We also invite local city, county, and state officials, and this year we have also invited the residents of the Riviera Bay Subdivision, Renaissance, and the NE Terrace neighborhoods to join us. “Community Appreciation Awards” will be presented to the Police and Fire Depts around 2 pm. The day will be an “All-U-Can-Enjoy” kind of day, including DJ entertainment, inflatable bouncy house & boxing ring & obstacle course (maybe timed contests), Burgers, Hot dogs, Buns, BBQ, Wings, Chicken Strips, Pizza, Sodas, & Water. We will also have Police and Fire Dept vehicles there and a Police K9 demonstration, (so no pets please), along with a raffle and silent auction of over $1,000 of great prizes (Rays box seats, $100 Melting Pot, Oil changes, etc.) with all net proceeds being donated to benefit local causes. Monies raised over the years have been donated to the Florida Hurricane Relief Fund, to Police Officers that lost their homes to Hurricane Katrina, and to a local family that lost their home to a fire. Any food left over from any of our events is always either donated to the local Fire Stations or to Pinellas Hope. This event will be totally free for all local Police & Fire per- sonnel and their families and for all current RBCA members. Non-RBCA members will be charged $5 pp or $10 per family to help defray expenses. All we are asking of our attendees is that you bring a dish or dessert to share with a few people. If you have ANY drainage or RBCA neighborhood/District 2 infrastructure concerns or complaints, you

need to be at this meeting to discuss them and get answers directly from our District 2 Councilman Jim Kennedy or from Mike Connors, St Pete’s Public Works Administrator. We can’t make this process any easier for you. We even provide pizza and drinks, so don’t just sit at home and bad mouth the city for what they have or haven’t done in your area, or just assume somebody else will report it, because unless you or somebody else tells them about the problem, they don’t know anything has to be fixed. Not tryin’ to kiss anybody’s butt here, but we actually do live in a great city here with a very responsive administration, IF they know about the concern.  There are actually 2 drainage improvement projects being worked on as I type this. One on 89th Ave N, and another on Riverside Drive N. Because I don’t have room to print everything in the newsletter, the residents that live in those areas need to hear about the 2 underground vaults going in on 89th Ave and the new tidal flex valve for Riverside. If you have an area that needs to be addressed, please attend this meeting.

Council Member Kennedy’s CornerThank you for the opportunity to contribute to your

monthly newsletter.  In this month’s issue, I would like to address some of the drainage concerns along Riverside Drive and what remedies to anticipate in the near future.Riverside Drive North

Two years ago, a tide flex valve was installed on an outfall, west of the canal.  The outfall is a short segment of pipe with relatively little storage volume.  The valve allows for minor seepage during high-tide, back into the outfall.  Due to it’s age, the outfall was subject to groundwater entering open pipe joints.  Both sources of water were cause for water to back up into the street.  The outfall piping was repaired last year, but due to its limited storage volume, the seepage through the tide flex valve alone allowed for high-tides to continue backing up into the streets.  To solve this problem, City crews will connect the outfall line to a large drainage system approximately 200 feet north.  High-tide waters backing up into the street at the 36” outfall location will be addressed with the installation of a 36” tide flex valve. The cost for the piping and valve

are estimated at $9,000 and $27,290 respectively.  Funding has been identified in the Stormwater Utility Operations and Capital Improvement Funds to allow the work to proceed.  The pipe installation will be completed within four (4) to six (6) weeks and the tide flex valve has been ordered with delivery and installation expected in September/October of this summer. Mike Connors, Public Works Administrator and I will be attending your September 23 meeting, with maps and graphs ready to discuss your drainage concerns in further detail.

Our Fall Yard Sale is right around the corner. The

dates are set for Friday Oct. 1st thru Sunday Oct 3rd and no, you don’t have to have your sale all 3 days. The RBCA will advertise this event in the St Pete Times and the Flyer, as well as set up the large signs along 4th Street and 83rd Ave on Thursday evening to bring traffic into the neighborhood for the weekend. We also have a few smaller directional signs to place inside the neighborhood, but any other signs directing traffic to your location are up to you. NOTE: Please be a good neighbor and remove any signs that you have posted whenever your sale is finished.

  To have your location marked on the maps: 1.) You must be a current RBCA member. (membership runs Jan-Dec) 2.) Call me ASAP at 579-3644 and clearly leave a message with your name, address and phone number or email all that info

to [email protected], the RBCA signs are only put on streets where we know there are sales. If no-one calls on your street, it will not be marked with any signs.

Prez Dave reiterates: It’s time once again to trade your unused stuff taking up your space for somebody

else’s unused stuff that takes up even more of your space. We always have a great turnout for this event. Please help make our job easier by calling

in as soon as possible if you want your location on the maps. The earlier the better, because we

have a very limited time to have all the maps printed, pick them up and separate them into packs of about 20 each, distribute those packs to each location

throughout the entire neighborhood, and put up all the big signs and attach some of the maps before it gets too dark. Marking a last minute sale location can get pretty hectic.

After the sale, please do not remove any signs

posted by the RBCA. We will pickup all of the RBCA signs by

Sunday pm, weather permitting. It’s expensive enough to print 500 to 800 maps without having to pay to replace the 2 or 3 signs we lose every yard sale due to people “helping” us remove them. I hope everyone gets rid of, or finds as many treasures as possible during the entire weekend.

September 25th RBCA CAREFEST PROJECTRemulch Rio Vista Playground

In 2009, over 1700 volunteers and 73 groups completed 56 projects across St Petersburg neighborhoods. This year the RBCA has volunteered to re-

mulch the playground east of the closed Rio Vista Elementary School at 8131 Macoma Drive NE on September 25th. We are looking for as many

volunteers as possible for this project, because as I’m typing this, Donna and I are the only volunteers. Please call Dave & Donna Hoover at 727-579-3644 and leave us your name and phone number to volunteer.  CareFest St. Petersburg 2010 begins at Azalea Park, 1600 72nd St N, with

registration and breakfast between 7 to 8am. Everyone will receive a “goodie” bag, meet the Mayor, and get instructions. We will pick-up our supplies and will head back to Rio Vista playground around 9 am. If you would rather just meet us at Rio Vista at 9am, that would be fine. After completion, the team is invited to go back to Azalea Park for lunch, entertainment, and to receive our certificate.

RBCA “ADOPTED”83rd AVE N.

2nd Clean-Up, Oct. 9th

As you know, the RBCA has “Adopted” 83rd Avenue N, east of 4th Street North to the San Martin Bridge and Goodwill

Industries has adopted the rest of 83rd Ave from the bridge out to Gandy Blvd. This program requires us to clean the area around that portion of the roadway at least 4 times a year for the next 2 years. We completed our first clean-up already on May 22nd in conjunction with our Annual Canal Clean-up and now we are looking for volunteers to sign up and join us for the 2nd Clean-Up Day on Sat, Oct 9th from 8:30-10:30 AM. The more volunteers we have, the less distance has to be covered by each person. We will give you the gloves, a vest, and all the supplies needed, and as usual, we won’t charge you anything at all for all that great exercise.

CPTED is a tool in a process, not a cure all.  Nothing is fool proof. Your goal needs to be

the prevention of opportunistic behavior on the part of crimi-nals, not to turn your home into a fortress. There are three basic and overlapping prin-ciples in the CPTED concept.

They are:  Natural Surveillance (covered in Part 1 of this series), Natural Access Control (covered in Part 2) and Natural Territorial Reinforcement (the subject of

this article). Natural Territorial Reinforcement means to have an

environment that is designed to clearly delineate private space. It does two things. First, it creates a sense of own-ership. Owners have a vested interest in their property and are more likely to challenge intruders or report them to the police. Second, the sense of owned space creates an envi-ronment where “strangers” or “intruders” stand out and are more easily identified. By using fences, pavement, signs,

lighting and landscape to express ownership and define public and private space, natural territorial reinforcement occurs. 

Protect territory that is yours. In simplest terms this means:

• Provide adequate fencing• Use pavement treatments that say “This is NOT

public property”• Use signs when appropriate such as “No

Trespassing” or “No Solicitation”• Keep the property maintained• Reinforce the separation of your property from

public use with landscaping• Have easily visible house numbers• For areas with sidewalks, maintain adequate space

between the sidewalk and your propertyProper walkways, fencing, landscaping and lighting can

direct foot traffic in ways that discourage crime. Proper maintenance will insure the effectiveness of natural con-trols and prevent obscured vision due to landscape over-growth or obstructed/inoperable lighting.

Crime prevention is not just a job for the Police. It is your responsibility to decrease the opportunity for crime. The St. Petersburg Police Department Crime Prevention Unit will conduct a free assessment of your property and will provide you with a formal written security survey. For further information about CPTED or to request an assess-ment, contact the Crime Prevention Unit at 893-7128.Remember:  Light it, Lock it, Hide it or Lose it!!!

RBCA CRIME WATCH

By now, you should have received the RBCA Crime Watch

Handbook. I hope you have taken a few minutes to read through it and found the information useful. I want to take this opportunity to thank those sponsors who, through their advertisement, paid for the printing of this handbook so that it could be provided to every household in the RBCA neighborhood. 

We are fortunate that we live in a neighborhood that has a relatively low incidence of crime. However, that does not mean we are crime-free or that we should not be ever vigilant in crime prevention. We need to continue to report suspicious activities and join with our neighbors to watch over each other’s property. In the Handbook on page 11 we provided you with an opportunity to get to know all of your neighbors better. Please take the time to fill in this information. It will be helpful, for example, if someone

breaks into your neighbor’s home. AFTER you notify the Police Department (9-1-1 if in progress, 893-7780 if discovered after the fact) you will be able to provide the Police with contact information for your neighbor.

One of the goals of our Crime Watch group is to have EVERYONE in our neighborhood participate. It is as simple as getting to know your neighbors, paying attention to what is going on around you, notifying the police if you see something that is out of place and thereafter reporting the activity to the Crime Watch group so that we can notify others areas of the neighborhood to also watch for specific activity, vehicles or people. Contact me at [email protected] to be added to our Crime Alert notification e-mail list. Please provide your name and address so I know which Crime Tract/Block you live in.

If you would like to take an even more active role with Crime Watch, volunteer to become a Block Captain for your street. 

A few Crime Watch tips: Know your neighbors, keep your garage door down, keep your vehicles locked, keep valuables out of sight, program the Police Department non-emergency number 893-7780 into your cell phone, and JOIN CRIME WATCH NOW!

JOSHUA HOUSE TOY DRIVE

For the past ten years I have been writing this article for the RBCA

newsletter to remind everyone about my family’s Joshua House Toy Drive. This year I am going off to college to pursue a career in child advocacy so I can further help the children of Joshua House and other children in need. My parents however, are continuing the Joshua House Toy Drive here at home and also expanding it to include a

, so you can still bring your toy to our house or take it there and enjoy beautiful Corvettes and good food! Mark Nov 6th on your calendar!     Joshua House is a facility in Tampa for abused children and sibling groups. My parents adopted me from Joshua House 11 years ago when I was 7 so this toy drive is very near and dear to us. The goal at Joshua House is to give each child a few new toys and clothes to make their holiday as special as it can be. We are asking that the neighbors in RBCA help us to do this by buying toys and clothes for boys and girls ages infant-16 years old.
