Information of particular interest to archaeologists an dfootball fans, but above all to football writers, has cometo light .An amateur archaeologist, Josip Britvi6 of Sinj (the DalmatianCoast, Yugoslavia) who has for more than 20 years been study-ing the inscription on a stele dating from Roman times (2n dCentury A .D .) is trying to prove that a type of football wa splayed in this part of the Balkan Peninsular 2,000 years ago .As an argument in support of his hypothesis, he draws theattention to the ball held by the young man shown on thestele (see the photograph on the first page), particularly asthis ball is made up of hexagonal sections,in the same wayas the football of today .Detailed information of this archaeological discovery waspublished in the largest Yugoslavian sports daily "Sport "Belgrade, on 9th April, the day on which the Jubilee cele-brations of the Yugoslav Football Federation (founded inZagreb in April 1919)were held .

THE STELE DISCOVERED IN SINJ (YUGOSLAVIA )

The stele in question has been on the face of a building in•the Dalmatian town of Sinj for more than 300 years . A hundred

years ago the German archaeologist, Momsem mentioned it inan article he published in the C .L .L., a work edited by th eAcademy of Sciences in Berlin .

Mr . BritviE's studies are based on proving that the Germa narchaeologist translated the text on the epitaph incorrectl yand he is publishing a book on the subject this summer . Heintends to mention in his publication all the evidenc epointing to the fact that the monument is dedicated to ayoung man having played football and who is holding a foot-ball in his hands . According to certain other well-knownYugoslavian archaeologists, it is probable that the ball inquestion is made of leather, ( :) in several sections . More-over it is known for certain that in Dalmatia, (AdriaticCoast of Yugoslavia) so rich in Roman monuments, severalancient ball games were played which were known as "kèndi" ,"kids" or "chola" .

In any case, the discovery and interpretation of thearchaeologist BritviO has attracted much interest and con-firms that in the Roman epoque in particular, ball gamesplayed their part in the entertainment of the European youth .

The Structure of FIFA

The Fédération Internationale de Football Association, FIFA ,is the world football authority and only National Associationscan be affiliated to FIFA . At present 135 National Associ -ations are affiliated, 133 as full members and 2 as pro-visional

members, who can only be given full membership atthe next FIFA Congress in May 1970 . These 135 NationalAssociations are arranged in six Continental Confederations ,each Confederation consisting of the affiliated NationalAssociations in that Continent . The six Confederations are ,Europe, South America, North and Central America and Caribbee ,Africa, Asia, and Oceania . But the proportion of the numbe rof players or teams in a given Continental Confederation tothe total number of players in the world varies widely from75 8 for Europe down to 3 8 in Asia/Oceania and 2 % in Africa .

The Operation of FIFA

The principles by which FIFA governs the game of football al lover the world are settled at its Congresses, which are

legislative assemblies held every two years . But the actua llaws of the game, to which players all over the world mus tconform, are not determined by FIFA but by the Internationa lFootball Association Board . This consists of representative sof England, Scotland, Northern Ireland, Wales and of FIFA .Each of the four British countries has one vote and FIFA ha sfour votes . Any new law or new change in a law only become svalid if it is passed by a 3/4 majority . This means that achange is only valid if 1 vote or 0 votes are cast agains t

it. It also follows that no change can be approved if FIF Avotes against it .

FIFA is directly responsible for the organisation of twoworld-wide competitions each of which takes place once everyfour years, the World Championship - Jules Rimet Cup and th eOlympic Football Tournament . Each competition occupies twoyears from the draw of the preliminary matches to the completion

of the Final Match . The competent Committee of FIFA makes de-cisions on any problems arising out of the conduct of thesecompetitions or any other problems that may be referred toFIFA by Continental Confederations or National Associations .

The Administration of these competitions and of decision sreached on any other problems are carried out by the Secretariat

of FIFA in their office at Zurich.

International Referee s

They have a personal obligation to FIFA to ensure that theyare in first class physical and mental condition when theystep on to the field to take charge of an international match ,so that however hard the match may be, however partisan orexcited the crowd may become, the referee maintains a highstandard of efficiency and control right to the end of thegame .

They have an administrative obligation to FIFA . They mus tarrive at the place where the match is to be played at leas tone day before it is due to be played . They must satisfythemselves that the field of play and the ball are in orde rjust as they would in a National League match . Within 4 8hours of the conclusion of the match they must send in areport of the match on the proper official form, first toFIFA and to the Continental Confederation if they are org a-nising the match and require a report .

Their third and most important duty is to referee each gamestrictly in accordance with the laws of the game, which mus tbe interpreted in the same way all over the world . The refereemust also hold the scales of justice fairly between the twosides and exercise his authority without fear and withou t

favour .

• The referee is, in a way, the key in a match, he must asser this authority with a velvet glove but inside that glove ther emust be the iron hand of strict control .

FIFA President Sir Stanley Rous is frequently requested toanswer questions submitted to him by journalists from manycountries of the World . Below are a set of eight question ssubmitted to him from an East European journalist togetherwith his replies . They may be of interest to others .

1 . Question •

The events of last year show, that rough play is the chief• characteristic of today football especially on great inter -

national games, cup-ties . Even the matches at the OlympicGames at Mexico were rough and undisciplined . The World Cupfinal is nearing . Great sums of money are at stake . DoesFIFA intend to deal with the problem of good sportsmanship i n

• the near future? What is your opinion about this problem ?

Answer -

I don't agree : Hundreds of thousands of matches are playe dwithout any trouble . The Press and Television sometime sexaggerate the situation by referring to troubles .

The statement about Olympic Games football matches is nottrue . The last tournament was the best ever . Fewer trouble soccurred, only in final Hungary v . Bulgaria were player sdifficult to control . Too many fouls .

FIFA is constantly dealing with lack of sportsmanship and th eintroduction of unfair tactics. Courses for coaches, trainers ,managers and referees are organised . Letters sent to NationalAssociations asking them to take firmer action and punishthose who are guilty of bringing the game into disrepute .Before every tournament, World Cup, Olympic Games, contine n-tal tournaments, and regional games, directors, trainers ,coaches and referees meet to hear from me, as President ,requests for fair play .

We have introduced a "Fair Play" trophy in tournaments orga -nised by FIFA . It was won by Japan in the recent Olympic Games .

2. Question :

The Referees are generally afraid of taking a hard line onthe big matches and letting themselves sometimes even be pushedaround just that they should not send any players off thefield . Their only effort seems to be that the game could g oto the end "somehow" . So they cannot penalize rough play ,ungentlemanlike conduct etc . Does FIFA intend to do anythin gin the matter of refereeing during the World Cup preliminar yand final rounds ?

Answer :

Your statement again is unjust . A few referees may act a syou describe, but officials of National Associations, ob-servers appointed by FIFA and UEFA who submit reports helpto "eliminate" weak referees . FIFA has just issued a"directive" on this matter of discipline .

For the Mexico World Cup only the best referees recommended byFIFA's Referees' Committee will be appointed . They will assembl eabout eight days before the opening for training and in-struction . But one must remember that they will all be inter -national referees of experience and must be treated as such .

3. Question :

Do you hold your opinion, that there is no necessity tochange the Laws, for example that an intentional rough foulon any point of the field should be penalized with a penalty ?Do you find it enough to give a simple free-kick for anintentional rough foul at 18 yards from the goal? Everybodyremembers how Brazil lost his best player - Pele - at thelast World Championship as a consequence of a midfiel droughness . Ought not something be done to make intentionalroughness more risky ?

Answer :

I would not change the Laws of the Game for ten years . Con-stant changes prevent their universal interpretation byplayers, coaches and referees . The Laws are perfectly good :It is their application which is sometimes at fault .

Intentional roughness should be penalized according to theprovisions of the Laws . Clever players like Pele, Best, Law ,Eusebio know that if they "hold" the ball and try to dribblepast four or five opponents they will tackle them stronglybut fairly. If the tackle is done in a manner contrary tothe Laws the referee should act promptly .

4. Question :

How do you find the world-wide situation of the game? Don' tyou find the number of international cup competitions toomuch ?

Answer :

The interest in association football seems to have increasedand is certainly now world-wide . National Associations andclubs find expenses increasing every year - travel, hotels ,equipment, insurances, wages, upkeep of ground etc . - so thatthe number of matches played also have to be increased asthe admission prices cannot be increased above an economi cfigure otherwise supporters cannot pay .

Too many matches are, of course, a strain on the players .There is a risk of staleness and boredom, although this canbe overcome - especially if a team hits a winning sequence .

5. Question :

The importance of football at the Olympic Games decrease swith every Olympics . From the words of Avery Brundage i tseems that even the IOC begins to see the amateur-profes-sional integration as a thing most unmodern . Don't you thinkit possible that the Olympic Games could become once thecompetition of the world's best football teams, just lik eWorld Cup ?

Answer :

It is well-known that Avery Brundage does not like footballand some other team games to be included in the Olympi cGames' programme, but if a vote is taken there are usually amajority on the committee in favour .

If, however, at any time, football should be voted out FIFAwould organise a world Amateur competition on the lines o fthe Jules Rimet Cup (World Cup) and open to players who havenot played in the latter competition or some similarregulations .

6. Question :

How do you see the chances of Hungary for reaching the 1 6finalists at Mexico ?

Answer :

I never look in a crystal ball hoping to see the future . ButHungary will do well as in previous years in the competition

They have capable players - fit and skilful - but they mustnot adopt the same tactics as their players did in the Olympi cGames final . They need the discipline of the former grea tHungarian teams .

7. Question :

In your opinion which country could win the World Cup? CouldEngland keep its leading position in Mexico ?

Answer :

Anyone of the last sixteen could be the winner . England willhave a difficult task to keep the cup, others to win it fromthem .

8. Question :

What is your opinion about the plans of an European super -league ?

Answer :

As far as I know there are no immediate plans for a Europea nSuper-League . I am not in favour of such a competition . EachNational Association needs a strong national championship . InEurope, variable climate, temperaments, "split" seasons, hig hcosts and other administrative problems would prevent aleague which would be open to all . Selection of clubs toform the league would be difficult . If the national championswere elected for one year the present competitions would b eaffected .

A league is not really successful unless there is a provisio nfor promotion and relegation, but if there would be only on eleague, the champion club could compete and drop back thenext year into its national league .

The present programme is good . A good national league andcup competition with European cup ties,for champions, cupwinners and selected teams for Fairs'Cup as incentives an drewards for success in their national competitions are in myview a satisfactory arrangement .

A.P . ENGLEBERT, KINSHASA - 1968 AFRICAN CLUB CHAMPION

The Final Matches of the IVth African Cup of Champion Clubs -1968 edition, were played on 16th March in Kinshasa whereA .P . Englebert defeated Etoile Filante '(Shooting Star) fromLomé (Togo), by 5 goals to 0 . The second final took place0

• continent level . This is the path which has practically bee ntaken by the All-Powerful Englebert Lubumbashi", African clubchampion for the second year in succession . In 1939 inElisabethville, called Lubumbashi today, the missionaries incharge of the Saint Boniface Institute decided to create afootball team to help in the development of their pupils ,whose pastime was dedicated to scouting . The promoters o fthis team christened it SaintGeorge F .C . (the name of thepatron saint of scouts) and registered it directly in th efirst Division of the "Fédération Royale des Association sSportives Indigènes" (FRASI) (Royal Federation of NativeSports Associations), where at the end of the 1939 season i toccupied the 3rd place behind the clubs Léopold and PrinceCharles, now known as Vaticano and Lubumbashi-Sports .

In 1944 the young scouts now having grown up became path -finders and the Saint George F .C . became the Saint Paul F .C .Three years later other elements than those from theInstitute were incorporated into this young eleven whichhad made considerable progress. Another christening - andthis time the name chosen was Englebert F .C ., it is notcertain why, but perhaps the saints were no longer willing tojoin in the game .In the same year, after the local Champion -ship, carried off without a defeat by the Englebert F .C . ,

• the officials wishing to immortalise this first grea tachievement added to the team's name the adjective "All -powerful" which was received enthusiastically by the thousand sof supporters .

1961 : The strife which broke out in the country following th eindependence of the Congo indirectly caused all competitionsto cease . They were not resumed until 1963 . But the team ofSaint Eloi now dominated the scene . Tired of playing thesecond fiddle, the leaders of the A.P . Englebert decided toeffect a rejuvenation of the team . The best reserve element swere brought in and with an effectual 90 % renewal Engleber tstarted its long march, which at the end of two years led i tto the summit of African football . The team in fact won in1965 the Championships of Lubumbashi, Katanga and the Congoand the right to enter the IIIrd African Clubs Cup .

A year later this feat was repeated and the titles weremaintained . But on the 23rd September, 1968 in the Patrice -Lumumba Stadium of Kisangani, Englebert suffered defeat oncemore to Saint-Eloi (2 :1) and lost the sway of the nation . Itthen dedicated itself to the defence of its continentaltrophy which was won in February 1968 as the result of aCommittee decision, the team actually being declared winne rof the IIIrd African Clubs Cup due to a withdrawal, theiropponents in the Final, Asante Kotoko Kumasi, not havin g

on 30th March in the new stadium of Lomé and saw a victoryby 4 :1 of the Togolese Champion . The match was played inthe presence of approx . 20,000 Spectators which representsmore than 1/10 of the population of Lomé . The photo belowshows the A .P . Englebert with the Cup of African ClubChampions .

TRE SUPREME POWER OF THE "ALL-POWERFUL ENGLEBERT LUBUMBASHI "

In general an African football team is born in a district o ra village, gradually grows and recruits players from othe rdistricts and other villages before going on to conquer atown or province. This team continuing in its developmen tmay win a national title and then reach recognition at the

shown up for the replay arranged for the 18th February, 196 8Sn Kinshasa by the African Football Confederation .

This victory won off the playing field did not however enhancethe new-born prestige of the Congo champions . With theirpride hurt in this way their reaction was strong and for the4th edition of the African competition they set abou tconfounding their critics by accumulating victories up t othe attainment of the final triumph . On 30th March last a tthe Lomé Municipal Stadium, although being severely defeatedby the Togolese "Etoile Filante" (Shooting Star Togo) (1 :4 )the All-Powerful Englebert became African Champion . They hadwon 15 days previously in Kinshasa the first leg of the fina lby 5 goals to 0 .

Thy A.P . Englebert owes its success to its loyalty to anopen game . It is certainly an attacking team and this is th esource of its popularity . Attackers of talent are not lacking :Kalala, Saldi, Tsinabu, Nyembo ; their qualities are way aboveaverage and their efficiency is formidable . They are guiltyhowever of a lack of consequence. Their (relative) instabilityis not merely a question of form ; it stems rather from thecomparative inaccurate organisation of Englebert's game .

The exciting evolution of the team overwhelms thelovers of

•true football, the Congolese players being so inspired by th eopposing goal and so dedicated to the game .

Englebert's defensive system is however still very empirical

•and because of this tends to be permeable . The withdrawal ofthe centre-half Katumba and recession behind his partner shas brought about a tactical lack of balance which create sdangerous situations in front of the goal, guarded byKazadi . Proof of this is the eight goals lost to Afric aof Abidjan and l'Etoile de Lomé in the African Cup .

Nevertheless, the players like Katumba, Ngoie, Mukembo andother Bwanga are not "paper" defenders, nor choir-boys . Thei rspeed, their calm, and ease with which they play this close-contact football poses (and will pose) problems to the bes tplayers .

The All-Powerful Englebert, a young and dynamic team does no tpossess a qualified coach . It is the Captain, Pierre Kalalahimself who plays this part . Englebert is the image ofsimplicity and sympathetic candour which we associate withamateurism and which is so rare these days . Their joy in th egame and their enthusiasm have allowed Kalala and his comrade sto palliate their collective and tactical insolvencies .

ARTIFICIAL SURFACES FOR STADIA AND SPORTS FIELDS

Monsanto, one of the chemical firms producing artificial rec -reational surfaces for sports fields recently organised aninformation and demonstration session in Geneva . Otherdemonstrations were scheduled for London, where it is saidthat the Wembley Stadium Company is interested in the newsurface, and for Munich, City of the 1972 Olympic Games .(Documentation material can be obtained at the followin gaddress : Monsanto, 800 N . AstroTurf, a nylon face fiber content of 42 ounces per squar eyard and a 500 denier filament size (which are the technicalspecifications of the latest product) was first installed i n1966 at the Astrodome in Houston where two European teams ,Real Madrid and West Ham United played the first footbal lmatch on such an indoor surface . In 1967 two outdoo rsportsfields had been installed in the USA, in 1969 there werealready 25 and the Company expects that in 1970/71 ther ewill be about 100 outdoor fields equipped in the USA withAstroTurf . The 500 denier nylon fiber guarantees a goo dresistance against ultraviolet attrition and consequentlysunshine . Research made by the company engineers indicate tha tthe material maintains its original qualities and thicknes sduring a long period even if used 10 to 12 hours or more pe rday for different sports . A guarantee that AstroTurf keep sits initial qualities is given for 5 years, after which 91 .5 8of the initial quality is maintained . Between 5 and 10 year sthis percentage goes down to 76 % and between 10 to 15 yearsis still of 51 8 . Drainage is no problem and snow and ice ca neasily be removed . Maintenance seems to be very easy and cheap .The surface can either be cleaned with water or by vacuum-cleaning .Experience made in American football shows that ankle and kne einjuries were reduced by 80 8 . Under the nylon fiber AstroTur fgrass is installed a 15 mm shock absorbing safety pad . Astro-Turf is delivered in rolls of 4 .57 m (15 feet) x 60 .96 m(200 feet) and for football fields is installed on asphalt base .The price for installing AstroTurf on a football field o f59 m x 73 m is given with approx . 990,000 Swiss Francs andfor a field of 76 m x 116 m with 1,200,000 Swiss Francs . The

•installation of a football field with the dimensions fo rinternational matches with proper drainage and asphalt bas eis indicated with approx . 1} million Swiss Francs .

The FIFA Committees concerned (Referees' Committee, Technica lDevelopment Committee) have already, at different occasions ,examined documentation available on these artificial gras ssurfaces and follow this development with close interest . Asit seems that a few football fields will soon be equippedwith this new surface in Europe, it will probably in a year' stime be possible to evaluate the first results and the suitabili -ty of such surfaces for football . For the time being one majo robstacle for installation of AstroTurf or similar artificia lrecreational surfaces seems to be the high expenses for in -stalling it . But if one considers that these fields can b eused during all weather conditions and practically durin gthe whole day and in the evenings for many sports thus givin gthe possibility of having the activity of 3 to 4 sports field son one single field and with the reduction of maintenanc ecosts by 90 8, responsible experts of large communities o rwealthy associations and clubs may find that the costs ar enot excessive . It may also be expected with the furthe rdevelopment of these products and the rivalry to be expectedin this market that prices go down considerably . The experi -

ences to be made by players, coaches, masseurs, physioterapist s• and team doctors will tell us in the near future, whether in a

few years' time international matches and major internationa lfootball competitions will be played on artificial nylon gras ssurfaces .

FIRST NATIONAL REFEREES' AND INSTRUCTORS' COURSEIN CANADA

The week-end of 15th and 16th March was a "red letter" dayin the annals of Canadian Football when the very firstNational Referees' and Instructors' Course was held in To-ronto, the nation's second largest city with a populationof two million . The Asian Football Confederation informed FIFA that at itsrecent Congress Dr . Yuzuru Nozu, President of the Footbal lAssociation of Japan, Tokyo, has been elected as 3rd membe rrepresenting Asia on the FIFA Executive Committee .

EUGEN DINGER 1

on 15th March, 1969, Mr . Eugen Dinger, Altstadt/Saar(GermanyFederal Republic) died suddenly at the age of nearly 61 .

After a short active career as football player Mr . Dingerbecame a referee in 1930 . He was gradually promoted froma referee-beginner to an international referee of the FIFA

List. He officiated in many internationa lclub matches and full internationa lmatches of national teams . One of thehighlights of his international careerwas the selection as referee for th e

Copacabana Cup in Rio de Janeiro in 1952 .Later on Mr . Dinger became also a referee

administrator and instructor . He waschairman of the referees' committee o fthe football association of the Saar ,of the regional association of the SouthWest Football Federation in GermanyFederal Republic and was during 12 years amember of the referees' committee of theDFB . Mr . Dinger was well-known by top-class referees from France, Italy ,

Switzerland, Austria and others, as well as by the youngestreferees of his own region . He attained the peak of his caree ras referee administrator when in 1966 he was nominated memberof the FIFA Panel of Instructors and Lecturers for Referees 'Courses . FIFA has expressed sincerest condolences to theFootball Association of Germany Federal Republic and tothe family of the deceased .

On 23rd April, 1969 FIFA received a documentation concerninggeneral instructions for the Press, Radio and Televisionwhich, according to information from the Mexican OrganisingCommittee has been sent to all National Associations affiliate dto FIFA . In this respect we must point out that the matc hprogramme attached to the documentation cannot be consideredofficial, because it has not been set up according to theRegulations of the 1970 World Championship, and is not inagreement with some decisions of principle of the FIFA Organi-sing Committee . 18 . PLANS OF THE FOOTBALL ASSOCIATIONSOF ENGLAND AND MEXICO

At Lea Valley, near London, The Football Association is planninga sporting complex comprising an ultra-modern stadium, seatin g80,000 spectators, the Federation's administrative offices ,national football school and facilities for permanent coursesfor football coaches and trainers . The specialised press re-ported that The Football Association intends to use part ofthe profit made from the 1966 World Championship for therealisation of this important project .

A similar project has recently been announced by Mr . GuillermoCaeedo, President of the Mexican F .A. The Mexican F .A . ha sacquired a huge piece of land near the Aztecs Stadium wherethey intend to build the first Football Academy of North an dCentral America with facilities for training and for school sfor footballers, coaches and referees .
