I. ABOUT THE PROPONENT
Mr. V. Somasekharan Nair, operating a Granite (Building Stone) Quarry in Thiruvananthapuram District, Kerala State,
District Environment Impact Assessment authority (DEIAA) Thiruvananthapuram
accorded Environmental Clearance No 38/18/DEIAA, DATED: 23/11/2018 to the
quarry project in Aruvikkara Village, Nedumangad Taluk, Thiruvananthapuram District,
Kerala State.
II. ABOUT THE PROJECT
a. Project Category:
The project comes under the Category B, Activity 1(a), (i) of Schedule of EIA
Notification 2006 and subsequent amendments.
b. Project Location:

c. Project Extent and Activity:
According to the mining plan the total mineable reserves of Granite Building
Stone available in the proposed area is 2, 68, 00,000 MT. The tentative production
for one year is given as 2, 68,000 MTA Quarrying can be continued for another
10 years in the extent area of 4.5116 Hectares.
d. Project Description:
The proposed area was under quarrying activities before. The flanks are almost
vertical as quarrying was not done with benches. Deep water-logged pits can be
seen in the already mined areas of the quarry. Rubber is the prominent land use.
The buildings in the vicinity of the proposed site belong to the project proponent.
II. REPORT OF COMPLIANCE
A. GENERAL CONDITIONS ITEM

C-1 Rain water harvesting capacity should
be installed as per the prevailing
provisions of KMBR/KPBR, unless
otherwise specified.
To harvesting rain water, the project
proponent has deepening pond in
the project site to collect rain water
falling in the entire mining area. The
water from pond is mainly used for
watering of plants, wetting of roads
and sprinkler.

Environment Monitoring call (EMC)
as agreed under the affidavit filed by
the proponent should be formed and
made functional.
The environment monitoring cell
(EMC) was formed with Mr. V.
Somasekharan Nair as head of the
monitoring cell. The EMC meeting
arranges regularly to evaluate and
monitor quarrying work in
connection with the specific and
general conditions stipulated in the
Environment Clearance (EC) order.

Suitable avenue trees should be planted
along either side of the tarred road and
open parking areas, if any, including of
approach road and internal roads.
The project proponent will planting
various tree sapling and native
species in the project site to
enhance the eco-diversity in the
industry. The project proponent has

Maximum possible solar energy
generation and utilization shall be
ensured as an essential part of the
project.
As part of energy conservation and
generation, the proponent will
install solar panels in the project
site.
C-5 Sprinklers shall be installed and used in
the project site to contain dust
emissions.
To arrest the dust emission form the
approach road and the haulage road,
the project proponent has deployed
a tanker vehicle to splash water.

C-6 Eco-restoration including the mine
closure plan shall be done at the own
cost of the project proponent.
Eco restoration is in an integral part
of mining activity. The eco
restoration and the mine closure
plan will be done at the own cost of
the project proponent as agreed in
the proposal.
C-7 At least 10 percent out of the total
excavated pit area should be
retained as water storage areas and the
remaining area should be reclaimed
with stacked dumping and
overburden and planted with
indigenous plant species that are eco-
friendly. If, no other specific condition
on reclamation of pit is stipulated in
the EC.
After closure of the mine, the
project proponent is intending to
retain 10 percent of total excavated
pit as rain water storage area. The
remaining area will be reclaimed
with stacked dumping of
overburden and top soil. As part of
its eco- restoration plan, the project
will plant indigenous plant species
that are eco-friendly on the
reclaimed areas.

Corporate Social Responsibility
(CSR) agreed upon by the proponent
should be implemented.
As part of inclusive growth of the
community, the project proponent
has executed various activities
under corporate social responsibility
of the firm with the consultation of
panchayath. The mine activities
were under the sectors of education,
housing, health etc.

The lease area shall be fenced off with
barbed wires to a minimum height of
4ft around, before starting of mining.
All the boundary indicators (boards,
stores, markings, etc.) shall be
protected at all times and shall be
conspicuous.
To demarcate the lease areas, the
project proponent has installed
fencing around the area where
Environment Clearance and lease
obtained. The complete installation
of barbed metal wire fencing around
the mining area with height of 5 ft.

Blasting should be done in a
controlled manner as specified by the
regulation of explosives Department or
any other concerned agency.
The blasting will be done in
controlled manner by using
ordinary and electric delayed
detonators. All blasting activities
are carried out under the
supervision of qualified person.

Access roads to quarry shall be
tarred to contain dust emissions that
may arise during transportation of
materials.
To reduce emission of dust from the
movement of vehicle, a portion of
access roads from entrance to the
project site is cocreated. The project
splashes water on the road to arrest
the dust production during summer
season.

Overburden materials should be
managed within the site and used for
reclamation of mine pit as per mine
closure plan/ specific conditions.
In a building stone quarry project,
the overburden and topsoil need to
extract during the mining, these
natural resources will be staked in
the project site. This will be used
for plantation, haulage roads and
land filling in the mining area. No
overburden will let out from the
project site.

Height of benches should not
exceed 5 m and width should not be
less than 5 m if there is no mention is
the mining plan/specific conditions.
The quarrying has been carrying out
as per mining plan. To enhance
safety and conserve environment,
the project is extracting the minerals
by creating benches. The benches
will not exceed 5 meters of height.
The project maintains the width of
benches minimum of 5 meters.

ordinary/electric delayed detonator.
The blasting is under the
supervision of qualified person. The
new technology of delayed blasting
can reduce the incident of fly rock.

exceed 10m.
Mining depth will not exceed

provided to reduce sound
amplifications in addition to the
provisions of green belt and hollow

To reduce sound amplification, the
machines of crusher unit is housed
with solid bricks. A green belt is
also developed around the unit to
reduce noise and air pollution. This
help the noise and sound level is
kept within the prescribed
standards.

The workers on the site should be
provided with the required protective
equipment such as ear muffs, helmet,
etc.
To ensure the safety of workers in
working site, the project has
provided adequate personal
protective equipment (PPE) such as
helmets, ear plugs, safety belts,
glows, etc. the project assures that
all PPE‟s are working effectively.

provided in the lower slopes around the
core area to channelize storm water.
The project will construct clarifiers
at the lower slopes of the project

relevant Rules/Regulations.
The volume of used oil is low in the
industry, a major portion of used oil
is using as lubricant in the project
site.

In the case of any changes (s) in the
scope of the project ,extent quantity
,process of mining technology involved
or in any way affecting the
environment parameters/impacts as
assessed, based on which only the E.C
is issued, the project would require a
fresh appraisal by this Authority, for
which the proponent shall apply and
get the approval of this Authority.
There are no changes in the scope
of the project. At present the project
is running as per plan submitted in
Environmental Impact Assessment
Authority, Govt. Of India. The
project will seek for a new
Environmental Clearance In the
case of any change (S) in the scope
of the project.

The Authority reserves the right to add
additional safeguard measures
subsequently, if found necessary, and
to take action including revoking
of the environment clearance under the
provisions of the Environment
(Protection) Act,1986, to ensure
effective implementation of the
suggested safeguard measures in a time
bound and satisfactory manner.
If the Authority insists to add
additional safeguards and measures
in the mining industry for safety
and environmental sustainability,
the project proponent will be
complied with.

The project proponent should advertise
in at least two local newspapers
widely circulated in the region, one
of which (both the advertisement
and newspaper) shall be in
the vernacular language informing that
the project has been accorded
Environmental Clearance and copies of
clearance letters are available with the
State Environment Impact Assessment
Authority (SEIAA) office and may also
be seen on the website of the Authority
at www.seiaakerala.org. The
advertisement should be made within
10 days from the date of receipt o f
t h e C l e a r a n c e letter and a copy of
the same signed in all pages should
be forwarded to the office of this
Authority as confirmation.
An advertisement in two local daily
newspapers (English and
Malayalam) regarding
Environmental Clearance accorded
to the quarry project was given
within the stipulated period and
copy of the same was submitted at
SEIAA Kerala.
PLATE NO: 14

A copy of the clearance letter shall be
sent by the proponent to concern
Grama Panchayat/ District Panchayat/
Municipality/ Corporation/Urban Local
Body and also to the Local NGO, if
any, from whom suggestions /
representations, if any, were received
while processing the proposal. The
Environmental clearance shall also be
put on the website of the company by
the proponent.
A copy of the Environment
clearance letter was submitted to the
panchayat office. The project
proponent did not receive any /
representation from anywhere while
the processing the proposal
therefore did not give the copy of
clearance latter to anyone. At
present the project does not have a
website this will be created soon.

The proponent shall submit half yearly
reports complaints o f t h e stipulated
EC Conditions including results of
monitored data (both in hard copies as
well as by email) and upload the Status
of compliance of the stipulated EC
conditions, including results of
monitored data on their website. It
shall simultaneously be sent to the
respective Regional office of MoEI.
Govt. of India and also to the State
Environment Impact Assessment
Authority (SEIAA) Office
The compliance report is being
submitted along with the results of
monitored.

The details of Environmental
Clearance should be prominently
displayed in a metallic board of 3 ft x 3
ft with green background and yellow
letters of Times New Roman font of
size of not less than 40. Sign board
with extent of lease area and
boundaries shall be depicted at the
entrance of the quarry, visible to the
public.
As per the stipulation provided in
Environmental Clearance order, the
details of the Environmental
Clearance will be displayed on
metallic board in the project site.
The metallic board as specified in
the condition of Environmental
Clearance order.

The proponent should provide
notarized affidavit indicating the
number and date of Environmental
Clearance proceedings that all the
conditions stipulated in the EC shall be
scrupulously followed.
An assurance in the form of
affidavit was already submitted.
The project is scrupulously
following the condition mentioned
in the EC order.
C-40
No change in mining technology and
scope of working should be made
without prior approval of the SEIAA,
no further expansion or modifications
in the mine shall be carried out without
prior approval of the SEIAA, as
applicable.
At present, the project proponent is
not intending to expand the area of
mine, technology and scope of
working.
C-41
The project proponent shall ensure that
no natural water course and/or water
resources shall be obstructed
due to any mining operations.
Necessary safeguard measures to
protect the first order streams, if any,
originating from the mine lease shall be
taken.
There is no such natural water
course or thodu is flowing along
the project site. The project will
ensure the natural runoff of storm
water. No stream is originating
from the lease area.

Monitoring of Ambient Air Quality to
be carried out based on the Notification
2009, as amended from time to time by
the Central Pollution Control Board.
Water sprinkling should be increased at
places loading and unloading points &
transfer point to reduce fugitive dust
emissions.
The project proponent has been
monitoring the ambient air quality
as per National Ambient Air quality
standard (NAAQS) by a NABL
approved laboratory. The project is
intending to increase the splashing
of water at unloading and transfer
point. This activity can reduce the
fugitive emission.

The top soil, if any, shall temporarily
be stored at the places earmarked
site(s) only for the topsoil shall be used
for land reclamation and plantation.
The over burden (OB) generated
during the mining operations shall be
stacked at earmarked dumpsite(s) only.
The maximum height of the dumps
shall not exceed 8m and width 20m
and Over all slope of dumps shall be
maintained to 45⁰.The OB dumps
should be scientifically vegetated with
suitable native species to prevent
erosion and surface runoff. In critical
areas, use of geo textiles shall be
undertaken for stabilization of the
dump. The entire excavated area shall
be backfilled. Monitoring and
management of rehabilitated areas
should continue until the vegetation
becomes self- sustaining.
To prevent the soil erosion, the top soil
and overburden is stacking in a
designated place within the project site.
Only topsoil will be used for
plantation. Overburden will be used for
landfill and to construct haulage roads
in the mining area. The excess will be
stored in a designated place. The
Environment Monitoring Cell will
monitor the execution of eco
restoration.

Catch drains and siltation ponds of
appropriate size shall be constructed
around the m i n e w o r k i n g ,
m i n e r a l and OB dumps to prevent
run off water and flow of sediments
directly in to the river and other water
bodies. The water so collected should
be utilized for watering the mine area,
roads, green development etc. The
drains shall be regularly desalted
particularly after monsoon and
maintained properly.
The project proponent will
construct effective garland drains to
catch all the storm water during the
time of monsoon season. These
channels directed the water to the
rain water collection pond. All
sediments and silts are settling at
the bottom of the pond and only
cleared water is letting out.

Effective safeguard measures such as
regular water sprinkling shall be
carried out in critical areas prone to air
pollution and having high levels of
PM1O and PM2.5 such as haul road,
loading and unloading point and
transfer points - it shall be ensured that
the ambient air quality parameters
conform to the norms prescribed by the
central pollution control board in this
regard.
The project proponent is regularly
checking the pollution of all
vehicles in the site and spraying
water in critical areas. The project
proponent is intending increase the
number of sprinklers in critical area
to reduce the dust emission such as
loading and unloading point, haul
roads and transfer points. The
ambition air quality will be
monitored with the help of an
approved laboratory.

Fugitive dust emissions from all the
sources should be controlled regularly.
Water spraying arrangement on haul
roads, loading and unloading and at
transfer points should be provided and
properly maintained.
To prevent dust emission, the
project proponent has installed
sprinklers in critical area to reduce
the dust emission such as loading
and unloading points, haul roads
and transfer points. The water
spraying has been carried out
regularly to arrest the dust emission.
C-47
Measures should be taken for control of
noise levels below 85dBA in the work
environment.
The noise level from all activities
will not go beyond 85dBA. The
project proponent will take
appropriates action to reduce the
sound by employing possible
measure. These are mentioned
under the condition number 11.

A separate environmental management
cell with suitable qualified personnel
should be set-up under the control of a
Senior Executive, who will report
directly to the Head of the
Organization.
To monitor all condition stipulated
in the Environment Clearance and
environment Management Plan, the
project will constitute an
Environment Monitoring cell with
Mr. V. Somasekharan Nair as the
head of the cell.

The funds earmarked for environmental
protection measures and CSR activities
should be kept in separate account and
should not be diverted for other
purposes. Year wise expenditure should
be reported to the District Environment

specific and general conditions contained in the Environmental clearance

SUB: - Compliance of conditions and constitution of Monitoring Cell - orders issued Read: - Order no.785/ 2018-19/3714/M3/ 2018/DMG dated 16.02.2019
Attention is invited to the general conditions of Environment Clearance order issued in favour of Somasekharan Nair. Vide reference cited in which Environmental Clearance is issued for carrying out mining activities in quarry projects at My l om, Aruvikkara. The EC was issued subject to certain conditions. Among other things 61 general conditions are also stipulated in the Order for the compliance of the Company as a pre - requisite for mining activities. In the circumstances the following orders are issued with immediate effect for the observance of Quarry staff.
The Project Manager, Quarry Manager, Plant Manager, Supervisors, Blastman etc., and all other quarry staff have the responsibility to comply with the instructions of SEIAA properly in the matter of mining. So all concerned are
requested to comply with the conditions stipulated in the Environment Clearance Order issued by the State Environment Impact Assessment Authority (SEIAA) strictly while conducting mining activities. Any violation of the conditions will be viewed seriously and stringent action taken against those who are responsible for the violation. All members of the Cell are requested to go through the conditions in the order carefully.
As per condition no 2 of the General conditions a Monitoring Cell has to be
formed and made functional to ensure that mining is done after observing all
the conditions stipulated by the SEIAA. In the circumstances a Monitoring
Cell consisting of the following members is constituted with
immediate effect.

The duties and responsibilities of Environment Monitoring Cell are
as follows. 1. To ensure that the general conditions stipulated in the EC Order are strictly
observed.
2. A monthly compliance report certifying that all the instructions in the EC order
are strictly followed should be forwarded to the Director duly signed by all
the members.
3. Violations by Blastman or any other quarry staff should be brought to the
notice of Director urgently.
