Resolution #1 of 2018 Attorney General Opinion Request on Insurance Matter Excluded Driver of Police

Units. Should Chief Brignac be allowed to grant permission to his wife, Tammy Brignac, to drive village

police units while being excluded on said insurance This matter has been assigned a case number by the

Attorney General. There are no further updates at this time.

Grounds Report: The mayor said that the pavilion restroom stall-doors are being replaced due to severe

warping caused by the August 2016 flood. There will be an event, Decareaux Trade Sheaux, on May 26, 2018 at

the pavilion. It will be hosted by Trent Little and there will be antiques and crafts.

Road Report: The repairs to pot holes that had been filled on Aydell Lane are not holding up and now the

pothole is larger. The speed limit sign on Rue des Chenes needs to be put back up.

Grants: There are no active grants at this time other than the Click It or Ticket Grant.

Surplus Property Auction/Bid Update: At the meeting of March 14, 2018, the Board of Aldermen

declared the town boat including boat trailer, and two portable generators as surplus property. At the

April 2018 Board meeting, Chief Brignac agreed to return the surplus property within one week. Mayor

Guitrau informed the Board that Chief Brignac did return the surplus property within one week of the last

OF THE VILLAGE OF FRENCH SETTLEMENT, May 9, 2018

The Mayor and Board of Aldermen of the Village of French Settlement met at 16015 Hwy. 16, French Settlement,

Louisiana on the 9th day of May, 2018 at 6 p.m. in regular session convened. The meeting was called to order by

Mayor Toni Guitrau with the following members present:

Alderman Teresa Miller, Alderman Danette Carrier, Alderman Rhonda Lobell

A prayer was offered and the Pledge of Allegiance was recited by all.

Reading of Minutes and Statement of Finances

The Mayor and Board reviewed the Statement of Finances. The motion to adopt the minutes and statement of

finances for the month of April 2018, as presented, was made by Alderman Miller and seconded by Alderman

Carrier. A yea and a nay vote was called for and resulted as follows:

August 2016 Flood Event Update:

Callender reported that French Settlement passed the FEMA audit. We may be able to start completion of

the repairs to the municipal building in June or July.

Police Department Report:

Chief Brignac did not have a police report, but he said he signed approval for the Ticket It or Click It grant.

Chief Brignac said he took the white Tahoe to CSI to get equipment out of it. He said in about two weeks

the new truck (police unit purchased with FEMA funding to replace unit lost in August 2016 flood) should

come in.

Chief Brignac said that there are problems on Rue des Chenes. He told the owner of the vehicle that has

been here over a year with the Florida license plate to replace it with a Louisiana plate by Friday.

Chief Brignac said from the Rue des Chenes area so s told people

if they smell anything to call him. He has not receiv

complaints about garbage stacking up on some properties but nothing can be done especially if they have

garbage service.

The French Settlement High School Senior Parade is tomorrow. Graduation is on May 18, 2018.

AG opinion request #1 of 2017 - AG opinion request from December 2017 regarding police units being

- The request was to confirm if requiring the officers to stop using the

units as take-home units, as they have since they were hired, is considered an adverse employment action

Following court on February 20, 2018, all parties

agreed to resubmit an opinion request to the AG. Mr. Pujol re-submitted the request but there has been

no further update at this time.

The Relocation of Natural Gas Distribution Line Facilities in conjunction with US 190 and

LA 1026 Roundabout, State Project No. H.000464 � Livingston ParishFor the City of Walker, Louisiana

The City of Walker, Louisiana is requesting sealed bids for the relocation of natural gas distribution

pipeline facilities in conjunction with the proposed round-about intersection improvements at US

190 and LA 1026 by LADOTD. The project consists of the relocation of approximately 2,400 linear

feet of 4� and approximately 2,900 linear feet of 6� and approximately 200 linear feet of 1� and/or¾� MDPE natural gas pipeline. Included is the relocation of 8 meters and reconnection of 10 customer service lines. Also included are the installation of valves, testing and associated tie-ins

and necessary appurtenances. Bids will be received by the City of Walker at the City Hall office

located at 10136 Florida Blvd. in Walker, Louisiana until 2:00 P.M. local time, Tuesday, July

17th, 2018 after which time said proposals shall be publicly opened and read aloud.

The proposed Engineer�s Estimate for this work is estimated at $332,800

In regard to deposits on sets of documents furnished to bidders, the full deposit will be refunded to

Bidders who return the documents within 10 days after receipt of bids. For additional copies furnished to

bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents no

later than ten (10) days after receipt of bids. No refunds will be given to contractors that have requested

additional bidding documents and returned them prior to the bid and/or do not submit a bid. No refund will be given to contractor that has been awarded the project. ALL PLANS MUST BE RETURNED UN-MARKED AND IN GOOD CONDITION, TO QUALIFY FOR REFUND.

Contract, if awarded, will be on the basis stated herein and in the Instructions to Bidders. No bid may be

withdrawn for a period of 45 days after bid opening except as provided by law.

Contractors submitting proposals must meet the requirements of the State of Louisiana Contractor�s Licensing Law, R.S. 37:2151 et seq. The minimum Qualifications required are that the bidder must be a current licensed contractor in the State of Louisiana, under the classifications of �Municipal and Public Works Construction� and/or Specialty Classification of Pipe Work (Gas Lines).Additionally, in order to be awarded the project, he or she must provide evidence to the satisfaction

of the City of Walker that documents the training of construction personnel under an Operator

Qualification Program and a Drug Testing Program that will meet the requirements of the Contract Documents and the PHMSA- DOT Pipeline Safety Regulations, Parts 192, Subpart N and 199, respectively.

Proposals must be accompanied with a bid security in the form of a bid bond, bank check or a

certified check in the amount of five (5) percent of the total amount bid.

Bids from only the respective contractors provided plans, must be submitted on proposal forms

produced and provided by the ENGINEER.

After the opening of bids, the lowest apparent bidder will be required to submit the Attestation

Clause Required by LA. R.S. 38:2227 (Past Criminal Convictions of Bidders) and the Affidavit and Attestation Required by LA. R.S. 38:2212.10C (Use of Status Verification System) within 10

business days after the time and date for opening of bids.

A Pre-Bid Conference will be held at 10:00 AM Local Time on Tuesday, July 10th, 2018 at the City

of Walker Department of Public Works, 13730 Ball Park Road, Walker, LA. Attendance is not mandatory, however, all potential bidders are encouraged to attend the Pre-Bid Conference.

Livingston Parish Government is requesting written Statements of Qualifications from qualified firms

interested in providing Professional Engineering, Surveying, Environmental, Permitting and

Management and Administration Services, to be performed at the direction of the Livingston Parish

Government, Office of Homeland Security & Emergency Preparedness (LOHSEP) for Removal of

Debris including snags, drifts or other obstructions in selected watersheds in and throughout

Livingston Parish. Livingston Parish anticipates being awarded funds from the United States Department

of Agriculture (USDA) Natural Resources Conservation Service (NRCS) and or other sources.

Services required for this project include those basic and supplemental services necessary to coordinate

with funding agencies, develop applications for funding, map drainage ways, quantify the work to be

performed, prepare estimate of cost, obtain environmental clearances, and prepare and obtain necessary

permits. Firms submitting a statement of qualifications must identify all sub-consultants they intend to

use to provide supplemental services.

The selected firm shall be responsible for all professional services required or related to the design,

bidding, construction administration and inspection of the Project. The selected firm shall be responsible

for professional services complying with all USDA NRCS rules and regulations as it pertains to this project.

Firms submitting Qualification Statements will be evaluated on the following selection criteria:

1) History of the firm, specialized knowledge and experience in this type of work

2) Personnel/professional qualifications

3) Methodology/project approach

3) Capacity to perform the work
