the data extract, transform and load tools and processes to allow data exchange between the water rights adjudication tracking system and the waters administration technical engineering resource system
The appropriation may be expended in fiscal years 2008, 2009 and 2010. Any unexpended balances remaining at the end of fiscal year 2010 shall revert to the general fund

The adjudication of water rights by the Litigation and Adjudication Program (LAP) and the administration of water rights by the Water Resources Allocation Program (WRAP) are two distinct yet complementary activities performed by the Office of the State Engineer
WRATS - The Water Rights Adjudication Tracking System is used to generate legal pleadings and manage its data and attorney work product as water rights are adjudicated by the court system
WATERS – The Water Administration Technical Engineering System is used to manage a variety of historical and current data and work products to facilitate the processing of water rights applications and to administer water rights

The purpose of this project is to design, build and implement a data query, analysis and exchange system that allows users to:
Query, extract and associate data within the primary adjudication (WRATS) and water rights administration (WATERS) databases and other data stores
Notify appropriate parties when certain events occur in one system or the other
Automate the process of exchanging data between databases
The new system is needed to support the current and future business activities of the Agency

Program Alignment
The program activities to be supported by the new system are:
Start of Adjudication – Users need a snapshot of the water rights history of a geographic area at the outset of an adjudication
Ongoing Adjudication – Users need periodic updates of water rights transactions (declarations, permits, licenses, ownership changes) that take place during the course of the adjudication
Ongoing Water Rights Administration – Users need to research the current water uses that are identified by hydrographic surveys and to be able to determine when water rights transactions may interact with an ongoing legal action
Completion of Adjudication - Users need to pull offers of judgment resulting from the adjudication into WATERS
