooperation. The focus will be on measures to provide refugees and the communities hosting them with

In recent years, several projects have been supported from the Federal Foreign Office’s crisis prevention funds, including vocational training for young Palestinians in the Nahr al-Bared refugee camp (cooperation with UNRWA and Mercy Corps), the reconstruction of Lebanon’s coastal radar system as well as the necessary training measures for the Lebanese Navy, measures to secure and modernize the border with Syria, support for the National Dialogue in Lebanon and financial support for the international Special Tribunal for Lebanon. The Federal Foreign Office also supports the long-term resolution of political and religious conflicts in Lebanon.

Cultural relations between Lebanon and Germany have traditionally been close and wide-ranging. Priority areas are the preservation of cultural heritage and archaeological work at Baalbek, Anjar, Tell el-Burak and Kamid el-Loz.

In 2010, the two Lebanese schools offering enhanced German instruction launched exchange programs with German schools. Exchange programs are also being increasingly instituted between German and Lebanese universities. The Lebanese Cabinet approved a bilateral cultural cooperation agreement in June 2010. The following German cultural institutions and German-related private initiatives are active in Lebanon: • The Goethe Institute in Beirut with a branch office in Tripoli (German

Dialogue Point).• The Orient Institute of the

Foundation for German Humanities Institutes Abroad (DGIA).

• The German Academic Exchange Service (DAAD), which provides two lecturers who offer advisory services to all Lebanese students and universities.

• Documentation center of the German Archaeological Institute in Baalbek.

• The German-language Protestant parish in Beirut.

• The German School (with integrated kindergarten) in Beirut/Doha offering enhanced German language teaching.

• The German School (with integrated kindergarten) in Jounieh offering enhanced German-language teaching.

• Offices of the Konrad Adenauer Foundation, the Friedrich Ebert Foundation and the Heinrich Böll Foundation.

• The Johann Ludwig Schneller Institute in Khirbet Khanafar (Bekaa Valley), supported by the Association of Churches and Missions in South-Western Germany, also offering vocational and technical education, and the New Apostolic Church in Sin el-Fil, Beirut.

• The Association of German-Speaking Women in Lebanon.• The German-Lebanese Association for the Promotion of Culture (ALAC), Jounieh.• The German-Lebanese Intercultural
