This is to confirm that Mr. Michael Swain was employed by the Georgia Professional Standards Commission from xxx through June 30, 2014 in the role of Project Manager. Mr. Swain's position was time-limited and funded by a Race to the Top grant awarded to the State of Georgia by the United States Department of Education .
Mr. Swain introduced and/or led the creation of several instruments that were critical in the early successes ofthe software development team:
• IT Development Workflow
A detailed workflow to guide all steps from gathering requirements through deployment.
• IT Project Scope & Requirements Template
A Word template with all required elements to be used in gathering requirements.
• Style Guide
A guide to web-site style.
• In-flight Project Status Summary Worksheet
A detailed worksheet with all projects and resource demands organized by categories, updated at least weekly. This instrument usually formed the basis for staff meetings
Mr. Swain organized and assisted in interviewing, selecting, and on-boarding of contracted staff, participated in project initiation, requirements gathering, testing, and monitoring of progress through deployment. He provided feedback to contract staff regarding their performance. He helped provide a "team" atmosphere amongst the contractors.
The Georgia Professional Standards IT division has produced many products through the
funding provided by the Race to the Top grant. As a result, the State of Georgia and the Georgia
Professional Standards in particular are perceived as leaders in the nation in several areas of
importance to improving public education in the United States. Mr. Swain has played a key role
in that work.
