Rajasthan Service Rules

• The date on which a Government Servant attains an age for getting an entry in to the Service or becomes ineligible to get service.

•A person deputed for training in a trade/ business with a view to employment in Government Service.

•He draws pay at monthly rates from Government during such training (Stipend)

•He is not employed in or against a substantive vacancy in the cadre of a Department.

• e.g. Appointments of 200 Drivers, 240 Conductors and 45

Mechanics in RSRTC and to keep them from April 2008 to

September 2008 as Apprentice and pay Rs. 2500/- p.m. as

Rajasthan Service Rules

•Strength of a Service or

•Part of Service sanctioned as a separate unit.

•Specific Service Rules for making Appointment, Promotion, Seniority etc. are made by the Governor.

• For Example: Rajasthan Administrative Service, Rajasthan

Medical and Health Service, Rajasthan Accounts Service,

Rajasthan Police Service, Rajasthan Education Service,

Rajasthan Agriculture Service etc. are CADRE.

• There are more than one PAY SCALES in each Cadre, e.g.

Junior Scale, Senor Scale, Selection Scale, Super-time

Scale etc.

• Sanctioned specific posts in each pay band are UNITS the

• At present Rajasthan Civil Service (Revised Pay) Rules, 2017 w.e.f. 1 October 2017 are in force in which there is a Level and a Pay Matrix.

• Service as a probationer or apprentice provided that such service is followed by confirmation.

• Joining time

• In respect of a Government Servant returning from leave the days of taking over charge of the same post from which he proceeds on leave.

(b) Government may issue an order declaring that in the following circumstances, or in circumstances similar thereto, a Government Servant may be treated on duty:

i. During a course of instruction or training in India.

ii. When he is entitled to be appointed to the service of Government on passing through a course of training at a University, College or School in India.

iii. When Government Servant on his first appointment to State Service receive orders to take charge of a specific post during the interval between the date of such report and the date on which they take charge of their duties.

iv. When a Government Servant is required to attend an obligatory departmental examination

v. When he attends an optional examination with the permission of competent authority. Rule 7(8)

Rajasthan Service Rules

The “Duty” starts at the hours Government Servant report for “Duty” on a particular day or takes charge of the post and ends at the hours he left his duty point. Accordingly, the period of journey from residence to office and vice versa is not a part of “Duty.”

Rajasthan Service Rules

•A recurring or non-recurring payment to aGovernment Servant from a source otherthan the Consolidated Fund whether madedirectly to the Government Servant orindirectly through the intermediary ofGovernment

But does not include:• Un-earned income such as income from property,

dividends and interest on securities; and

• Income from liberty, cultural or artistic efforts are not

aided by the knowledge acquired by the Government

Rajasthan Service Rules

Who is:

•A member of an All India Service

•The holder of any of the posts shown in Schedule I (State Service) of Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958.

•A person appointed in accordance with the terms of a contract or agreement and whose appointment is gazetted by Government

•A Government Servant holding a post which may be declared by the Government to be a Gazetted post.

Rajasthan Service Rules

– A day prescribed by or under the Negotiable Instruments Act, 1881 (Act No. 26 of 1881) [w.e.f. 1 March 1882]

– In relation to any particular office, a day on which such office is ordered by notification of Government in the Gazette to be closed for transaction of Government business without reserve or qualification.

• A Government Servant who holdssubstantively a permanent post orwho holds a lien on a permanentpost or would hold a lien on apermanent post had the lien notbeen suspended.
