Introduction: RAVALLI COUNTY DUI TASK FORCE PLAN JULY 1,2015 THROUGH JUNE 30,2016 The Ravalli County DUI Task Force was created in the mid 1990's as allowed by 61-2-106 MCA. Our diverse membership, education and enforcement programs has developed a solid Task Force with good accomplishments. Our mission is to promote a healthier and safer environment for county residents by reducing the number of alcohol/drug related traffic crashes and underage drinking as well as increasing the use of seat belt usage through public education, awareness, legislation, enforcement and collaborative strategies. Program Administration/Coordinator: A plan with objectives and strategies requires administrative planning and coordination as well as accounting services. Items of responsibility include but are not limited to: Writing, implementing and monitoring the DUI Task Force Plan; Administering DUI overtime hours with Law Enforcement Agencies as well as other DUI Activities, and to act as fiscal manager for the budget; Quarterly and yearend reports, chairing the quarterly DUI Task Force meetings; keeping records and minutes of DUI Task Force activities; Serving as liaison to the media, citizens, Commissioners, State Highway Traffic Safety Bureau, Law Enforcement and others; Serving as an active member of the Ravalli County Prevention Coalition Membership: Consists of the following voting members: Glenda Wiles has served as the DUI Task Force Coordinator since 1996. Her background includes eighteen years in Law Enforcement at Chico P.D., (California); one year as an Operative for Consumer Affairs (Sacramento, California); two years as an instructor at Butte Junior College (California) and 22 years as the Administrative Assistant to the Ravalli County Commissioners. During her studies she continued to work at the Ravalli County Attorney's Office and regularly tried DUI cases as a student intern. In 2009 she was hired as a Deputy County Attorney and now prosecutes all felony DUI and violent crime cases. Angela also developed and instructs a courtroom testimony course at the Montana Highway Patrol Advanced Academy twice yearly, routinely provides law

The Ravalli County DUI Task Force was created in the mid 1990's as allowed by 61-2-106MCA. Our diverse membership, education and enforcement programs has developed a solidTask Force with good accomplishments. Our mission is to promote a healthier and saferenvironment for county residents by reducing the number ofalcohol/drug related traffic crashesand underage drinking as well as increasingthe use of seat belt usage through public education,awareness, legislation, enforcement and collaborative strategies.

Tamra attended the Montana Law Enforcement Academy in 2003 and washired on with the Great Falls Police Department as a patrol officer. In 2005 she beganher career as a Trooper with the Montana Highway Patrol, now having served as aTrooper for 10 years. Tamra was also the victim ofa DUI crash near Darby. Her patrolvehicle was rear ended at a high rate ofspeed and the other driver fled the scene on foot.Since then she has endured many struggles related to the injuries incurred. Meeting Schedule for 2015-2016: These are tentative dates for our quarterly lunch timemeetings that are held in the Commissioners Conference Room, 215 S. 4,h Street, Suite A,Hamilton. The public is invitedto attend. All meetings are postedwith the newspapers, as wellas on the county web site and on the weekly Commission agenda which reflects variouscommunitymeetings. This public notice meets 61-2-106 (2) of the MCA. Meetings reflect ourcurrent activities, the need for new activities and or strategies which are discussed and votedupon by the members.

Ravalli County Overview:

We are a rural county in Western Montana covering 2,394 square miles located just south ofMissoula Countyto the Idaho border. Manyof our citizens work and recreate in Missoula andRavalli Counties. Our population is estimated at just a littleover 41,000 people with 4,644people located in Hamilton which is the county seat. Our county is nearly 100miles longwithmany small communities from one end to the other. Each community has a diverse populationwith two main state routes that run north and south through the county (State Route 93 as well asState Secondary Route knownas Eastside Highway). Theseroutesare heavily traveled withmany collector roads, driveways and farm approaches intersecting them, thus creating dangerousroutes. Wildlife is abundant, and many deer strikes are apparent as you travel the roads.

US 93 from Hamilton to Missoula as one of the high crash enforcement corridors with a newlyposted speed limit of 70 MPH. We have many rural roads, many of which are gravel and are atadistance from emergency services thus increasing thechances of fatalities and severe injuries.

The DUI Task Force Coordinator and Membership has reviewed the Montana DepartmentofTransportation Crash Database (SIMS) December 2014 Montana Problem ID 2013; MontanaHighway Patrol Statistics, Montana Prevention Needs Assessment; Ravalli County Justice CourtStatistics, Compliance Check Statistics, and Minor inPossession statistics, all specific to RavalliCounty, inorder to develop ourDUI Task Force Plan for the upcoming year.

It is noted that aggravated DUI has gone down due to thechanges in law(due to the 10year lookback period). Upto May 17,2015,ournumbers areupsignificantly than in years prior, and ifwe holdtrue to the pattern, 2015 mightyield a higher number of DUI filings in Justice Court. Inmy conversations with Judges, Law Enforcement Officers and Prosecuting Attorneys, theyconsistently agree there are more DUI's with other drug impairment than inyears before andthey see the number of DUI arrests are updue to the increased training and awareness of youngermore aggressive officers that are recognizing the signs of DUI Offenders on the roadways.

Compliance checks:

Planyear 2011: two compliance checks were held bychecking a total of 37 storesand barswhich resulted in 4 sales to minors.

Planyear2012: two compliance checkswere held bychecking 51 stores with 8 sales to minors.

Plan year2013: we held one compliance check in bars in the middle of the afternoon. Twominor operatives were utilized with the assistance ofour Drug Enforcement Team headed up bythe Ravalli County Sheriffs Office. Thirteen bars were checked with two sales in Stevensvillebars.

Plan year 2014: weheld onecompliance check on January 17th. Eighteen stores and bars werechecked on the north side of valley and four sales resulted, one of which was in a bar.

Plan year 2015: Hamilton PD completed a compliance check of eleven stores with three sales.The Ravalli County Sheriffs Office is planning a late May or June compliance check in thecounty jurisdiction.

Our RASS (Responsible Alcohol Sales and Service) Trainer, Charmell Owens continues trainingbars and stores at their site. She also visits with the stores/bars/server or cashier after an illegalsale of alcohol to a minor. While we would all like to see zero sales in each compliance check,or numbers of sales to the number of stores and bars checked are consistent. It is a never endingjob to train clerks and servers because their employment is not static. We find that newemployees are not trained prior to becoming a server or cashier.

Minor In Possession of Alcohol

Ravalli County Youth Probation files the following citations:

Calendar year 2009: 62 MIP's were filed.

Calendar year 2010: 71 MIP's were filed. Out of those 71,49 were first offenders, 13 weresecond time offenders and nine were third time offenders.

Calendar year 2011: 56 MIP's were filed. Out of those 56,42 were first time offenders, 12 weresecond time offenders and 2 were third time offenders.

Calendar year 2012: 38 MIP's were filed. Out of those 48, 35 were first time offenders, 9 weresecond time offenders, and 4 were third time offenders.

Calendar year 2013: 46 MIP's were filed.

Calendar year 2014: 39 first time MIP's were disposed of.

Some interesting data taken from the 2014MTPrevention Needs Assessment showsjust under50% ofRavalli County 8th graders have drank alcohol one ormore days in the last 30 days. 8,hGraders report they have taken a sip of alcohol by theage of 11; they have used alcohol regularlyat the age of 12and marijuana at the age of 12. Our DUI Task Forceneeds to review whatprevention efforts might be helpful prior to the 8th Grade, such as 5lh and 6th grade. (See theemail from Tracey Rogstad, Principalof Stevensville Middle School, who would like us toexpand our 8,h Grade Transitions to 6th and 7lh graders.)

Report to Judge Langton and Judge Haynes, "Statistics for underage drinking in Ravalli Countyhave steadily declined over the years, most likely due to increased educational awareness,changes in attitudes about underage drinking through town hall meetings, stricter enforcement,concurrent prevention programs provided in the schools withgrants from non-profit agenciessuch as the Community Coalition as well as the use of underage"Decoy" buy programsconducted by the DUI Task Force over the last several years."

Program Goals:

The FY 2016goals of the Ravalli County DUI Task Force remain the same as our previousyears:

• Continue efforts to reduce unlawful drinking and driving by deploying overtimelawenforcement patrol in orderto apprehend DUI Offenders, purchases of alcohol by minorsas well as walk through bar checks for over service;

• Continue to support education programs within the schools to eliminate unlawful alcoholand substance use/purchase and driving;

• Continue a media campaign designed to educate the community on the dangers ofdrinking and driving as well as other substance abuse. This education includes hostingprivate home parties for not only service to minors but over service to adult guests aswell;

• Provide opportunity for officers and task force representative to receive training relativeto alcohol and drug prevention, education, court room testimony and enforcement;

• Continue to provide RASS trainings to retail industry not only for serving alcohol tominors but for over service ofalcohol as well;

• Continue education for seat belt usage by partnering with Buckle Up Montana

Specific Programs for the Ravalli County DUI Program:

1) Policy and Legislation:A) Objective: Increase probability that impaired drivers will be subjectto swift, sureand appropriate sanctions.

Strategy: Continue our review of pending legislation and research, and bring pertinentinformation to the Task Force; Maintain communication with other members of DUITaskForces, Legislators and Staffat the State level for information and support of DUIlaws.

Method: Communicate with legislators and constituents with information in order toenact sound laws that can withstand the challenges in court.

Timeline: On-going, but pertinent during the legislative session and to members of ourcommunity.

2) Enforcement:A) Objective: Increase risk perception of being arrested and convicted for DUI.

Strategy: Support efforts for LawEnforcement Officers.

Method: Fund DUI Overtimeshifts for patrol activitywhich include traffic and walk thrubar checks with various law enforcementagencies in Ravalli County. The DUI Task

Force Coordinator will monitor the overtime hours and collect necessary information andarrest data from participating agencies.

Timeline: Budgeted monies are availablewhen the State grants formal approval forcontinuing the DUI Task Force. However, carry over monies in the budget can be spentto continue the O.T. enforcement until the DUI Task Force Plan is approved by the state.For a second year, agencies will not receivea specifiedamount of monies for the FiscalYear. Rather, an amount will be set aside for overtime runs and each agency will berequired to request funding for specific dates and events. The reason for this change isbetter control of the overtime monies for purposed events (i.e., local events; holidays).

B) Objective: Increase and enhance patrol presence in areas where juveniles congregateand use alcohol and other drugs.

Strategy: Support efforts of law enforcement officers - by seeking grants for thedeterrence ofunderage drinking and purchase ofalcohol.

Method: Fund overtime shifts for kegger patrol activity and assisting the Federal ForestService. The Ravalli County DUI Task Force may provide funds (with grant award) tofund local law enforcement if funding is still provided to the Ravalli County PreventionCoalition.

C) Objective: Increase the difficulty for minors in their ability to purchasealcoholthrough the use ofcompliance checks.

Strategy: Support efforts of law enforcement officers.

Method: Fund overtime compliancechecks for law enforcement officers. The RavalliCounty DUITask Force will provide funds to local lawenforcement agencies for thesechecks.

Timeline: A minimum of two compliancechecks per plan year will be held. Times anddates will be worked out with the law enforcement agencies.

D)Objectives: Purchase supplies for law enforcement agencies; purchase supplies forDUI Task Force Quarterly working lunch meetings; and provide cell phone stipend forDUI Task Force Coordinator.

Strategy: Support efforts of lawenforcement officers, DUI Task Force Members andVolunteers.

Method: Purchase supplies such as PBT's and associated equipment; intoxilizer gas,mouthpieces, intoxilizertubes, cameras for lawenforcement officersand agencies;purchase of lunch forquarterly working meetings for DUI TaskForce Members. Guestsand volunteers; purchase of plaques andor certificates for Award Ceremonies andorevents for volunteers and law enforcement/court officials; purchase cell phone stipend for

DUI Task Force Coordinator; and purchase office supplies such as letterhead, postageetc.

Timeline: Quarterly lunch meetings for DUI Task Force Members and guests (workingsessions); Ongoing purchases during the plan year for supplies and cell phone stipend.

3) Education/Awareness:A) Objective: Provide Responsible Alcohol Sales Training (RASS for local merchants)which includes not only the sales to minors but the over service of alcohol issue as well.

Strategy: Provide RASS training to local merchants and bars in regard to laws governingthe sales of alcohol to minors as well as the issue of over service (Over service as per 16-6-304 MCA)

Method: The Ravalli County DUI Task Force will continue to utilize Member CharmellOwens, and the newest RASS Trainer, Katelyn Lester for this training. Some funds maybe utilized from the DUI Task Force for mileage.

Timeline: Training will be provided as time allows and as the store and bar personnelrequest such training.

B) Objective: Impaired Driver Education Program (IDEP) within the Driver EducationClassesat local high schools and IDEP for community education.

Strategy: Support the localdrivereducation teachers and students in learning aboutimpaired driving bygiving them hands on experience behind the wheel to see the effectsof visual and coordination impairments. This is by far the most successful of ourendeavors and is widely known throughout the valley and asked for at many communityand school events.

Method: The Ravalli County DUITask Force will provide funds necessary to operateIDEP for these classesin the valley high schools and outreach to various communitygroups such as4-H, Scouts. IDEP includes the use ofa Yamaha Rhino and course set upwhere the student will drive the course in an un-impaired mode and impairedmode(FatalVision Goggles TM) The Rhino istaken to each community and high school by way ofacargo trailer. Law Enforcement Officers also attend these impaired driving programsworking with the students on the issues ofimpaired driving. (Note: during times ofinclement weather, this program also supports the use of a Law Enforcement Officer -which a Montana Highway Patrol Officer - has visited numerous driver educationclasses).

Timeline: Provide ongoing IDEP to driver'seducation and community groupsthroughout the year as requested.

C) Objective: 8th Grade Transition Classes for middle school students

Strategy: Support 8lh grade students as they transition into high school by providingthem with tools that will help them make good choices.

Method: The Ravalli County DUI Task Force will provide funds necessary to continuewith the 8,h Grade Transition Program. A full range of classes including: IDEP; LawEnforcement Officers; Insurance Agents; Probation Officers; EMT's and other MedicalPersonnel; Guest Speakers who are crash victims of Drunk Drivers as well as those whodrove drunk and killed or severely injured an innocent person; Guest Speakers withexpertise in how the body assimilates drugs and alcohol; Guidance Counselors; Classeson Internet Crimes Against Children and motivational Guest Speakers are included in thisprogram.

Our speakers connectwith the youth, expressing theirconcern for their welfare. Theclassesare geared toward positiveyouth development which helps students realize theirstrengths to make good choices as they transition into high school where they will makemore decisions for themselves which have a greater impact on others.

Timeline: April of each year.Please note: Year one: in this program was at Corvallis Middle School whereapproximately 130 students were reached. Year two: of this program included Corvallisand Lone Rock Schools where 170 students were reached plus over 667 students wereable to hear the Guest Speakerwho was a DrugEnforcement Officer from the StateofOregon. Year three: included Corvallis, Hamilton andVictor which reached over300students for the full program and over 1,000students heard our motivational speakerfrom Florida. Year four: we reached over 1,100 students with our assembly and over 200at Florence, Lone Rock, Darby and Corvallis. Year five: Hamilton, Florence andCorvallis Middle Schools enjoyed the full program which totaled 358 students. Fiveother schools benefited in the school assemblies with our guest speaker on alcoholpoisoning which totaled 1,114 student. Year six: Florence, Darby and Corvallis schoolsparticipated in the full day program with 230students participating. 1,376 students heardour motivational speaker from Tennessee. Yearseven: Stevensville, Corvallis, VictorandLone Rock participated in full or half day programs with 150 students participating.1,093 students heard our motivational speaker from Texas. Year eight: Stevensville, LoneRock, Corvallis and Darby participated in our full program which totaled 395 students. A

total of 833 students heard our motivational speaker from Tennessee. Our numbers weredown slightly this year due to a conflict on the state school testing dates.

This year, we held our first Mock Trial at Darby Middle School which is somethingnewfor us. We utilized the Darby Court, with a local Attorney acting as the judge. Studentswere tutored by Prosecuting Attorneys from the Ravalli County Attorney's Office and theState Public Defenders Office. They watched an actual video ofa Hamilton PoliceOfficer making a car stop and subsequent arrest ofan intoxicated driver as well as theIntoxilizer Machine and Officers notes for Field Sobriety. Students were broken intogroups of prosecution, defense and jurors to pass down a verdict. The group ofstudentscame back with a guilty verdict. Blood Alcohol on the defendant was 1.26. Thestudents enjoyed sitting in the courtroom with a judge, law enforcement officers andattorneys as they learned the Montana Code for the elements of a DUI and sentencing.

It is also worthy to note the DUI Task Force received a $7,500 grant in April, 2015, fromState Farm Insurance Company (Good Neighbor Citizenship Grant Award) to help us payfor our guest speakers for this year's 8th Grade Transitions Program. This was anawesome gift that again allowed us to partner with our schools, providing for numerousguest speakers, from Tennessee, Kalispell, Montana, Missoula, Montana, and our valleylaw enforcement, probation and emergency medical technicians.

D) Objective: Support Designated Driver Programs

Strategy: Provide promotional material for designated driver programs on a locallevel.

Method: Providing promotional materials such as posters, newspaper, radio, and TVpublic service announcements. Much of the materials can be obtained at no cost from theNational Highway Safety Traffic Bureau. Public service announcements can also beobtained at no cost.

Timeline: Ongoing throughout the year and to coincide with national promotionaldatesand the holiday season.

E) Objective: Increase public perception that impaired driving will result in arrest.

Strategy: Support a comprehensiveyear-round public information and educationalcampaign to enhance deterrence by increasing the knowledge and awareness by thegeneral public. These campaigns help to changeattitudes which modifycertain negativebehaviors such as drinking and driving.

Method: Providing information, assistance and funds necessary for education programssuch as Your Choice put on by the First Responders each spring to high school studentsthroughout the valley. Paid advertising such as billboards, radio and televisions will also

be necessary for public perception. In the past we have partnered with the DFC Grantand aired approximately 12 television PSA's as well as four major bill boardcampaignsin Ravalli County. Last year, MAPS (Media Arts in the Public Schools) was awarded a$7,500 grant by StateFarm Insurance Company in orderto provide a documentary of our8th Grade Transitions Program. The video can be seen on our web site atwww.rc.mt.gov(go to Public Safety- click on the DUI Task Force and watchour video. This helpseducate the public and seeks communitypartners for funding.

Timeline: Ongoing throughout the year, and to coincide with high-risk times such asgraduation, Holiday Seasons etc.

4) Evaluation: With the help of Charmell Owens who is familiar with the logic modeling,we utilize the Comprehensive Traffic Safety Plan and Objectives to build our strategy.We then conduct assessments by the use of surveys, independent assessments such as theYouth Risk Behavioral Survey and Prevention Needs Assessment for Ravalli County,Youth Court Annual Report, as well as meeting with teacher and administrators of localschools to determine the effectiveness ofour strategies.

BUDGET: JULY 1.2015 - JUNE 30.2016

It is estimated that approximately $18,000 will be deposited into the Ravalli County DUI TaskForce budget by the State, through the driver's license reinstatement feels. Our DUI Task Forcewill have approximately $15,000 in funds that will be rolled over into FY2016 and will beutilized for our normalexpendituresas wellas any future projectsand or line item overexpenditures asapproved bythe DUI Task Force. Our Task Force has roughly $20,000 ofequipment invested in our IDEP Program. Carry over funds are important to sustain thisprogram incase of a 'lean year' of revenue. It isone ofourmost important educational tools forimpaired driving and buckling up.

Glenda Wiles will continue to donate her coordinator salary back into the DUI Task Force,specifically utilized for the IDEP and 8th Grade Transition Program.

Other Budgeting issues: At the March and May 2015 Task Force meetings, members agreed tocontinue funding the same programs as last year with a slight increase in enforcement for specialactivities in our communities. Last year we agreed to 'lump' the monies together for our lawenforcement agencies requesting the use ofovertime monies through dates/events and timesspecific, rather than utilizing these dollars at their will. We will continue to do that in FY 2016 aswell.

Our 8th Grade Transition and IDEP programs are in demand at the local schools and willcontinue to receive funding at last year's level. The community continues to request our IDEPprogram at various events and gathering, which helps in public perception of DUI Education andEnforcement. The old saying goes, 'If we had more time and money' we could participate inmore community gatherings for educational purposes.

Task Force Member Charmell Owens will continue to assist Glenda in grant writing forupcoming 8th Grade Transitions and IDEP programs. The MAPS documentary video helped tosecure the $7,500 grant from State Farm Insurance Company.

The Task Force Members concurred any unspent budgeted dollars to either be rolled over intofuture budget years or to review projects as they come up during the year.

HB 132 Budget Monies:

A greatdecision by the state legislatorswas to return the un-used drivers reinstatement feesreceived by the state to counties that currently have a DUI Task Force. Being split evenly, thelarge 'pot of money' will net Ravalli County approximately $18,000 in funding. Useof themoney was discussed as follows:

Training: During our March and May DUI TaskForce meetings, Members looked at the needs ofourcommunity and felt trainingof LawEnforcement Officers and leaders in our community isvery important. Ourdiscussion is at a cursory level, butit was decided to ear mark $8,000 intraining fora 2-day Highway Safety Regional Training Course. Items of instruction will bespecific to drug impairment/and reduced fatality on ourhighways and roads and will include:New strategies; Treatmentand DUI Offender Court; Legislative updates for DUI Laws;Electronic search warrant; Courtroom testimony; Drug interdiction on our highways. Glenda hasalready spoken POST Director Perry Johnson for certification of this2 -day course. Plans arefora February or March 2016course so ourcourse outline andspeakers can be secured.Invitations will be state wide to all law enforcement officers. While present for this 2-daytraining, theLaw Enforcement Officer and Drug Interdiction speaker from Oregon (whom weare working with) has also agreed to an evening meeting with various leaders and teachers in thecommunity.

Targeting the 20-30 year olds for DUI's and over service: Task Force Members also looked atour stats from Justice Court and can see the arrests for 20-30 year old males is up for DUI's. Itwas agreed to earmark $5,000 of this$18,000 specifically to target thatage group. Nospecific

advertisement venues were decided upon at this time. Most likely the way to reach this group isthrough direct contact at bars for over service, public perception education with newadvertisement strategies for that gender and age group. One part of the ear marked money is apublic service announcement with Task Force Member Katelyn Lester and MHP Trooper RockyBailey to address the over service at a local bar that resulted in the crash that severely injuredKatelyn. The County Attorney's Office and MHP will review the public service announcementcontent for approval.

We anticipate the balance left in HB 132 monies to be $5,000. DUI Task Force Membersconcurred these monies could be utilized for any cost overruns on the training, other specialprojects, and held for future Impaired Driving Education Programs and 8th Grade Transitions.

$7,500 State Farm Good Neighbor Grant:

At the time of thisreport, our final expenditure amounts forthisyear's 8th Grade Transitions arenot finalized by our Accounting Office due to invoices that are scheduled for payment. Cursoryestimates appear we will utilize approximately $6,000 of the $7,500 on guest speakers and airtravel for the Tennessee motivational speaker Monty Burk. The DUI Task Force will utilizeapproximately $6,000 of their budget for pier diems ofguest speakers, cone and course workersand instructors, lunches for the IDEP and Mock Trial Crew (approximately 50 people eithervolunteered and or were paid overtime (law enforcement officers for the IDEP Course and FieldSobriety Testing), and service labor for hauling the Rhinos, setting up and managing the course.Daniel Loske of State Farm will be given an accounting of the grant monies, and Mr. Loske hasalready indicated any leftover monies from the grant can be utilized for future IDEP activities,which includes next year's 8th Grade Transitions.

Every year, Glenda Wilesworks hard to stretch her budget.

She knows that every dollar spent wisely by the RavalliCounty DUITask Forcemightsave a life someday.

The bulk of the task force'sannual $20,000 budget comesfrom driver's license reinstatement fees. About $9,000 of thatis spent offering eighth-gradestudents throughout the countythe tools they need to keepthemselves and all of the motoring public out of harm's way.

This year,help in the taskforcecoordinator's budgetingchallenge came in an unexpectedway.

State Farm Insurance selectedthe Ravalli County DUI TaskForceas the recipient of a $7,500grant that is part of its GoodNeighbor Citizenship Grantprogram.

"This money really means alot to our program," Wiles said."It saves me so much moneythat can be used in many different ways."

The RavalliCounty DUITaskForcehas been working directlywith area schools since 2007.That year, Wiles purchasedatrailer and Rhino off- road vehi -cle that are used to give youngpeople arealhands-on shotofreality on the challenges ofdriving drunk.

The task force's initial program focused onputtingkidsbehind the wheel of the Rhino.Afterallowingthem to navigatethroughacoursemarkedwithcones, they would fit the youngdriverswith apair of FatalVisionGogglesand tell them to tryagain.

Buildingon that success, Wiles was invitedto deliver the task force'smessage to the entireeighth grade at CorvallisMiddle School in 20 0 9.In a daylong event, theeighth-graders heardimportant messages fromlaw enforcement officers, EMTs, doctors andguest speakers with directknowledge of the DUIissue either as an offenderor victim.

That program tookroot, as other schoolsthroughout the valley saidthey wanted to take parttoo.

Bringing a guestspeaker to Ravalli Countyisn't inexpensive.

So this year, Wilesjoined with Buckle UpMontana's CharmellOwens to write a grantrequesting assistance from State FarmInsurance.

Daniel Losk, a publicaffairs specialist withthe firm, said State Farmofficials were excited to beable to help "the fantasticwork that's being accomplished by Glenda and theRavalli County DUI TaskForce."

Last year, State Farmprovided a $5,000 grantto the Hamilton-basedMAPS Media Institute.The grant was used toproduce a promotionalvideo for the county DUItask force that was usedto increase awareness ofyouth automobile safetyprograms locally andstatewide.

Losk said that initialcontact through MAPS

put the spotlight on thegood work being accomplished bythe taskforce,both locally and throughout the state.

"Glenda has done tremendous work in reaching youth through theRCDTF programs andinfluencing other taskforces' work across thestate," he said.

This year's guestspeaker is Monty Burksfrom Tennessee. Heworks as a drug and alcohol offender programspecialist, with a focuson helping offenders reenter their communities.A parent will also talk tostudents at Stevensville,Darby and Corvallis abouther son's drug overdose.

For the first time, Wilessaid the task force's program will include a mocktrial at Darby on April 28.

"We'11 use a real carstop by the Hamiltonpolice department as thecase," she said. "We'llhave attorneys, a judgeand two juries of six stu

dents each. It should beinteresting to see whateach jury decides."

The people whooffertheir time to bring thisimportantmessage tomiddle school studentsare vital to the program'ssuccess, she said.

Their approach is whatmakes it work.

"We don't go into theschools and start preaching,"Wiles said. "Instead,we tell them that theyare smart kids and here'ssome information thatyou'll need to havein yourtool box when you getinto high school wherethey'll have more peerpressure and more freedom."

"Our goal is to reducedrunk driving," she said."We want them to knowtheir decisions impactmore people than justthemselves. We want tocreate conditions thatlead to safe roadways forboth them and everyoneelse using the roads."
