Stoneville Town Council Meeting Minutes

July 14, 2020 7:00 PM via Zoom

Present: Present were Mayor Kathy Stanley-Galvan, Councilmen Chuck Hundley, Bill Farris,

Henry Thornton, Jerry Smith and Johnny Farmer. Also, present were Town Manager Lori Armstrong, Human Resource/Finance

Officer Joanna Dalton, Town Clerk Sherri Darnell, Police Chief Frank Moore, Administrative Assistant Perry Webster, Fire Chief Tim Brown, Public Works Director Mark Malloy, Parks & Recreation Director Jackie Blackard and Town Attorney Lisa Arthur.

Welcome: Mayor Galvan welcomed the assembly. After the Pledge of Allegiance and Invocation, called the meeting to order. Minutes: Mayor Galvan asked for a motion to approve the Minutes from the last meeting. Councilman Thornton made the motion. Councilman Smith seconded. Motion carried. Agenda: Mayor Galvan asked for a motion to approve the Agenda. Councilman Hundley

made the motion. Councilman Thornton seconded. Motion carried. New Business: Parks & Recreation: Director Blackard shared a power point presentation regarding the Park, recreation programs and a plan for the future. After some discussion, Councilman Smith made the motion to move forward with the proposal for the project. Councilman Thornton seconded. Motion carried. Copy incorporated into the minutes. Parking Assessment: Town Manager Armstrong, Public Works Director Malloy and Police Chief Moore met with representatives of NCDOT in order to complete a parking assessment for the downtown area. Findings are as follows: Address the issue of parking in No Parking Zones at 100 and 102 S. Henry Street (Southern Finishing Offices); Handicapped parking spaces in the municipal lot are not ADA compliant, bring them up to compliance; need for more lighting on Henry and Main Streets. Also, Town Manager Armstrong stated that we need to revisit our fees for parking and citations. Public Works Director Malloy suggested using the wall abutting Dollar General to add the handicapped spaces needed. Councilman Farmer made the motion to move forward with the assessment. Councilman Thornton seconded. Motion carried. Speed Bump Pilot Program: Due to many complaints from residents regarding speeding inside Town on residential streets, we have looked into a portable speed bump. The cost is approximately $200.00 for one and we could move from place to place if effective. After some discussion, it was requested to table this item until August and come back with other ideas.

July 14, 2020 Meeting Minutes Page 2 Interlocal Agreement for a Group Self-Insurance Pool for Property and Liability Risk Sharing: Finance Officer Dalton stated that we are changing our Property and Liability carrier and this agreement is required. Councilman Farmer made the motion to approve. Councilman Farris seconded. Motion carried. Copy incorporated into the minutes. Public Comments: Rabron Wiggins sent a letter regarding his concerns with vehicle registration, Council meetings, downtown streets and the Recreation program. Old Business: Old Public Works Building Demo: The demolition of the old public works building is underway and should be completed very soon. The timeline for construction of the new building should be available soon. Town Manager Report: Many assessments have begun: parking, lighting, safety, fees, citations, etc. Town Hall has been open to the public for over 1 month now after the installation of plexi glass at the counter and a door to restrict access to the administration work area. The Police Department received a grant of $6,500.00 from the Governor’s Crime Commission for the purchase of equipment for high speed chases. Rockingham County has advised us that our share of the CARES Act fund will be $28,362.00. The Health Department will be sending masks to our apartment complex on E. Matthews Street for the residents. Lori Armstrong has been appointed to the UNC Hospital Board of Directors. Discuss possible on-call pay increase for Public Works employees in December when other increases are discussed. Suggested $100.00 per week. Councilman Farmer made a motion to meet in person in August. Councilman Thornton seconded. Councilmen Hundley, Smith and Farris stated to not hold in Council Chambers; however, try to find a way to meet in August. Adjourn: Mayor Galvan then asked for a motion of adjournment. Councilman Farris made the motion. Councilman Hundley seconded. Motion carried.

Present: Present were Mayor Kathy Stanley-Galvan, Councilmen Chuck Hundley, Henry Thornton, Jerry Smith and Johnny Farmer. Councilman Bill Farris was absent and excused.

Also, present were Town Manager Lori Armstrong, Human Resource/Finance Officer Joanna Dalton and Town Clerk Sherri Darnell.

Welcome: Mayor Galvan asked Councilman Farmer to lead the Pledge of Allegiance and Mayor Galvan gave the Invocation and called the meeting to order. Agenda: Mayor Galvan asked for a motion to approve the Agenda. Councilman Thornton

made the motion. Councilman Farmer seconded. Motion carried. Councilman Farmer made a motion to list Executive Session description on the Agenda. Councilman Smith seconded. Motion carried. Mayor Galvan asked for a motion to enter into executive session. Councilman Smith made the motion. Councilman Hundley seconded. Motion carried. Upon return to regular session, Mayor Galvan stated that a Human Resources issue had been discussed with no action taken. Adjourn: Motion to adjourn made by Councilman Thornton. Ordinance Authorizing the Establishment of a Special Revenue Fund for the Coronavirus Relied Fund (CRF) 0-2020-02

WHEREAS, local governments in North Carolina are currently receiving and expending funds from the Coronavirus Aid Relief, and Economic Security Act (CARES Act), which is federal funding from the US Department of State Treasury;

WHEREAS, the predominant amount of funding from the CARES Act appropriated to the State and local governments in North Carolina is from the Coronavirus Relief Fund {CRF), as established under the CARES Act;

WHEREAS, the North Carolina Genera l Assembly has passed, and the Governor of North Carolina has signed into law, State Law 2020-4, entitled "An Act to Provide Aid to North Carolinians in Response to the Coronavirus Disease 2019 (COVID-19) Crisis" to be known as the "2020 COVID-19 Recovery Act" (the "Act");

WHEREAS, the Act sets aside $150,000,000.00 to the Office of State Budget and Management (OSBM), to be distributed among counties within North Carolina;

WHEREAS, the Act provides that a county may allocate a portion of these COVID Funds for use by municipalities within the county through a sub-grant, but only if the transfer qualifies as a necessary expenditure as provided in the Act;

WHEREAS, the Town of Stoneville wishes to receive COVID Funds pursuant to the established protocols of Rockingham county;

WHEREAS, in accordance with applicable provisions of the North Carolina Local Government and Fiscal Control Act; and

WHEREAS, the Town of Stoneville wishes to establish a special revenue budget to account for funding provided by the Coronavirus Relief Fund (CRF).

NOW THEREFORE, BE IT ORDAINED BY THE STONEVILLE TOWN COUNCIL THAT:

Section 1: The Stoneville Town Council authorize the Town Manager and Finance Officer to establish a Special Revenue Fund for reimbursement of completed and anticipated expenses associated with response to the coronavirus pandemic.

Section 2: The Special Fund shall be named the Coronavirus Relief Fund.

Section 3: Revenues for this fund shall be determined by the amount of awarded reimbursement.

Section 4: Expenditures for this fund shall be determined prior to the deadline for submittal of reimbursement requests.

This ordinance shall become effective upon its adoption and approval. Adopted this the 4th day of August, 2020.

RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF STONEVILLE TO CONTRACT WITH STONEVILLE HEALTH INSURANCE STORE – JERRY L. SMITH AND ASSOCIATES

WHEREAS, the Town of Stoneville is a municipality with a population less than 15,000

residents; and

WHEREAS, the Town desires to support local businesses and secure healthcare in the most cost-effective manner; and

WHEREAS, the Stoneville Health Insurance Store – Jerry L. Smith and Associates is a

locally owned insurance brokerage that has been operating in Stoneville since 2002; and

WHEREAS, Jerry L. Smith is an elected official on the Stoneville Town Council; and

WHEREAS, North Carolina statute 14-234 allows the Town of Stoneville to enter into a contract with one of its own elected officials if the contract does not exceed $40,000; and

WHEREAS, the Stoneville Health Insurance Store – Jerry L. Smith and Associates would

receive approximately $3,500 annually paid directly to the company by United Health Care, the proposed health insurance provider for Fiscal Year 2020-2021.

THEREFORE, IT IS HEREBY RESOLVED that the Town Council of the Town of

Stoneville, will contract with the Stoneville Health Insurance Store – Jerry L. Smith and Associates to serve as the Town of Stoneville’s health insurance broker and United Health Care will be the health insurance provider for Fiscal Year 2020-2021.

RESOLUTION ALLOWING PAYMENT PLANS FOR UTILITY ARREARS DURING GOVERNOR’S EXECUTIVE ORDERS #124 AND #142 R-2020-05

WHEREAS, during the public health emergency posed by COVID-19 and Governor Roy Cooper’s Executive Orders #124 and #142 which suspended late fees, delinquent fees and disconnections of all utilities, and;

WHEREAS, these Executive Orders have expired as of 11:59 pm on July 29, 2020, and; WHEREAS, the Town Council of Stoneville desires to assist our customers in catching up on the

outstanding amounts owed on their accounts, and; WHEREAS, Governor Cooper’s Executive Orders stipulate that utility providers extend a six

month payment plan to these individuals impacted by this event, and; WHEREAS, The Town of Stoneville will resume its regular utility billing and collections policy

effective with the August 1, 2020 billing. THEREFORE, IT IS HEREBY RESOLVED that the Stoneville Town Council orders the following.

1. Payment Plans: Payment plans up to 6 months will be offered to any customer with a balance that was incurred during April 1, 2020 and July 29, 2020. Beginning with the September 1, 2020 billing cycle, the payment plan amount plus the regular monthly bill must be paid in order to continue to receive utility services through the Town.

2. Failure to Opt-in to Payment Plan: If the customer fails to opt-in to the payment plan and does not bring their account to a zero balance, the Town will disconnect services until a payment arrangement for the outstanding balance made, including any fees accrued to the account.

3. Failure to Pay on Payment Plan: If the customer misses a scheduled payment on the plan or does not pay the entire amount, services will be disconnected until the outstanding balance of the payment plan is paid, including any fees accrued to the account.
