1.0 Introduction
Quality Audit of New Coaching Complex /Chitpur (KOAA), Sealdah division,, Eastern Railway is conducted by a team of N. F. Railway as per Railway Board’s letter No.2012/M (W/814/5 dated 20.03.2012.

New Coaching Complex /Chitpur (KOAA) with a holding of 366 coaches is one of
the major coaching depot of Eastern Railway. The activities of the depot are
spread over at different locations as below.
i) IOH of Coaches is attended in the Sick-line. The loose trolleys are supplied by LLH for AC, WCB, PPS coaches and by KPA workshop for other coaches.
ii) Washing Line has 2 pit lines of 24 Coach length capacity and 1 pit line of 21 coach which are uncovered.
3.0 Strengths
3.1 The system of monitoring OBHS functioning is well set and items to be carried by
OBHS team are laid down. The attendance of OBHS team going on line is monitored by taking acknowledgement from other end C&W supervisor in the format and random cross checking with passengers on mobile number recorded in feed back form is also being done.
3.2 The standard of cleaning is monitored. The system of buffing toilet pans, wash
basins exists through out-sourcing similarly, stainless steel wash basin, toilet pans and wall protectors are being cleaned regularly.
3.3 The coaches are kept closed after pest control treatment for 2 to 3 hours for
better effectiveness.

3.4 The IOH of the coaches is being done in the depot for which overhauled trolley frames and wheels are supplied from LLH and KPA workshop.
3.5 The brake blocks are being replaced in bogie sets and warranty claims are
raised for rejection of brake blocks under warranty. 3.6 Linen is replaced 100% on age and condition for which the system exist. The
edge of blankets is repaired as and when needed. The system for monitoring quality of washed linen and condition of the linen exist.
3.7 Adequate stock of the linen items is available. 3.8 The temperature recording of axle boxes is being done on platform and
temperature variation is being monitored. 4.0 Weaknesses
4.1 The approach road to depot is through a very congested area through which
movement of heavy consignments like trailers with bogies for IOH is not possible.
4.2 Training status of supervisor and staff – 34 supervisor were overdue refresher
due to reported shortage.
4.3 Availability of staff for coaching maintenance is reported short as per Yard stick.
As against the requirement of 414 only 309 staff exist.
4.4 Availability of critical/ safety stores and storage system - 07 items are out of stock out of 46 nos. safety items purchased through stores.
4.5 No communication exists among the supervisors through the VHF sets in
washing line as well as in yard. The communication is through mobile or Railway
phone only.
4.6 The snack tables, magazine bags and tumbler holders are not being provided as
per guidelines of the board.
4.7 The destination boards on sleeper coaches are being provided 2 nos. against
the provision of 3.

6. Primary maintenance schedules are required to be carried out by the base depots to which coaches are allotted. In emergency, when due to any reason coaches cannot reach their base depots and primary maintenance schedules become due, A & B schedules should be undertaken by the carriage depots where the coaches are available. ‘C’ schedule should be done at base depot.

17. Deficiency Rolling Stock (DRS) for Coaching Stock

(i) Railway should devise system for detecting deficiencies. Reports of deficiencies/ defects in Rolling Stock (DRS) reports in the proforma given in Annexure 1.2 should be prepared for each mail/express/passenger originating train in duplicate by the Engineer (C&W)/Electrical (TL) and should be signed jointly with the RPF representatives.

(ii) On arrival of the train at the destination station, the Engineer (C&W) staff and electrical staff shall check the rakes jointly with a representative of RPF and comparison may be made with original report.

18. Coach Maintenance History Card 111(k)(i) of

19. Primary/Secondary maintenance 19.1 The rakes/ coaches of all trains should be
given a Primary/Secondary Maintenance examination as prescribed by the Chief Mechanical Engineer of the Railway and as per Appendix F of Chg.Manual

19.4 In addition to above the following items of work should be attended during the maintenance schedule examination: * under frames * bogie frames * axle boxes * springs. These items should be wiped with wet waste weaves or cotton waste as necessary so as to facilitate examination. All under gear components should then be examined and repaired as necessary to ensure that there is no `S' marked rejectable defect as mentioned in Chapter IV of IRCA Conference Rules.

19.5 The following items of under gear components should, however, be specially examined and attended to:-

i) Oil in hydraulic dash pots of Rajdhani and Shatabdi coaches should be checked once in 15 days to detect oil leakage from them through defective seals or through the vent screw. Add/ replenish with specified grade of oil if the oil level is below 40 mm in the tare condition for ensuring better riding comfort.
