RMS requires the developer to consider and address the traffic implications associated with vehicles turning right exiting and entering the shopping complex onto Appin Road from both existing accesses. A concept plan to support the proposed arrangements on Appin Road, at and in the vicinity of, Macquariedale Road needs to be provided. This plan needs to include identification of pedestrian and public transport infrastructure.” A concept layout plan (GTA Drawing No. 14S1076000-01-01 to 04-P3) was prepared by GTA and submitted to RMS on 6 March 2014. This plan is included as Attachment 1, along with the associated swept path analysis undertaken to inform the design, illustrating the following: a 12.5m HRV vehicle can undertake each available turning movement at the intersection a 99 th percentile car turning right from the shopping centre onto Appin Road eastbound and westbound 99 th percentile cars can pass another 99 th percentile car ‘propped’ to turn right from Macquariedale Road into the shopping centre. “RMS requires traffic analysis of Appin Road and King Street West temporary intersection identifying appropriate upgrades/treatments to cater for development traffic. RESPONSE TO RMS INFORMATION REQUEST

Further to the email from Gerry Beasley (dated 10 March) the following sets out a response to the

remaining information requests set out in the RMS letter (dated 21 February 2014) pursuant to the

The temporary King Street West approach will provide vehicle access for approximately 20

movements per dwelling) indicates a peak hour traffic generation of 16 movements. This level of

additional traffic activity could be accommodated by single approach and departure lanes on

King Street West with no formal turn facilities on Appin Road.

By comparison, King Street East currently carries up to 27 vehicle movements in a peak hour and

is configured with single approach and departure lanes with no formal turn facilities provided on

Appin Road and was observed to operate well during peak periods.

A SIDRA INTERSECTION assessment indicates that the intersection would be expected to operate

with a satisfactory level of service. The full results are included as Attachment 4.

A concept layout plan of the proposed Appin Road/ King Street intersection is included as

Attachment 2 (GTA Drawing No. 14S1076000-02-01-P2).

“RMS details of the road reserve width proposed to allow for a future 4-way connection at Appin

Road and Church Street. A concept design is required to determine suitability of the proposed

road reserve.”

No changes to the Appin Road / Church Street intersection are proposed as part of this Planning

Proposal. A future western connection to the existing configuration could be provided as part of

any future rezoning to the south of the site.

The future control and layout of this intersection would be determined as part of any future

Planning Proposal for the lands to the south of the site and as such, has not been determined at

this stage.

Notwithstanding, an indicative concept sketch (GTA Drawing No. 14S1076000-02-02-P2) has been

prepared to illustrate that a new western approach to the existing intersection could be

provided, albeit slightly off-centre from the Church Street approach. The western approach

would be accommodated within the subject site lands (including those to the south). The full

frontage of the subject site at Church Street would form part of the future road reserve, with the

majority of the intersection at Appin road located on the land to the south.

“RMS notes the traffic analysis does not consider the intersection of Appin Road and the access to

the future ‘North Appin’ subdivision. This has been proposed to cater for part of the traffic

generation from the northern subdivision. RMS requires the ‘North Appin’ subdivision connection

to Appin Road be analysed with the traffic generation from the proposed northern subdivision to

determine the suitability of the existing junction.”

The MWT Report ‘Residential Development at Appin’ dated August 2006 assessed the transport

impact of the future ‘North Appin’ subdivision. In regards to the future operation of the site

access to Appin Road, the report stated the following:

“SIDRA analysis was conducted to examine operation of the proposed access intersection under

the forecast traffic flows. The analysis was done for a notional future year of 2016 for which long

term traffic growth on Appin Road was assumed.

The analysis found that the access intersection would operate satisfactorily at Level of Service A

during both morning and evening peak periods. This means that it would have a significant

amount of spare capacity.”

Application of the RMS traffic generation rates to the approximate 42 lots accessed via the

‘North Appin’ subdivision indicates that the site would generate an additional 33 peak hour

movements to the intersection. An updated SIDRA INTERSECTION assessment of the intersection

to Appin Road indicates that it is expected to continue to operate at a Level of Service A during

the morning and evening peak hours. As such, the proposed site access roundabout to Appin

Road will satisfactorily accommodate the additional traffic generated by the site.

The results of the updated SIDRA INTERSECTION assessment are included as Attachment C.
