*2310 TUBERCULOSIS—WESTERN SUBURBS—Mr Richard Amery asked the Minister for Health—

(1) When was Western Area Health first advised of the outbreak of tuberculosis at the Hassall Grove Public School?

(2) How many students and staff of this school have been tested?(3) How many of these tests were carried out in each of the months since the Health Service was notified

of the problem?(4) Are any of the positive tests on the persons mentioned in questions 2 and 3 above considered to be of

a serious nature requiring hospital admission?(5) How many positive tests for tuberculosis have been detected in the Western suburbs in the past

twelve months?(6) How does this figure compare with previous years?(7) Has there been an increase in the prevalence of this disease in the State of New South Wales in recent

years?Answer—I am advised:(1) The case of tuberculosis was notified on 22 October 2007.(2) A total of 271 students and staff have been tested (227 students and 44 staff).(3) Screening of contacts thought to be at high risk of exposure to tuberculosis commenced on 30

October 2007. This first round screened 120 students and 39 teachers. As a reaction to tuberculosis can take 3 months to develop, this round of screening could not be completed until late January 2008.The second round of screening, for those at medium risk of exposure, took place in February 2008. This round included 31 students and 5 staff. The third round of screening, for those at lower risk of exposure, included 76 students in March 2008.

(4) The positive tests amongst the school contacts indicate exposure to tuberculosis. None of the contacts have active tuberculosis or any serious outcome from the exposure.

(5) and (6) Data for the calendar year 2007 is preliminary at this time. Finalised data will be available later in the year.

(7) No, the rates of tuberculosis in New South Wales have remained stable for the past sixteen years, 1991 to 2006. Data analysed from this period identifies that in NSW the number of cases have fluctuated between 378 cases to 481 cases per year. There is, however, no long-term indication that the number of cases is significantly increasing.

*2311 COMMISSION FOR CHILDREN AND YOUNG PEOPLE—Mr Mike Baird asked the Minister for Community Services—

How many employers has the Commission for Children and Young People become aware of that have not complied with their obligations under child protection legislation in each of the past four financial years?Answer—The Hon Linda Burney MP, Minister for Fair Trading, Minister for Youth, and Minister for Volunteering has ministerial responsibility for the Commission for Children and Young People.

*2312 COMMUNITY ANGER MANAGEMENT—Mr Mike Baird asked the Minister for Community Services—

Is the NSW Government running any programs to address anger management in the community, similar to those currently being run by the Victorian Government?Answer—The Department of Community Services provides funding to a number of agencies to run programs in the community to address anger management. However, it is unclear what particular courses the Member is referring to.

*2313 NSW COUNCILS INVESTMENT PORTFOLIOS—Mr Mike Baird asked the Minister for Local Government, Minister for Aboriginal Affairs, Minister Assisting the Minister for Health (Mental Health)—

(1) How many NSW councils currently have investment portfolios that have declined in value over the past 12 months?

(2) What is the total amount of these losses?Answer—I provide the following details in response to your questions:(1) The Department of Local Government does not collect the specific data required to determine this. *2314 MINISTERIAL INVESTMENT ORDER—Mr Mike Baird asked the Minister for Local Government, Minister for Aboriginal Affairs, Minister Assisting the Minister for Health (Mental Health)—

(1) Has the Government's Ministerial Investment Order been reviewed by experts in the past 12 months?(2) If so, will the Minister release the recommendations from the review?(3) Will the Government consider implementing changes to the Investment Order as outlined by the

NSW Coalition in August 2007, including: (a) Introduce a diversification principle that limits investments to no more than 20% of council

portfolios;(b) Ensure the minimum credit rating also applies to banks, building societies and credit unions,

and consider increasing the lowest credit rating from A- to AA-;(c) Limit the tenure of investments to 10 years;(d) Limit councils to take no more than 10% of any single bond or security issue;(e) Ensure council investments are approved⁄monitored by a central panel of experts?

Answer—I provide the following details in response to your questions:(1) to (3) A review of councils' investments was conducted in conjunction with the Department of

Premier and Cabinet, the Department of Planning, the Department of Local Government and Mr Michael Cole, a Treasury Representative.Cole's 8 recommendations will be implemented.

*2315 MANLY VALE PUBLIC SCHOOL—Mr Mike Baird asked the Deputy Premier, Minister for Transport, Minister for Finance representing the Minister for Education and Training, Minister for Industrial Relations, Minister for the Central Coast, and Minister Assisting the Minister for Finance—

(1) Will the Minister confirm the timeline for announcement of schools that will receive funding in the latest round of capital grants?

(2) Has Manly Vale public school been prioritised?(3) If Manly Vale public school is unsuccessful will the Minister make himself or his staff available to

personally inspect the school?Answer—The Department of Education and Training's Major and Minor Capital Works Programs are rolling annual programs. Projects to be included in the 2008⁄2009 Major and Minor Capital Works Programs will be announced after the State Budget is handed down.The school has put forward a proposal for major capital works and this will be considered at the forthcoming Northern Sydney Regional Asset Planning Conference.

Answer—I am advised there are two traffic signal projects taking place in Seaforth. The first project at Frenchs Forest Road is scheduled to be completed by the end of June 2008.

*2322 TAFE QUALIFICATIONS—Mr Mike Baird asked the Deputy Premier, Minister for Transport, Minister for Finance representing the Minister for Education and Training, Minister for Industrial Relations, Minister for the Central Coast, and Minister Assisting the Minister for Finance—

(1) Why was the decision made to reduce the level of qualifications required to teach at TAFE?(2) What impact will this have on the quality of education and community perceptions of TAFE?Answer—Recent TAFE NSW initiatives will broaden the possible pool of industry experts teaching at TAFE.The changes will remove barriers to confirmation of permanent employment for newly appointed TAFE teachers, standardise the minimum teacher training requirements for all TAFE teachers and bring qualifications for permanent teachers into line with the long standing requirements for part-time casual and temporary teachers.TAFE teachers in New South Wales will continue to be professional educators with additional technical qualifications and vocational and⁄or industrial experience.New teachers will still be supported to undertake teacher training degree programs at a university if they wish, with TAFE NSW refunding 100 per cent of the Higher Education Contribution Scheme charges each semester on successful completion of enrolled units.All TAFE NSW teachers will continue to meet the national standards for Registered Training Organisations in the Australian Quality Training Framework.

*2328 RECYCLING AND STORMWATER HARVESTING PROGRAM—Ms Pru Goward asked the Minister for Climate Change and the Environment, Minister for Women, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)—

(1) How much of the $100 million allocated from the Climate Change Fund for the Recycling and Stormwater Harvesting Program has been spent?

(2) What was the money spent on?(3) (a) Have reports been submitted that reflect outcomes of the expenditure?

(b) If so, what are the details?Answer—The Recycling and Stormwater Harvesting Program is being managed by the Department of Water and Energy, and questions relating to its implementation should be diverted to the Minister for Water, the Hon Nathan Rees MP.

*2331 NSW GREEN BUSINESS PROGRAM—Ms Pru Goward asked the Minister for Climate Change and the Environment, Minister for Women, Minister for Science and Medical Research, and Minister Assisting the Minister for Health (Cancer)—

Answer—The NSW Police Force has advised me:As at 31 October 2007, Brisbane Water Local Area Command had 24 authorised Highway Patrol positions. Providing an accurate number of officers who were on duty or on leave on specific dates would require a manual examination of daily rosters and would represent an unreasonable diversion of policing resources.

*2338 FLASHING LIGHTS FOR SCHOOL CROSSINGS—Mr Chris Hartcher asked the Minister for Health representing the Minister for Roads, and Minister for Commerce—

When will the Minister answer part (2) of Question 1762 that was asked on 29 November 2007?Answer—I am advised there were 133 crashes identified as occurring in the vicinity of schools within the Gosford City Local Government Area in 2005 and 108 in 2006.

*2340 CORPORATE SERVICES EFFICIENCY REVIEW—Ms Katrina Hodgkinson asked the Minister for Police, Minister for the Illawarra—

(1) At which police stations in the Burrinjuck Electorate are civilian General Support Officers employed as at 6 March 2008?

(2) At which police stations in the Burrinjuck Electorate were civilian General Support Officers employed as at 26 March 2007?

*2341 BULLYING AND HARASSMENT—Ms Katrina Hodgkinson asked the Minister for Community Services—

(1) How many claims of bullying and harassment were lodged by staff of the Department of Community Services during: (a) 2002;(b) 2003;(c) 2004;(d) 2005;(e) 2006;(f) 2007?

(2) How many of each of these complaints were found to be valid?Answer—(1)

(a) 2002 - 19(b) 2003 - 9(c) 2004 - 16(d) 2005 - 17(e) 2006 - 16(f) 2007 - 19

(2) The category of claim is based on the information provided by the worker or their treating doctor. If a claim is accepted, it may be for reasons other than the nominated category, and the nominated category may not be changed. Hence acceptance of the claim does not confirm that bullying and harassment occurred.

*2342 PEAT ISLAND—Mrs Judy Hopwood asked the Minister for Ageing, Minister for Disability Services—

(1) What is the plan for Peat Island and the facility currently operating thereon?(2) How many patients are currently resident on Peat Island?(3) If the facility is going to close, where will the existing residents be placed?Answer—(1) In line with the NSW Government's 10-year disability plan to close or redevelop Large Residential

Centres, Peat Island Centre will close. At this stage, no plans have been made about the future disposal or use of the land at Peat Island.

(2) There are currently 87 people with an intellectual disability living at Peat Island Centre. Every Peat Island resident will continue to be provided with supported accommodation. Based on each person's individual support needs, accommodation options will include:

• residing in the specialist aged care village;• one of the co-located homes; or• an alternative accommodation service.

(3) The Department of Ageing, Disability and Home Care (DADHC) will develop two new accommodation services in the Central Coast Local Planning Area. It is anticipated these will take at least two years to build. Peat Island Centre will continue to operate during this time. The new accommodation services will consist of:

• a 100 bed aged-care facility at Hamlyn Terrace on the Central Coast; and• a nearby 20 bed facility to cater for the needs of people with a disability who have the

potential to live more independently.

*2344 SHORELINK PERFORMANCE BASED CONTRACT—Mrs Judy Hopwood asked the Deputy Premier, Minister for Transport, Minister for Finance—

(1) In relation to seven year performance based contract for Region 12 and Shorelink bus company, what exactly does this arrangement require of the company?

(2) Can reasonable requests be made to alter timetables, by addition, subtraction or by changing times?

Answer—I am advised:(1) Under the Metropolitan Bus System Contract, all operators are required to meet consistent

performance requirements.These requirements are available on the Ministry of Transport's website, www.transport.nsw.gov.au

(2) An operator or the Ministry of Transport may propose adjustments to timetables to address demand and meet the changing needs of passengers. An operator may need to adjust timetables for some services in order to accommodate changes to railway timetables or the development of new residential areas that are not currently serviced.The operator must demonstrate the need for its proposed changes to the Ministry of Transport, and is expected to identify other service changes which can offset any additional costs.

*2346 TERMITE INFESTATION—WAGGA WAGGA BASE HOSPITAL—Mr Daryl Maguire asked the Minister for Health—

(1) Why has an infestation of termites in the children's ward at Wagga Wagga Base Hospital gone undetected?

(2) What steps have been taken for regular pest inspection to be carried out at Wagga Wagga base Hospital?

(3) What steps will be taken to eradicate as a matter of urgency the infestation of termites in the children's ward at Wagga Wagga Base Hospital?

(4) What repairs are to be implemented to repair the damage resulting from the termite infestation?Answer—I am advised:(1) to (4) The termite infestation in the children's ward at Wagga Wagga Base Hospital did not go

undetected. Once the termites were detected, an external contractor was engaged and proper treatment procedures were followed to eradicate the termites.The Area Health Service also engaged an external contractor to undertake minor repairs to some walls and window frames. The children's ward and related areas remained safe and operational during the repairs.Wagga Wagga Base Hospital has a pest management program that incorporates annual termite inspections and a quarterly pest management program.

*2350 OUTPATIENT FACILITY—TWEED HOSPITAL—Mr Geoff Provest asked the Minister for Health—

Given that outpatients at Tweed Hospital are forced to wait under a pergola due to a lack of suitable covered and enclosed accommodation at the hospital:(1) What is the amount of funding which has been or will be allocated in the current and future budgets

for the construction of a permanent, suitable covered and enclosed outpatient facility at Tweed Hospital?

(2) When will the construction of such a facility be completed?(3) Will an enclosed outpatient facility be constructed at Tweed Hospital before the commencement of

winter 2008 so as to ensure that outpatients are not exposed to the cold and other harsh winter elements?

Answer—I am advised by the North Coast Area Health Service:(1) to (3) Final relocation and fit-out costs associated with the Outpatients Department will be

considered as part of the North Coast Area Health Service's future asset strategic planning process.

*2354 BUS SERVICES ALONG EPPING ROAD AT LANE COVE—Mr Anthony Roberts asked the Deputy Premier, Minister for Transport, Minister for Finance—

(1) (a) Are there an adequate number of buses serving commuters travelling to the city along Epping Road at Lane Cove during the morning peak?(b) If so, what evidence does the Minister have to base this on?

(2) (a) Have early morning commuters travelling to the city along Epping Road at Lane Cove during the morning peak periods been surveyed as to their satisfaction levels with respect to the service?(b) If so, what were the results, and if not, why haven't these commuters been surveyed?

*2355 OVERCROWDED BUS SERVICES—Mr Anthony Roberts asked the Deputy Premier, Minister for Transport, Minister for Finance—

(1) Why do Lane Cove commuters travelling by bus to the city in the morning often wait for over 40 minutes for an overcrowded bus?

(2) What plans are there, and what is the timeline, to solve this problem?Answer—I am advised:(1) and (2) Waiting times for commuters travelling to the city via the Lane Cove Interchange vary based

on a number of external factors.State Transit advises that generally, commuters do not have to wait longer than 10 minutes to join a bus to the city via the freeway in the morning peak period.

*2357 MONA VALE HOSPITAL—Mr Rob Stokes asked the Minister for Health—

(1) What is the number of admissions to Mona Vale Hospital during 2006⁄2007?(2) What is the number of day only admissions to Mona Vale Hospital in 2006⁄2007?(3) What is the total number of non-admitted patient occasions of service in Mona Vale Hospital in

2006⁄2007?(4) Is this information contained in the 2006⁄2007 Northern Sydney Central Coast Area Health Services

Annual Report, and if not why?Answer—I am advised:(1) to (4) Information on facility activity and performance data is reported in the Northern Sydney

Central Coast Area Health Service's Annual Report. The Area Health Service reports separations (ie where episodes of care are counted, after all treatment is complete) at facility level. Admissions are not routinely reported and are not a preferred way of reporting.The Northern Sydney Central Coast Area Health Service 2006⁄07 Annual Report will be available shortly.

*2359 SPEED CAMERA—NARRABEEN—Mr Rob Stokes asked the Minister for Health representing the Minister for Roads, and Minister for Commerce—

How many vehicles have been caught speeding by the newly installed speed camera on Pittwater Road at Narrabeen?Answer—I am advised the number of vehicles travelling northbound and southbound that passed this camera from the commencement of its operation to 29 February 2008 is 9,772,444 with 7,641 penalty notices issued for speeding. This indicates that 99.92 per cent of drivers are compliant with the speed limits.

*2361 REPRESENTATION—MR JOHN GREENTREE—Mr Andrew Stoner asked the Minister for Health representing the Minister for Roads, and Minister for Commerce—

When will the Minister respond to my representation dated 28 August 2007 on behalf of Mr John Greentree (your reference M07⁄6287)?Answer—A response to correspondence reference M07⁄6287 has been issued.In relation to your representations on behalf of Mr John Greentree regarding a safety inspection report on his motor vehicle, I am advised that from 1 July 2008 all light passenger and commercial vehicles with a Gross Vehicle Mass up to 4.5 tonnes that are within the first five years since manufacture, will be exempt from annual vehicle safety inspections. Mr Greentree's vehicle will be exempt under this policy.
