Greetings! Thank you for the privilege to contribute to your neighborhood newsletter. As 2015 gets underway, I hope your year is off to a great start.

Downtown Waterfront Park Master PlanOur downtown waterfront is the heart of our city and one of

our greatest physical assets. It provides an array of amenities to our residents and visitors including, an airport, museums, restaurants, parks, marinas and a major performing arts venue just to name a few.

Following our centennial anniversary marking the creation of the City’s downtown waterfront master system, it was incumbent upon us to revisit our waterfront and seek ways to advance the work of some of our early City leaders. In doing so, the voters of St. Petersburg approved a City Charter Amendment on November 8, 2011 mandating that a new Downtown Waterfront Master Plan (DWMP) be adopted no later than July 1, 2015. The purpose of the DWMP is to provide a master plan and policy framework of guiding principles for future decision making.

The public is encouraged to participate in this process. It is important for citizens from all areas of the city to be involved in the process. Please plan to attend one of the Multi-Day Workshops listed here. Monday, January 26 - Opening Night -6:30 pm- 8:00 pm

Jody, Jeff and Collin Gilbert’s yard display at 260 89th Ave

N was chosen as Riviera Bay Civics’ 2014 Best Christmas Yard Display by Brenda Padot, last year’s winner. The pictures really don’t do the display proper justice as it was also enhanced by holiday music. The Gilbert’s will be picking the winner for Dec 2015. As winners, they will receive a $50 Babalu’s gift certificate.

News Years Eve marked the 4th year the Gilberts have lived in their house. Jody said the moment they first walked in the house they knew they had to live there. A teacher by trade, she has not worked in a few years in order to stay home and take care of Collin. Jeff, an engineer at a local aerospace company, is Collin’s stepfather.

Collin is the reason that they decorate so much at Christmas, because they never know if it will be his last. Collin is 18 and has had health problems since he was born. He has a gastric disorder that keeps his body from digesting or moving any food from his stomach or intestines. He also has a secondary disorder called dysautonomia which causes him

frequent pain throughout his body. He has an IV that is tunneled into his heart and is semi-permanent. He also has a g-tube a j-tube and a colostomy. Last year Collin lost his left leg due to medical negligence. His total combined time in the hospital is about 8 years. In spite of all that, he is an amazing kid. He is a mentor at his high school helping other students work out

their problems. After his leg was amputated his attitude was still good. When he got his prosthetic leg, he was walking unassisted with in a week.

Each year the Gilbert’s Christmas display gets bigger and bigger requiring more extended family support.

They love the Riviera Bay neighborhood, and winning this year for best light display was just icing on the cake.

Prez Dave adds: The RBCA also wants to give Jean Tyack a REALLY BIG THANK YOU for all the many years she has worked so hard to organize our longest running tradition.

For future info on candle lighting: If it rains on Christmas Eve, we light Christmas Night, if it rains Christmas Night, then we light New Years Eve, if it rains New Years Eve, then it’s New Years night. Hopefully one of those nights is clear enough to light our holiday candles.

Since the weather was so iffy that only a few boats participated, some on Christmas Eve, some on

Christmas night, with no clear Best Decorated Boat being picked, I guess Clay Glover will have to postpone his $100 award till Dec of 2015. Maybe we’ll have another boat parade on a summer night so the people that are away on Christmas Eve get a chance to see it and/or participate? Maybe on the July 4th weekend? Please let us know if this would interest you.

I hope you all had a nice Holiday despite the rain. We lit our candles on Christmas night and so did a lot of

others. The last time it rained on Christmas Eve was 2007 but just a sprinkle, but 2006 was a very hard rain. All in all I think we faired pretty well. I want to give a special thank you to Stephen Fields (13 yr old) for helping me distribute the cases of candles. The older I get the heavier they seem to be. It was real nice of him to offer to help. I also want to thank all our distributors who work hard every year to make our luminaries so beautiful. Marc and Carrie Plotnick, Nancy Haines, Kierstyn Hensley and her group of helpers, Terri Hammer, Debby, Lance and Emily Obst, Sheryl Spencer, Kenny Turcotte, Kim Tripplet, Sandy Mitchell, Karen Smith, Roger Eitner, Mary and Mike Reed, Randy Frisco, Don Steer, Steve and Kathy Crow, Denise Spornraft and Diane Croft, Wayne and Ingrid Busselle, and Tammy Dowd. This year I’d like to offer a special thanks to Julie and Mark O’Brien for their 12 years of selling candles. They took over the route from George Hedke. They have moved from our neighborhood but I hope they get to see this.

RBCA Needs You!

WOW, a whole decade ago in 2004, when I became President of the RBCA, I was handed

the association in 3 milk crates of essentially loose and disorganized paperwork with which to run the neighborhood. I wouldn’t wish that mess on my worst enemy. Luckily several board members who had been with the RBCA since the beginning (1960) helped me try to make sense out of it all. We found a list of volunteers who helped deliver newsletters, and a candle Chairperson who already had a great group of volunteers that handled the candles and membership. It took a while, but Donna and I and a few changing

board members have managed to organize everything quite nicely, as evidenced by our award winning, long standing newsletter. However, over the years some board members have moved away and nobody has stepped up to take their place. Consequently, Donna and I have had to take over way more responsibilities than we can handle correctly and completely by ourselves. Some things have to suffer and I don’t want the neighborhood to lose out. Grants and improvements go by that we could have gotten easily with a little help from just one other person who we would teach everything that has to be done. Some grants are available just for filling out a form on time. Donna and I being in charge of Membership, writing the entire newsletter, the Treasurer, event organizing, supply shoppers, attending all the city functions whenever we can, etc, can’t continue. We need your help to keep the RBCA going strong. We have a good basic yearly plan, but there is so much more we can do if we just had a little more help. Even though we love it here so I’m not quitting this year, we cannot continue to put ALL of our efforts into bettering this neighborhood at the expense of letting our lives pass us by. (Side note – our midlife crisis is a motorcycle trike that we’ve been riding and enjoying ourselves a lot more.....just say’in)

Board members should be available, but it’s not mandatory, to attend our 6 general meetings, and a few board meetings a year (some that can be done by email). We need help with newsletter articles, help with yard sale signs/map distribution, help with event planning, set up and clean-up, help get newsletters out to the distributors, and maybe fill in for newsletter distributors when they are unavailable. Also, if you have an area where we can hold a few board meetings around your schedule, that would be very helpful. You can come out to the February 10 meeting and find out more about it and maybe volunteer at our meeting.

83RD AVE ADOPT A MILEBy Donna Hoover

We are on our 2nd year of the Adopt A Mile Program with Keep Pinellas Beautiful. We pledged to adopt

the 83rd Avenue N/NE corridor from 4th St N to the San Martin Bridge. We walk that mile and pick up trash 4 times a year. The dates for 2015 are Feb 21, April 11, Aug 8, and Nov 14. We meet at the St Pete Presbyterian Church, 600 83rd Ave NE, southwest corner of the parking lot at 9 AM. The RBCA will provide the trash bags, pickers, gloves and water. We can normally do this in less than an hour, depending on how you are about cigarette butts. Please mark your calendars now and come join us for a little exercise and help us keep your neighborhood beautiful. Even if you can’t join us on 83rd Avenue, and a lot of people already do this, please take a trash bag with you if you walk the neighborhood and pick-up the trash you come across. If we all do a little, we can accomplish a lot.____________________________________________

2015 GRANT AWARDSBy Donna Hoover

We applied for and received two Grants for 2015. Tampa Bay Estuary will once again be helping us

fund our Neighborhood Canal/Street Clean-up on April 11th. We also received a $300 grant from the Police Forfeiture Fund which has to be used for reflective belts for our night time walkers, so don’t be surprised if Dave and I roll up beside you when you’re walking and offer you a reflective belt. We will also be applying for the Mayors Mini Grant to help with our Easter Egg Hunt/Ice Cream Social and our Police and Fire Hero Appreciation/Neighborhood Picnic this year.____________________________________________

GENERAL MEETINGLOCATION CHANGE

We want to Thank St Pete Presbyterian for hosting us last year, but it became a hardship for them to

have someone there to open and close the church for our meeting. We will now be meeting back at the Holy Family School (cafeteria) at 250 78th Ave N in the 2 story bldg C behind the church. The best way to get there is to go east on 76th Ave N, straight at the stop sign, make 2nd left and then right into parking lot. Park and enter on west side of two story Bldg C, down hall through the double doors. We want to thank Sister Flo (A neighborhood resident) for accommodating us.

SPRING YARD SALE

The RBCA Spring Yard Sale is

always the 1st weekend in March. The RBCA will place Ads in the St Pete Times, The Flyer, Neighborhood News, and a few Face book pages. We will also put up the large board signs on 4th Street N and 83rd Avenue with a few interior signs. The signs are placed based on the people who call in their locations to be placed on the yard sale maps which are copied and given out at all advertised locations. This helps to let people know the sales are from 98th Ave N south to 78th Ave N and 83rd Ave N to Orient Way and Macoma Dr. Since the expenses are paid by RBCA funds, you must be a paid RBCA member to be placed on the maps. (Or you can join the RBCA before the map deadline.) Dues are $10 per calendar year Jan to Dec. This year’s membership cards start with the number 15###. RBHO CAR THEFT

MAKE SURE ALL OF YOUR VEHICLE’S DOORS ARE LOCKED!! The Riviera Bay Homeowners

neighborhood to our east has been having a rash of vehicle thefts and items taken out of vehicles lately. Two guys have been caught on security cameras going driveway to driveway checking vehicle doors to see if they were unlocked. My neighbors directly across 87th Ave N had their car stolen, they think it happened early am, on a well lit street with people walking dogs at all hours. This shows it can happen anywhere. I think it may be time to install driveway alert sensors or at least motion activated bright lights that flood the area with light. We might be able to get a Police Forfeiture grant to pay for some of these items. IN THE MEANTIME, MAKE SURE ALL OF YOUR VEHICLE’S DOORS ARE LOCKED AND ALL VALUABLES ARE OUT OF SIGHT OR INSIDE YOUR HOUSE WHENEVER YOU LEAVE YOUR VEHICLE!!! Assume that an attempt will be made to get into your vehicle every night. If you need to leave equipment or tools inside your vehicle at night, be sure to record all the serial numbers. If your equipment is found at a pawn shop, the only way to get them back is if you have your serial numbers.

RIVIERA BAY PARKCOMMUNITY GARDEN

When designing Riviera Bay Park at 8131 Macoma Dr NE off of 83rd Ave NE, we heard from

many in the neighborhood that they really wanted a Community Flower Garden and that they were willing to help with the upkeep. The city agreed to install the garden and provide water and mulch for it if we would

maintain it. We ended up also donating $1,000 to the city toward installing this garden, but so far, a lot of the people that said they wanted this garden haven’t been around to help weed or spread mulch whenever we schedule it, although we’ve heard from a lot of people that say they stop by and pull weeds whenever they get the chance. We are letting you know as early as possible that we are scheduling 4 dates to plant additional plants (if needed), dead head the rose bushes, and pull weeds.

One of our Carefest projects in September will be to re-mulch the Garden. Please mark your calendars for Feb 28, May 16, Aug 22, and Sept 26 to come out and help us. We also need to keep a record of volunteer hours for the City so please let me know if you have worked in the garden and for how long you worked. If you have plants you would like to donate to the garden, we are looking for ones that attract birds and butterflies, without taking over the garden. Please email or call me if you can help. SPEEDER KILLS DOGBy Jean Tyack

I spoke with a man who lives on 89th Avenue near 2nd Street. He

indicated he was walking his 2 dogs, both of which were on leashes, when a car came from behind him, hit and killed one of the dogs. The driver kept on going, made a quick turn on 3rd Street and was gone. He called the police and they put up a speed check machine on 89th Avenue. Not one car

was doing the 25 mph speed limit, some were close but the majority were over. Please remember this is where we live. There are joggers, walkers, even bikers on our roads, but also students going to bus stops.

PLEASE DRIVE AS IF YOUR KIDS PLAYED HERE.

Prez Dave adds: A lot of people driving south on 4th St N also treat 87th Ave N as a cut through/race

track to get home as fast as they can because it is their first opportunity to turn east to head home. Many live in this neighborhood. I swore some of them were going to end up in the canal at the end of our road, but somehow they managed to squeal around the corner and continue south on Riverside Drive. This also happens on 85th Ave N, their second opportunity to head east. With no sidewalks on 85th or 87th, we currently have more pedestrians walking and riding bikes than ever before. Please drive carefully throughout the entire neighborhood, or we will have to ask the Police to start monitoring and handing out tickets or even worse for some people, speed humps might become the city’s only option.____________________________

SHARING – Tight-knit neighbors are more likely to share resources, whether it’s a hammer or extra goodies from the garden. Consider: Helping your elderly neighbors with yard work or task around the house.

SOCIAL SUPPORT – People with strong social ties are not only happier, they also tend to live longer. Consider: Organizing a block party or potluck dinner to get to know your neighbors. Smiling and waving at your neighbors when they pass by your house.
