The School Board retained Ms. Scottie Seawell to lead the Vision Statement development. Ms. Seawell was true to the process and never proposed her per- sonal preference for a Vision Statement in this effort. The draft statement was the result of the collective input of the Citizen Stakeholder Group and was pre- sented to the School Board and mem- bers of the administrative staff on June 19. It was adopted by a unanimous vote. The vision statement is: “We envision a public education system that inspires all students as learners and prepares them to imagine and create a successful life; that values and empowers educators to challenge and spark innovation to every student, is a leader in education and community engagement; and invites all students and their families, all members of the school system, and all Craven County stakeholders to work together to support public education to the benefit of our students, our community, our nation and our world.” The Board clearly is looking for a more direct involvement of civic organiza- tions to work as companions with the teaching staff in influencing students. are now several church-sponsored tutoring programs helping students with home-

work and reading skills. Superintendent Meghan Doyle sees these efforts as having

a positive impact on the students who participate, and she hopes to see an expansion

of this type of community involvement with individual schools.

I believe that our nation has always

depended on a very good public school

system as its foundation. I also believe

that this dependence will be even more

important as the nation faces the new

and still evolving “global market.” We

all need to offer support to the school

system whether we have children in the system or not.

The Ben Quinn Elementary School is very close to River Bend and if a civ-

ic group in Town would like to establish an ongoing effort with that school’s

administration and students, I am certain that the principal would be pleased to

discuss structuring such a relationship.

This arrangement would be to assist

the school’s education plan and should

not be seen as directing change to the

administration’s plans and goals.

A good public school gave most of

us the foundation that equipped us for

careers during our life and allowed us to

enjoy the comforts of being American citizens. Can we not see our responsibility to

pass the legacy of a quality education to the rising generation?

We are pleased to announce that most areas of

town will soon have another option for heating fuel.

Piedmont Natural Gas (PNG) has been given permis-

sion from the Town of River Bend to install natural

gas lines within the Town’s street right-of-ways. They

have already begun the project and will continue it un-

til completion. That may take several months. We can-

not give any specifi c dates or locations for construction

on any street because we do not know that information.

We can simply say that construction may be taking place in your neighborhood

soon. When you see equipment moving in and paint markings on the ground, those

are good indicators that construction will begin soon. PNG is not working for the

Town of River Bend. The Town does not have control over their work schedule nor

can we require them to extend gas lines down every street or to your home. They

are a private business extending their service area. The Town of River bend is not

liable for any damage that PNG may cause to your private property. We have not

given PNG permission to do any work on your private property.

Please be advised that the Town’s roadways extend beyond the edge of pave-

ment. Therefore, some of the area between your home and the road may not be

owned by you.Some streets are 60 feet

wide, some are 40 feet and some are

other widths. There is no standard size

width that applies to every street. The

only exact way to determine where the

property line between your property and

the Town’s property is located is to hire

a surveyor. Usually, water meters, fi re

hydrants, telephone pedestals and ground mounted electric transformers are located

very near the property line. They will typically give you a pretty good idea of where

the property line is. Visit the town’s website for more information and a map.

Any items (fences, vegetation, lawn decorations, fl ags, etc.) that are installed in

the street right-of-way without specifi c permission from the Town of River Bend

should not be there and are subject to be

damaged/removed during this project

or any other utility project. PNG or the

Town of River Bend are not responsible

for replacing them. If you have any per-

sonal items, other than mailboxes, lo-

cated within the Town’s street right-of-

way, you should remove them now and

not expect them to be replaced if they

are damaged or removed as a result of the project.

PNG will be boring most of the lines; therefore, no trench will be necessary for

those locations. However, some digging or trenching may be necessary. In areas

where they disturb the ground, they are required to fi ll, level and replace/re-estab-

lish grass. In circumstances where they remove large areas of sod, they typically

use a sod cutter to cut the sod and then reinstall it. However, they are not required to

reinstall new sod in every disturbed area. Utility crews may be painting on the grass

or on your driveway that is within the Town’s right-of-way. They do this to indicate

the location of existing buried lines so that they can avoid hitting them. They will

not be required to remove those paint markings or wash any driveways that may be-

come dirty. The paint is temporary marking paint and will wear off soon. The goal

of PNG is to return any impacted areas

back to pre-construction condition, not

including replacing any of the personal

items mentioned above.

During this construction project will

be a good time for you to notice and

make note of the location of buried util-

ity lines near your property. You should

avoid digging around these lines. Lines are marked by different colors. The painted

lines do not give an exact location of the buried line but they do give a general idea.

There is a uniform system of identifi cation for markings.

• Red paint indicates electrical lines

• Green paint indicates sewer lines

• Blue paint indicates water lines

• Yellow paint indicates gas lines

• Orange paint indicates telecommunication lines

• Pink paint indicates a surveyor’s mark

• White paint indicate the areas of proposed construction

We understand that the construction will create some inconveniences for some

residents. Many residents expressed a strong desire to have natural gas available.

It is now being provided. The inconveniences are just a necessary part of construc-

tion. Thank you for your patience and cooperation during the project. PNG has a

full-time inspector on the job. If you have any problems associated with the con-

struction, you should contact him, not the Town of River Bend. He will be in a truck

marked Piedmont Natural Gas.

I hope that everyone enjoyed the Fourth of July parade and festivities. The weather

was perfect, and everyone seemed to have a great time. I would like to say thanks

to the many volunteers who dedicated their time to making sure this event turns out

so great year after year. The new kayak launch was built and installed by Bobby

Cahoon Construction. This new launch is going to last a lot longer than the other

one, and since it is made out of wood, we will be better able to maintain it. Public

Works pressure washed most of the walkway to the kayak launch. The walkway in

the shady areas had become a little slick, and needed to be pressure washed.

Water Resources received our permit renewal for our Water Treatment Plant

Backwash. This new permit will become effective starting August 1st. NPDES

permits have to be renewed every fi ve

years. We are still waiting on our renew-

al permit for our Wastewatwe Treatment

Facility. We had one lift station pump

we had to pull this month. This pump

was pulled from the lift station located

on Starboard Drive. We installed a back

up pump in the lift station, and took the other pump out to be evaluated by Halltown

Rewind Service.

If you have any questions concerning the Water Resources/Public Works

Department, please call us at 638-3540, Monday through Friday, from 8:00 a.m.

until 4:00 p.m. After hours water and sewer, emergencies can be reported by dialing

the Town Hall at 638-3870. You will be

instructed to the dial “9” and follow the

directions to contact the on-call duty

operator. You will then be asked to enter

your phone number at the sound of the

tone. After entering your phone number, the automated system will inform you that

your page has been sent. Please be patient, and our utility systems operator will

return your call. If your call is not returned within ten minutes, please notify the

Police Department at 638-1108, and they will get in contact with the on-call utility

systems operator.

etc.Town ordinances allow for residents to drive their properly equipped golf carts on River Bend streets provided that they are inspected by and registered with our Police Depart ment. If you plan to drive your golf cart on the roadways, you must display the 2018 registration decal. Inspection and registration are required annually. The registration fee for each golf cart is $10. For additional information and to make your inspection reservation, please call the River Bend Police Department at 638-1108.

All River Bend dogs and cats must be registered annually.

Offi ce hours are Monday through Friday, 8:00 a.m. through 4:00 p.m. Registration is $10.00 per pet. Owners must present proof of rabies vaccination at the time of registration.

The Town of River Bend is now offering residents the opportunity to link a digital photo of their registered pets to our Animal Registration data-base. When you register your pet this year, you may submit a photo by e-mail, or staff can scan a photo for you if you prefer. This photo database will help reunite lost pets with their owners more quickly in the event a pet becomes lost.

River Bend dogs have their own exercise area where they can play with other canines. Situated between the Town Park and Ritter Field, the dog park gives dogs a chance to run while their owners socialize.

The park is open from sunrise to sunset for dogs with proof of current vaccinations. Separate exer-cise areas accommodate large and small dogs.

River Bend has a skateboard park to meet the needs of some of our more athletic residents.

A signed parental approval form is required and hel-met use is strictly enforced. For more information about the skateboard park, visit our web site or call the River Bend Police Department at 638-1108.

If you have a medical condition for which you require any type of special medical care during a dis aster or if your medical condition requires assistance to evacuate during a disaster, you may wish to apply to Craven County for their Special Needs Registry. The River Bend Police Department can provide you with the appropriate form and provide some basic information about the County’s program.

River Bend has a functional Community Emergen-cy Response Team (CERT). For more information about this group, or to volunteer, please contact the CERT liaison, Police Offi cer Ernest Thomas and/or visit our web site.
