On September 11, 2015, several Iowa licensed acupuncturists attended the Iowa Board of Physical and Occupational Therapy's Meeting. On the agenda was time to discuss whether physical therapists should be allowed to perform an acupuncture technique they call Dry Needling. A l l of the acupuncturists in attendance spoke against PTs performing this invasive therapy; physical therapists in attendance argued for the "Dry Needling" acupuncture technique to be allowed. Following this meeting, the Iowa POT Board wi l l allow public input on this matter only until October 29. They wil l then deliberate and make a final decision in December. The Board published the following statement:

PUBLIC RESPONSE REQUEST: ACUPUNCTURE/DRY NEEDLING
On September 11, 2015, several Iowa licensed acupuncturists attended the Iowa Board of Physical and Occupational Therapy's Meeting. On the agenda was time to discuss whether physical therapists should be allowed to perform an acupuncture technique they call Dry Needling. A l l of the acupuncturists in attendance spoke against PTs performing this invasive therapy; physical therapists in attendance argued for the "Dry Needling" acupuncture technique to be allowed. Following this meeting, the Iowa POT Board wil l allow public input on this matter onfy until October 29. They wil l then deliberate and make a final decision in December. The Board published the following statement:
"Anyone from the public wishing to submit written comments or other documents may do so by mailing or delivering them to the [Iowa Physical and Occupational Therapy] Board office "Attn: Judy Manning" or by emailing them to [email protected]. A l l submissions must be received by October 29, 2015."

To Ms. Manning and the Board
Allowing someone to puncture your skin with needles is generally something that
requires a fair bit of trust. When I go to the doctor to get my blood drawn, I expect the person
who is doing it has spent a considerable amount of time in school to ensure they won't hurt me.
Same tiling with getting shots or having blood sugar tested. This is why, when it comes to
Acupuncture, I only trust those who have been to school and are licensed to perform needle
treatments on me. I would NOT in any way agree to let a Physical Therapist or Chiropractor dry
needle me with the full knowledge that they weren't even licensed in this practice. I f a PT or
Chiropractor told me this was a treatment they would like to do I would assume, as their patient
that they have gone to school for needling just as long as they had gone to school for their
primary profession. Considering there are weekend courses for these practitioners, that right
there sets off an enormous red flag. You want to do dry needling or any other type' of
acupuncture technique? Become a licensed acupuncturist. You wouldn't expect an acupuncturist
to be performing any sort of adjustments without having gone to school fully for it, why should
PTs and Chiropractors be able to dry needle?
Not only are non-licensed practitioners essentially lying to their patients, but they also
simply don't have the knowledge that a licensed practitioner does. Recently my dad went to a
family doctor and asked him to remove a sliver that had buried itself quite deep into his hand
The doctor tried for a bit to remove it, but ultimately decided my dad would be better suited
going to a person who specializes in hands. Why? Because the family doctor acknowledged he
didn't have the knowledge or skill set to continue hunting for this sliver without potentially harming my dad.
We have different branches of medicine for a reason. And that's a good thing!
At the end of the day, i f non-licensed practitioners wish to perform dry needling on their
patients, all they need to do is become a licensed acupuncturist. Yes, this wi l l take time and hard
work, but it's best for patients. I f this isn't something a practitioner wishes to do, but they still
feel acupuncture is in their patient's best interest, they can recommend that the patient see a
licensed acupuncturist for their acupuncture treatment, just as the family doctor recommended
my father go see a hand specialist for a problem with his hand.

Physical and Occupational Therapy's Meeting. On the agenda was time to discuss whether physical
therapists should be allowed to perform an acupuncture technique they call Dry Needling. All of the acupuncturists in attendance spoke against PTs performing this invasive therapy, but physical therapists in attendance argued for the "Dry Needling" acupuncture technique to be allowed. Following

Re: Public Response to allowing the technique of Dry Needling by physical therapists and/or others who are not licensed as acupuncturists by the State of lowa.
Calling the use of acupuncture needles "Dry Needling" instead of calling it acupuncture does not reduce the necessity of appropriate training for practitioners.
I have enjoyed great health benefits over many years from acupuncture treatment, as provided by a highly trained, licensed acupuncturist. I have learned that safe, effective acupuncture treatment is not a simple matter of identifying locations on the body where needles are inserted. Instead, it requires a far more complex understanding of how the human body functions and how it can malfunction, all from the perspective of considering the energy systems within the human body, as well as diet and lifestyle practices. Knowledge of this complexity simply cannot be acquired in a short course of training. Like traditional western medicine, it can only be gained from an education that includes both theoretical underpinnings and supervised apprenticeship training. Obviously, training of this caliber cannot be achieved in 300 hours or less.
As a consumer, I want acupuncture treatment only from a practitioner with the highest level of accredited education, clinical training, and expertise, I want my acupuncturist to be licensed to provide the treatment and to engage in continued education throughout her/his career. Accredited education and training, licensure, and continued education are essential to ensuring my safety as a consumer,
