1. Introduction

KARIBU TANZANIA, to all competitors, teams, media representatives and rally enthusiasts. We once again, are the hosts of the RALLY OF TANZANIA, Round 1 of the 2009 FIA Africa Rally Championship (ARC), the 2009 Tanzania National Rally Championship (NRC) and the Pirelli “Search for a Star” program. This annual championship features rounds in Kenya, Uganda, Zambia and Zimbabwe The event has managed to attract many competitors as well as spectators both locally and internationally. Rally has become a major spectator-sport event. Many of the drivers on the ARC circuit have inspired many young and new talents to take up rallying in Tanzania. It is our mission to cultivate this spirit of rallying in the hearts and minds of young potentials by hosting this rally event in the country. We would like to assure you a challenging and exciting event that will take place in the South of Dar-es-Salaam. Our team is at your disposal and do not hesitate to contact us for further inquiries. 4. Workshop and Service Park

4.1 Information about the Service Park

All service will be at the Service Park situated at Mwanambaya Primary School, Mbagala Road, Mkuranga.

4.2 Check List of Service Park Details

iii) Food: There vegetarian, halal and general food stalls at the Service Park iv) Toilets: There are male and female toilets at the Service Park v) Bank / ATM: None vi) Others: There are few grocery kiosks 300 meters from the service park entrance.

The closest workshop is 10 km away in Mkuranga Trading Center. A map of the service park layout is included in Article 17.

4.3 Workshop Facilities Most Japanese vehicle manufacturers and some German vehicle manufacturers are supported by official dealers in Tanzania. All competitors who need the organizers assistance for workshop facilities in Tanzania must inform the organizer not later than Fri 06 Feb 2009 at the close of entries.

5. Reconnaissance

5.1 The organizer considers reconnaissance as a safety measure and therefore compulsory.

Vehicles used for reconnaissance will be required to comply with Article 14.3 of the FIA Rally General Prescriptions. Competitors are reminded that reconnaissance is not practice. Drive safely and observe the speed limits of Tanzania.

5.2 Prior to reconnaissance competitors will be required to register at the Secretariat and complete the Reconnaissance Registration Form. This form is also available on the event website and may be faxed or emailed to the Permanent Secretariat prior to the rally week. 5.3 Schedule

6. Medical and Safety

It is a FIA requirement that all competitors (Drivers and Co-drivers) must be in possession of a valid medical card. This can be obtained from your local ASN. A Medical Certificate of Aptitude is incorporated in the medical card. A card is valid for five years but needs to be stamped annually, after a medical examination, by a certified medical practitioner in your country. This card must be surrendered to the Chief Medical Officer at the start of the rally, and will be returned to you at the finish, on retirement or exclusion from the event. Should you have met with an accident during a previous event, the Chief Medical Officer of that event should have filled in the relevant part of the medical card. Should you have sustained an incapacitating injury during this previous event, you will need another medical examination before you are allowed to participate in this rally. Your local ASN approved Medical Practitioner or any licensed Medical Practitioner in Tanzania should conduct this examination.

6.3 Medical Service providers In case of an emergency, please call Rally HQ, for the Chief Medical Officer. If unavailable or outside office hours, please check the relevant information below. Hospital rates vary, with good and prompt, but expensive services available in the three Main private hospitals. Rates vary upwards from around TZS 50,000. All Hotel Reception desks have a good, private practitioner on call, who will administer out-patient treatment and arrange hospital or consultant services when required.

7.6 Press Room Facilities Rally results will be provided from the rally website and can be accessed off desktop computers provided in the press room for this purpose. Telephone and fax facilities will be provided. Broadband connections will be provided in the media room for use to upload and download data. All computers in use in the media area will be Windows PC’s. 7.7 It is acknowledged that the media play an important role in this Rally, and each member of the working media must be permitted to carry out his or her work in the best possible conditions. However the media are not exempt from having to respect general safety rules. In general, this should not interfere with their ability to perform their duties. However if a choice has to be made between carrying out their work and being exposed to an unacceptable level of risk, safety must always take precedence. As far as safety related matters are concerned, the media will be divided into groups: • TV, Cinemas and Photo (and support, e.g. equiptment etc.) • Journalists, Radio reporters and other media

Each group will be identified as follows: • Numbered tabards issued by the organisers • Media passes Only media representatives wearing a tabard will be permitted in those areas on the route of the competitive section to which spectators are not normally admitted. All other members of the media must conform to normal spectator standards, except for interview areas, media centres, etc. Any person wearing a tabard must ensure it is clearly visible at all times, and is not covered by any other garment. If, in the opinion of a Safety marshal, a wearer of a tabard is located in an area of danger, he or she will be asked to move to a safer location. If this instruction is not compiled with, a senior official of the event may request the person concerned to move to a safer place. If this instruction is again ignored, the official in charge will immediately submit a report to the Clerk of the Course. A copy of this report will also be sent to the Rally Media Relations Officer.

8. Fuel

8.1 General conditions

Fuel shall comply with the provisions of Article 9 of Appendix J, Article 252 of the FIA International Sporting Code. The maximum lead content permitted in Tanzania is 0.85 grams/liters. 8.2 FIA fuel

The use of FIA fuel is permitted but will not be made available by the Organizers. 8.3 AVGAS

8.4 Distribution during the rally

During the event, refueling may be done only in the refuel zones designated by the Organizers in the road book.

9. Import of Vehicles and Spare Parts

9.1 Vehicle Registration and Licensing Vehicles temporarily imported into Tanzania are not required to be registered, provided they are re-exported before the expiry of the Carnet de Passage, the Insurance Bond or the time limit for validity of the cash deposit. If you are temporarily importing your car from a PTA country, you need to obtain a ‘COMESA YELLOW CARD’ from your local insurance agent. This will enable you to drive your car in Tanzania for a specified period of time. PTA Countries – Angola, Botswana, Burundi, Djibouti, Eritrea, Ethiopia, Lesotho, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zaire, Zambia, Zimbabwe.

9.2 Vehicle Parts and Importation All vehicles and spare parts, temporarily imported into Tanzania, must be guaranteed against import duty and taxes (except Kenya and Uganda – see below). There are three ways in which this can be done. i) AIT/FIA Carnet de Passage

This document allows the temporary importation of a vehicle and any spare parts declared on related documents. It guarantees the payment of import duties and taxes on the vehicle or spare parts, should you not re-export them. It is the most convenient way of temporarily importing a vehicle and spare parts. The original carnet and related documents must be presented to Customs at the port of entry and again at the port of exit. The Carnet de Passage is obtainable form your local ASN. ii) Insurance Bond This involves the execution of a customs bond with an insurance company. The Commissioner of Customs calculates the duty and taxes payable on the vehicle and spare parts. The importer pays a percentage of the duty and taxes payable, as a premium, to an insurance company, who thus becomes the guarantor.

The original bond must be presented to Customs at the port of exit, where it will be cancelled on re-exportation of the vehicle and spare parts. iii) Cash Deposit This involves the deposit of an amount of money, equivalent to the import duty and taxes payable on the vehicle and spare parts, which is refundable on re-exportation of the vehicle and spare parts. This method is not only very expensive, but also very time consuming.

9.3 Imports from Kenya and Uganda You need to obtain a letter from the Ministry of Foreign Affairs, permitting temporary export, of a vehicle and spare parts, to Tanzania. When crossing the border you need to submit your Log book to the Tanzanian border post. You need to re-export your car within a week, from the same border post, in order to collect your logbook. Intervals more than a week are subject to a charge upwards of US $ 50.00 For custom Clearance assistance send all documents (Copies) to Rally HQ no later than the date of close of entries.

11. Scrutineering / Sealing & Marking

11.3 Preparation to be made before the car is brought to scrutineering

Competitors should position their cars at the entrance to the Scrutineering Bay in accordance with the published schedule, and follow the direction of the officials present. In the case that the entrance is crowded with the vehicles of other competitors and entry on time is not possible, a member of the team concerned should find the marshal and notify him or her of this fact. All competition numbers, optional advertising and plates must be affixed prior to scrutineering, placed as shown in the diagram in a Communication from the Clerk of Course, to be posted on the Official Notice Board.

11.4 Flame Resistant Clothing All crew members are reminded of the requirements of Appendix L of the International Sporting Code, Chapter III, Article 2 ‘Flame-resistant clothing’.

11.5 Safety and Cleanliness

All teams are requested not to smoke in the scrutineering area. Only clean vehicles shall be scrutineered. 11.6 Lateness

Crews that are late for scrutineering shall incur a cash penalty of TZS 5,000. The penalty shall also apply to crews who do not come prepared for scrutineering. 12. Start Procedure

12.1 Crews must wear their approved/team overalls and be present at the pre-start area at least 30 minutes before the start time. Spectators will be permitted into the assembly area to see the rally cars up close. Before the start, all competitors will proceed onto the starting podium where they will be interviewed briefly. All competitors shall be flagged away by a designated dignitary. 12.2 The start interval will be 3minutes. 12.3 Time cards will be issued at the drivers briefing.

13. Finish Procedure

On arrival at the final regroup / parc ferme, competitors will be held and reorganized into the correct order for crossing the finish ramp. Competitors shall follow instructions from marshals to proceed onto the finish podium. The cars shall cross the finish podium as per the final classification. In the event of a protest of the provisional classifications, provisional classifications shall be used for the award ceremony until the stewards have reached a final decision. 13.3 Each crew is allowed 30 seconds for interviews and 30 seconds for photographs. 14. 14.2 Competitor Assistance TBA 14.3 Tobacco Advertising

There are no restrictions on tobacco advertising in Tanzania. 14.3 Corporate Hospitality

Corporate hospitality, for both organisers’ and competitors’ sponsors, is available at the Service Parks for all the legs. The organiser shall accommodate catering at a reasonable cost. 14.4 Practice (Testing and Shakedown)

There is no designated test area for the Rally of Tanzania. Competitors are reminded to observe safety when testing. There will be no official shakedown for the Rally of Tanzania 2009. 14.5 Rally Documentation

Please note that correctly filling in an entry form includes filling in details of the competitor’s past rally career. This information is essential for determining seeding, a write up in the Official Programme and the Media book. In addition, the correct entry fees need to be paid up before documentation can begin. At documentation, the following will be checked: i) Correctly filled and fully paid up entry forms (for international entrants, a stamp on the entry form, or a letter from his / her ASN, permitting participation in this event). ii) A valid competition and road licence iii) A valid FIA Medical card with a Medical Certificate of Aptitude. iv) Valid third party insurance for duration of the event. v) A correctly filled in Service registration form.

14.6 After verification of the above, the following will be handed out: i) 1 set of Competition numbers and sponsor stickers. ii) 1 set of service stickers. 14.7 The Road books and the unofficial pace notes can be collected from Rally HQ from the given date, provided a correctly filled in entry form along with the correct entry fee has been submitted.

15. Useful Information, Facts and Services about Tanzania

15.1 Social Activities

Dar es Salaam has several cinemas of a high standard that screen relatively new movies. There are several restaurants which, in addition to an excellent meal, lay on extra entertainment with an African theme. 15.2 Facts about Tanzania

Airports International flights serve Dar es Salaam, 10 kilometres from the city centre and Kilimanjaro Airport is 35 kilometres from Arusha Town, Zanzibar Airport is about 5 kilometres from Kisauni Town centre. Cities Tanzania’s capital is Dodoma, and Commercial Capital is Dar-es –Salaam which has main harbour and major trading centre around which the rally is based. Car hire Most international and good local car hire firms have offices in Dar-es-Salaam and Morogoro. Rates depend on the time of the year and the type of car. Climate

The climate is warm and humid in the coastal region with temperatures ranging from 22C to 30C, and cool in the highlands areas. The hottest months are December to end of March when humidity is high and decreases only by night. There are heavy rains during March, April and May and short rains in November and December. Temperatures rarely fall below 26 degrees during the day and 12 degrees during the night.

Communication There are both network of a telephone system, land line and Cellular, covering the whole country. In addition Five digital Cellular network (Tigo, Vodacom, Zain, Zantel, and TCCL) covers parts of Dar- es- Salaam and other region. International fax, telephone, Internet and email services can be found in most towns around the country. Credit cards Most international credit cards are accepted throughout Tanzania, as are traveller’s cheques. Currency Tanzanian’s currency is the shilling (TZS). Notes are in Denomination of Tshs 10,000, 5,000, 1000 and 500, while coins are in denomination of Tshs 200, 100, 50, 10 and 5. Money may be exchanged at authorized dealers or bureau de change. Some banks at the international airports are open 24 hours. Current exchange rate $1 USD is 1260 T shs Health Due to the large prevalence of malaria in Tanzania, visitors are advised to begin anti- malaria prophylaxis a week before arriving in the country and continue for four week after they’ve left. Malaria is endemic in the low-lying areas, i.e. The Coast and Lake District. Very efficient private hospitals care, clinics, chemist, air rescue services etc. are available in major towns. Immigration All visitors are required to have a valid passport. Visa requirements depend on whether Tanzania has mutual waiver arrangements with a particular country. Further information should be sought from the nearest Tanzanian High Commission or Tourist Office. Language Kiswahili and English are the languages used. Restaurants

Dar-es-Salaam and all the other towns have a wide selection of eating places, catering for almost all known cuisine in the World. Security Keep valuables in hotel safe and avoid explicit show of affluence and wearing items that can be easily snatched. Avoid isolated places and walking anywhere alone after 18h00. Driving in Tanzania is on the left side of the road. Consequently, most cars are right hand drive. Overtaking is only on the right side. Please give way to pedestrian on the zebra crossing. Drive safely by observing traffic signs, speed limits and by wearing safety belts. Though a law has been passed from 1999 requiring safety belts to be fitted and used in all vehicles, It is vital to insure use of safety belts, warning triangle, fire extinguisher & first aid Kit. All residential, business and industrial areas have streetlights(built up areas) with a speed limit of 30KPH.In some areas, road signs indicate varying speed limits. Elsewhere, the speed limit is 60 KPH. It is an offence to drink and drive in Tanzania, and if caught, a fine or imprisonment can result. Beware of potholes and broken roadsides. Vehicles may come onto your side of the road while over-taking or avoiding potholes. Most accidents involve buses, lorries and Dala dala (matatu).There are emergency breakdown services available in most places in Tanzania. Beware of roadside mechanics if your car does break down.

16.1 Spectator Safety

Motor Sport can be dangerous. Your safety and well-being is important to us but you are reminded that accidents can happen despite the best safety precautions. To help minimise the

possibility of an accident or injury to yourself, other spectators and competitors, please follow a few simple rules.

• Always stay within the designated spectator areas.

• Cross rally tracks only at the manned crossing-points and only when Spectator Guides indicate it is safe to do so.

• Parents, please keep young children under close supervision at all times. • No animals please. If you turn up with a pet, you will not be allowed into any of the spectator

areas.

This is for the safety of the competitors, other spectators, yourself and your pet. • Please follow directions of rally Officials – it is in the interest of YOUR safety.

• Respect your fellow spectators and have a great time!

16.2 How to spectate Specators are advised to always be at designated spectator areas atleast 30minutes before the estimated time of the first rally car. NEVER STAND OUTSIDE A CORNER, OR CORNER EXIT OR THE EXIT OF A JUMP. You shall know the outside of a corner when you see the Zero Car. 16.3 New to Rally?

Below is some information to help you understand the terms used in rallying: Competitive Section A rally consists of a number of Competitive Sections. Drivers start each section one after the other generally at 3minute intervals. Competitive Sections are conducted on roads which are open to public use but in the interest of safety, competitive sections are normally conducted in areas with minimum population and minimum road usage. Competitive Sections may vary in length but not exceed a maximum of 60km. The reasons for maximum distance include safety monitoring and fuel tank capacity. Each competitive section is timed to the second. Transport Section

A section of the rally linking competitive sections with each other or the service park. Competitors must observe normal road rules and the posted speed limits on the roads used. These are generally public roads and are not closed. Recce Before the event the competitors are allowed to drive over the section they will be competing in twice (Pass 1 and Pass 2). Recces are held over the one or two days prior to the rally. Competitors complete Recce in a normal road car, and are not allowed to drive over the speed limit. Service Park The area where competitors service their rally cars. During the event, competitors are only allowed to service their rally cars at certain times and for a certain period. The repairs that are allowed include suspension components, body work, engine and transmission, however replacement of parts like engines are not allowed. Service park is open to spectators but spectators may not enter the actual service bay without specific permission from the relevant team. Zero Car

Before each competitive section starts, the Zero Car team pass through the stage to make sure that there are no safety hazards, and that all officials are in place and on standby. There are 2 Zero Cars – 0 and 00 that go through competitive sections. Zero cars are easily identified by their Zero Car livery, flashing lights and sirens. Sweep Car At the end of each competitive section, the Sweep car passes through the section to make sure that all rally cars have cleared the section or that appropriate recovery action is in place. Once Sweep has cleared the competitive stage, officials can relax until the Section Commander releases them from their post. Shakedown

Shakedown is where the competitors have the opportunity to test their rally car, at rally speeds. Shakedown is run like a normal competitive section (i.e. it is timed, and all Marshals and normal safety precautions are taken), and normally happens one or two days before the start of the rally, and after the Pre Event Scrutineering. Livery

Rally cars have to conform to a strict set of technical specifications. These technical specifications are usually for reasons of safety, performance and fair competition. Competitors must take their rally cars to be scrutineered or checked that they conform to the rules both before and after the event. Opening Ceremony

The Opening Ceremony is the public beginning of the rally. Competitors arrive at the Opening Ceremony in their rally car, in full livery and driving suits, and at the directed moment drive the car over the start ramp. There is usually an opportunity for the general public to chat with the competitors. Often once the car is on the start ramp the MC will have a brief chat with the driver and/or co-driver. The official start of competition is usually less public as it may occur very early in the morning. Podium Finish The Podium Finish is the official finish of the rally. Once the competitors have finished the last Competitive Section, they return to the Service Park to service their rally cars, and then proceed to the Ceremonial Finish. Rally HQ

The administration centre for rally, the place where competitors and officials can obtain information including results. Rally HQ is normally situated at a designated Rally Hotel and/or the Service Park. FIA Federation Internationale de l’automobile. Governing body of motorsport worldwide. Observer

Appointed by the FIA to check that a rally conforms to international standards. The Observer’s car may appear approximately 30 minutes before the Zero car. The FIA observer may traverse the entire competitive section or just part of it. The primary role of the observer is the safety of spectators and should the observer consider a competitive section unsafe, they have the authority to advise the Clerk of Course to cancel the stage. Co-Drivers The primary role of the co-driver is to call navigational and driving directions to the driver using pace notes taken during the competitive section recce. Group N Rally Cars

Production cars must have the production series, gearbox, engine, exhaust, without having been modified besides safety requirements such as roll cages, harnesses, underbody protection and tyres. Priority Drivers

Rally drivers nominated by the manufacturers registered for the FIA Africa Rally Championship. Judges of Fact

Monitor rally cars and ensure crews do not take short cuts in competitive sections or receive some support outside the service park etc. Leg

Term to describe a full day’s rallying. Pace Notes

Detailed written notes describing every bend, turn and potential hazard, in each competitive section, taken during recce. Parc Ferme

Meaning ‘Closed Park’. A secure location where the Rally Cars are kept. Servicing of cars is not allowed in the Parc Ferme. Time lost and Penalties Time spent to complete a competitive section is referred to as Time lost. Time penalties are incurred by crews who arrive late or early to a Time Control. Traffic offences and breaches of the rally regulations may also attract Time Penalty. The driver with the least Time lost and time penalty wins a rally. Time Controls (TC) Locations where crews must report exactly at their designated time. Typically, the Service Park has a TC at the entrance and another at the exit, to ensure that crews do not exceed the allocated service time. Each special stage has a TC at the start. Late or early arrival at a TC incurs a time penalty.
