The effects of severe weather are felt every year bymany Americans. To obtain critical weather information,NOAA's National Weather Service (NWS), part of the U.S.Department of Commerce, established SKYWARN® withpartner organizations. SKYWARN® is a volunteerprogram with between 350,000 and 400,000 trainedsevere weather spotters. These volunteers help keeptheir local communities safe by providing timely andaccurate reports of severe weather to the NationalWeather Service.

CERT educates individuals about disaster preparednessfor hazards that may impact their area and trains themin basic disaster response skills, such as fire safety, lightsearch and rescue, team organization, and disastermedical operations. Digital Mobile Radio (DMR) was developed by the EuropeanTelecommunications Standards Institute (ETSI) and is used worldwideby professional mobile radio users. [http://www.dmrassociation.org]

DMR is divided into three tiers. Tier I is a single channel specificationoriginally for the European unlicensed dPMR446 service. It is a singlechannel FDMA 6.25 kHz bandwidth; the standard supports peer-to-peer(mode 1), repeater (mode 2) and linked repeater (mode 3) configurations.The use of the Tier I standard has been expanded into radios for use inother than the unlicensed dPMR446 service.
