Final Reporting
Post-Pam April 2015
A working group of Ratua Foundation, Cyrille Mainguy and for Association de Mele and SHaRM Pikinini Ecole Foundation met post-PAM with the School Board, School Headmaster and Executive for the School as to how we could jointly assist Suango Mele Primary School with reconstruction on the school buildings damaged by Cyclone PAM. A plan was formulated for the reconstruction subject to fundraising by the various groups involved.
Following is a plan and layout of the School and identification of the School Block 2 consisting of four large classrooms, the subject of this report.

Rebuild
The combined team working with the Project Manager for Suango Mele Primary School, Cyrille Mainguy, Consulting Engineer and Project Management, were fortunate via Stuart Friend (Sunny Coast Board Room) to secure the services of a team of four kiwi builders from New Zealand to undertake the re-roofing for Block 2 free of charge to this part of the Project.
This work commenced on 15th August with the Kiwi team coordinated by Andy Ross being Mark Leppard, Phil Pointon and Todd Berriman from the Hawkes Bay in New Zealand who, during their stay, completed the re-roofing ready for the local builders under Foster Rakom to continue with the finishing building required to refurbish the four classrooms. This project was also extremely fortunate to have input from Volunteer Vanuatu whose contingent of workers arrived daily to paint, repair and assist with the refurbishment of all four classrooms.
The school Block 2 suffered extensive damage in Cyclone PAM and required not only a large contingent of labourers to undertake the work but also funding to bring the classrooms back to serviceable use by the school.
Cyrille Mainguy, as project manager for Suango was overseeing the work and inspections plus reporting back to the Ministry during the course of the reconstruction.

Work that has been completed to repair the 4 classrooms included:
Completely new colour steel iron replacement from BlueScope Lysaght
New trusses constructed and stronger reinforcing of the roofing system has been achieved
Repair to exterior cement walls and interior damage where roofing was torn from the structure
Plastering of all damage and two end walls of building plastered and painted
Painting of all fascias and trims once re-roofed – green
Painting of total exterior of the building - white
Refurbishment or replacement of window loovres and glass and replaced and repaired where required
Lockable doors fitted to all rooms
New steps built and cemented for access to all classrooms
Mesh inserted on soffit to provide security and air flow
Interiors of all classrooms repainted totally in white
Blackboards and pin boards repainted and reinstalled
Classrooms cleaned ready for re-use
Refurbishing work Completed on 25th September 2015
The construction rebuild for Block 2 at Suango Mele Primary School was completed in stages with the classes moving back into their permanent classes from their temporary tent classrooms as and when the volunteer teams finished the work. The Project Manager/Engineer inspected the buildings on or about 25th September 2015.

FURTHER WORK TO BE CONSIDERED BY THE PROJECT TEAM OR SOUGHT BY OTHER DONORS
These classrooms will require:
Electricity run to the classrooms in Block 2
Guttering connected to the water tanks for additional water supply (2 large tanks – now provided and guttering which had been funded by Intraco)
Extra cupboards and white boards and shelving (supplied by SHaRM)
Additional chairs and desks to all four classrooms (supplied by SHaRM)
Teaching resources (to be supplied by SHaRM)
Storm shutters made and to be installed on all windows
Landscaping and repair to ground outside of classrooms including verandah reinstallation.
INSPECTION AND SIGN OFF BY CYRILLE MAINGUY, PROJECT MANAGER FOR SUANGO
Working with Cyrille Mainguy, Project Manager on all the rebuilding at Suango, Cyrille has been reporting throughout the rebuild of Block 2 and providing interim technical reports following inspections.
Cyrille will provide this report to the Ministry of Education, following his further final inspection of Block 2 and upon approval of this report.
