QUALIFICATION SPECIFICATION LEVEL 1 AWARD IN THE ESSENTIALS OF FIRE
AWARENESS
1. Title – HABC Level 1 Award in Fire Safety Awareness
1.1 Target Group
1.1.1 The Level 1 Award in Fire Safety Awareness is a qualification aimed at all
staff, particularly new starters in any workplace, where a basic
understanding of fire safety is required.
1.1.2 Persons gaining this qualification will know that fire safety is the
responsibility of everyone in the workplace with recognition of the
contribution they may have to prevent the starting and spread of fires.
1.1.3 The qualification is firmly based on fire safety knowledge set which is likely
to form part of the curriculum theme for QCF Level 1 National Occupational
Standards.
1.2 The qualification can be taken as a free standing qualification or as part of a wider
programme of training. Its syllabus areas are designed to enable all candidates to
contribute into the fire safety procedures in the workplace.
2. Key Skills
2.1 Learners wishing to undertake this qualification should be working at Entry Level
3 Communications/Literacy or above.
3. Recommendation of Prior Learning
3.1 There are no prerequisites for this qualification.
4. Guided Learning Hours
4.1 Guided learning hours for this qualification are 3-6 hours depending upon the mode
of study and training needs of candidates.
5. Restrictions on Candidate Entry
5.1 Candidates must have undertaken a course of instruction approved by HABC and
covering the syllabus prior to taking the examination.
6. Special Needs
6.1 HABC have measures in place for delegates with special needs. Please see the
Reasonable Adjustments Policy, Annex 17 of the HABC Core Manual.

7. Qualification Structure
7.1 This qualification is assessed by a 15 question multiple-choice examination.
Successful candidates must achieve a score of at least 10 out of 15.
7.2 The examination paper is set and marked by HABC. The duration of the examination
is 30 minutes.
8. Examination Results and Certificates
8.1 Following the examination, a list of results will be provided stating whether
candidates have passed or failed. Certificates for successful candidates will be
dispatched for distribution by Centre Contacts.

11. Potential for Progression
11.1 Progression routes include recognised Technical Certificates, VRQs, NVQs and
recognised Fire Safety qualifications
12. Required Qualifications and Experience of Nominated Tutors
12.1 Nominated Tutors must have sufficient expertise to speak with authority on the
subject to be taught at the Levels they wish to train. The following routes are
available.
12.1.1 A verifiable history as a Local Authority Fire Officer supported with
appropriate training.
12.1.2 A recognised Fire Safety qualification together with relevant work
experience in the subject area.
12.1.3 A level 3 Health and Safety Qualification plus attendance on a HABC CPD
event “Fire Safety Train the Trainer”.
12.2 Applications will be assessed individually. HABC require that Nominated Tutors have
teaching experience and hold a qualification in a relevant subject area.
12.3 Suitable Teaching Qualifications Include
12.3.1 Diploma or Certificate in Education

12.3.2 Bachelors or Masters Degree in Education
12.3.3 Level 3/4 PTLLS
12.3.4 City and Guilds Teachers Certificate or equivalent
12.3.5 Level 3 NVQ in Training and/or Development
12.3.6 Award in Delivering Training, Professional Trainers Certificate or equivalent
12.3.7 Any other qualifications or suitable experience approved by HABC.
12.4 Nominated Tutors should also be able to demonstrate relevant experience and
knowledge in a work context and provide evidence of engagement with the subject
field and continuing professional development.

About this Unit
The HABC Level 1 Award in Fire Safety Awareness is aimed at learners requiring an introduction to
the basics of fire safety. It will provide knowledge and understanding of the causes of fire, how fire
risk can be controlled and safe methods of dealing with fires.
Learning Outcome Assessment Criteria
The learner will: The learner can:
1. Understand basic fire safety and
what to do in the event of an
emergency
1. State the main causes of fires in the
workplace.
2. Outline the main costs of fires in the
workplace for employers, employees and
society.
3. State their own duties and
responsibilities in relation to fire safety at
work.
4. State the duties and responsibilities of
fire wardens and other people who may be
required to take action as part of fire risk
controls or during an emergency.
5. Describe the action to be taken in the
event of a fire in the workplace, including
methods of raising the alarm and
contacting the emergency services.
2. Understand the principles of fire risk
control
1. List the key elements for effective fire risk
management in the workplace.
2. Outline how the components of the fire
triangle can be used to control fire risks.
3. List active and passive fire risk control
measures.
4. Outline fire prevention measures that can be
taken to minimise fire risks.
3. Understand the basics of practical
fire safety
1. State the safe operating parameters for the
use of portable fire-fighting equipment.
2. Outline simple checks for ensuring that fire
safety equipment is serviceable and safe to use.
