Application to become a licensee

FIFA QUALITY PROGRAMME FOR GOAL-LINE TECHNOLOGY – APPLICATION TO BECOME A LICENSEE

On 5 July 2012, the International Football Association Board agreed on the implementation of goal-line technology (GLT) in the Laws of the Game.

Only goal-line technology installations that have passed the FIFA certification process may be used in official matches (such matches to which the

Laws of the Game apply). The objective of goal-line technology is not to replace the role of the referee, but to support officials in their decision-

making. The FIFA Quality Programme for Goal-Line Technology operates with a licensing scheme for providers that are eligible to obtain certification

for their final installations. In order to qualify as a licensee, an initial set of requirements must be fulfilled for the company and its goal-line-techno-

logy system to satisfy the quality criteria of the FIFA Quality Programme.

APPLICATION PROCESS

STEP 1SUBMISSION OF REQUIRED DOCUMENTS

For the first step of your application, please fill in the form on the next pages and submit it, signed by an authorised signatory together with all required documents, to FIFA. All documents must be submit-ted in electronic and print form.

STEP 2INTIAL MEETING

FIFA will then review the documents and contact you to schedule a meeting with you and the FIFA- accredited test institute in Zurich in order to discuss the tests for your goal-line technology system.

STEP 3GOAL-LINE TECHNOLOGY SYSTEM TEST

Please note that the goal-line technology system test phase will normally take around four months. The time schedule and the costs for testing will be defined in a separate agreement between you and the FIFA-accredited test institute. You should also be aware that the IFAB and FIFA has the right to participate in these tests as an observer.

STEP 4PRODUCT LIABILITY INSURANCE & CODE OF CONDUCT

After receiving a successful goal-line technology system test report from the FIFA-accredited test institute, you must provide FIFA with proof of the appropriate product liability insurance for your tested goal-line technology system along with confirmation that you operate in accordance with WFSGI’s code of conduct.

STEP 5ISSUE OF STANDARD LICENSING AGREEMENT

As soon as all of the required documents have been approved by FIFA, FIFA will provide you with a standard goal-line technology licence agreement. We recommend that you arrange a final meeting with FIFA to discuss the licence agreement.

Please note that FIFA can request further information about the tested goal-line technology system at any time. The submitted information will be

treated as strictly confidential.

The FIFA licensing scheme for goal-line technology offers two options to licensees: a non-commercial option containing the authorisation to install

licensee’s goal-line-technology systems worldwide which can be used in official matches, and a commercial option which additionally provides the

licensee with certain marketing rights in relation to the FIFA quality programme for goal line technology to communicate its status globally as an official

FIFA licensee for goal-line technology. Both options are presented by FIFA to the applicant at the initial meeting. An administration fee is payable by all

licensees which contributes to the expenses incurred for the licensing/certification and registration of goal-line technology systems and installations.

In addition, where the commercial option is taken, a licence fee will also be due.

A) COMPANY PROFILE

Organisational structure (ownership structure, company directors, management team)

Contacts and people responsible for technical questions, contracts and general issues

Last two audited annual statements

Excerpt from the companies register

Official statement that no legal action is pending which could lead to bankruptcy

Evidence that the company is the owner and/or authorised to use all intellectual property rights in the goal-line technology system

(e.g. patents or trademarks) to be tested

Evidence that the company is the end producer of the goal-line technology system

Confirmation that the company has a quality management system in place and is certified to ISO 9001:2008.

This certificate or confirmation that certification is in progress should be available

B) GOAL-LINE TECHNOLOGY SYSTEM

Estimated cost of GLT system installation (excluding travel costs)

Details of production plants of the final system (name, location, size, capacity of production etc.)

List of third parties involved in the production process (contractual relationship)

Standard warranty document for the goal-line technology system of at least two (2) years

Standard logbook for stadium operators to document the history of the GLT installation

C) FOLLOWING THE SUCCESSFUL GOAL-LINE TECHNOLOGY SYSTEM TEST

WFSGI pledge: compliance with the code of conduct of the World Federation of the Sporting Goods Industry (www.WFSGI.org)

Product liability insurance (detailed information provided by FIFA at the initial meeting)

2) What measures are in place to ensure and secure the signal transfer?

4) Does the system produce an autonomous response, or is operator action necessary?

5) What are the specifications of the referee’s watch?
