Deriving from the premise that seduction might be in many ways preferable to intimidation, soft power “arises from the attractiveness of a country's culture, political ideals, and policies. When our policies are seen as
legitimate in the eyes of others, our soft power is enhanced.”2 Instead of (or, in addition to) the traditional reliance on military might and economic clout, soft power lies in the capacity to beguile and persuade. It includes propaganda, but is appreciably broader than a mere public relations campaign or an appeal to ephemeral popularity. Accordingly, it constitutes very real power – an ability to gain objectives.
The Russian Federation may seem a prima facie unlikely candidate for a state longing to wield soft power, but recent years have seen Moscow’s cautious efforts to engage in alternative strategies so as to augment its credibility allure globally. For instance, some yeras ago Russia Today was launched as an international multilingual television channel, whilst the country is also scheduled to host the 2014 Winter Olympics and the 2018 FIFA World Cup.
In spite of its reputation for lessthandelicate conduct on the international stage (typically hyperbolised in the blundering bear caricature), during the 20th century Russia has not been entirely devoid of the power of attraction. The Soviet Union’s uncompromising resistance to Hitler was very effective in appealing to the sympathies of many in Europe after the Second World War. In response to the horrible realities of extermination and widespread devastation, the ideal of pursuing a model society based on altruism and the common good emerged in the eyes of the underprivileged around the globe as an entirely sensible aspiration. Nevertheless, a closed, sclerotic system and the dearth of popular culture impeded the ability of the USSR to compete with the US in terms of sheer appeal and turned out to be a decisive and often overlooked factor in the eventual outcome of the Cold War.
Admittedly, Russia’s present chances of exerting soft power towards the West remain restricted. It is frequently a source of incredulity to me the extent that knowledgeable, internationally sophisticated and byandlarge wellintentioned

pundits in the UK are swayed by popular attentiongrabbers and impetuously lionise dubious causes. The vast divergence in appraisal of such affairs between the general public in the West and in Russia demonstrates the insurmountable gap that Moscow’s soft power exertions have yet to bridge in order to amplify its influence in western countries.
Several years of life and work in Russia, advising government agencies and large corporations, have provided me with a modicum of perception of the likely soft power potential of such entities. If truth be told, few of them should be expecting any awards for the ‘attractiveness of their ideals and policies’ any time soon. On the other hand, one of the most compelling instruments of cultural impact is education – and tertiary education in particular.
I spent April 2012 giving daily lectures to the students of the Master in International Finance Law at MGIMO. This was a very worthwhile experience, which corroborated the importance of one of soft power’s core elements – the calm authority of higher learning. In its organisation and running, MGIMO, one of the top institutions in the country, has nothing to be envious of when compared to the world’s other topranked Universities. In what regards the students in my own class, I found the good ones amongst them as engaging, diligent and enthusiastic as any I might have come across in Cambridge. And their knowledge of the English language was often astonishing. As for the inevitably existing lessthangood students, it was quite obvious that their poorer performance was not attributable to some personal deficiency or shortcomings in the academic environment, but it was due to the very same cause that may generate lacklustre students in Cambridge, Yale, the Sorbonne or anywhere else: they were simply a trifle idle…
If we are to gauge soft power by the capability of enticement and an intrinsic acceptance of values, then it becomes quite obvious that Russia has significant catching up to do visàvis the West. People after all appear to have voted with their feet: in the last two decades millions of Russians have travelled, studied, visited and emigrated to Europe and North America, whilst equivalent numbers in the opposite direction remain negligible. Supporting and improving internationallevel university education in Russia is certainly one way to reverse this trend.

Исходя из соображения, что соблазнение во многих смыслах предпочтительнее запугивания, «мягкая сила» «возникает из привлекательности страны/культуры, политических идеалов и идей. Когда дру
гим наша политика видится закономерной, наша «мягкая сила» растет.”2 Вместо (или вместе с) традиционного обращения к военной мощи и экономическим полномочиям, «мягкая сила» состоит в способности обольщать и убеждать. Это включает и пропаганду, в то же время гораздо шире, чем просто PRкампания или эксплуатация эфемерной популярности. Таким образом, это вполне реальная сила – возможность достижения целей.
Российская Федерация, на первый взгляд, неявный пример страны, которая склонна прибегать к рычагам «мягкой силы», но в недавние годы Москва начала осторожно применять альтернативные стратегии, чтобы повысить к себе доверие во всем мире. Например, несколько лет назад был запущен международный мультиязычный телеканал Russia Today, а сейчас страна готовится к приему Зимних Олимпийских игр 2014 года в Сочи и Чемпионата мира FIFA в 2018 году.
Несмотря на свою репутацию далеко не изящного поведения на международной сцене (что лучше всего проявляется в карикатурном русском медведе), в течение 20 века Россия все же не была лишена привлекательности. Бескомпромиссное сопротивление СССР Гитлеру позволило получить симпатии многих стран в послевоенной Европе. На фоне жуткой реальности истребления и повсеместного разрушения, идеалы социальной модели, построенной на альтруизме, и общего блага виделось многим неимущим по всему миру как вполне здравое стремление. Однако закрытая, косная система и скудная популярная культура не позволили СССР соревноваться с США в привлекательности и в конечном итоге сыграли не последнюю, о чем нередко забывается, роль в исходе «холодной войны».
Надо признать, что в настоящее время ресурсы России по приложению «мягкой силы» в отношении Запада остаются очень ограниченными. Мне иногда кажется невероятным, насколько легко компетентные, всемирно
признанные и в целом доброжелательные эксперты в Великобритании поддаются влиянию выскочек и делают героев из фигурантов сомнительных дел. Большая разница в публичной оценке таких дел в России и на Западе демонстрирует, какой огромный разрыв Москве нужно преодолеть, чтобы расширить влияние своей «мягкой силы» в западных странах.
Я несколько лет жил и работал в России, консультируя государственные органы и крупные корпорации, и это дало мне понимание, насколько мизерна их «мягкая сила». Откровенно говоря, некоторые из них вряд ли могут ожидать признания «привлекательности своих идеалов и методов» в ближайшее время. С другой стороны, образование является одним из важнейших инструментов культурного влияния, и высшее образование особенно.
В апреле 2012 года я ежедневно читал лекции студентам магистерского отделения Кафедры Международного права МГИМО. Это был очень ценный опыт, который подтвердил важность одного из ключевых элементов «мягкой силы» – авторитета высшего образования. По своей организации и управлению, МГИМО, одному из лучших вузов страны, едва ли стоит в чемто завидовать лучшим университетам мира. Что касается студентов на моих лекциях, лучшие из них были такие же активные, прилежные и увлекающиеся, как мои студенты в Кэмбридже. А их владение английским языком просто потрясающее. Что касается менее успешных студентов, которые всегда есть в группе, было очевидно, что своими меньшими успехами они обязаны не личной неспособности или проблемам учебного заведения, а очень простой причине, общей для слабых студентов в Кэмбридже, Йеле, Сорбонне или гделибо еще: они просто немного ленились…
Если мы измеряем «мягкую силу» способностью привлекать и тем, насколько легко принимаются ценности страны, тогда совершенно очевидно, что России еще долго догонять Запад. В конце концов, люди голосуют ногами: за последние пару десятилетий миллионы россиян путешествовали, учились, посещали и даже эмигрировали в европейские страны и Северную Америку, тогда как поток людей в обратном направлении ничтожен. Эту тенденцию, безусловно, можно изменить путем поддержки высшего образования в России и повышения его международного уровня.

If you weren’t in London in the first half of August 2012, you missed a treat. London gave a party; the world turned up; and we all celebrated together. The xxxth Olympic Games of the modern era were a huge success. The sport was of a
very high level. The organisation was practically faultless. And the atmosphere of friendship of peoples from around the world was so strong you could almost touch it. Never before have so many smiles been seen on the streets of London!
This is not just sentimentality on my part. The spectacular opening ceremony – with Her Majesty the Queen meeting James Bond and apparently parachuting from a helicopter, and Mr Bean looking bored while he played one note in Vangelis’ iconic music to the film, Chariots of Fire – showed the world that this was going to be an event with humour: we British are good at laughing at ourselves and we don’t mind others joining in, too.
We also showed when it came to the sport that, yes, we’ll scream loudly and wave our flags to support Team GB; but we’ll also cheer and applaud the winners and losers from other countries, too. That might mean Usain Bolt confirming his place as the world’s fastest man; 15year old Ruta Meilutyte of Lithuania

overcome by emotion at winning the Women’s 100m Breaststroke; or Woojin Hwang of South Korea being thrown from his horse in the Modern Pentathlon, but climbing back on to finish the round, even though his chances of a medal were gone.
There was one night, not only of great emotion but also great hope for Great Britain. On the middle Saturday, Team GB won three Gold Medals in the Olympic Park in the space of 45 minutes: Jessica Ennis in the Heptathlon; Greg Rutherford in the Long Jump; and Mo Farah in the 10,000 metres
It was Mo Farah’s victory – and his repeat performance a week later in the 5,000m – which was the cause for particular hope. Here was a man who had been born in Somalia but brought up in Britain being cheered on by the whole nation. Few achievements can ever have done so much to improve race relations in our multiethnic and multicultural society. Marvellous.
These are my final notes as Executive Director of the RBCC. When I reached the fiveyear mark in July it struck me that perhaps a change would be good for me and good for the Chamber. I’ve had a fantastic time. I’ve met some very interesting people, many of whom have become good friends; I’ve been at the heart of the business relationship between the UK and Russia; and I’ve worked with excellent staff in RBCC itself. And, as the satirical journal, Private Eye, might put it:
So, farewell then, Stephen Dalziel.“Get networking!”That was your cry.You may be goneBut that message remains!Thank you all for your support over the past five years.

ни стали огромным успехом: спорт был на высочайшем уровне, организация почти безупречна. Атмосфера дружбы народов всего мира была почти осязаемой. Едва ли когда либо еще на улицах Лондона было столько улыбок!
Это не просто моя сентиментальность. Зрелищная церемония открытия, где Ее Величество Королева Елизавета II встречается с Джеймсом Бондом и прыгает с парашютом из вертолета, а мистер Бин со скучающим видом играет пару нот в эпохальной музыке Вангелиса к фильму «Огненные колесницы», показала всему миру, что это будет Олимпиада с юмором. Мы британцы умеем смеяться над собой и не против, когда это делают другие.
Мы также проявили себя и в спорте. Да мы громко кричали и размахивали флагами, поддерживая британскую команду, но мы также поддерживали победителей и проигравших других стран. Возможно, и это помогло Усэйну Болту подтвердить свой титул самого быстрого человека на планете, 15летней Руте Мейлутите из Литвы испытать эйфорию, выиграв женскую стометровку брасом, или Хвану Вуджину из Южной Кореи, которого сбросила лошадь в современном пятиборье, вскочить на ее вновь и закончить раунд, хотя его шансы на медаль уже были потеряны.
Был также вечер невероятных эмоций и надежд для Великобритании. В субботу команда выиграла три золотые медали в Олимпийском парке за 45 минут: Джессика Эннис в семиборье, Грег Рутерфорд в прыжках в длину и Мо Фара в забеге на 10, 000 метров.
Именно победа Мо Фара и его повторный триумф спустя неделю на дистанции 5,000 метров стали поводом для особой надежды. Этого человека родом из Сомали и выросшего в Великобритании приветствовала вся страна. Немногие достижения сделали так много для улучшения межрасовых отношений в нашем мультиэтническом и мультикультурном обществе. Замечательно!
Это мои последние заметки в качестве Исполнительного директора РБТП. В июле было 5 лет, как я работаю в РБТП, и тогда я подумал, что перемены нужны и мне и Палате. Это было прекрасное время, я узнал очень интересных людей, многие из которых стали хорошими друзьями. Я был в центре деловых отношений между Россией и Великобританией, и я работал с потрясающими сотрудниками самой Палаты. И, как бы написали в сатирическом журнале Private Eye:

“London is the capital of Great Britain, its political, economic, and commercial centre. It is one of the largest cities in the world…” Remember? Sure you do. These words are at the tip of the tongue of those
who studied English with the Soviet textbooks. The educational standard of a detailed learning of the UK capital, the British geography and culture has definitely contributed to the fact that this country is perceived in Russia as a role model, and example of respect for customs and traditions, of pedantry and diligence. What other possible explanation can there be for such a piety for a country, which historically hasn’t shown particular amiability?
According to the “Soft Power Index”, which is in focus in this issue, the UK is half as attractive as the US and it also lags behind France. However, judging by the number of Russians in this country going through a severe recession – on holiday or business, studying, working, it is still extremely attractive for absolutely different categories of Russians. Even the fact that the plots of most James Bond films, which have been so popular for 50 years

учил английский язык еще по советским учебникам. Образовательная традиция подробного изучения британской столицы, британской географии и культуры определенно внесла свой вклад в восприятие этой страны в России как образца для подражания, примера уважения обычаев, устоев, педантичности и организованности. Как иначе объяснить такой пиетет к стране, которая в исторической перспективе едва ли отличалась особым дружелюбием?
Согласно «Индексу мягкой силы», о котором идет речь в этом номере, притягательность Великобритании в два раза меньше США, уступает и Франции. Но судя по количеству русских в этой терпящей тяжелый экономический спад стране – будь то в туристической или деловой поездке, на учебе, на работе, она остается невероятно привлекательной для самых разных категорий граждан России. Даже то, что сюжеты большинства фильмов бондианы, которая уже 50 лет не теряет популярности, закручены вокруг советской/русской мафии, никого не смущает и не отпугивает. Скорее даже наоборот.
Россия в свою очередь (в отличие от СССР) так и не смогла до сих пор построить привлекательный национальный бренд при всех уникальных экономических условиях, казалось бы, сложившихся для этого в докризисное десятилетие. Из интервью Сэма Пака, соавтора

Russia in its turn (by contrast with the USSR) has never managed to build an appealing national brand although it seemed there were all the economic makings for that at the end of the past decade. The interview with Sam Park, a coauthor of the Index”, makes it clear that the first associations about Russia are not Chaykovsky or Dostoevsky, and not even Gazprom or Yandex, and its “soft power” spreads mostly on the postSoviet area. Nevertheless this does not stop the western business from investing heavily into it, and one can only imagine the kind of success which could be achieved if the national image had a revamp.
Fighting stereotypes about both countries, displaying the best practices and promoting successful business ventures and brands, which add to the build up of the national image and its people, makes part of the RBCC mission as well. And putting together the jubilee publication for the RBCC 95th anniversary in autumn 2011 made it clear that the RBCC itself is a strong brand with an almost centurylong history, which is deeply respected by the business circles in our countries.
Leaving the RBCC after five years of work I’m convinced that the magazine RBCC Bulletin is a modest yet integral part of this mission and this brand. I’m happy to have made my own input in its 93years long history telling you about the trends, prominent business people and success stories of the RussoBritish business, which, I’m sure, will multiply. And the great many of wonderful talented people who are turning the wheels of the bilateral business ties development in our countries and whom I had the honour to have met, are the best proof to that. Many thanks to all the RBCC members, its partners and friends, and goodbye!
«Индекса», очевидно, что страна ассоциируется в первую очередь далеко не с Чайковским и Достоевским, и даже не с «Газпромом» или «Яндексом», а ее «мягкая сила» распространяется в основном на постсоветское пространство. Тем не менее, все это не мешает западному бизнесу продолжать инвестировать сюда немалые средства, и можно только догадываться, каких успехов можно было бы добиться, поработав над имиджем.
Наверно, это частично и миссия РБТП – работать со стереотипами об обеих странах, рассказывать о лучших практиках и продвигать успешные компании и бренды, которые не в последнюю очередь помогают создать образ страны и ее народа. А подготовка юбилейной брошюры к 95му дню рождения Палаты осенью 2011 года явно показала, что сама РБТП – это сильный бренд почти вековой историей, который пользуется глубоким уважением деловых кругов наших стран.
Покидая Палату после 5 лет работы, я убеждена, что журнал RBCC Bulletin – скромная, но неотъемлемая часть этой миссии и этого бренда. Я очень рада, что внесла свою лепту в его 93летнюю историю, рассказывая вам о тенденциях, о ярких персоналиях и об историях успеха российскобританского бизнеса, которых, уверена, будет еще немало. А огромное количество талантливых людей, которые стоят у руля развития деловых отношений между нашими странами и с которыми мне довелось познакомиться, – лучшее тому свидетельство. Спасибо всем членам Палаты, ее друзьям и партнерам, и до свидания!

Antal Russia has published its annual “Job market overview and salary survey 20122013”. This year the survey was supported by RussoBritish Chamber of Commerce. The survey was presented in June 2012 simultaneously in Moscow and Almaty to Antal Russia and Antal Kazakhstan key customers. In Moscow it was held a presentation in the format of a talk show hosted by Michael Germershausen, Antal Russia managing director, and experts from companies such as Schneider Electric, Amway and Enter were invited to discuss the latest labour market trends. Pleasingly, the scale of our research is growing with over 4 300 middle and senior managers responding, an increase of 40% from 2011. The number of respondents in Kazakhstan is twoandahalf times larger. The study presents the main trends in the labor market (highlighting job search, career motivation, headcount changes, benefits and bonuses), as well as a comprehensive salary survey of key professional disciplines and industry sectors in both Russia and Kazakhstan. Representatives of such employers as Ferrero Russia, AgroTerra, Discovery Communications Russia, Amway, ThyssenKrupp Elevator, Tetra Pak Ltd Kazakhstan, Atlas Copco Central Asia, and PricewaterhouseCoopers Kazakhstan shared their vision of the main features of the modern labor market in Russia and Kazakhstan. Most employers in Russia do not expect rapid growth in the market over the coming year. Some are counting on a slow but steady growth, some are playing the waiting game and others are aiming to reduce costs. However, almost all refer to a lack of high profile professionals, a candidate’s market and rising salary expectations. The National Energy Company (National Energy, a limited liability company, a joint venture of Eastward Capital and National Consulting) has obtained permission for the construction of Nikolskoye, a new Class А logistics complex with a total area of 106,000 sq. m. Intensive works on the facility erection will commence as early as August 2012; putting the facility into operation is scheduled for September 2013. Two international consultants, Jones Lang LaSalle and Knight Frank, have been appointed coexclusive leasing agents. The Nikolskoye logistics complex is located on a plot of 20 ha., in the vicinity of Nikolskoye village, near Iksha, the urbanstyle settlement in the Dmitrov district of the Moscow region, 600 m from the А107 road (“Moscow Small Ring”). The plot has convenient transport links. The distance from the MRR is about 35 km; the distance from Leningradskoye Shosse (the main route for importing vehicles from Europe) is 17 km; to Dmitrovskoyoe Shosse is 7 km; to Rogachevskoye Shosse is 5 km. Additionally, the distance to a junction with the new Leningradskoye Shosse will be 14 km. In the near future, the transport importance of this plot will increase as the Central Ring Road (CRR) will go directly along its eastern frontier. Along the plot’s northern frontier, the existing Hyundai MOBIS logistics complex, with an area of nearly 40,000 sq. m, is located. The Nikolskoye LC project has been developed by Tebodin, a Dutch company specialising in designing logistics and industrial facilities. The facility will be equipped with uptodate firefighting, security, alarm and video surveillance systems, as well as with other modern engineering systems. The complex infrastructure will also include a parking lot for trucks and cars, with 120 and 160 parking spaces respectively.

In September 2012, the Vladimir Potanin Charity Foundation and the Russian International Olympic University (RIOU) will announce a special contest for applicants wishing to complete the Master of Sport Administration (MSA) educational programme. As a result of the competition, 20 future MSA students will be awarded by Vladimir Potanin’s grants to cover the cost of studies and accommodation. The integrated oneyear unique programme, designed to create a new generation of managers for the sports industry, will begin in autumn 2013 in the new RIOU Sochi campus. This announcement was made by Vladimir Potanin, President of the Interros Company, at the MSA RIOU educational programme presentation in London on 30 July 2012. “I believe that personal support is the most efficient approach to inspire the best students. Being a cofounder of the RIOU, I want the essentially new MSA programme of the Russian International Olympic University to attract the most

The 50metre, double ended car ferries will each be equipped with a pair of RollsRoyce Aquamaster US 105 CRP thrusters, which rotate through 360 degrees and are particularly suited to the quick turnround operations of these vessels. Graeme Fletcher, Technical Director at Western Ferries, said, "Previous experience of these thrusters has shown them to be unsurpassed in tractability and efficiency. They will provide our Skippers with outstanding control and manoeuvring characteristics that cannot be achieved by other designs. Today Volkov’s works form part of permanent displays at many prestigious museums

We should like to thank Tim very much for the fantastic contribution he has made over the past few years, notably recognised by a personal award from the Russian Foreign Minister, Sergei Lavrov, presented at this year’s RBCC Business
Forum in London. Our new Chairman, Roger Munnings, has a long and distinguished track record of doing business in Russia and we wish him all the very best in the post. We are sure that our staff and Members will give Roger great support.
Also as reported above, Stephen Dalziel is stepping down as Executive Director. As he put it, “I’ve had a fantastic five years running the Chamber; but feel that it’s time for a change for me and new blood to take RBCC to its 100th anniversary in 2016”. Stephen will be running his own consultancy and training company, DLC, under the
slogan, You have only one chance to make a first impression. This will involve preparing people to give presentations; media
training; and editing the language of websites and documents such as press releases. “It’s vital that companies and individuals present themselves in a positive light from the start”, says Stephen. “I’ve seen far too many poorlyworded websites and dull presentations, which don’t do justice to the company’s product. I want to help people and companies to realise their full potential.” At the time of writing, the selection process for Stephen’s successor is underway.
Another change is that this is the last edition of the Bulletin to be edited by Alexandra Kulikova. Alexandra has put in monumental efforts to maintain and improve what we modestly consider to be the best journal of its kind produced by a membership organisation. As Alexandra goes on to new pastures, everyone at RBCC would like to thank
her hugely for her tremendous efforts with the Bulletin and wish her all the very best for the future.

RBCCAnnualGeneralMeetingLondon. Earlier on the day of the Just Networking at Sobranie, the 96th Annual General Meeting (AGM) of the RBCC took place in the conference room at the RBCC offices. Some 30 members gathered to hear the Rt Hon Tim Eggar deliver his last annual report as RBCC Chairman. Tim had stepped down as Chairman at the Board Meeting which preceded the AGM. A vote of thanks was approved unanimously for all Tim’s work during his six years as Chairman. The Board had elected Roger Munnings CBE as Tim’s replacement. Roger is well known to many who do business in and with Russia. For 12 years he was the Head of KPMG’s Russian and CIS office; he is now a Board Member of Sistema and still regularly visits Russia.
Tim had let it be known in advance of the AGM that he was stepping down. But there was one surprise for those present: Tim announced that Stephen Dalziel had also decided to leave his post as Executive Director. Stephen was quick to point out that his decision had nothing to do with the appointment of the new Chairman! But after exactly five years in the post he had decided to pursue other interests; and he thought that it was probably also a good point for RBCC to have a change, too.

Около 30 членов Палаты собрались, чтобы услышать последний годовой доклад Тима Эггара в качестве Председателя Совета директоров РБТП. Тим сложил свои полномочия Председателя на Совете директоров, который предшествовал AGM. Собравшиеся единогласно выразили Тиму благодарность за 6 лет работы в этой должности. Совет директоров выбрал Роджера Маннингса преемником Тима на этом посту. Те, кто ведут бизнес с Россией и в России, хорошо знают Роджера. В течение 12 лет он возглавлял офис KPMG по России и СНГ. В настоящий момент он член Совета директоров АФК «Система» и регулярно бывает в России.
Тим заранее предупредил о своем уходе задолго до AGM, но был и один сюрприз для собравшихся: он сообщил о том, что Стивен также принял решение оставить свою должность Исполнительного директора Палаты. Стивен тут же подчеркнул, что его уход не имеет ничего общего с назначением нового Председателя Совета директоров! Но после пяти лет в должности он решил сменить сферу деятельности, а также перемены пойдут на пользу и самой Палате.

The document, which was signed in Geneva on December 16 2011 after 18 years of negotiations, makes Russia the global trade body’s 156th member. Russian President Vladimir Putin signed a federal law that authorises the protocol on July 21. The Economic Development Ministry said WTO membership will lower prices for both imported and domesticallyproduced goods. The World Bank calculates Russia's membership will boost GDP by 3.3% annually for the first three years, with that figure likely to increase later. Critics have claimed Russia’s WTO accession is detrimental to the country’s national sovereignty and security and could ruin entire sectors of the domestic economy such as agriculture and the motor industry. London business circles, however, welcomed Russia’s accession to the World Trade Club and said the move would help create an International Financial Centre in Moscow and liberalise Russia’s trade with other countries. “TheCityUK greatly welcomes Russian accession to the World Trade Organisation (WTO),” TheCityUK, an independent membership body of the UK financial services industry, said in a statement. “As part of its accession, Russia has initiated a number of measures designed to open up its economy, including tariff reductions on a range of industrial goods and measures to liberalise the Russian services sector, including phased liberalisation of the Russian financial and professional services sectors.” WTO rules will not apply to Russia’s trade relations with the United States, however, until the JacksonVanik amendment is repealed.

The Central Bank’s data differed slightly from the Federal Customs Service's sixmonth figures, in which Russia’s halfyear foreign trade surplus had grown 12% yearonyear to $115.9 billion. The Central Bank’s data suggest imports to Russia grew by 4.1% to $154.2 billion in January – June 2012, while exports from Russia rose by 6.7% to $263.4 billion. This meant an increase in the country’s foreign trade turnover by 5.7% to $417.6 billion. Customs data indicate imports into Russia grew by 3.6% to $145.4 billion in January – June 2012, while exports from Russia rose by 7.3% to $261.4 billion, increasing the country’s foreign trade turnover by 5.9% to $406.8 billion. Fuel and energy products accounted for 73.4% of Russia’s exports to countries other than former Soviet republics in January – June 2012, com
pared with 73.8% in the same period last year. Finally, fuel and energy exports to former Soviet republics edged up by 1.2 percentage points to 58% of overall exports to those countries.

OJSC Kamaz has drafted a project to set up a motor industry engineering centre for motor industry technology and structure modelling, the company said in a press release. Kamaz PR Director Oleg Afansyev did not tell Interfax how much it would cost to build the centre or who would fund it. All car and car parts manufacturers will be able to use the centre, he said. The centre will be located in Kazan and its testing ground will be based in Naberezhny Chelny, where the main part of the Kamaz production site is located. The centre will have an area of over 9,500m2, of which 6,500m2 will be the laboratory and research area. The remaining3,000m² will be offices. At least 450 people will be employed by the centre. At the testing ground the centre will carry out laboratory and road tests and research samples, including special vehicles for state structures. The centre will use computer technology for virtual design work. It will also be able to demonstrate technology to partners and clients. Kamaz will continue to work with its internal corporate research and development centre. The company needs the major engineering centre in Kazan to improve efficiency and expand existing capabilities. Kamaz is one of Russia's largest truck manufacturers. The majority shareholders are Russian Technologies, Troika Dialog and Daimler AG.

The shortterm foreign currency rating and the country ceiling were affirmed at 'F3' and 'BBB+', respectively. “The affirmation balances Russia's strong sovereign balance sheet, net external creditor position and increasing exchange rate flexibility against its hesitant steps towards greater fiscal consolidation and structural reforms in the face of volatile oil prices and an uncertain global economic backdrop,” the agency said in a statement. Russia retains a strong sovereign balance sheet relative to the 'BBB' category, the statement said. “General government debt is low – 11% of GDP in 2011 – while the government holds $112 billion (7% of GDP) in sovereign wealth funds, which provide fiscal financing flexibility and a buffer against a sharp drop in oil prices,” Fitch said. “Externally, sovereign net foreign assets totalled $467 billion at end2011 (25% of GDP), the highest in absolute terms in the 'BBB' category, bolstered by the fifth largest international reserves in the world. Banks, a significant source of external stress in 2008 – 2009, have also become net external creditors,” Fitch added.

The Finance Ministry will allow Russian insurers to place up to 35% of the total value of assets, accepted to cover equity, in assets outside Russia, according to a new version of the Finance Ministry order published by the Rossiyskaya Gazeta paper on August 15. The order is accompanied by a table of the structural ratios of assets accepted to cover insurer equity. The document also envisages that investment in government and municipal securities can reach 30% of the total volume. There is, however, a limit of 15% of total invested assets to cover equity for each issuer. The value of deposits in banks rated by international rating agencies can reach 50% of the volume of investment and 20% for nonrated banks. Resources can be placed in deposits, deposit certificates or metal accounts. The limit on investment in shares is 20% and the limit on bonds, with the exception of those guaranteed by federal or municipal authorities, is 45%. The value position of corporate promissory notes or bank promissory notes is limited to 15% and the value of investment fund units is 10%. Investment in securities issued by international organisations and included in the Central Bank of Russia Lombard list is set at 20%. The limit for the value of shares, bonds or promissory notes from one issuer is 10% and the limit for the value of securities issued by one bank is 40%.
AltimoBuys14.8%ofVimpelcomfor$3.6BillionAltimo, the telecoms arm of Russia's Alfa Group, has bought 305 million common shares in Vimpelcom Ltd., equivalent to a 14.8% voting stake in the mobile operator, from Egyptian billionaire Naguib Sawiris' Weather Investments II for $3.6 billion. The shares amount to 18.7% of Vimpelcom's common stock. "As a result of this deal and other additional purchases on the market, Altimo's holdings in Vimpelcom increased to approximately 40.5% of Vimpelcom's voting rights," Altimo said in a statement. Based on the price of the deal, Altimo paid Sawaris about $411.80 per share, which represents a premium to the market. Vimpelcom ADR (one ADR is equal to one common share) were trading at $9.70 at 10:45 p.m. Moscow time on August 15, which was up 3.4% from the previous day’s close. Vimpelcom's other strategic shareholder, Norway's Telenor, holds a 39.5% voting stake in the company (35.66% of common shares). Telenor also has an options agreement with Sawiris under which it can buy out the tycoon's remaining preferred shares in Vimpelcom: 71 million shares, equivalent to 3.44% of voting stock. Altimo reckons Telenor will exercise this option, which would increase its voting stake in Vimpelcom to 43%, Altimo Vice President Yevgeny Dumalkin said.

Закон, согласно которому сквоттерство (самовольное занятие пустующих жилых помещений) становится уголовно наказуемым преступлением, с субботы вступает в силу в Англии и Уэльсе. The value of soft power surges as the developing world learns to capitalise on its intangible assets
Since the first mention of the “soft power” concept in 1990, in Joseph Nye’s book Bound to Lead: The Changing Nature of American
Power, the world has seen many changes. At that time the concept could still be applied both to the USA and the USSR to describe a country wielding an extremely strong influence on the global affairs due to the respect and attractiveness of their values in the polarised world of those times. Since then, “the ability to attract and coopt rather than coerce and rather than using force or money as a means of persuasion,” as put by the author of this concept, has been largely applied in relation to the developed countries – the USA as the only superpower in the postSoviet world and other strong economies.
This comes across as natural given that the strength is much admired and even more so if it translates into high levels of living, public’s wellbeing and cultural heritage. From this point of view, the modest rise of the develo ping countries’ “soft power” can be partially attributed to the economic success they’ve seen in the previous years and also in its aftermath which brought severe recession to most developed markets. According to Ernst & Young, in 2000 the emerging countries accounted for 20% of global GDP, but by 2010 this figure had risen to 32%, and over the same period their share of world trade rose from 8% to 20%. In terms of “soft power”, however, the developing world is still lagging far behind the developed countries.
This is one of the conclusions drawn by the authors of the Rapid Growth Market Soft Power Index launched in May 2012 by Ernst & Young, in conjunction with the Moscowbased Skolkovo Institute for Emerging Markets Studies. The Rapid Growth Soft Power Index consists of three criteria: integrity, global integra
tion and image, and 13 variables derived from them describing a country’s ability to shape the preferences of others by possessing intangible assets such as an attractive personality, culture, political values and institutions and policies that are seen as legitimate or having moral authority. It also shows that countries with strong “soft power” brands attract significantly more foreign direct investment (FDI). Therefore, in an increasingly competitive environment for investment flows the issue of soft power has become vital – both for the developed economies and the emerging markets.
We talked to Sam Park, Executive Director of Skolkovo Business School: Ernst and Young Institute for Emerging Market Studies (IEMS) and Chair Professor of Strategy at the Moscow School of Management, Skolkovo, who is also one of the authors of the study, to discuss the changing balance of the soft and hard power in both developed and developing countries.
The term ‘soft power’ was coined a cou-ple of decades ago. How much have its implications changed since then? Do you think its increasing role is a long-term trend? The world has progressively moved toward a structure of more open economy and less authoritarianism. As a consequence, soft power has become increasingly more important than hard power for nation states. As the global integration and the flow and exchange of people and resources intensify, soft power has more relevant implications at the country and firm level decisions.
Is it correct to say that soft power is largely derived from hard power and complements its aspects in building a country’s business climate and, subse-quently, investment attractiveness? If so, how much can the soft power tools

be used to influence the business envi-ronment independently? It is important to understand that hard and soft power are mutually exclusive concepts. For example, globally speaking, Switzerland has very little hard power (no navy, small GDP etc.). It has, however, exerted enormous soft power over the years and its neutrality is globally admired, given its vast influence in multinational organisations. The US has enormous soft power. But it is not America's military might or per capita GDP that commands worldwide respect, but largely America's openness and democratic institutions.
That said, soft power can possibly be a ‘derivative’ of hard power. For example, China’s economic wealth allows it to pour immense resources behind its soft power investments. Its establishment of thousands of cultural and Chinese language centres has helped disseminate its language and cultural awareness in recent years. China’s support of international students has recently lifted the number of foreign students studying in China to a quarter of a million. State coffers have also heavily subsidised its athletes financially, resulting in more Olympic gold.
Although the developed world has lost some hard power in the wake of the recent economic shakeups in the US and Europe, the soft power balance seems to have remained generally the same. How would you explain this phenomenon?It takes many years and decades to build soft power. Richer nations typically have more of it because they have better institutions, are more democratic, less corrupt, etc. These are qualities admired all over the world. Despite the brutal recession many developed nations have witnessed since 2008, most have retained the fore mentioned qualities, and in turn, have kept much of their soft power.
What called for this research for the rap-idly-growing markets, and does this mean the soft power concept has now reached some ‘critical’ value mass for the emerging markets? The past decade saw an enormous shift in hard power between the developed and EM world. We wanted to see if there was a commensurate shift in soft power.
What does the rise of soft power on the emerging markets mean for the devel-oped economies and global economy in general? How is the standing of the emerging markets’ economies changing in the global context with the rise of their soft power? Actually, our research shows that the developed world has an enormous advantage in soft power. It will probably take many years, if not decades, for the EMs to close this gap. Despite the rise in their hard power recently, there are not many ‘soft’ qualities admired about the EMs in general.
In your view, if the rise of the EMs soft power continues, what will it mean for international bodies and organisations where the decision-making process is very often a painstaking process? The EMs have already increased their leverage in international organisations like the World Bank (i.e. voting shares). That has, however, largely been a result of their rise in hard power. If they are able to increase their soft power more commensurately with their hard power, then their sway in international decision making will make Herculean strides in the coming years.
Soft power is fairly intangible and hard to measure and manage, yet the devel-oped economies have learnt to use it to their economic and business benefit. How much does it ultimately influence the business climate in the countries and their investment attractiveness?
Recall that hard and soft powers are distinctly different concepts. Having an attractive investment climate (ease of doing business, tax burden etc.) is actually a form of hard power. China has attracted enormous FDI over the years but possesses little soft power compared to its developed counterparts. There are obviously many avenues in which soft power can affect the business environment. Tourists, for example, generally like visiting countries that they ‘admire and respect’.
How were the soft power variables men-tioned in the report selected and what is
their role in the rating of a company in the soft power index? Would you give more priority to some components as compared to others? Do you expect some of the aspects to come to the fore globally in the near future?We carefully identified 13 variables which augment a nation’s soft power over a period of time. These all fall under three broad themes: Global Integrity, Global Image and Global Integration. A few of the 13 variables have lost some of their previous potency [in impacting soft power] recently – like carbon emissions – given the global recession and less focus on the global environment. That is not to say they rebound in importance in the years ahead. Naturally, our index weights will reflect this shifting phenomenon.

power potential. How would you identify the strongest and the weakest aspects of Russia’s soft power and their man-agement? What is needed to channel the soft power potential into a tangible eco-nomic effect? In which soft power varia-bles do you see most potential for growth in Russia in the near future?We are not optimistic about the shorttomedium run outlook for Russia’s soft power. Outside the CIS region it possesses essentially none. While Russia’s billionaires garner much attention globally, few of their companies are global brands. Despite a decent level of human capital, there is little to no innovation in the economy (no oligarch has become rich from inventing something). Corruption and bribery are often considered synonymous when foreigners think about Russia in general. That said, there have been some important developments in Russia recently. If you are an optimist, these political developments could be the beginning of some structural changes in the quality of Russia’s institutions over time (i.e. rule of law etc.), and that would eventually improve Russia’s soft power.
Some would say that the long-living ste-reotypes can be quite detrimental to a country’s soft power. For example, Rus-sia is still suffering from Cold War assumptions around the world. How can these be dealt with?Stereotypes can have an important impact on image, and in turn, soft power. I’m not so sure the “Cold War assumptions” are that detrimental to Russia anymore. The world has moved on. That said, there are some strong negative stereotypes about Russians in many different parts of the world (xenophobic, corrupt, etc.). For example, unlike a few decades ago, there are hardly any students in China who would be interested in studying in Russia. Quite frankly, they are afraid to. Conversely, there are 60,000 Chinese college students in America.
The universities aspect is very weak on Russia’s soft power profile worldwide indeed, but it is quite strong on the post-Soviet arena. How subjective and rela-tive is soft power to actually be taken into account when talking about a coun-try’s standing in the world?
Most surveys on soft power are ‘subjective’ in nature and largely constructed from interviews. We have constructed a quantitative index that we believe provides a much more objective measure of a nation’s soft power.
Which of the index variables are most relevant for the global business commu-nity in your view? How can they be trans-lated into business gains by the compa-nies?One variable we have is “royalties from media exports”. It measures the royalties and fees earned by a country from the export of goods such as films, music, screenplays, and books. For developed nations, such as the United States, these exports have been an important source of soft power for many years. However, the EMs’ media exports are still generally in their infancy. We also look at the world’s most admired companies. A country’s companies are one of the primary ways it engages and integrates with the rest of the world and companies with popular images and brands augment their host country’s soft power.
Obviously, the UK is going to capitalise on its soft power boost in the wake of the Olympics and its performance both in their organisation and in the competi-tions. Is it possible to say that some of the components assessed are of more
importance for the EM economies and others are more prominent in the devel-oped economies, or is it a country-spe-cific characteristic? We made a point to select variables that were important to both developed and emerging market economies, so they could be properly contrasted.
Emerging markets are growing global brands as part of their soft power, such as the Chinese Lenovo or Russian Yan-dex. How successful are they in chang-ing the commercial landscape made up by the well-established MNCs? The rise in emerging market hard power over the past decade has not been matched by the image of EM MNCs. The gap is still enormous. While this is beginning to change, for all its size, both China and Russia have comparatively few well established and respected MNCs. China has been expanding aggressively globally using its immense hard capital but the outcome has not been as successful as they would expect. The problem lies in the weakness of their soft power and capability, i.e. managerial capabilities. They do not have the right sophisticated and mature human capabilities to manage through various challenges as they continue with their global expansion. So far, lots of the global investments have been a process of trials and errors. I suspect, however, EMs will continue to close this gap in the next decade.

Вы считаете рост soft power – это дол-госрочный тренд?Мир стремительно движется к системе открытой экономики и снижения контроля, а следовательно, soft power приобретает все большее значение для стран, чем hard power. С усилением глобальной интеграции, потока людей и обмена ресурсами, возмож
ности мягкой силы влиять на принятие решений на корпоративном и национальном уровне возрастает.
Можно ли сказать, что «мягкая сила» в целом – производная от «жесткой силы» и дополняет ее в области постро-ения делового климата и инвестицион-ной привлекательности страны?Очень важно понимать, что «мягкая» и «жесткая сила» – взаимоисключающие понятия. Например, на глобальной арене Швейцария обладает очень незначительной «жесткой силой» (у страны нет своего флота, небольшой ВВП и т.п.).
Но на протяжении лет она пользуется мощной «мягкой силой», а швейцарский нейтралитет вызывает уважение с учетом большого влияния страны в международных организациях. У США огромная «мягкая сила». И всемирное уважение вызывает не военная мощь страны или доля ВВП на душу населения, а американская открытость и демократические институты.
При этом, «мягкая сила» может быть и «производной» от «жесткой силы». Например, экономическое богатство Китая позволяет ему инвестировать огромные суммы в развитие «мягкой силы». За последние годы создание тысяч языковых и культурных китайских центров способствовало массовому распространению китайского языка и уважению культуры страны. Поддержка, которую Китай оказывает иностранным студентам, позволила увеличить число международных студентов, приезжающих учиться в Китай, до четверти миллиона. Также крупные государственные ассигнования были выделены на поддержку атлетов, что позволяет им завоевывать больше золотых медалей на Олимпиадах.

обладает небольшой «мягкой силой» по сравнению с развитыми странами. Конечно, есть разные пути, которыми «мягкая сила» может влиять на деловой климат. Туристы, например, в целом предпочитают посещать страны, которыми они восхищаются и которые уважают.
Как происходил отбор параметров «мягкой силы», упомянутых в иссле-довании и какова их роль в рейтинге стран? Выделили бы Вы какие-либо из них по важности? Возможно, неко-торые из них приобретут особенную важность в ближайшие годы?Мы тщательно отобрали 13 параметров, которые со временем увеличивают «мягкую силу» страны. Все их можно разделить на три группы (Глобальная целостность, Глобальный имидж, Глобальная интеграция). Некоторые из 13 параметров недавно несколько утратили свою силу воздействия на «мягкую силу» в связи с глобальной рецессией и меньшим вниманием к проблемам окружающей среды. Но это не значит, что они не вернут потерянное в будущем. Естественно, показатели нашего исследования отразят эти изменения.
Современная Россия не отличается успешным использованием своего потенциала «мягкой силы». Как бы Вы определили сильные и слабые стороны российской «мягкой силы»? Что необходимо, чтобы реализовать ее с пользой для экономики? В кото-рых из параметров «мягкой силы» Вы видите наибольший потенциал для роста для России в будущем?

Краткосрочный и среднесрочный прогноз для российской «мягкой силы» не вызывает у нас оптимизма. За пределами зоны СНГ она практически сходит на нет. Несмотря на то, что российские миллиардеры привлекают много внимания по всему миру, лишь немногие из их компаний развили глобальные бренды. При неплохом уровне человеческого капитала, уровень инноваций в экономике очень низок или почти отсутствует (ни один олигарх не разбогател на изобретении). Для многих иностранцев коррупция и взяточничество сродни синонимам России. Несмотря на все вышесказанное, за последние годы были достигнуты важные результаты. С оптимистической точки зрения, политическое развитие, возможно, сигнализируют о начале структурных перемен в качестве российских институтов (например, верховенство закона и т.п.). А это значительно улучшит «мягкую силу» России.
Есть мнение, что особо живучие стере-отипы портят «мягкую силу» страны. Например, Россия до сих пор пожина-ет плоды восприятий и суждений вре-мен холодной войны. Как с этим можно бороться?Стереотипы могут иметь важное значение для имиджа, а значит, и «мягкой силы». Я не думаю, что суждения времен холодной войны так уж сильно до сих пор вредят России. Мир не стоит на месте, но есть и другие сильные негативные убеждения о России в разных частях мира (ксенофобия, коррупция и т.п.). Например, в отли
чие от ситуации несколько десятилетий назад, в Китае очень немногие студенты хотели бы учиться в России. Если совсем честно, они просто боятся. При этом, около 60,000 китайских студентов учатся в американских колледжах.
Аспект привлекательности универси-тетов на самом деле очень слаб в рос-сийской «мягкой силе», но они до сих пор сильны на постсоветском про-странстве. Насколько субъективна и относительна «мягкая сила» при оцен-ке истинного положения страны в мире?Большинство исследований «мягкой силы» «субъективны» по сути и строятся преимущественно на интервью. Мы построили количественный индекс, который, мы надеемся, представляет гораздо более объективную меру «мягкой силы» страны.
Которые из параметров, с Вашей точки зрения, наиболее актуальны для гло-бального делового сообщества? Как их можно перевести в реальные биз-нес-результаты для компаний?Один из параметров, с которыми мы работаем, «роялти от медиаэкспорта». Он измеряет роялти и доходы, которые получает страна от экспорта таких товаров, как фильмы, музыка, сценарии и книги. Для развитых экономик, таких как США, этот экспорт на протяжении многих лет является источником «мягкой силы». Однако, медиаэкспорт развивающихся рынков все еще в зачаточном состоянии.
Мы также отмечаем наиболее выдающиеся компании разных
стран. Корпоративный сектор страны – это один из главных способов для страны контактировать с остальным миром и интегрироваться в него, и компании с популярными образами и брендами повышают «мягкую силу» своих стран.
Развивающиеся рынки создают гло-бальные бренды как часть «мягкой силы», как например, китайская ком-пания Lenovo или российский Yandex. Насколько они успешны в изменении коммерческого ландшафта, созданно-го устоявшимися транснациональны-ми компаниями?Рост «жесткой силы» развивающихся рынков за последние 10 лет не повлек за собой соразмерное развитие ТНК из этих стран, и этот разрыв все еще огромен. Он начинает понемногу сокращаться, несмотря на такую пропасть, в Китае и России сравнительно немного хорошо устоявшихся и уважаемых ТНК. Китай в последнее время агрессивно развивался на глобальных рынках, привлекая свой огромный накопленный капитал, но результат не настолько успешен, как можно было бы ожидать. Проблема в слабости его «мягкой силы» и управленческой умелости. У китайцев нет нужных, сложных и зрелых навыков управления различными вызовами, с которыми связана глобальная экспансия страны. На данный момент большая часть глобальных инвестиций проводится методов проб и ошибок. Тем не менее, я думаю, что в последующие 10 лет развивающиеся рынки продолжат сокращать разрыв.

Shaping attitudes: When corporate brands teach nations
Many people either love or hate this old joke, which plays to the stereotype. Quite often an image of a country is quite
different from the reality. But it is the image that plays a very important role in how we perceive the country, whether we like it or not, our desire to travel there, even in what we think about the goods produced there. And as with brands, the country image is crucial in forming our attitudes and shaping our behaviour.
A study by Canadian scientists “The influence of country image structure on consumer evaluations of foreign products” (International Marketing Review, Volume 22, Issue 1) found that country image influences product evaluations both directly and indirectly through product beliefs. The higher the emotional component of the country image, the more direct effect it has on product evaluations, at the same time, if the cognitive component is high, country image has a strong influence on product beliefs. Quite often “Made in Germany” label can have a higher influence than a brand name.
Throughout the world the USA has been strongly associated with freedom and democracy, which is arguably a very strong driving factor behind the ability of the US to exert global influence during the past half century. Post World War II a large number of countries wanted to emulate the culture, institutions and values of the United States. This was driven as much by admiration as by the economic and military might of the USA.
Joseph Nye in his book Soft Power: The Means To Success In World Politics defines soft power as the ability to attract, and attraction often leads to
acquiescence. Soft power allows a country to influence other political bodies and obtain the desired results without having to resort to tangible threats or offering payoffs. It is the ability to influence actions of others through persuasion or attraction rather than coercion. It goes beyond the influence that can be exerted by the hard power, backed by the military and economic might of the nation.
As the world and international relations evolve, soft power becomes ever more important. According to the recent report issued by Ernst & Young in collaboration with Skolkovo Moscow School of Management, “in a world where hard power has become increasingly counterproductive (witness the recent Arab Spring), soft power has gained widespread currency and is now regarded as an important and comprehensive indicator of national strength.”
The report defines soft power as a combination of the Global integrity, Global Integration and Global Image. Levels of tourism, interest in the country’s heritage and language, level of freedom and rule of law, Olympic success, admired personalities and brands all contribute to the soft power of a country.
In this sense, soft power of a country grows similarly to the brand equity. Of course, there are some limitations: a brand can reposition and reinvent itself, whereas it is much more difficult for a country. After all, it cannot turn its valleys into mountains or grow vine grapes if the climate does not allow it. Functional aspects aside, countries can learn a lot form the successful brands and strengthen their soft power by earning a better and stronger reputation. Of course, marketing expertise is not

always there, but it can be obtained from outside. Thus, Costa Rica outpaced its neighbours in a bid to become the site of Intel’s first Latin American plant in 1996 by enlisting the help of outside marketing professionals from local investment promotion agency and the Irish Development Agency.
The basics of developing emotional connection are the same for countries and brands. The Brand Pyramid on the image below describes a consumer’s journey in relation to a brand.
The same principles apply to the image of a country.
Presence: If the country is not very well known, it barely registers on the radar screen. To many people Kazakhstan, the 9th largest country in the world by geographical area, did not stand out from its neighbours until the controversial Borat movie, which for better or worse placed Kazakhstan in the minds of people worldwide.
Relevance: If all that is known about the country is a limited to a few stereotypes, then it may prove difficult to prove relevance. The associations that a country image brings up should be working for the country rather than be a hindrance. For example, the Scottish tourist board has been promoting Scotland as a place of wilderness and whiskey. It may appeal to a certain number of tourists, but does not help as much to attract a major multinational to invest in a site there.
Performance: In order to overcome the next hurdle, countries need to make sure they focus on what they make and do, rather than only what they say
Advantage: According to Millward Brown research, the share of travel the country gains is highly correlated with its “Advantage” score. This is where soft power begins to work for the country.
Bonding: The most admired countries have the highest level of advocacy.
Promoting a country involves identifying spokespeople, product brands, and events that can favourably influence public opinion in other countries.
Hosting of international events, such as Euro championships or Olympic Games can offer a tremendous opportunity to gain soft power.
The time will tell whether the London 2012 Games provided a boost to the British economy, but one thing is clear
now: Brand Britain has delivered on every count during these Games, including great sporting success.
The opening ceremony managed to pack centuries of British history into a few hours and featured "the best of British", capitalising on the opportunity to remind the world of all the things to love and admire about Britain. Famous faces ranged from Her Majesty the Queen, accompanied by James Bond, to the author of the fabled Harry Potter series JK Rowling, from Churchill to Paul McCartney.
The best of British design and inventions were represented by the London Underground Brunel’s Thames Tunnel and iconic brand Mini.
Many reports agreed that the atmosphere at the Athens Games was great, organisation could have been better, whilst the Chinese had super organisation. London 2012 organisation was superb, from logistics to facilities. The security was true British style: effective, yet unobtrusive and friendly. The atmosphere was also fantastic, with British foregoing the “stiff upper lip” and embracing the spirit of the Games.
Looking to Sochi 2014, Russia has a fantastic opportunity to show the world that it is more to it than babushkas, balalaykas, bears and oil. I am very much hoping that Sochi 2014 will benefit the image and strengthen international reputation of the brand Russia.

часто то, что мы думаем о стране, далеко от реальности. Но имидж играет очень важную роль в том, как мы воспринимаем страну, нравится ли она нам, хотим ли мы туда поехать, что мы думаем о произведенных в ней продуктах. Как и в случае с брендами, образ страны очень важен в формировании нашего отношения и моделей поведения.
Согласно исследованию канадских ученых «Влияние образа стран на структуру потребительских оценок иностранной продукции» (International Marketing Review, Том 22, выпуск 1), образ страны влияет на оценку продукции как прямо, так и косвенно через представления о продукте. Чем выше эмоциональный компонент суждения о стране, тем более непосредственный эффект он имеет на оценку продукта. В то же время, если когнитивный компонент велик, образ страны также сильно влияет и на убеждения о стране. Довольно часто просто ярлык «Сделано в Германии» может иметь большее влияние, чем сам бренд.
Во всем мире США прочно ассоциируется со свободой и демократией, что, пожалуй, очень сильный фактор, стоящий за способностью страны оказывать глобальное воздействие на протяжении последних 50 лет. В этом смысле «мягкая сила» страны растет вместе с ценностью ее брендов. Конечно, есть некоторые ограничения: бренд может изменить свое позиционирование или переосмыслить себя, тогда как это гораздо сложнее для целой страны. В конце концов, она не может превратить свои долины в горы или вырастить виноградники в местности, где климат этого не позволяет. Помимо этих функциональных аспектов, страна может многому научиться у успешных брендов и усилить свою «мягкую силу», работая над качеством и силой репутации. Конечно, не всегда есть нужный маркетинговый опыт, но его можно получить извне. Так, например, КостаРика обошла своих соседей в борьбе за то, чтобы первый завод Intel в Латинской Америке в 1966 году был построен именно на ее территории, путем привлечения внешних маркетинговых профессионалов из местного агентства по привлечению инвестиций и из Ирландского агентства по развитию.

Ассоциации, которые вызывает страна должны работать на ее благо, а не препятствовать ее делам. Например, шотландские туристические власти продвигали страну как страну дикой природы и виски. Возможно, это и привлекательно для определенной группы туристов, но едва ли поможет усилиям по привлечению инвестиций на эти земли.
Функциональность: Чтобы перейти на следующую ступень, странам необходимо быстро переходить от слов к делу и концентрироваться на конкретной деятельности.

Recent statistics demonstrate that wealthy individuals from such developing nations as Russia and China now, more than ever before,
are taking out their capital and moving. One possible reason for this, despite the officially announced economic recession, is that the developed nations have always enjoyed a reputation of more politically and economically stable nations, whereas, countries such as Russia are severely impacted by political changes. It may be said that in the eyes of the world’s wealthy the developing countries have become a place to earn the money, whereas more developed nations have become the place to live. The majority of Western nations have been undertaking measures to raise their profile and their ‘popularity’ with the wealthy by introducing various tax and immigration advantages to relocation to such countries.
Ireland, Portugal, Jersey, Latvia and Andorra – just to name a few – have been trying to raise their global profile and

In fact, in the past couple of years the majority of highvalue residential properties in London and the surrounding areas have been purchased by nonUK nationals. The growing popularity of the United Kingdom as a relocation destination can also be attributed to the efforts of the government, which recently introduced new investor visa category and has been working on amending taxation laws.
By way of a general overview of the investor visa requirements, in order to obtain an investor visa, the individual has to invest £1,000,000 in the UK economy, which can either be via an investment into government bonds or by way of a loan to a UK trading entity. The investment cannot be solely into real estate; however, 25% of the total investment amount, i.e. £250,000, may be used to purchase real estate. The investment of this amount would lead to a permanent residency in five years. For those investors who have additional capital to bring, the government is prepared to grant a permanent residency faster – for investments of £5,000,000, the permanent residency will be granted after three years of living in the UK and for investments of £10,000,000 permanent residency may be received within two years. A great many individuals find the option of an investment visa extremely attractive, since the applicant is not required to know the English language and the application process is relatively straightforward. It is necessary to keep in mind that there are certain restrictions on the amount of days that the immigrant can spend outside the United Kingdom, and all those issues should be discussed in detail with your immigration advisor.
Despite the fact that the UK has a high level of taxation – when compared
to Russia, for example – the ultrawealthy coming to live in the UK (and even after having lived in the UK for a number of years) would not necessarily be subject to taxation here. With adequate preimmigration planning, the capital earned prior to the individual moving to the UK would not be subject to taxation in the UK, even if it is brought into the UK and is used for living expenses. Furthermore, any income received outside the UK while the individual is residing in the UK may be taxed (if so chosen) only once it is brought in the UK – this is known as remittance based taxation. If such earnings are, however, reinvested outside of the UK, then such income will never be brought into ambit of the UK taxation. The above gives a very general outline of the taxation regime of the United Kingdom and all individual circumstances shall be taken into consideration when considering a move to the United Kingdom.
However, other immigration options have recently been gaining popularity, in particular, the sole representative visa and entrepreneur visa options. Both of those opportunities would allow the highvalue migrant to avail themselves of the potential tax planning opportunities which may be achieved by having a UKregistered company and to also be able to obtain a residency permit in the UK based on the existence of such a company. The sole representative visa offers unique benefits to the migrant as it does not put any restrictions on the amount of time that the migrant can spend outside of the United Kingdom (although restrictions on the amount of absences from the UK imposed in order to obtain British citizenship would still apply). However, in order to be eligible for this type of visa, the individual and the company which employs the individual would have to meet certain criteria.
Finally, despite the overall economic crisis the United Kingdom remains an attractive immigration option for highnet worth individuals and their families, not only due to its cultural, education and property investment opportunities but also because of attractive settlement and taxation planning options. All circumstances should be considered individually, however, prior to undertaking any action to relocate to the United Kingdom, whether personally or by relocating a business.

Eased visa regulations for highly qualified foreign specialists came into force in Rus-sia in February 2011 to create more favour-able conditions to a wider category of high-caliber foreign workers. Foreign specialists (those who earn more than 2 million roubles a year) were already entitled to three-year visas for themselves, their spouses and chil-dren. Now their parents, grandparents and grandchildren could also granted visas.
The government also broadened its defini-tion of a highly qualified specialist to include foreigners working in the education sec-tor who earn 1 million roubles a year, and anyone working at the Skolkovo hi-tech research hub under construction outside Moscow.
The Russian government began easing its complicated visa system for foreign spe-cialists in 2010, when President Medvedev signed into law a bill easing work permit reg-ulations for highly qualified foreign special-ists in Russia, including those employed at Skolkovo. Highly qualified specialists from abroad were granted the right to extend the term of their residence permit not after, but during receipt of a work permit. Foreign la-bour quotas were not to be applied to such specialists or their families.
All these efforts were made in a bid to steer Russia's economy away from an unhealthy dependence on oil and gas and boost the innovation sector. It is often said that the country is also suffering from a significant brain drain, with much local talent flee-ing to the more lucrative labour markets of the West. Nearly a million people have left Russia in the past decade and around 80 percent were highly qualified specialists. Medvedev himself stressed the seriousness of the problem after the 2010 Nobel Prize in Physics was awarded to two Russian-born scientists working in Britain.
Efforts are also being made to improve conditions for Russian scientists and other specialists. Investment is currently being pumped into a hi-tech research hub near Moscow, dubbed Russia's answer to Sili-con Valley. Whether that will be sufficient to overcome the lure of higher wages and research budgets overseas is another ques-tion.
At the moment another bill has been sub-mitted for consideration to the State Duma which envisages granting long-term visas to the representatives and employees of large foreign companies, investing into Russia. This is also applicable to the Skolkovo and Moscow as a financial centre projects.

В феврале 2011 года в России вступил в силу облегченный визовый режим для зарубежных специалистов, что должно создать более благоприятные условия для более широкого круга высокопрофес-сиональных иностранцев. Иностранные специалисты (те, кто зара-батывают более 2 миллионов рублей в год) уже получили право на трехлетнюю визу для себя, жен и детей. Теперь это же право стало распространяться и на их родителей, бабушек и дедушек и внуков.
Правительство также расширило категорию высококвалифици-рованных специалистов, включив в нее иностранцев, работающих в образовательном секторе, которые зарабатывают 1 миллион ру-блей в год, а также всех, кто работает в исследовательском центре Сколково.
Российское правительство начало упрощение сложной визовой системы для иностранных специалистов еще в 2010 году, когда президент Медведев подписал закон, упрощающий получение раз-решения на работу для высококвалифицированных специалистов в России, включая работающих в Сколково. Они получили право продлевать действие своего разрешения на проживание не по исте-чении текущего разрешения на работу, а в процессе его получения. Квоты на иностранную рабочую силу не распространяются на этих специалистов и их семьи.
Все эти усилия были предприняты в попытке увести вектор развития российской экономики от нездоровой зависимости от нефтегазо-вого сектора в сторону интенсивного развития инновационной эко-номики. Часто говорят, что страна страдает от значительной «утеч-ки мозгов», которые уходят на более привлекательные западные рынки. Почти миллион человек покинули Россию за последние 10 лет и около 80% были именно высококвалифицированными специ-алистами. Сам Медведев подчеркнул серьезность проблемы после вручения Нобелевской премии по физике в 2010 году двум ученым российского происхождения, которые работают в Великобритании.
Также ведется работа по улучшению условий для российских уче-ных и прочих специалистов. Наращиваются инвестиции в тех-хаб в подмосковном Сколкове. Насколько этого будет достаточно, чтобы преодолеть притягательность более высоких зарплат и исследова-тельских бюджетов за рубежом, остается под вопросом.
В настоящее время в Госдуму внесет законопроект, который предпо-лагает введение долгосрочной визы для представителей и сотруд-ников крупных иностранных компаний, инвестирующих в Россию. Этот режим также будет применяться к проектам Сколкова и Мо-сквы как финансового центра.

ИЗРОССИИСЛЮБОВЬЮ,1963Решение о съемках фильма было принято после того, как американский президент Джон Кеннеди назвал одноименную книгу Флеминга своей любимой. Более того, Уильям Реймонд Манчестер упоминал в своей книге, что «Из России с любовью» был последним фильмом, который посмотрел Кеннеди перед смертью.
Позднее Шон Коннери признался, что роль в этом фильме – его любимая из всех, которые он сыграл в бондиане.
ГОЛДФИНГЕР,1964В этом фильме состоялся дебют авто Aston Martin во франшизе. Компания довольно неохотно согласилась предоставить две машины для съемок. В этом году исполняется 50 лет франшизе о самом известном шпионе – секретном агенте под кодовым номе-ром 007 на службе Ее Величества. Первый фильм о Джеймсе Бонде вышел в 1962 году. Выпуск 23-го офици-ального фильма бондианы под названием «007 Координаты Скайфолл» приурочена к знаменательному юби-лею. Следующие факты наглядно доказывают, что бондиана не только одно из важных культурных явлений 20 века, но и своего рода бренд, знак качества, прочно ассоциирующийся с Великобританией и приносящий ей немало дивидендов как финансовых, так и репутационных. Не стоит забывать и о коммерческой выгоде для компаний, продукция которых получила прекрасную контекстуальную рекламу в фильмах цикла. Прежде всего, это, конечно, теперь уже легендарные британские автомобильные бренды Aston Martin, Lotus Esprit, но со временем и многие другие. Ведь немало компаний хотели бы ассоциировать свою продукцию с супераген-том, который и спустя 50 лет по-прежнему герой своего времени.

Toyota 2000GT рассчитан на пассажира ростом до 176 сантиметров, а в Коннери были все 189. Авто 2000GT участвовало во многих соревнованиях. На возведение трехэтажного макета космической станции потребовалось 2 тонны гвоздей, 100 тонн металлических листов, около 3 километров древесины и 220 рабочих.

В то время правительство СССР перестало внушать панический ужас цивилизованному Западу, однако новые пути развития международных отношений пока не были определены. Продюсеры решили, что весьма своевременно и политкорректно будет сделать главным негодяем фильма диктатора и наркобарона из какогонибудь отвлеченного тропического государства.
ЗОЛОТОЙГЛАЗ,1995Впервые за историю франшизы основным авто Бонда стал немецкий спорткар – BMW Z3. Реклама BMW Z3 Roadster в этом фильме была признана изданием Hollywood Reporter одной из самых выгодных сделок в истории кинематографа. Компания BMW вложила в фильм около $3 миллионов, однако предварительные заказы на Z3 Roadster превысили сумму в $240 миллионов. Ограниченный выпуск машин в комплектации 007 Model был выкуплен в день выхода на рынок. «Золотой глаз» стал первым из трех фильмов, в которых по контракту должны были появляться автомобили BMW.

Сэм Мендес получил статуэтку Американской киноакадемии за свой дебютный проект – психологическую драму «Красота поамерикански».Третий фильм бондианы, дистрибьютором которого выступает компания Sony Pictures (первые два – «Казино «Рояль» и «Квант милосердия»). Ожидается, что Sony будет заниматься дистрибуцией и следующего фильма «Бонд 24» на тех же условиях. Об этом было официально заявлено в прессрелизе 13 апреля 2011 года. 19 апреля 2010 года работа над фильмом была заморожена в связи с банкротством и продажей компании MetroGoldwynMayer. Съемки возобновились в январе 2011 года.
По подсчетам специалистов лондонской газеты Mirror, около £29 миллионов (что составляет почти треть производственного бюджета фильма) поступило от размещения скрытой рекламы в фильме. Issuing permits to foreign companies and organisations to open representative offices in Russia is one of the key services provid-ed by the RFCCI, and over the past 20 years, more than 5,500 for-eign companies from 98 countries have received accreditation.
A representative office allows international companies operating in Russia to minimise their expenditure while still maintaining constant market presence, conducting market research, establishing business contacts, as well as nego-tiating agreements and undertaking specific projects. Permits can be issued by the RFCCI for a term of one, two or three years, and the company may subsequently extend the term of accreditation for one, two or three years.
International companies accredited by the RFCCI have the opportunity to use our unique structure to help establish business contacts with Russian partners across the entire territory of the Russian Federation.
The RFCCI’s integrated business services infrastructure comprises 174 territorial Chambers of Commerce and Industry, 204 national business as-sociations, more than 60 Business Councils for promoting external eco-nomic relations with foreign countries, and 34 sector-based Committees.
Aside from legalising the presence of UK companies in Russia, the RFCCI provides a wide range of services to foreign companies in finding business partners, establishing contacts with the authorities and business struc-tures in the regions. These services include economic security services, arbitration, issuing Certificates of Origin and ATA Carnets, exhibition sup-port through the Moscow EXPOCENTER, and office rental through the Moscow World Trade Centre. The RFCCI can also help with conducting independent inspections through Soyuzexpertisa and offers patent legal services through Soyuzpatent.
The RFCCI can also help with the day-to-day operation of representative offices of foreign companies, issuing individual accreditation ID cards for, rendering visa support and assistance in obtaining multiple working visas for both foreign staff and their family members, and providing visa support to foreign business associates.

CHAMBER OF COMMERCE AND INDUSTRY OF THE RUSSIAN FEDERATION
This month’s archive page comes from the RBCC Bulletin published on December 13th, 1935 dwells on the issues of legal status of foreign firms and their representatives in Russia.
An article dealing with the legal status of foreign firms and their representatives in the U.S.S.R., by S. Chlenov, legal adviser of the People's Commissariat for Foreign Trade, recently appeared in Foreign Trade, No. 14, 1935, published by the Commissariat for Foreign Trade.
He points out that Article 8, Clause 1, of the law, of November 11th, 1922, states that foreign joint stock companies, partnerships, and others may receive the rights of a legal entity in the Soviet Union only by spe-cial permission of the Government, from which it fol-lows that foreign concerns not possessing such permis-sion have no legal standing nor trading rights within the U.S.S.R., and have no right to own property and may not conclude transactions within Soviet territory. Clause 2 of the same article, how ever, gives such concerns the right to appeal to the Soviet courts regarding transac-tions concluded outside Soviet territory, on condition that Soviet legal entities enjoy the same right to claim court protection in the country concerned. In the case of Great Britain, Article 1 of the Anglo-Soviet Temporary Commercial Agreement of 1934 provides for reciprocal most-favoured-nation treatment. Any British com pany may, therefore, sue in a Soviet court or issue a power of attorney before a Soviet notary.
Trade treaties concluded by the Soviet Union with foreign governments do not by themselves give for-eign firms the right to carry on trading operations in the U.S.S.R., i.e. to open agencies or branch offices in the U.S.S.R., or to maintain permanent representatives there to conclude trade transactions.
Mr Chlenov states that the question is regulated by the internal legislation of the Soviet Union to which the trade treaties defer. The most important of these laws is a decree of the Council of People's Commissars, dated March 17th, 1931. Article 1 thereof stipulates "Foreign trade, industrial and other economic organisations (joint stock companies, partnerships, &c.), and also individu-als who own commercial, industrial and other economic enterprises are admitted for trading operations within the territory of U.S.S.R. and for opening for this purpose representations, offices, branches, &c., only with spe-cial permission of the People's Commissariat for Foreign Trade of the U.S.S.R."
This special permission is not required by firms whose representatives come to the U.S.S.R. only to carry on negotiations and conclude single transactions {Article 12). This exemption provides for those representatives of foreign firms whose stay in the U.S.S.R. is actually temporary and whose trade activity has an episodical character. The stay of a representative of a foreign firm in the U.S.S.R. for more than a month, on the pretext that he is all the time carrying on negotiations or con-cluding a single transaction, is not allowed without the permission of the Commissariat for Foreign Trade, since that would be a circumvention of the law.
Any foreign firm desiring to carry out trading opera-tions in the U.S.S.R. through a branch office or repre-sentative is required to apply to the Commissariat for Foreign Trade for a permit, the application stating the nature of the business it proposes to transact. This appli-cation has to be supplemented by a copy of the articles of association of the firm and of its balance sheet for the last financial year. The permission is granted (or refused) by the People's Commissar for Foreign Trade (but not by heads of departments of the Commissariat for Foreign Trade, nor by chairmen of foreign trade organisations).
If the Commissar for Foreign Trade permits a par-ticular firm to carry out trading operations within the territory of the U.S.S.R., it is given a certificate stating the scope of its operations, the other conditions upon which it is admitted, and the term for which the permis-sion is valid.
With this certificate the firm must apply to the Com-missariat for Finance of the U.S.S.R. (Department of State Income) where its representation is entered on the State Register. Any transactions concluded by a foreign firm in the U.S.S.R. in infringement of the said decree of the Council of People's Commissars are deemed to be inva-lid, and the representatives of such foreign firms, as well as all Soviet officials and citizens who entered into such trading transactions, are held to be criminally responsible. The punishment foreseen by the law is imprisonment up to 10 years and confiscation of property.
