RE: 4N Stockbrands GRN Pre-tapped Connector DN 150 x four 20mm offtakes 1. Introduction This paper seeks 12 month interim approval for the use of 4N Stockbrands ‘Supertaps’ GRN Pre-tapped Connector of size DN 150 with 4 x 20mm offtakes’ on water pipelines within City West Water’s (CWW) licensed area. 2. Background CWW Pressure Pipeline Systems Products Catalogue includes 4N Stockbrands ‘Supertaps’ GRN Pre-tap Connector of size DN 100 with 4 x 20mm offtakes. The 4N blue for potable water and 4N purple for recycled water. 3. Scope of the Appraisal The scope of this appraisal is to include DN 150 GRN pre-tap connector with four 20mm offtakes. 4. Company Information Founded in 1963, the Stockbrands Company commenced as a foundry primarily manufacturing items for the stock identification industry. In 1968 the company started casting bronze fittings for the mains water supply. In most recent years, with practical advice and assistance from the local water and gas Authorities, the Company has developed a range of moulded plastic fittings for water and gas reticulation. The GRN pre-tapped connector is one of such products. Stockbrands is an AS/NZS ISO 9001:2008 quality certified company (Certificate No AUS 0900038) by Bureau Veritas Australia Pty. Ltd. (BVQi) for the Procurement, Manufacture and Supply of Pipeline Fittings for Gas and Water Distribution. Stockbrands Co’s manufacturing company Ace Plastics is also an AS/NZS ISO 9001:2008 quality certified company (certificate No AUS 0900037) by Bureau Veritas Australia Pty. Ltd. (BVQi) for the Procurement, Design, Development and Supply of Pipeline Fittings for Gas and Water Distribution.

5. Product Information 4N Stockbrands ‘Supertaps’ GRN pre-tapped connectors are manufactured in compliance with AS/NZS 1477:2006 PVC pipes and fittings for pressure applications. The ‘Supertaps Pre-Tapped Connector’ is injection moulded from 50% Glass Reinforced Nylon (GRN) and consists of a double socketed coupling with four standard 20mm offtakes. Each female threaded offtake boss is supported by a 316 Stainless Steel reinforcing ring. The threads are RC (tapered) tapping outlet threads to AS 1722:1992 Pipe threads of Whitworth form - Fastening pipe threads which should only be used with RC (tapered) male thread. The socket of the fittings have a 3 degree defection at each end, the seals are Vinyl Rubber (Ex Vindex supplied by Gulf Rubber) The Supertaps connector comes in DN 100 and DN 150 with four 20mm RC tapped holes (default design) separated by 150 degree to accommodate four service connectors, two each side of the main. The ‘Supertaps’ connector can be used with only AS/NZS 1477:2006 Series 2 PVC pipe and not recommended for use on any other material especially ductile iron. Figure 2 shows 4N Stockbrands ‘Supertaps’ GRN pre-tapped connector in blue and purple colours for use on potable and recycled water pipelines respectively.

b) Avoids the need for future disturbances of the main and its environment therefore eliminating the risk of pipeline damage.

c) Avoids inefficient and costly excavation of pipeline to connect household services after installation

d) Avoids the undesirable practice of drilling holes in new pipes. Pre-tapped outlets eliminate the need for drilling and tapping on site.

e) This fitting has no components that are subject to corrosion.

f) No nuts and bolts to slow down construction

g) Single outlet or four outlet options. Unused outlets are fitted with removable DR brass plugs to allow use of 1, 2, 3 or 4 ports

5.2. Material 5.2.1 Body The 50% GRN material used by Stockbrands is CAPRON® 8235G being a 50% glass reinforced nylon 6 injection moulding compound described as offering excellent strength, stiffness and dimensional stability with excellent resistance to creep under load. The material ‘Nylon 6’ is supplied by Honeywell USA. 5.2.2 Rubber seal The rubber seal is supplied by Gulf Rubber as per AS 1646:2007 Elastomeric seals for waterworks purposes and in compliance to AS/NZS 4020:2005 Testing of products for use in contact with drinking water. 5.2.3 Threaded outlet Supertaps is supplied with RC (Tapered) threads. RP (Parallel) threads are optional by request. Stockbrands stipulate that only similar (tapered) male threads should be inserted. Stockbrands advise that the RC threaded offtake will accept considerable overtightening when a RC tapered threaded male fitting is installed. However, a tapered male thread fitted to a parallel threaded outlet is not tolerant of overtightening. 6. Fitting Instructions, Training and Installation The ‘Supertaps’ pre-tapped connector is supplied in individual plastic bags with fitting instructions and other company data printed on the outside. Stockbrands advise that with the seals and pipe lubricated, the coupling can normally be pushed onto the pipe by hand but may require some force from a pinch bar/crow bar to initially compress the lip seal. Once on, the fitting can be easily moved by hand rotating the coupling slightly as it is pushed. Fitting Instructions’ are printed on the outside of the plastic packaging as shown in Appendix B. A label placed on the right hand side of the fitting instructions outside of the packaging, listing product code, product size and off take size, pipe type suitability, Standards and bar code.

7. Product Marking The ‘Supertaps’ pre-tapped connector has moulded marking as follows:

§ Colour – Blue (darker than PVC pipe)

§ The mark 4N contained in an elliptical ring

§ The name ‘Supertaps’

§ S2 PVC 100 or 150 PN 16

§ PA – (body material – glass reinforced nylon)

§ The manufacturers moulding date/batch mark. 8. Packaging and Delivery Supertaps pre-tapped connectors are supplied in clear sealed plastic bags. The DN 100 pre-taps are packed in bags of 5 and the DN 150 pre-taps are packed in bags of 4. Promains is the Victorian distributor.

9. Product Warranty The products are covered by the normal commercial and legal requirements of The Trade Practices Act 1974, which covers manufacture to the relevant Standard. 10. Life Expectancy Based on the information available and the successful performance under the nominated test regime this product has been rated ‘B’ – Life expectancy in excess of 50 years before major rehabilitation. This rating is only a general guide to life expectancy which may increase or decrease as a result of the pipe condition, system operating conditions, operating environment and other geographical and site-specific factors. 11. Product Assessment 4N Stockbrands ‘Supertaps’ GRN Pre-Tapped Connectors have been assessed for conformance with CWW product acceptance criteria and WSAA Product Specification WSA PS 211 and recommended as ‘fit-for-purpose’ products for use with nominated Series 2 PVC-U AS/NZS 1477:2006 reticulation water mains. Refer to Appendix A for WSAA Product Specification WSA PS 211 Polyvinylchloride – unplasticised (PVC-U) Pressure pipe for water supply and sewerage.

12. Recommendation It is recommended that TAG grants a 12 month interim approval to 4N Stockbrands ‘Supertaps’ GRN Pre-tapped Connectors of size DN 150 with 20mm offtake for water supply applications within CWW’s licensed area. CWW will consider issuing a full approval to this product after receiving the 3rd party product certification to AS/NZS 1477:2006 PVC pipes and fittings for pressure applications. Stockbrands Co. is unable to provide a copy of their old AS/NZS 1477 (WaterMark Level 1) product certification obtained in year October 2000 (although it is expired) as they only keep records for 7-8 years, before have the documents disposed off. Stockbrands is in the process of obtaining 3rd Party Certification Level 5 through ‘Australian Certification Services’ by submitting PTL (Plumbing Testing Laboratory) test report for the assessment. Refer to Appendix C for the PTL test report demonstrating all tests in compliance with AS/NZS 1477:2006. DN 150 with 4 x 20mm offtakes ‘Supertaps’ GRN Pre-tapped Connectors will be included (shaded in grey) in the Pressure Pipeline Systems Products Catalogue as shown in Appendix D.
