INTRODUCTION

Extinction is a natural process. Today, however, plant and animal species are disappearing world-wide at an acceler­ated pace. Based on current trends, half of the species on earfh will be extinct within the next 100 years. The major cause of this phenomenon is large-scale destruction of native habitats, which has increased since European settlement began in the mid 1800’s - in Oregon and throughout the New World.Once lost, a species can never be recovered, and there is no way of knowing how useful it may have been. We do know that human beings and many of their industries depend on plant and animal products. About 50% of all pharmaceuticals have a natural component as an active ingredient, yet less than one percent of the world’s species have been chemically analyzed and tested. Many invertebrates and plants contain undescribed and highly functional compounds. Limnanthes floccosa subsp. grandiflora, or wooly meadow-foam, a rare plant that grows in southwest Oregon, has been recently found to produce a hybrid with the more common member of the genus, Limnanthes alba. This hybrid grows well in the poorly drained soils of the Willamette Valley and produces a valuable oil used for soaps, plastic and rubber production. In addition, the new hybrid meadow-foam does not require the field burning necessary for other crops. This species, and many other Oregon natives, will be lost without intervention. The purpose of this book is to provide land managers, owners and interested parties with a list of those species in Oregon which are in greatest jeopardy.

Oregon State Endangered Species ProgramsIn 1987, the Oregon Legislature passed an Endangered Species Act which gave the Oregon Department of Agriculture responsibility and jurisdiction over threatened and endangered plants, and reaffirmed the Oregon Department of Fish and Wildlife’s responsibility for threatened ;and endangered animals. Both of these agencies have entered into cooperative (Section 6) agreements with the United States Fish and Wildlife Service for the purpose of carrying out research and conservation programs for animal and plant species under the auspices of the federal Endangered Species Act. The Oregon Natural Heritage Program (ONHP) is in the process of obtaining a similar agreement for invertebrates. More information on the state endangered species programs can be found at the beginning of the animal and plant sections of this book.

The Oregon Natural Heritage Program (ONHP)ONHP (formerly the Oregon Natural Heritage Data Base) maintains a comprehensive manual and computerized data base on Oregon’s rare, threatened and endangered plants, animals and ecosystems. Site-specific information is available at the Program office. Support for this system is based on a cooperative effort between The Nature Conservancy and the Oregon Division of State Lands and

the many public agencies which have as a part of their goals and mandates, the identification and protection of sensitive species and their habitats. Indeed, most of the information contained in this booklet was obtained from biologists working for federal or state agencies. These agencies, together with the state’s herbaria and museum collections, provide much of the information that comprise ONHP’s databases.This report has been compiled using the most current information available on the distribution and abundance of plants and animals native to Oregon. Although based on a large volume of information, it is by no means complete. Much is known about some species, very little about others. ONHP welcomes additional information or recommendations regarding any of the taxa listed herein. Such information, as well as data requests should be directed to:

OutlineThe book is divided into animal and plant sections. The sections begin with a description of the animal and plant programs in the state and are followed by the main list of animals and plants. For animals, the list is divided into major groups: fish, amphibians, reptiles, mammals, birds, and invertebrates and then arranged alphabetically by scientific name. The plant list is first divided into three groups: vascular plants, non-vascular plants, and fungi & lichens, and then alphabetized by scientific name. The information for each taxa includes common name, county, physiographic province, and adjacent state distribution, the various state and federal status, as well as ONHP status. Distribution abbreviations are listed and explained on the next two pages.

Criteria and DefinitionsInclusion of any given taxon on these lists is based on several specific criteria. The most important factors are the total number of known, extant population? in Oregon and world-wide, and the degree to which they are potentially or actively threatened with destruction. Other criteria include the number of known populations considered to be securely protected, the size of the various populations, and the ability of tfie Imon to persist at known sites. The taxonomic distinctness of each species also has been considered. Hybrids or questionable, undescribed species have not been included; although undescribed taxa recognized by the scientific community in Oregon are included. Taxonomic experts who were consulted are listed in the acknowledgements on the back inside cover.

DefinitionsEndangered taxa are those which are in danger of becoming extinct within the foreseeable future throughout all or a significant portion of their range.Threatened taxa are those likely to become endangered within the foreseeable future.LE = Listed Endangered. Taxa listed by the U.S. Fish and Wildlife Service (USFWS) as Endangered under the Endangered Species Act (ESA), or by the Departments of Agriculture (ODA) and Fish and Wildlife (ODFW) of the state of Oregon under the Oregon Endangered Species Act of 1987 (OESA).LT = Listed Threatened. Taxa listed by the USFWS, ODA, or ODFW as Threatened.PE = Proposed Endangered. Taxa proposed by the USFWS to be listed as Endangered under the KA or by ODFW or ODA under the OESA.PT = Proposed Threatened. Taxa proposed by the USFWS to be listed as Threatened under the ESA or by ODFW or ODA under the OESA.

Cl = Category 1 Candidate. Taxa for which the USFWS has sufficient information to support a proposal to list as Threatened or Endangered under the KAC2 = Category 2 Candidate. USFWS candidates which need additional information in order to propose as Threatened or Endangered under the ESAC2* = Possibly Extinct Category 2 Candidate. USFWS candidates which may be extinct.3A = Extinct Taxa. Taxa for which the USFWS has persuasive evidence of extinction.3B = Taxonomic problems. Taxa which do not meet the USFWS’s definition of a "species".3C = Taxa which have proven to be more abundant or widespread than previously believed and/or which have no identifiable threats. This status is based only on the most recently published Candidate Notice of Review.

Lists following Animal and Plant Sections1) Federal or State Listed Taxa includes taxa listed or proposed to be listed by the USFWS as Endangered or Threatened under the ESA, based on the January 1, 1989 Endangered & Threatened Wildlife and Plants, a special reprint of Federal Register 50 CFR 17.11 & 17.12. For animals this list also includes state listed taxa as Endangered or Threatened by ODFW. State and federal listed plant taxa are included on the same list with state and federal candidate taxa (see below).2) Federal Cl and C2 Candidates for listing under the Endangered Species Act. The animal candidates for both vertebrates and invertebrates are from January 6, 1989 Federal Register, Vol. 54, No. 4; the plants from the February 21, 1990 Federal Register, Vol. 55, No. 35.

3) Oregon State Candidates for animals is ODFWs Sensitive Species List, provided by the Department’s Non-Game and Fisheries Programs in 1991 and for plants is ODA’s Candidate Species List, dated March, 1991.4) Heritage Program Lists include all taxa from List 1, List 2, List 3, List 4 and those Taxa Considered but Rejected. Taxa are arranged alphabetically within their respective list. Criteria for these lists are:

List 1 contains taxa that are threatened with extinction or presumed to be extinct throughout their entire range. It is largely consistent with the Listed, Category 1 and 2 species from the USFWS. These species are in need of active protective measures to insure their survival. ONHP tracks all locations of these taxa on computerized and manual files.

List 2 contains taxa that are threatened with extirpation or presumed to be extirpated from the state of Oregon. These are often peripheral or disjunct species which are of concern when considering the floral and faunal diversity within Oregon’s borders. They can be very significant when protecting the genetic diversity of a taxon. ONHP, more than the state and federal agencies, regards extreme rarity as a significant threat, and has included species which are very rare in Oregon on this list. ONHP tracks all locations of these taxa on computerized and manual files.

List 3 contains species for which more information is needed before status can be determined, but which may be threatened or endangered in Oregon or throughout their range. This is the Review List from past editions. ONHP maintains manual files for all of these taxa and computerized locational files on selected ones, including all Federal Cl and C2 Candidates.

List 4 contains taxa which are of concern, but are not currently threatened or endangered. This includes taxa which are very rare but are currently secure, as well as taxa which are declining in numbers or habitat but are still too common to be proposed as threatened or endangered. While these taxa currently may not need the same active management attention as threatened or endangered taxa, they do require continued monitoring. ONHP maintains manual files for all of these taxa and computerized locational files on selected ones, including all Federal Cl and C2 Candidates.

Taxa Considered but Rejected contains all taxa deleted from any of the above lists or nominated to these lists but rejected. In the past, we have included many taxa which were only suspected to be in Oregon. These have been dropped in this edition, but can be added to the lists in the future if they become documented in the state. Taxa dropped from the list since the last book (1989) are also included in the main list.

MAPS AND DISTRIBUTION INFORMATION

Distribution Information is included on the lists in the following format: Physiographic Province; State (and/or Canadian Province); and County. Outrof-state distribution information is complete for plant and animal taxa on ONHP List 1 (which are usually Oregon or regional endemics). For all other taxa, adjacent states or the closest state with occurrences will be listed; a plus (+) signifies that the taxa is found in additional states. Taxa with no other states noted are Oregon endemics. For the most part, the Physiographic Province, County and State distribution is based on both historic and current information. Any additional input on distribution will be incorporated in future updates of this book.

Physiographic Province occurrences for each species is keyed to the base map below. This map divides the state into ten distinct biomes based on geologic and vegetative patterns. It is modified from the 1973 publication Natural Vegetation of Oregon and Washington by Franklin and Dyrness, and matches maps in the Oregon Nongame Plan (1986) and the Oregon Natural Heritage Plan (1988). The provinces are CR=Oregon Coast Range, WIV:?: Western Oregon Interior Valleys, SIS=Siskiyou Mountains, WSC=West Side & Crest, Oregon Cascades, ESC=East Side Oregon Cascades, OBW=Ochoco, Blue & Wallowa Mountains, B&R=Basin and Range, HLP=High Lava Plains, OU=Owyhee Uplands, and CB=Columbia Basin.

County distribution is keyed to the base map on the bottom half of this page. The abbreviations are made from the first four letters of each county name. The county names are: Baker, Benton, Clackamas, Clatsop, Columbia, Coos, Crook, Curry, Deschutes, Douglas, Gilliam, Grant, Harney, Hood River, Jackson, Jefferson, Josephine, Klamath, Lake, Lane, Lincoln, Linn, Malheur, Marion, Morrow, Multnomah, Polk, Sherman, Tillamook, Umatilla, Union, Wallowa, Wasco, Washington, Wheeler, Yamhill. The county information included is based on data from ONHP files. Please notify us of mistakes or omissions.

State and Canadian Province distribution is included on the lists primarily to alert biologists to the distribution of these rare, threatened, and endangered taxa in adjacent states. The distribution for the more wide ranging species in states not adjacent to Oregon is primarily based on published information and may not be complete. The two-letter postal abbreviation is used to identify states and are as follows: CA= California,ID=Idaho, NV=Nevada, and WA=Washington. Only five Canadian provinces were abbreviated in the lists: AB=Alberta, BC=British Columbia, ON=Ontario,QU=Quebec, and SK=Saskatchewan.

SPECIAL ANIMALS

The Main List of special animals includes rare, threatened and endangered vertebrate and invertebrate species that are native to Oregon and that have (or have had) sustained breeding populations within the state.

This list includes Federal and State listed species and federal candidate species, including several species that are presently considered invalid species or have undergone taxonomic revision (Pistol River pocket gopher (Thomomys bottae detumidus), willowAvhitehorse cutthroat trout (Oncorhynchus clarki ssp.). The status of Federal candidate species is from the January 6, 1989 Federal Register, but readers should be aware that the USFWS anticipates publishing a new list of animal candidates by mid-1991. This main listing of animals does not include open-ocean mammals or sea turtles as these species generally occur offshore and do not breed in Oregon. ./Ul Federal and State listed marine species are, however, included in the individual summary of Federal and State listed species.

The main listing of animal species is divided into 6 groups (fish, amphibians, reptiles, birds, mammals, invertebrates), arranged aphabetically by genus within each grouping. For each species, we have noted the federal status (USFWS), state status (ODFW) and Heritage List ranking (ONHP), as well as its distribution by physiographic province and county in Oregon, and also its presence in adjacent states. In the Main List, we have abbreviated ODFW’s sensitive species categories as follows: SC=Critical, SV=Vulnerable, SP=Peripheral or naturally rae, and SU=Undetermined status. Separate lists summarizing federal and state listed species, federal candidate species (Cl & Cl), ODFW’s state sensitive species and species noted on Lists 1, 2, ,3, and 4 of the Heritage Program follow the main listing of animal species.

For the ONHP Lists, the status of the avian species refers to the breeding populations. Some species may be common in winter or migration but rare as breeders in Oregon, and in these instances it is only the breeding populations that are of concern (i.e. harlequin duck, bufflehead, common loon). There are several bird species that have nested in Oregon on occasion (semipalmated plover, black-chinned sparrow, solitary sandpiper), but may not yet be considered established breeding populations. For now, these species are included on the List 3 (Review List) pending more accurate determination of their breeding status.

ONHP Lists also includes wintering populations for those avian species which are present year round and have extremely sensitive, threatened or otherwise -vulnerable populations (bald eagle, snowy plover). Otherwise, species that occur in Oregon in migration or as winter residents only are not considered here, except in instances where a species is of an especially sensitive

nature with critical staging or wintering locations (i.e. Aleutian Canada goose, brown pelican). Those species of accidental occurrence are not included (snowy owl, red-shouldered hawk).

Compilation of the invertebrate lists has been especially difficult. Little is know about the status and distribution of most invertebrate taxa found in Oregon, particularly those which may be rare, threatened or otherwise vulnerable. The Oregon Natural Heritage Program is in the process of obtaining limited authority for invertebrates through a cooperative agreement with the U.S. Fish and Wildlife Service. It is our hope that in cooperation with State and Federal agencies we can assist and coordinate efforts to gather information and better ascertain the status of rare, threatened and endangered invertebrate populations in Oregon.

A key programmatic objective of the ONHP is to serve as a clearinghouse of information regarding site.specific location of rare, threatened and endangered species in Oregon. Our intent is to obtain and computerize locational information for all State and F^eral listed animal species, as well as all Federal candidate species (Cl & C2). We also computerize location data of other animal species that we believe are rare (of limited abundance or restricted distribution), threatened, endangered or otherwise vulnerable in Oregon.

Generally, the ONHP maintains computerized information for all animal species on ONHP Lists 1 and 2, as well as selected species on lists 3 and 4 that have Federal candidate status or that we believe are otherwise rare or of special concern in Oregon. In the Main List, we have placed an asterisk (*) adjacent to the ONHP status for each species for which site specific computerized information is maintained. Additionally, we maintain manual files for all animal species noted herein. We encourage and welcome the submission of information, reports and observations on all of the special animal species noted on the Federal, State and Heritage Program lists.

Oregon Endangered Animal Species Program - ODFW Clair Puchy, Nongame Program Coordinator and Hal Weeks, T & E Fish Program Leader

The Oregon Department of Fish and Wildlife (ODFW) maintains a list of threatened and endangered species under the authority of ORS 496-172, the Oregon Endangered Species Act, 1987. There are currently 30 species on the list with three more pending. The three, currently on Oregon’s Sensitive Species List, are the Lost River sucker, shortnose sucker and Northern (Steller) sea lion. The Act requires the department to develop plans for the management and protection of listed species. A typical plan is to include inventories and status surveys

and management recommendations that will facilitate recovery and eventual delisting of the animal. The Oregon Fish and Wildlife Commission has adopted administrative rules, OAR 635-100-100 to 130, which clarify the Act and provide criteria for listing, delisting and protection of listed species.

The Oregon Fish and Wildlife Commission has also adopted a rule requiring the department to develop and maintain a state list of Sensitive Species for vertebrates in the state. The rule is OAR 635-100-040. Sensitive species constitute naturally-reproducing native animals which are likely to become threatened or endangered throughout all or a significant portion of their range in Oregon. The Sensitive Species list is for the express purpose of encouraging actions that will prevent further decline in species’ populations and/or habitats thus reducing the need for listing. This list is updated biennially. Anyone may request that a species be added to or removed from the list by writing to the department and providing justification for the requested action.

Sensitive species are broken into four categories defined as follows;

CRITICAL (C)Species for which listing as threatened or endangered is pending; or those for which listing as threateried or endangered may be appropriate if immediate conservation actions are not taken. Also considered critical are some peripheral species which are at risk throughout their range, and some disjunct populations.

VULNERABLE (V)Species for which listing as threatened or endangered is not believed to be imminent and can be avoided through continued or expanded use of adequate protective measures and monitoring. In some cases the population is sustainable, and protective measures are being implemented; in others, the population may be declining and improved protective measures are needed to maintain sustainable populations over time.

PERIPHERAL OR NATURALLY RARE (P)Peripheral species refer to those whose Oregon populations are on the edge of their range. Naturally rare species are those which had low population numbers historically in Oregon because of naturally limiting factors. Maintaining the status quo for the habitats and populations of these species is a minimum requirement. Disjunct populations of several species which occur in Oregon should not be confused with peripheral.

UNDETERMINED STATUS (U)Animals in this category are species for which status is unclear. They may be susceptible to population decline of sufficient magnitude that they could qualify for endangered, threatened, critical or vulnerable status, but scientific study will be required before a judgement can be made.

All efforts towards management and protection of threatened, endangered and sensitive species in Oregon will be coordinated with other state and federal agencies and private conservation organizations. This plant list is an update of the 1989 edition of this book. All status changes for specific taxa reflect new information obtained since then. Both the format and some of the definitions and categories of the lists have been changed to make this booklet more usable. The main body of the text now is an alphabetical listing of all taxa on all the lists. Descriptions of the categories and lists can be found in the Introduction on page two.State distribution is included for all taxa on the Lists in this edition.At the end of the main list, the various taxa included are listed again by lists. These include a) The USFWS Candidate List with federally listed taxa; b) The ODA Candidate List with state listed taxa; c), List 1; d) List 2; e) List 3; f) List 4; and g) Taxa Considered but Rejected.

■ Details on these lists are included below.List 1 contains taxa which are endangered or threatened throughout their range or which are presumed extinct. The status of taxa on this list represents its status throughout its range. Species which are extirpated from Oregon are included with an -ex after the List number (1-ex). Taxa known or thought to be extinct throughout their range have an -X following the list number (1-X).List 2 contains species which are threatened, endangered or possibly extirpated from Oregon, but are more common or stable elsewhere. Taxa extirpated from Oregon are included with an -ex after the List number (2-ex).List 3 contains species for which more information is needed before status can be determined, but which may be threatened or endangered in Oregon or throughout their range. This is equivalent to the Review List of past editions.List 4 contains taxa of concern which are not currently threatened or endangered. orHerbarium, Department of Botany Oregon State University, Corvallis 97331In 1987, the Oregon Legislature passed Senate Bill 533 (unofficially the "Oregon Endangered Species Act”) at the urging of the Native Plant Society of Oregon and others in the state’s botanical community. This bill, and its accompanying statutes (ORS 564.100-564.135), direct the state Department of Agriculture (ODA) to maintain a strong program to conserve and protect native plant species threatened or endangered with extinction. The Endangered Species Program (now part of the overall Plant Systematics and Conservation Biology Program in ODA’s Natural Resources Division) was initiated 1988.With the exception of ODA’s ability to regulate the import, export, and commercial trafficking of threatened and endangered plants (under ORS 564.120), the state’s authority concerning these species currently extends only to state-owned or state-leased lands. The statutes do not require private or other government land owners to safeguard species protected by state law, although ODA is ready and willing to work with the owners or managers of these lands in conservation efforts if they request help. To date, there has been excellent cooperation with federal agencies concerning the management of the 19 species currently listed as threatened and endangered by the State of Oregon. In addition, ODA collaborates in the study and evaluation of many other candidate and sensitive taxa.ODA has developed administrative rules (OAR 603-73- 005 through 603-73-100) that specify procedures pursuant to the listing, reclassification, or delisting of plant species by the state as threatened or endangered; the develop­ment of regulations and programs intended to assist and direct state land management agencies in their important roles involving native plant protection; and the initiation

of a system of permits for transplanting, scientific study,or collection of threatened or endangered plants. Any person or organization engaging in the collection or study of listed species must register with, and receive a permit from, ODA. A Brief History of Rare Plant Protection in Oregon by Rhoda M. Love, Past President Native Plant Society of Oregon (NPSO)When the Federal Endangered Species Act was passed in 1973, the attention of the nation began to focus on this country’s rare and endangered plants. That year, the Smithsonian Institution, in Washington, D.C., was directed by Congress to prepare a list of U.S. plant species thought to be extinct or in danger of extinction.In Oregon, Dr. Kenton L. Chambers of the Oregon State University Herbarium in Corvallis began a list of plants rarely collected in Oregon. At about the same time,Jean L. Siddall of Lake Oswego was preparing a list for the Oregon Natural Area Preserves Advisory Committee, of those plants considered rare by Oregon botanists. Chambers and Siddall soon realized that they were examining the same species and pooled their efforts.In June, 1975, the U.S. Fish and Wildlife Service published the names of nearly 3,000 rare and endangered United States plants in the Federal Register. At about that time, Jean Siddall set up an Advisory Committee of professional taxonomists, and an office called the Oregon Rare and Endangered Plant Project. The Project drew up this state’s first list of rare, threatened and endangered plant species. The list, in booklet form, was published by the Oregon Natural Area Preserves Advisory Committee to the State Land Board in 1979. The authors of the book. Rare, Threatened and Endangered Vascular Plants in Oregon - An Interim Report, were Jean L. Siddall, Kenton L. Chambers and David H. Wagner of the University of Oregon Herbarium in Eugene. This 1979 document was the forerunner of the book you now hold in your hand.Shortly after the appearance of this Interim Report in 1979, the Oregon Natural Heritage Program, an office established by the Oregon Field Office of The Nature Conservancy and the state of Oregon in 1975, began a comprehensive computerized data base for Oregon rare plant and animal species. This data base is constantly updated as new information on Oregon’s rare plants is received. With the cooperation of NPSO, ODFW, the Oregon Natural Heritage Advisory Council, the Rare and

Endangered Plant Project, USFWS, and state and federal botanists and zoologists, the Interim Report was updated and published in July, 1983 as Rare, Threatened and Endangered Plants and Animals of Oregon, by the Oregon Natural Heritage Data Base. Subsequent updates were printed in 1985, 1987, and 1989. These books have become essential resources for any individual or agency carrying out land management activities involving rare plants and animals in the state of Oregon.Another important publication. Threatened and Endangered Vascular Plants of Oregon, An Illustrated Guide, by Robert J. Meinke, then a graduate student at Oregon State University, was published by the USFWS in Portland in 1982. Presently out of print, this volume is nevertheless used and prized by Oregon botanists for its botanical drawings and its thorough coverage of many of Oregon’s rarest plants.By the mid-1980’s, NPSO realized that the federal listing process for endangered plants was too slow and cumbersome to adequately protect the approximately 100 plant species on Oregon’s rare and endangered list. Therefore, in 1985, this non-profit society of amateur and professional botanists from throughout the state, under its legislative chair Esther McEvoy, began drafting state legislation which would afford protection for Oregon’s endangered species. The membership of the Native Plant Society rallied in support of this legislative effort. Following the lead of the society’s two tireless lobbyists, Esther McEvoy and Julie Kierstead, and with the help of the Oregon Natural Resources Council and a number of supportive legislators, the effort culminated in 1987 with the passage of Oregon Senate Bill 533, the Oregon Endangered Species Act.In addition to sponsoring and supporting endangered species legislation, NPSO carries on its own rare plant protection program. Members in 11 chapters across the state monitor rare plants in each area, and report findings to the state R&E chair. This information is then incorporated into ONHP’s databases.
